NADDC, SON, NESREA Sign MOU and Reaffirm Commitment to Strengthen Vehicle Conformity Assessment

The National Automotive Design and Development Council (NADDC), in collaboration with the Standards Organisation of Nigeria (SON) and the National Environmental Standards and Regulations Enforcement Agency (NESREA), has reaffirmed its commitment to strengthening the regulation of used vehicle imports into Nigeria through the Vehicle Conformity Assessment Programme (VehCAP). The programme, officially launched on 31st March 2026, represents a significant milestone in efforts to ensure that used vehicles entering the country meet established safety, environmental and quality standards.

The Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, said the tripartite initiative brings together SON’s standardisation mandate, NESREA’s environmental regulatory responsibilities and NADDC’s technical automotive expertise to establish a coordinated framework for assessing imported used vehicles before they enter the Nigerian market. He commended the commitment and technical contributions of personnel from the three agencies, noting that the progress recorded under VehCAP demonstrates the importance of inter-agency collaboration in delivering effective regulatory reforms for the benefit of Nigerians.

According to him, VehCAP is primarily aimed at protecting lives, safeguarding the environment and ensuring that Nigerians derive value from imported used vehicles. He noted that by strengthening conformity assessment, the programme would help reduce the risks associated with unsafe and unroadworthy vehicles, curb harmful vehicular emissions and protect consumers from substandard imports. He therefore called for sustained collaboration and shared responsibility among the three agencies and stakeholders to ensure the effective implementation of the programme and the continued development of a safer, cleaner and more structured automotive sector.

The Director-General of SON, Dr. Ifeanyi Chukwunonso Okeke, described the signing of the reviewed Memorandum of Understanding (MoU) between NADDC, SON and NESREA as an important milestone in the implementation of VehCAP. He said the renewed institutional collaboration demonstrated the willingness and determination of the three agencies to succeed while strengthening the protection of stakeholders. He explained that the reviewed MoU provides a stronger institutional framework for coordinated implementation, adding that the success of VehCAP would depend largely on the quality of collaboration among the participating institutions and their ability to translate the agreed framework into practical results.

Dr. Okeke stated that with the signing of the reviewed MoU, the focus of the three institutions had shifted firmly towards implementation, stressing that their collective commitment would provide a strong foundation for the successful ex*****on of VehCAP. He also called for continued support from stakeholders and partner institutions as the programme progresses into its next phase.

The Director-General of NESREA, Professor Innocent Bariate Barikor, described VehCAP as an important national programme that cuts across standards, automotive development, environmental protection, public safety, consumer protection and regulatory enforcement. He emphasised that its success depends on effective collaboration among the relevant institutions, noting that the programme provides a platform through which the respective regulatory functions of NADDC, SON and NESREA can complement one another to deliver a more effective vehicle compliance system.

Professor Barikor further stressed that NESREA’s participation is particularly significant because of the environmental implications associated with the automotive sector. He noted that vehicle emissions, air pollution, end-of-life vehicles and other environmental impacts across the automotive value chain require strong regulatory attention. According to him, ensuring that vehicles on Nigerian roads comply with applicable environmental standards, from manufacturing through usage and eventual disposal, remains an important component of the country’s broader environmental protection efforts.

The three agencies reaffirmed their commitment to placing the interests, safety and well-being of Nigerians at the centre of their regulatory interventions. They stressed that the effective implementation of VehCAP would contribute to improved road safety, environmental sustainability, consumer protection and greater confidence in Nigeria’s vehicle importation system, while supporting the development of a more organised and sustainable automotive industry.

Senate Moves to Strengthen Auto Sector, Pledges Auto Policy Legislation

The Senate Committee has expressed its readiness to accelerate the passage of the proposed National Automotive Industry Bill 2026, to protect vehicle manufacturers and advance the development of the Nigeria automotive industry. The committee made this known during an oversight visit conducted in collaboration with the National Automotive Design and Development Council (NADDC), to key automotive facilities in Kano and Kaduna States as part of efforts to assess the readiness and capacity of Nigeria’s automotive industry to meet local demand.

The oversight exercise, which commenced in Kano and proceeded to Kaduna on October 4th, 2026, provided the Committee with an opportunity to inspect facilities, assess their operational capacity and identify challenges affecting large-scale automotive production in the country. During the exercise, the Committee visited the NADDC Automotive Training/CNG Conversion Centre in Kano, PAN Nigeria Ltd in Kaduna, and D-PAN in Kaduna, where members inspected the facilities and assessed their capacity to contribute to increased local vehicle production and the development of the automotive value chain.

