The Nigerian Midstream and Downstream Petroleum Regulatory Authority (Otherwise known as “The Authority”) was created in September 2021 in line with the Petroleum Industry Act which seeks to provide legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry and development of Host Communities. The Authority is responsible for the technical and commercial regulation of t

he midstream and downstream operations in Nigeria. With the merger of three extant oil regulatory agencies: Department of Petroleum Resources (Gas Operations, Domestic Gas Supply and Utilization), Petroleum Products Pricing Regulatory Agency (PPPRA) and Petroleum Equalization Fund (PEF). The Authority was birthed to a new dawn with the key objective to establish a progressive fiscal framework that encourages investment in the Nigerian petroleum industry, provides clarity, enhances revenues for the government while ensuring a fair return for investors.

NMDPRA Concludes Strong Outing at SPE NAICE 2026, Reinforces Commitment to Excellence in Regulation

The Authority concluded a highly impactful participation at the 2026 Society of Petroleum Engineers Nigeria Annual International Conference and Exhibition (SPE NAICE), reaffirming its commitment to advancing regulatory excellence and supporting innovation across the petroleum industry.

Leading the Authority's engagement, the Authority Chief Executive, Mallam Rabiu A. Umar, delivered the Regulatory Address, where he reiterated NMDPRA's guiding principles of being Firm, Fair and Fast in the discharge of its regulatory responsibilities. He underscored the Authority's commitment to creating a transparent, efficient and investor-friendly regulatory environment that promotes sustainable growth in Nigeria's oil and gas sector.

Representing the Authority as a conference sponsor, Mr. Elvis Druji delivered the Sponsor's Remarks, reaffirming NMDPRA's support for initiatives that foster knowledge exchange, technological advancement and industry collaboration.

NMDPRA's experts also made significant contributions across several strategic technical and leadership sessions. Adaora Ugwu participated in the Women Leadership Programme panel discussion on the theme, "Elevating Leadership through Empathy, Leadership and Human-Centered Decision Making," where she highlighted the importance of inclusive leadership and people-focused decision-making in shaping resilient organisations.

Jerry D. Ishaya chaired a technical session covering Artificial Intelligence and Data Science, Asset and Information Management, Energy Transition and Decarbonization, facilitating discussions on emerging technologies and sustainable practices driving the future of the energy industry.

Similarly, Ahmad Mungadi chaired a technical session focused on Deep Water Development, Operations, Refining and Petrochemical Technology, providing a platform for discussions on operational excellence and technological innovation within the sector.

The Authority's technical contributions were further demonstrated through paper presentations by its experts. Okechukwu Nwankwo presented a paper titled "Understanding the Regulatory Framework under the Petroleum Industry Act (PIA) 2021," offering valuable insights into the evolving regulatory landscape.

Odafe Atebe delivered a presentation on "Assessment of Produced Formation Water Management Policy in Nigeria's Oil and Gas Industry," highlighting policy considerations for environmentally sustainable operations.

Bello Sayyadi also presented a paper titled "From Design to Decommissioning: Integrating Inherent Safety Principles in Nigeria's Midstream and Downstream Petroleum Operations," emphasizing the need to embed safety throughout the lifecycle of petroleum infrastructure.

The Authority Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Mallam Rabiu A. Umar, received a courtesy visit from the Nigeria Governors’ Forum (NGF) aimed at strengthening Federal–State collaboration to promote investments in the midstream and downstream petroleum sector.

The engagement focused on establishing a structured collaboration framework between the NMDPRA and the NGF to unlock investment opportunities across the 36 states and the Federal Capital Territory (FCT). Discussions centred on key priority areas, including gas-to-power projects, Compressed Natural Gas (CNG) mobility, Liquefied Petroleum Gas (LPG) expansion, clean cooking initiatives, embedded power generation, and other strategic interventions.

ACE Visits South West Regional Office, Reaffirms Commitment to Staff Welfare and Regulatory Excellence

The Authority Chief Executive Mallam Rabiu Abdullahi Umar, today paid a working visit to the Authority’s South West Regional Office in Lagos as part of ongoing efforts to strengthen operations and enhance service delivery across the country.

During the visit, the ACE toured and inspected the regional office facilities, assessing the condition of the infrastructure and the working environment for staff. The inspection underscored the Authority’s commitment to providing a conducive workplace that enables personnel to perform their duties effectively.

