A WELCOME REMARK BY THE EXECUTIVE ASSISTANT TO GOVERNOR ON SOCIAL WORK, MRS PALLY EGHOVE AT THE ETIQUETTE TRAINING FOR FEMALE POLITICAL LEADERS IN DELTA STATE.

PROTOCOL
Good morning everyone . A very warm welcome to all our esteemed guests , speakers and participants.
It's heartwarming to have a crop of such distinguished guests and the "creme de la creme " of the female political class in Delta State , to this auspicious "Etiquette Training For Female Political Leaders " ....to learn and to share. This training is long overdue.
Our beloved and beautiful First Lady , Her Excellency Deaconess Tobore Oborevwori, who emerged the " the Most Egalitarian First lady in Nigeria " , is very keen on easing the unique challenges and expectations Women in high positions , be they elected , appointed or are spouses , face in professional or public spaces . She wants to ensure that the "Deltan woman " especially the political class , is able to feel more assured in social or public situations , thereby enhancing greater participation and engagement , instead of shying away and concealing their potentials.
The female political class is usually faced with various challenges and expectations both in public and in their professional lives. Etiquette training becomes very beneficial in situations like this.
A training in etiquette, can help boost the confidence of women in their interactions, both personal and professional . It can help enhance their professional image by teaching them how to present themselves professionally, which includes dress code, body language and communication skills. It can provide valuable insights, on networking, which is crucial in politics, on effective communication especially in public speaking and on leadership skills such as decision-making, problem -solving and team management.
Overall, an Etiquette Training can be a valuable tool for Women in politics because it helps them to skillfully navigate complex social and professional situations with confidence and poise.
Consequently, distinguished ladies , I enjoin us to pay avid attention to this Training, so we can utilise this golden opportunity given to us, to become more vibrant, distinguished and ultimately be able to add value to governance and enhance the image of the State wherever, we find ourselves
I must not fail to appreciate our goal-oriented Governor, His Excellency RT Hon Dr Sheriff Oborevwori for giving a nod to this Training . He is a stickler for standards and quality , so he equally needs women with confidence, competence and civility, working alongside him.
I wish to appreciate each and everyone present here , for taking time off your busy schedule to honour us. May God bless and honour you all .

PROTOCOL
It is a great pleasure to be here again , to witness the 16th Annual International Conference on Social Work,2025.
I bring warm greetings from our beloved , hardworking, focused, prudent and achieving Governor, His Excellency RT Hon, Elder Sheriff Oborevwori, the Executive Governor of Delta State.. "the Big Heart". His Excellency came on board with a Development Plan , popularly known as the M.O.R.E AGENDA...."M" = Meaningful Development. "O" = Opportunities for All. "R" = Realistic Reforms. Then "E" = Enhanced Peace and Security. This Development Plan is geared toward promoting inclusive and sustainable economic growth, strengthening human capital, building infrastructure and improving governance and accountability. His Excellency, Elder Sheriff Oborevwori is striving tirelessly to achieve all the promises made to Deltans. His efforts have culminated in the clearly visible massive infrastructure construction projects all over the State, consequently giving the State a "construction site" look.
Since this is a Social Work Conference, I would like to focus more on Gov.Sheriff and his wife, Deaconess Tobore Oborevwori 's social work activities. These activities are multifaceted , focusing on empowering citizens and improving their quality of life . Here are some key initiatives:
EDUCATION:
* The provision of scholarships to underprivileged students , including both indigenes and non indigenes .
*The renovation and reconstruction of schools, such as the establishment of the College of Health Technology in Ovrode, Isoko North LGA.
*The recruitment of trained teachers to enhance education quality
HEALTH CARE :
* The organization of free medical outreach programmes to provide quality health care services to remote areas of the State.
*The upgrading of medical facilities and procurement of essential medical equipment.
* The implemention of the Delta State " Contributory Health Insurance Scheme" which has enrolled over two million residents.
YOUTH EMPOWERMENT:
*The initiation of skill acquisition programs and entrepreneurship training sessions to equip youths for self reliance.
*Provision of support to young entrepreneurs through the "MORE Scheme " and other initiatives.

WOMEN EMPOWERMENT :
*Developing empowerment programs for women 's associations, particularly in rural areas.
*Provision of microcredit, training and business networking opportunities for women.

