Enang Charges Parliamentary Staff on Effective Legislative Administration

Abuja – Former Special Adviser to the President on National Assembly Matters, Senator Ita Enang, has called on parliamentary staff to be responsible and live up to expectations in their duties.

Speaking at a retreat for staff of the Office of the Clerk and Deputy Clerk to the National Assembly in Abuja, Enang delivered a paper titled "Fundamentals of Legislative Practices and Procedures." He emphasized the crucial role of the Clerk to the National Assembly (CNA) in legislative administration, describing the office as the chief adviser to presiding officers and the entire legislative body on procedural, legal, and constitutional matters.

Enang noted that the CNA's responsibilities include ensuring that any deficiencies in bills, in terms of form, content, and constitutional compliance, are identified and corrected through appropriate legislative procedures. These duties are carried out directly by the CNA or through delegates such as the Clerks of the Senate and House of Representatives.

ROLE OF THE CLERK IN LEGISLATIVE PROCESSES

He highlighted the CNA's role in certifying bills passed by both chambers of the National Assembly before they are sent to the President for assent, in accordance with the Acts Authentication Act.

Additionally, he noted that upon the dissolution of the legislature, the Clerk assumes responsibility for the proclamation of the new parliament and the conduct of elections for the Senate President, Deputy Senate President, Speaker, and Deputy Speaker of the House of Representatives.

Enang urged the CNA's office to ensure that all bills are properly gazetted and made accessible to the public for scrutiny and contributions before their passage.

PROPOSED REFORMS IN THE APPROPRIATION PROCESS

Suggesting reforms in legislative procedures, particularly on appropriation, Enang recommended that:

1. Budget estimates and details should be completed and laid alongside the Appropriation Bill, passed, and transmitted to the President for assent, along with the Votes and Proceedings.

2. Bills, once passed on the floor or after conference, should not be altered or redrafted by the Legal Drafting Department. Instead, all necessary drafting should be concluded before final passage.

3. The CNA must ensure compliance with Order 137 (2) and (3) of the Senate Standing Orders (2022), which mandate the circulation of bills and resolutions sent to the President among senators and the monthly presentation of updates on pending and assented bills.

Enang stressed that an efficient legislative administration is vital for effective lawmaking and governance, urging parliamentary staff to uphold the highest standards of professionalism and diligence in their duties.

attracted accolades, this, to me, is to God's glory.
May I also extend warm appreciation to the Hon Minister of Finance and coordinating Minister of the Economy and his brother Ministers of sister allied Ministries, the Permanent Secretary and leadership of the Ministry, and to the chairman and members of the Senate and House of Representatives committees on finance and allied committees. Trumpism: A Pathway to Nigeria’s Economic Growth – Sen. Ita Enang

Abuja, Nigeria – Senator Ita Enang, former Special Adviser to the President on National Assembly Matters and Niger Delta Affairs, has described “Trumpism” as a vital opportunity for Nigeria’s economic transformation. He made this assertion while presenting a paper titled “The Legislature and Governance in Constitutional Democracies: TRUMPISM and Executive Orders” at a posthumous event honoring Professor Nuhu Omezia Yaqub in Abuja.

Enang viewed the economic policies of the US President Donald Trump as inspiring and motivating, stating that they have inspired growth in Nigeria and other African economies. According to him, Trumpism—characterized by economic nationalism, local industrialization, and self-sufficiency—presents Nigeria with a unique opportunity to strengthen its economy, technology, manufacturing, and agriculture while reducing reliance on foreign nations.

“Trumpism is the best opportunity to activate and revamp our economy, harness our technological and manufacturing capabilities, and fully utilize our human and agricultural resources,” Enang said. “Nigeria must shift from being dependent on foreign goods and services to becoming a self-sustaining economy that produces what it consumes.”

The senator urged both federal and state governments to take advantage of this opportunity by investing in local industries and mobilizing skilled Nigerians in the diaspora to contribute to national development.

“We have millions of Nigerians abroad who are helping to build foreign economies while our own country struggles. It is time we encourage them to return home and contribute to our industrial growth, create jobs, and expand our domestic production,” he stated.

Enang emphasized that adopting economic policies inspired by Trumpism would reduce Nigeria’s reliance on imports, boost local industries, and create employment opportunities. He called for policy reforms that support small and medium-sized enterprises (SMEs), promote local investments, and enhance national industrialization.