Speaking during the inspection, the Chairman of the Senate Committee on Industry, Senator Francis Adenigba Fadahunsi, expressed satisfaction with the state of the facilities visited, noting that they are operational and have the capacity to support massive production. He, however, stressed the need for sustained maintenance and stronger government support to enable the facilities to operate at full capacity.

Senator Fadahunsi further advocated policies that would encourage local production, particularly through restrictions on the importation of foreign-used vehicles, popularly known as Tokunbo, as well as tricycles that can be produced locally. He noted that such measures would strengthen domestic manufacturing, create jobs and protect investments in Nigeria’s automotive sector.

According to him, the oversight visit is in the national interest, as lawmakers need to understand the challenges confronting industries in order to develop appropriate legislative interventions. “We are the lawmakers, and the essence of the oversight is to see and know the challenges, so we can make sure that the law is passed,” he stated, emphasising the need to amend existing legislation and introduce appropriate restrictions on foreign-used vehicles where necessary.

The Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, said the visit was particularly significant in the context of the Federal Government’s "Nigeria First Policy". He explained that one of the major questions being asked is whether Nigeria has the capacity to produce enough vehicles to meet domestic demand, adding that the facilities inspected during the visit provide clear evidence that the country possesses the required industrial capacity.

The NADDC helmsman noted that several impediments to the growth of the automotive industry have already been identified and are being addressed systematically. He identified legislation, patronage, and access to credit as some of the key areas requiring attention, noting that the Nigeria First Policy is designed to encourage greater patronage of locally manufactured vehicles. He also disclosed that the Council is working with the Nigerian Consumer Credit Corporation (CrediCorp) to expand its credit schemes to cover more categories of vehicles beyond the current focus on two- and three-wheelers.

Osanipin stressed that the major challenges confronting Nigeria’s automotive industry are being addressed one after another through collaboration among relevant government institutions and industry stakeholders. He expressed optimism that sustained legislative support, increased patronage, accessible vehicle financing and appropriate policies would unlock the full potential of the sector and position Nigeria as a competitive automotive manufacturing hub.

NADDC Begins Nationwide Registration Programme for AMDON

Following the successful launch of National Automotive Repository Portal by National Automotive Design and Development Council (NADDC), the Council has again commenced a nationwide registration programme for motor dealers in Nigeria, marking a significant step towards establishing a more structured, accountable and data-driven dealership system in Nigeria. The initiative, being implemented through a digital registration framework, is designed to identify and document motor dealerships operating across the country and create a reliable database that will provide government with a clearer picture of the size, distribution and activities of operators within the automotive market.

Speaking during the sensitisation programme for motor dealers in the North-West region held in Kaduna, on 30th September 2026, the Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, represented by the Director, Policy, Planning and Statistics, Mr Umar Nura Sidi, said the registration exercise was aimed at bringing greater organisation and visibility to the dealership subsector. He explained that the initiative should not be viewed as an additional burden on dealers, but as an opportunity for legitimate businesses to establish an official identity and become more visible within Nigeria’s formal automotive ecosystem.

Osanipin noted that the absence of comprehensive and reliable data on motor dealerships had made it difficult to accurately determine the number, location and operational activities of dealers across the country. He said the new registration framework would address this gap and provide government with the information required to develop policies and programmes based on the realities of the sector. He added that formal registration would also provide dealers with a verifiable business identity capable of strengthening their engagement with banks, financial institutions, investors, suppliers and other business partners.

“For the dealer, registration provides an opportunity to establish a verifiable business identity within the automotive sector,” Osanipin said, adding that a properly documented dealership sector would contribute to greater consumer confidence. He further linked the initiative to the Council’s broader mandate of promoting a competitive, sustainable and properly organised automotive industry capable of contributing more effectively to Nigeria’s economic growth.

In the same vein, the National President of the Association of Motor Dealers of Nigeria (AMDON), Prince Ajibola Adedoyin, expressed the association’s support for the initiative, stressing that a properly organised dealership subsector would provide a stronger foundation for collaboration between dealers and government. He noted that motor dealers play an important role in the automotive value chain and the wider economy, adding that the subsector had over time called for measures that would bring greater structure and proper identification to operators. He therefore encouraged dealers to actively participate in the registration process.