The ACE also held an interactive meeting with management and staff of the regional office, during which the Regional Coordinator Engr. Olakanmi Ayodeji delivered a presentation highlighting the office’s activities, achievements, and operational challenges. This was followed by robust discussions on key issues affecting the region and practical measures to improve efficiency and regulatory performance.

Addressing staff, Mallam Rabiu Abdullahi Umar reaffirmed the Authority’s guiding philosophy of being Firm in Regulation, Fair in Conduct, and Fast in Ex*****on. The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has launched a new mobile application to determine fuel consumption pattern real-time in all the retail outlets nationwide. The pilot project commenced in Abuja and it's six Area Councils on 1st August 2026.

As part of the rollout, the Executive Director, Distribution Systems, Storage and Retailing Infrastructure (DSSRI), Mr. Ogbugo Ukoha, in conjunction with the Abuja Regional Office led a team to assess the readiness and operational competency of the digital platform by the operators.

The application enables real-time capture of inventory and compliance data, strengthening regulatory oversight, improving operational efficiency, and promoting transparency across Nigeria's downstream petroleum sector.

By generating reliable, data-driven insights, the platform will support evidence-based data, decision-making and optimal national economic planning for energy security amongst others, thereby delivering significant value to government, investors, operators, and other industry stakeholders.

NMDPRA Charts Path to Energy Resilience and Gas-Led Growth at NAICE 2026

The Authority Chief Executive Mallam Rabiu A Umar, has reaffirmed the Authority’s commitment to strengthening Nigeria’s energy security, accelerating gas utilisation and delivering efficient regulation as the country adapts to the evolving global energy landscape.

Speaking at the opening ceremony of the 49th Society of Petroleum Engineers (SPE) Nigeria Annual International Conference and Exhibition (NAICE 2026) in Lagos, themed “Thriving in the Evolving Global Energy Landscape: Collaborative Growth and Resilience,” Umar said the Authority’s regulatory approach would be guided by the principles of being Firm, Fair and Fast, while ensuring compliance with the Petroleum Industry Act (PIA) and fostering an enabling environment for investment.

He highlighted Nigeria’s transformation into a regional refining hub through the growth of both large-scale and modular refineries, stressing that the NMDPRA remains committed to enforcing Domestic Crude Oil Supply Obligations to guarantee feedstock availability for local refineries while maintaining commercial balance across the value chain.

The Authority Chief Executive also underscored the importance of expanding gas infrastructure, noting ongoing efforts to support the completion of the AKK Gas Pipeline, increase LPG and CNG adoption, and promote gas commercialisation under the Decade of Gas initiative. He added that the Authority is implementing market reforms aimed at improving gas distribution, encouraging investment and advancing Nigeria’s energy transition.

Umar called for stronger collaboration among regulators, operators, financiers and technology providers to build a resilient energy sector capable of meeting both domestic and regional demand. The Authority has concluded the H1 2026 Nigerian Gas Network Reconciliation (NGNR) Workshop, bringing together gas transporters, suppliers, shippers and off-takers to reconcile gas volumes traded between January and June 2026.

The workshop introduced a Network Entry/Exit Point Measurement Infrastructure Audit Template to improve metering accuracy and accountability across the gas network. Participants also reviewed network performance, pipeline infrastructure projects, the ELPS Gas Shrinkage Factor and Hydraulic Modelling Project, while identifying measures to address metering gaps and enhance system reliability.

The workshop recorded a 30 per cent reduction in gas imbalance on the Western Network and adopted key resolutions, including the ex*****on of outstanding Network Exit Agreements, mandatory submission of measurement audit templates, and greater collaboration to improve network pressure management ahead of the commissioning of the AKK Pipeline System.

In his closing remarks, the Director, Transportation Systems and Networks (TSN), Engr. Joseph G Musa speaking on behalf of the Authority Chief Executive, Mallam Rabiu A. Umar highlighted the importance of the biannual reconciliation exercise in promoting equitable transactions, transparency, investor confidence, and efficient network operations.

He noted that since its introduction in 2023, the NGNR process has significantly improved gas measurement, strengthened compliance through consequence management, reduced operational imbalances, and contributed to more reliable domestic gas supply.

During the workshop, participants reviewed the performance of the Nigerian Gas Transmission Network (NGTN), assessed progress on key pipeline infrastructure projects, and received updates on the ELPS Gas Shrinkage Factor and Hydraulic Modelling Project. Discussions also focused on addressing metering gaps, improving network visibility through SCADA integration, and enhancing system reliability.