SOCIAL WELFARE:
*Implementation of programs to support vulnerable groups, including people living with disabilities (PWDs), they are also being given government appointments (SAs ,SSAs and members of Boards) .The widows are not left out. There is an initiative called "Widow's Alert" whereby hundreds of thousands of widows are paid monthly, for their upkeep. There is also intermittent giving of cash and food items to the aged by Her Excellency, Deaconess Tobore Oborevwori.
*Provision of assistance to those in need, such as granting of sustainable scholarships and support to both privileged and underprivileged students.
As regards the theme of this Conference "Irregular Migration and Human Trafficking", the Delta State Governor, Rt Hon Sheriff Oborevwori, is very concerned and have been doing everything possible to curb this menace of human trafficking. Some of the measures put in place. For example, Delta State Prohibition of Trafficking in persons and Irregular Migration Laws 2024, was signed by His Excellency last year . He has also set up the "Delta State Task Force Against Human Trafficking and Irregular Migration ", which comprises, social work desk officers from various Ministries such as, Women Affairs , Humanitarian Affairs, Economic Planning, Healthy, Education, Information, Justice and Transport. Also included are, the Police, NAPTIP, Immigration, local vigilantes, Traditional Rulers, Religious Leaders etc.
It is pertinent to mention that , despite all the developmental strides in all the sectors , the Governor does not borrow to implement projects nor is he owing Contractors. He has been very prudent in the management of the resources of the State. He is solely poised on improving the lives of the residents of Delta State and promoting socio-economic development
I wish to express my gratitude to His Excellency RT Hon Sheriff Oborevwori for his staunch support for Social Work activities in Delta State. We fondly call him and his Wife the "No.1 Social Workers" His Excellency, being a stickler for standards and quality, on learning that most social work desk officers in the State were non professionals, decided to rectify the situation by sponsoring the " MasterClass UP-SKILL AND CERTIFICATION TRAINING FOR SOCIAL WORK OFFICERS IN DIRECTOR CADRE IN DELTA STATE. The first batch is present at this Conference for Induction into the body of Membership of the Institute as " Certified Professional Social Workers". And according to Dr Atere Olawale, Delta State is the first State in Nigeria to organise this Training. "Delta nor dey carry last !"
Once again I appreciate the leadership of C-ISOWN for all their efforts in trying to professionalize Social Work Practice in Nigeria and also, for deeming it fit to invite me to participate in this 16th edition of the "Annual International Conference on Social Work -2025".
And immense thanks to you all, for giving me your ears.

This empowerment programme took place today in Emede, Ward 05, in Isoko South LGA. Fifty widows and single mothers were given ₦100,000 each to start a small scale business. According to Hon Pally Eghove, if the recipients of this empowerment would prayerfully and diligently invest the money, God would multiply it and by this time next year, they would come testifying.
She said this gesture was a fulfilment of a vow she made to God a couple of years back.
And that she was emulating Her Excellency, Deaconess Tobore Oborevwori, who cares about Delta Women and believes that "everybody is somebody"
She encouraged other appointees to also give a helping hand to the vulnerable in their communities so that in time , Delta State will be the better for it.
She also commended His Excellency RT Hon Sheriff Oborevwori for his development strides in virtually all the sectors.

At the Opening Ceremony of the "Master Class Up-Skill and Certification Training For Social Work Officers in Director Cadre" in Delta State Civil Service,Asaba, the Executive Assistant to Governor on Social Work , Hon Mrs Pally Eghove, appreciated the Office of the Head of Service for being pivotal in the organisation of the Training, which was captured in these words "Mr Reginald Bayoko MNI planted and Dr Mrs Minimim Oseji watered". She said the idea of this Programme was born at "The 15th Annual International Conference on Social Work 2024". She was invited , by the Chartered Institute of Social Work Practitioners of Nigeria . She then realised that some of the infractions in Social Work practice in the State are due to lack of appropriate training and professionalism .This informed her decision to organise this professional training to enable Social Work Officers in the Civil Service to imbibe best practices and be at par with their counterparts in other parts of Nigeria and the World. This Training is not only to expand their capabilities, close skill gaps and to maintain practice standards but also to enable them practice as "professionals" in consonance with the Federal Republic of Nigeria Social Work Establishment Act No 25 of 2022
She emphasized that in Delta State "quality" and "standards " are the norm and not the exception because of our beloved and goal-oriented Governor, Rt Hon Sheriff Oborevwori,who is a stickler for quality and standards, therefore , the Social Work community can not be excluded from this attribute, hence the training to enhance their competence and practice standards.. Furthermore, she appreciated the Governor for his effective leadership and progressive mindset that makes him understand the necessity in giving employees the opportunity to Up-skill or reskill as the case may be, for this, enhances performance and productivity.
The Special Guest of Honour, Mr Reginald Bayoko MNI, immediate past Head of Service, commended Hon Mrs Pally Eghove for organising the training, and her steadfast passion for Social Work. He stated that the training was an investment in leadership and advised participants to ensure that the effect of their work was larger than the Office they occupy. He appreciated the Governor for endorsing the Training.
The Head of Service of Delta State, Dr(Mrs) Minimim Oseji commended Hon Mrs Pally Eghove for organising the training just within one year of attending the Oshogbo 2024 International Conference. According to her " the EA Social Work, went, saw, conquered and brought back" . She then admonished those who reduce attending Conferences to holidaying instead of cascading knowledge acquired as did Hon Mrs Pally , EA Social Work.
Dr Oseji, further stated that there was a need for a structure that would ensure adherence to the code of ethics , hence Social Workers should be certified as professionals. She appreciated Gov.Sheriff Oborevwori for approving the Training . She also encouraged participants to take the training seriously since it's the standard required by all new entrants into the Social Work profession in Nigeria .
Also present at Ceremony are:
HRH Mrs Betty Efekodha, a one time Commissioner for Women Affairs and the Executive Assistant to Governor on Community Development Hon, Odogwu a.k.a " I have a dream", both complimented EA Social Work for her passion for Social Work.
Also ably represented at the Opening Ceremony is the Commissioner for Basic &Secondary Education Chief Mrs Roseline Ezewu and Chairman Civil Service Commission, Noble Chief Mrs Roseline Amioku, they both commended the EA to Governor on Social Work, Hon Mrs Pally for the foresight in organising such a training and appreciated the Governor for endorsing this training which boost human capital development.
