PRO Delta State Primary Health Care Development Agency Asaba

The Delta State Primary Health Care Development Agency (DSPHCDA) has taken significant steps to strengthen immunisation supply chain management and improve financial accountability across the 25 Local Government Areas (LGAs) of the state.

This was the focus of activities in a series of meetings held at the State Secretariat, involving different programme officers - Cold Chain Officers (CCOs), Health Management Information System (HMIS) Officers, and Local Immunisation Officers (LIOs) organized by the State Primary Health Care Development Agency in collaboration with the WHO and UNICEF

At the meetings the LGA Officers gave monthly reports on immunization performance, stating monthly coverages, gaps and improvement plans.

Some of the resolutions reached for improving outcomes were:

1)implementing planned fixed and outreach sessions.

2) Improve monitoring and providing supportive supervision.

3) Maintaining cold-chain and vaccine viability

Speaking at the meetings, the permanent secretary, Dr Yinkore gave backing to the resolutions and encouraged all stakeholders to provide the needed support.

In a related development, the Agency also hosted a state-level training on the Primary Health Care Financial Management System (PHC-FMS) Digital Application and Dashboard, organised by the National Primary Health Care Development Agency (NPHCDA).

The training was designed to develop a pool of national and state-level trainers who will cascade knowledge and provide technical support for the successful rollout and operationalisation of the PHC-FMS.

Participants were also oriented on the implementation of the Basic Health Care Provision Fund (BHCPF) and equipped with practical skills to effectively use the Financial Management System (FMS) platform at the state, Local Government Health Authority (LGHA), and PHC levels.

The digital platform is expected to facilitate seamless data entry, validation, financial reporting, and oversight while promoting transparency, accountability, and evidence-based decision-making.

The Permanent Secretary lauded the facilitators for their expertise and the participants for their commitment to strengthening financial management within the primary health care system.
He encouraged them to apply the knowledge gained during the training to support the effective implementation of the PHC-FMS and enhance accountability in the management of BHCPF resources.

These initiatives underscore the Delta State Government's commitment to strengthening the primary health care system by improving immunisation supply chain management, safeguarding vaccine quality, enhancing financial transparency, and ensuring efficient utilisation of health resources for better service delivery across the state.

*Blackfly Prospecting Ongoing in Delta State*

A team of entomologists comprising representatives of the Federal Ministry of Health, the National Primary Health Care Development Agency (NPHCDA), The Carter Center (TCC), and the Delta State Neglected Tropical Diseases (NTD) Officers paid a courtesy visit to the Permanent Secretary of the Delta State Primary Health Care Development Agency in his office earlier today 17th July 2026 to discuss the ongoing blackfly prospecting exercise in the state.

Speaking during the meeting, the Team Lead, Dr. Lazarus Nweke, Programme Officer at The Carter Center (TCC), informed the Permanent Secretary that laboratory analysis (PCR) would be conducted on the blackflies collected during the prospecting exercise.

In his response, the Permanent Secretary, Dr. Yinkore A. Paul, commended the Federal Ministry of Health, NPHCDA, and The Carter Center for their support to the state.

He noted that the state's river blindness control programme has successfully attained a non-transmission status.

*ACOMIN Reviews Gender and Human Rights Survey Findings in Delta State*

The Civil Society for Malaria Control, Immunisation and Nutrition (ACOMIN) has presented the findings of a post-evaluation survey conducted across five local government areas in Delta State, highlighting persistent gender and human rights challenges

The ACOMIN delegation, led by the state chairman Mr Gregory Sifo, earlier today 17th June 2026, visited the Delta State Primary Health Care Development Agency to share the outcomes of the survey, which was concluded in December 2025.

Speaking during the meeting, the programme Manager, Mrs Nnenna Ihua explained that the research was designed to measure awareness of gender and human rights programmes across the country, with Delta State serving as one of the focal states.

According to her, the survey revealed two major findings:
High awareness level of gender and human rights issues among community members. However, incidents of violations remain significantly underreported due to fear of stigmatization
Limited access to legal and psychosocial support services for survivors, with service coverage remaining below 40 per cent, underscoring the need for urgent prioritization of intervention

Mrs. Ihua commended the Permanent Secretary of the Agency, Dr. Yinkore A. Paul, for the support provided through Primary Health Care Centres, noting that the facilities often serve as the first point of contact and care for victims of gender-based violence and human rights abuses.

She expressed optimism that assistance and support for survivors of gender-based violence (GBV) and gender human rights (GHR) violations would continue to receive priority attention.

In his response, Dr. Yinkore thanked the ACOMIN team for the visit and acknowledged the challenges identified by the survey, particularly weak enforcement of laws against perpetrators and the absence of a comprehensive survivor protection system.

He reaffirmed the Agency’s commitment to sustaining its partnership with ACOMIN and pledged continued collaboration aimed at strengthening support services for vulnerable groups across the state.

The meeting was attended by:

Dr Yinkore Paul Permanent Secretary, DSPHCDA

Dr Anibor Mathew, DSMA/I, DSPHCDA

Mr Gregory Sifo, ACOMIN State Chairman

Mrs Nnenna Ihua, Programme Manager, ACOMIN

Other stakeholders and officials.