The workshop concluded with the adoption of the reconciled H1 2026 gas volumes, reaffirming NMDPRA’s commitment to a transparent, efficient and reliable domestic gas market.

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), in collaboration with the West Africa Regulators Forum (WARF), held a press conference ahead of the forthcoming West Africa Refined Fuel Market Conference.

Speaking at the event, the Authority Chief Executive of NMDPRA and Chairman of WARF, Mallam Rabiu A. Umar, stated that Africa requires a regional fuel pricing benchmark that reflects the continent's growing refining capacity, enhances market transparency, and reduces reliance on foreign pricing indices.

He noted that as refining capacity continues to expand across the continent, it has become increasingly important for Africa to establish its own pricing reference to maximise the benefits of regional production, trade, and investment.
"The more we're able to refine our products, the more relevant it is to have our own reference pricing and create that advantage, particularly within the West African region," he said.

He explained that the West Africa Refined Fuel Market Conference, scheduled to hold from 11–12 August and organised in collaboration with S&P Global Commodity Insights and WARF, will serve as a strategic platform to identify critical infrastructure gaps, attract investment, foster regional collaboration, and advance efforts toward establishing a credible African petroleum price benchmark.

Mr Oluwole Adama, the Executive Director of the Midstream and Downstream Gas Infrastructure Fund (MDGIF) hosted Mr. Chinua Azubike, MD/CEO of InfraCredit, at our Abuja headquarters for high-level strategic discussions on deepening Nigeria's gas infrastructure financing ecosystem.

The meeting opened a promising dialogue on how MDGIF and InfraCredit can work together to strengthen the financing architecture for gas infrastructure development in Nigeria, with both parties identifying areas of mutual interest for further exploration, including guarantee facility structures, co-investment mechanisms, and opportunities for deeper institutional linkages.

The MDGIF remains committed to mobilising the right partners and instruments to accelerate Nigeria's gas infrastructure development.

The Federal Government flagged off the State-Level Liquidized Petroleum Gas (LPG) cylinder distribution programme in Yenagoa, Bayelsà State, with the free distribution of cylinders to households in the eight local government areas.

The initiative, implemented under the Decade of Gas National Grassroots LPG Pe*******on Programme (NGLPP), was created to transform Nigerian households through secure access to clean, affordable gas for cooking and economic growth.

Delivering his keynote address, the Minister of State for Petroleum Resources (Gas), Rt. Hon. Ekperikpe Ekpo, described the National Grassroots LPG Pe*******on Programme as a flagship Federal Government initiative aimed at accelerating the nationwide adoption of LPG as the preferred clean cooking fuel. He noted that the programme is central to the Federal Government’s commitment to expanding energy access, improving public health, protecting the environment, and enhancing the quality of life for Nigerians.

At the Bayelsa launch, NMDPRA’s Authority Chief Executive, Mallam Rabiu Abdullahi Umar, affirmed that the Authority remains committed to deepening the use of LPG across Nigeria as part of the federal government’s Decade of Gas initiative, describing Bayelsa’s inclusion as a significant step toward expanding access to clean cooking energy in the Niger Delta. He added that the authority will continue working with the Ministry of Petroleum Resources, state governments, and industry stakeholders to make LPG more available and affordable.

A critical stakeholder engagement was conducted by Abuja Regional office with operators of petroleum products retail outlets at the Abuja Continental Hotel on Tuesday 28th July 2026 which had an attendance of 328 participants.
The objective of the engagement was to sensitise the operators comprising of proprietors and staff of retail outlets in Abuja and the six area councils on this initiative.
The Regional Coordinator North-Central, Maijiddah Abdulkadir (Mrs.) opened the meeting with a welcome address where she reiterated the importance of having engagements with stakeholders on programmes and initiatives that will add value to their operations and improve policy formulation.
The Executive Director Distribution Systems, Storage and Retailing Infrastructure (DSSRI) Mr. Ogbugo Ukoha who represented the Authority Chief Executive (ACE) delivered a keynote address explaining the necessity of obtaining accurate national consumption figures for energy sufficiency, security and strategic planning and appealed for the cooperation of the operators in achieving this goal.
An online form developed for the purpose of the initiative was unveiled to all the operators and practical demonstration was conducted where questions were asked and answers provided.
The exercise is ongoing with the official rollout on 1st August, 2026.