The Council identified the North-West as a strategic region for the exercise, given its vibrant commercial activities and significant role in vehicle distribution, transportation, agriculture, logistics and regional trade. NADDC therefore called on motor dealers across the region and other parts of the country to participate in the registration exercise, assuring stakeholders that it would sustain consultations with AMDON, state governments, financial institutions and other relevant stakeholders to ensure that the framework remains accessible, transparent and responsive to operators’ needs. The Council said the exercise ultimately seeks to create a more visible, organised and accountable motor dealership subsector while providing the data and institutional framework required to support informed policy decisions and the continued development of Nigeria’s automotive industry.

NADDC VALIDATES CNG, EV TRAINING MANUALS TO STRENGTHEN AUTOMOTIVE SKILLS DEVELOPMENT

In a strategic move to strengthen automotive skills development in Nigeria, the National Automotive Design and Development Council (NADDC) organised a technical workshop on September 24, 2026, at Providence Hotel, Ikeja, Lagos, to critique and validate draft instructional manuals developed from the approved National Occupational Standards (NOS) for Compressed Natural Gas (CNG) vehicle conversion and Electric Vehicle (EV) maintenance.

The workshop brought together technical experts, industry practitioners, trainers, assessors, academics, members of the Automotive Sector Skills Council and other stakeholders to critically review the manuals and ensure that they meet national requirements and international best practices. The exercise is aimed at producing standardized training materials that will promote quality and consistency in the training and certification of automotive technicians.

Speaking at the workshop, the Director General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, emphasized the importance of ensuring that the instructional manuals are technically accurate, practical, competency-based, industry-relevant and responsive to Nigeria’s evolving automotive environment. He also stressed the need for strong occupational health and safety provisions, particularly in the areas of high-pressure CNG systems, high-voltage EV systems, batteries, charging infrastructure, diagnostics and maintenance.

Osanipin who was ably represented by the Director, Industrial Infrastructure Department (IID), Mrs. Joke Onireti, explained that the objective of the validation exercise is to ensure that the developed materials conform to international best practices. She noted that after the necessary amendments are made based on stakeholders’ contributions, the document will be forwarded to the National Board for Technical Education (NBTE) and the Industrial Training Fund (ITF) for the necessary approvals, after which it can become an official training document for the Nigerian automotive industry.

Presenting the overview of the instructional manual, the President of the Automotive Sector Skills Council, Engineer Best Nnodim, described the exercise as a critical workshop, explaining that NADDC management had mandated the Sector Skills Council to develop training manuals that would guide training across designated centres. He noted that the National Occupational Standards had earlier been developed as the foundation or curriculum for the training, while the instructional manuals were developed from the standards to guide both trainers and trainees.

Engineer Nnodim further explained that the validation process was deliberately designed to obtain wider stakeholder input. The exercise is being conducted in phases, beginning with the Southern region, comprising stakeholders from the South-East, South-South and South-West. A subsequent session will be held in Kano for stakeholders from the northern regions. Observations from the various zones will thereafter be harmonized by a smaller committee to produce a nationally acceptable document in line with the established government procedure for developing national training materials.

The immediate past President of the Sector Skills Council, Engineer Udeh Francis, stated that the workshop focuses on the critique and validation of instructional materials developed for the training of technicians in CNG vehicle conversion and EV maintenance. He explained that the exercise is a follow-up to the development of the National Occupational Standards for both areas, which provide the foundation for training personnel in these emerging areas of the automotive industry.

He added that the development and validation of the instructional materials are essential to standardizing training and maintaining quality across the sector. According to him, the participation of experts from academia, industry and technical practice would help ensure that the materials conform to international best practices and support consistent, high-quality training outcomes in both CNG and electric vehicle technologies.

The workshop therefore represents an important step towards strengthening Nigeria’s automotive skills development framework, ensuring that technicians and other industry practitioners receive standardized, practical and industry-relevant training capable of supporting the country’s transition to emerging automotive technologies.

FEDERAL GOVERNMENT COMMISSIONS NADDC AUTOMOTIVE TRAINING CENTRE IN EBONYI, REAFFIRMS COMMITMENT TO AUTOMOTIVE SKILLS DEVELOPMENT

The Federal Government has reaffirmed its commitment to developing the skills, talents and productive capacity of Nigerian youths while strengthening the automotive industry as a critical pillar of national industrial development, with the commissioning of the National Automotive Design and Development Council (NADDC) Automotive Training Centre in Ebonyi State. Speaking at the commissioning ceremony held on Thursday, September 18, 2026.