“This is our chance to move from being merely self-governing to becoming truly independent—economically, technologically, and industrially,” he added.

As Nigeria seeks sustainable economic solutions, Enang’s advocacy for Trumpism as a model for growth has sparked discussions on the nation’s path to self-sufficiency and industrial development.

A'Ibom's Traditional ‘Otuekong’ Title On Tinubu Well Deserved - Enang

Sen. Ita Enang, has described the title of ‘Otuekong’ recently conferred on President Bola Tinubu by the Akwa Ibom traditional institution as a recognition well-deserved.

Enang, a Chieftain of the All Progressives Congress, said this while he spoke with the Press in Abuja on Friday, adding that the title was a recognition of Tinubu’s commitment to national development.

It would be recalled that Tinubu was on Friday, given the prestigious traditional title of ‘Otuekong Akwa Ibom’ by the Akwa Ibom Traditional Rulers Council.

Enang said that the recognition signified the traditional council’s respect and admiration of Tinubu’s vision and commitment to move the country forward.

The former Senior Special Adviser to the President on Niger Delta Affairs, said that the title which transliterates as: “Commander-in-Chief of Akwa Ibom” was well thought-out and befitting.

“It is a recognition of the president’s leadership quality and commitment to the development of the country,” Enang said.

He said that the recognition had provided an opportunity for leaders of the state to connect Akwa Ibom to the centre.

“To me, the main purpose of the recognition was to thank the President and our party for electing an Akwa Ibom son as the senate president,” he said.

Enang, who represented Akwa Ibom North-East Senatorial District in the National Assembly between 2011 and 2015, described the title as a good omen to Akwa Ibom.

“You can see that the president was full of thanks to the government and people of Akwa Ibom. He used the occasion to express his commitment to support the state.

“This did not happen in the past. The state government did not acknowledge the Federal Government in the past, and a lot of benefits eluded the state,” he said.

Enang said that Gov. Eno had demonstrated strong resolve to connect Akwa Ibom to the centre by relating closely with Federal Government.

“The governor is also open to relating with leaders across party lines. This is bringing the governance of the state in one basket, it is for us to work together for the development of the state and the country,” he said.

Enang said that the leadership style of Eno would likely make the entire state to support the president, irrespective of party affiliations.

RE: ALLEGED PETITION TO EFCC AGAINST "GOV" UDOM EMMANUEL.

LET US TREASURE AND COURT SEN. GODSWILL AKPABIO, GCON, SENATE PRESIDENT, OUR ACCESS, TO DELIVER MORE.

On behalf of the Leadership, membership & followership of The All Progressives Congress, Akwa Ibom State, The progressive Conscience and Team Nigeria, and indeed all development conscious Akwa Ibom citizens, we reference the publications and discussions regarding alleged petition against the immediate past Governor of Akwa Ibom State, Deacon UDOM Emmanuel to the Economic and Financial Crimes Commission to account for his tenure in office and the attempt to deflect from the subject, searching in diversionary tactics for persons allegedly behind such, attempting in course to link the Senate President's person or office thereto, we volunteer a brief intervention THUS :

THAT from all interactions there is nothing to link the Senate President or His office and Associates with the alleged petition.

THAT the concentration should be on preparation to answer to the veracity or otherwise of the issues stated in the purported petition, admitting or denying the facts therein alleged and not seek to divert attention by these fruitless attempts.

THAT ALL Akwa Ibomites should unite more to support and court Senator Godswill Obot Akpabio Godswill Akpabio in His standing as President of the Senate to deliver on His assignment and role as the Head of the Legislative Arm of Government and number 3 citizen of the Federal Republic of Nigeria.

THAT as obtained in other States who have had the privilege of their Sons holding such positions in the past, we should as traditional sink all our differences, bury our party and ethnic divides, have our basket of development challenges and present them to him to process and cause such within his powers and control to be executed while processing the rest to Mr President and appropriate Ministers and Institutions to handle for the benefit of our State.

THAT thus far the citizens and Government of our State had seemed admirably to adopt and pursue this path uniting behind the Senate President across party lines until this unfortunate false spill Re Deacon Udom Emmanuel and the EFCC alleged petition.

THAT as a person and officer of the Federal Government through the Radio and Television program on TEAM Nigeria drew attention to ALL and more of the issues raised in the alleged petition from year 2016 to 2024, even after Gov Udom had left office holding that every person in public office must have his day to account, if not before the people he served, but to our God ultimately.