The Honourable Minister of State for Industry, Federal Ministry of Industry, Trade and Investment, Senator John Owan Enoh, described the facility as an investment in people, technology and the future of Nigeria’s automotive industry. He stated that the Centre would provide young Nigerians with practical, industry-relevant training in automotive technology, vehicle diagnostics, repairs and maintenance, mechatronics and emerging automotive technologies. The Minister noted that meaningful industrial transformation could not be achieved without a skilled workforce, stressing that the Federal Government’s Automotive Policy places emphasis on increasing local vehicle production, developing local content, promoting technology transfer and building the technical capacity required to position Nigeria as a competitive automotive manufacturing and servicing hub.

Senator Enoh explained that the establishment of Automotive Training Centres across the six geopolitical zones was designed to promote equity, inclusion and balanced national development by ensuring that young Nigerians, regardless of their geographical location, have access to employable and entrepreneurial skills in the automotive sector. He highlighted the strategic importance of Ebonyi State and the wider South-East region, noting the area’s enterprising population, commercial activities and emerging industrial potential. According to him, the Centre could transform the region’s existing strengths in entrepreneurship, vehicle repairs, spare-parts distribution and technical craftsmanship into modern and internationally competitive automotive enterprises. He also emphasized the Centre’s potential to support Nigeria’s emerging clean mobility agenda by developing technicians with the skills required to safely install, maintain, diagnose and service Compressed Natural Gas (CNG), Electric Vehicles (EVs) and other cleaner transportation technologies.

The Minister urged NADDC to ensure that the value of the Centre is measured by the quality and impact of activities taking place within the facility rather than the infrastructure alone. He called for continuous upgrading of training equipment, modern curricula, competent instructors and stronger partnerships with automobile manufacturers, assemblers, component producers, technical institutions and private-sector operators. He also stressed the importance of connecting graduates with employment, entrepreneurship opportunities, further training and relevant government interventions. Senator Enoh commended the Director-General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, for his commitment to advancing automotive skills development and ensuring the realization of the facility, while appreciating the Government and people of Ebonyi State for their cooperation and support. He reiterated the Federal Government’s commitment, under the leadership of President Bola Ahmed Tinubu, GCFR, to the Renewed Hope Agenda, particularly in the areas of economic growth, industrialisation, youth empowerment, job creation and sustainable development.

The Executive Governor of Ebonyi State, His Excellency Francis Ogbonna Nwifuru, described the Centre as a strategic investment in the future of the State and Nigeria’s automotive technology ecosystem. He stated that the facility was not an extension of the conventional mechanic workshop, but a deliberate investment in the hands that would repair vehicles, the minds that would diagnose automotive systems, the engineers who would design solutions and the entrepreneurs who would establish businesses and create employment opportunities. Governor Nwifuru expressed, on behalf of the Government and people of Ebonyi State, profound appreciation to NADDC and the Presidency for the realisation of the project, welcoming the partnership and assuring the Federal Government of the State’s readiness to deepen the collaboration. He further noted that the sustainable development of Ebonyi State must rest on a strong foundation of infrastructure, human capital, technology and productive enterprise, adding that the State Government is deliberately creating an environment in which industries can thrive and its people can acquire the skills required to participate effectively in those industries.

In his remarks, the Director-General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, described the commissioning as a significant milestone in the Council’s efforts to develop a highly skilled and productive automotive workforce for Nigeria. He explained that the establishment of Automotive Training Centres across the six geopolitical zones forms part of NADDC’s mandate to facilitate the sustainable development of the Nigerian automotive industry through the effective utilisation of local human and material resources. According to him, the Centres are designed to serve as hubs for automotive skills acquisition, technical innovation, entrepreneurship development, technology transfer and workforce preparation for an industry that is rapidly evolving in response to new vehicle technologies and global trends. He stated that the Ebonyi Centre, equipped with modern training equipment, tools and facilities, would provide practical and industry-relevant training for youths, technicians, artisans, students, vehicle owners, entrepreneurs and other automotive practitioners within Ebonyi State and the wider South-East region.

Osanipin noted that Ebonyi State’s economic activities in agriculture, commerce, enterprise development, manufacturing and solid mineral exploitation depend substantially on efficient transportation, agricultural mechanisation, heavy-duty equipment and reliable automotive services. He explained that the availability of a specialised Automotive Training Centre would complement the State’s economic development efforts by producing skilled personnel capable of maintaining and servicing vehicles, machinery and equipment that support these productive sectors. He further stated that the Centre aligns with the objectives of the Nigerian Automotive Industry Development Plan (NAIDP), which seeks to promote local vehicle production and assembly, attract investment, strengthen local content, develop indigenous technical capacity, create employment and deepen the automotive value chain. He added that NADDC would continue to reposition its training programmes to respond to emerging technologies, including CNG, EVs, automotive mechatronics, electronic diagnostics and other new-generation technologies.

The Director-General expressed appreciation to the Honourable Minister of State for Industry, Federal Ministry of Industry, Trade and Investment, for his continued support, guidance and commitment to the development of Nigeria’s automotive sector. He also appreciated the Government and people of Ebonyi State, under the leadership of His Excellency, Dr. Francis Ogbonna Nwifuru, for their hospitality, cooperation and commitment to initiatives promoting skills development, youth empowerment and industrial growth. NADDC GOVERNING BOARD CONTINUES OVERSIGHT VISITS TO KOJO MOTORS AND INNOSON VEHICLE MANUFACTURING

The National Automotive Design and Development Council (NADDC), alongside its Governing Board and Management, on Wednesday, September 16, 2026, continued its inspection tour of automotive assembly and manufacturing facilities, visiting KOJO Motors and Innoson Vehicle Manufacturing (IVM) to assess their operations, technical capabilities, production capacity and areas requiring further support.

Speaking during the tour, the Chairman of the NADDC Governing Board, Chief Emma Eneukwu, OFR, expressed his satisfaction with the level of investment and technical development witnessed at the facilities. He explained that the visit was designed to provide Board members with first-hand information on the technical know-how, production capacity and challenges confronting local vehicle manufacturers. He stressed the need for a strong NADDC industry law that would empower the Council to effectively regulate the automotive sector, address the influx of used and substandard vehicles into the country, protect local manufacturers and create an enabling environment for locally produced vehicles to compete favourably in the market.

Chief Eneukwu further commended the Federal Government under the leadership of President Bola Ahmed Tinubu for its support towards the development of Nigeria’s automotive industry. He noted that greater emphasis must be placed on local content, technology transfer and skills development, enabling Nigerians to acquire the technical expertise required not only to assemble vehicles but also to manufacture complete vehicles locally.

Addressing the team, the Executive Director of KOJO Motors, Mr. Chinedu Oguegbu, said the company has operated in the automotive industry for over 30 years and has built partnerships with Original Equipment Manufacturers (OEMs) globally, through which it has benefited from technology transfer and international best practices. He noted that KOJO Motors complies with global standards in vehicle assembly and provides warranty and after-sales support through its service centres. He explained that the company’s partnership with Yutong, one of the world’s leading vehicle manufacturers, has enabled the assembly of its products in Nigeria, while the OMAA brand, a Nigerian product, is being developed with the ambition of reaching international markets.

At Innoson Vehicle Manufacturing co Ltd, (IVM), the Chief Executive Officer Chief Innocent Chukwuma, highlighted the importance of transitioning to Compressed Natural Gas (CNG) and Electric Vehicles (EVs) as part of efforts to address the challenges of high fuel costs and promote sustainable transportation. He commended the Federal Government’s investment in CNG infrastructure and called for a review of policies, including vehicle import duty concessions, which he said could place local manufacturers at a disadvantage. Chief Chukwuma emphasised that supporting local manufacturing would create employment opportunities, strengthen the economy and ensure that investments in the sector deliver wider benefits to Nigerians.

In his remarks, the Director-General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, stated that the tour was organised to enable the Governing Board and Management to understand the operations, capabilities and development needs of vehicle assemblers and manufacturers across the country. He expressed delight at the scale of investment witnessed at Innoson Vehicle Manufacturing, particularly its production of commercial buses and mass-transit vehicles, as well as its processes for building vehicles from the chassis stage.

He also commended the company’s investment in a major new facility dedicated to Electric Vehicles and New Energy Vehicles, including heavy-duty trucks powered by CNG and EV technology. According to him, the investment aligns with the Federal Government’s drive to promote cleaner, more affordable energy and reduce environmental impact. He assured local manufacturers of NADDC’s continued support in strengthening local content, technology development and sustainable growth of Nigeria’s automotive industry.