THAT for the referenced 8 years plus advocacy in the Akwa Ibom wilderness, I was taken to Court on the question whether Udom Emmanuel's administration was the worst government in Nigeria, for which question we are at The Court of Appeal, Abuja. So, the issue is not persons behind petition, but if there are questions to answer on tenure.

THAT to my knowledge, Senator Godswill Akpabio is to engage on budget and Economy management legislative issues, relationship amongst peers and delivering on President Bola Tinubu renewed hope Agenda, the big National picture with no time or window for trivialities on what somebody may have done during his tenure.

AND THAT the Senate President shall continue to take the entire Akwa Ibom State and.the ENTIRE Nigeria as his Constituency without discrimination and deliver on the big National space and picture, ignoring trivialities from low minded new "SAINTS".

We should in conclusion please TREASURE Sen Godswill Akpabio, the President of the Senate,our lead access to the Federal Government.

We do not know when next again our State or region will again be privileged for this coveted position, for THE SUN SHINES UPON NATIONS IN TURNS.

Enang wants Full Implementation of LG Autonomy through the instrumentality of the anti-corruption agencies, ors

The Emeritus Presidential Adviser on National Assembly Matters and Niger Delta Affairs , Senator Ita Enang has urged the Federal Government of Nigeria to ensure the full implementation of the Local Government Autonomy across the nation by leveraging on the Anti - corruption mechanisms.

Enang stated this in Abuja while leading a discussion at the One day National Dialogue On Local Government Autonomy and Constitution Amendment Organized By the House of Representatives Committee on Constitution Review in collaboration with Policy and Legal Advocacy Centre (PLAC) with the support of the UK Foreign, Commonwealth and Development Office (FCDO)

Enang said with the landmark pronouncements of the Supreme Court in its recent judgment,"no Amendment will be as powerful and enforceable as these Revolutionary judgments and precedents - departure judgments of the Apex Court"

"I will advocate implementation of the judgment in all its ramifications through instrumentalities of the anti-corruption institutions to enforce compliance of direct allocation to Local Governments in the Country."

Enang who said " by the clear provisions of Section 162 sub-sections (3), (5), (6) and (7) of the Constitution, the States are mere couriers of the allocations from the Federation Account to local government councils, thanked President Tinubu for the courageous leadership and the legal dexterity of the Attorney General of the Federation & Minister of Justice, Prince Latef Fagbemi, SAN, who handled the matters personally

The event attracted key stakeholders from the three tiers of the government who brainstormed on the way forward in the local government administration in Nigeria .

SENATOR ENANG ADVOCATES FOR Full COMPLIANCE WITH AUTONOMY OF STATE JUDICIARY AND LEGISLATURE

The Emeritus Special Adviser to the President on National Assembly Matters- Senate, Senator Ita Enang has called on the Legislature to ensure the full implementation of the constitutional autonomy for State Judiciary and Legislature.

Speaking at a one-day roundtable organized by KONRAD ADENAUER STIFTUNG in Abuja for members of the Senate Committee on Legislative Compliance, Enang emphasized the importance of enforcing these constitutional provisions.

In his paper titled "The Role of Oversight and Legislative Compliance in Governance," Senator Enang described the autonomy provisions as critical issues requiring urgent attention.

He urged the Senate Committee on Legislative Compliance to prioritize compliance with the 5th Alteration to the Constitution, which solidifies the autonomy of State Judiciary and Legislature.

Enang highlighted his role as Secretary of the Presidential Implementation Committee on Autonomy of State Legislature & State Judiciary, noting efforts to entrench the provisions of the defunct Executive Order 10 into the Constitution. He quoted the amended Section 121 of the Constitution, which mandates:
1. Direct payment of funds from the Consolidated Revenue Fund of the State to the account of the State House of Assembly.
2. Direct payment of funds to the heads of States Judiciary from the same source.

The roundtable was declared open by President of the Senate, Senator Godswill Akpabio, represented by Senator Barau Jibrin, Deputy President of the Senate.

ENGAGEMENT

It was a rare privilege as I honoured the invitation by the Presidency to deliberate on the 'relationship between Executive and the Legislature : expectations from the Ministers' at the Induction retreat for new Ministers held at the three Arms zone, Abuja.

I discussed, particularly the concept of the inter relationship between the 3 arms of Government arises from the Constitutional web whereby none of the arms comes into existence without the other.
