DELTA STATE GOVERNOR SEN DR IFEANYI ARTHUR OKOWA CALLS FOR INNOVATIVE IDEAS FROM POLITICAL APPOINTEES

DELTA State Governor, Senator Dr. Ifeanyi Okowa has charged political office holders to be vibrant, innovative and resources-oriented in the discharge of their duties.

Governor Okowa said this today 29-01-16 in Asaba when he inaugurated chairmen and members of the following seven Boards- Scholarship Board [Mr. Sam Igumbor- Chairman]; Micro, Small and Medium Enterprises Agency [Mr. Suru Salami-Chairman]; Technical and Vocational Education Board [Mrs. Clara Obanor-Chairman]; Delta Tourism Board [Chief Barr. Adaora Giwa-Amu-Chairman]; Delta Arts Council [Mr. Godbless Omoniyi-Chairman]; Delta Broadcasting Service Warri [Barr Mrs. Felicia Ajagu-Chairman]; and Rural Development Agency [Mr. Solomon Areyenka-Chairman].

According to the Governor, with the economic reality of fall in revenue, “appointments are not positions for politicians to enrich themselves but, for appointees to utilize the knowledge and resources within themselves to impact positively on the Boards and Agencies.”

While congratulating the political appointees, the Governor emphasised, “you (Board Chairmen and members) should be professional in the discharge of your duties and ensure that all loopholes and leakages are blocked.”

He specifically charged the chairman and members of the Delta State Scholarship Board to ensure that only verifiable students of Delta State origin in institutions of higher learning benefits from the bursary and scholarship scheme of the state government to avoid fraud, reiterating that the micro-credit scheme of his administration was not for political patronage but, “to enhance the economic well-being of all Deltans who are prepared to seek genuinely for micro credit and be ready to pay back.”

“The micro credit is at the interest of 9 per cent per annum and it is compulsory that beneficiaries pay back as scheduled so that other Deltans can benefit from it, and they should be aware that anybody who takes our funds and does not pay back, we will get law enforcement agencies after you because, there is no politics in it, you don’t need to destroy the lives of others for your own selfish interest,” he said.

Governor Okowa used the occasion to challenge the Delta State Tourism Board and the Delta State Arts Council to work in synergy with the Delta State Ministry of Culture and Tourism to harness the tourism potentials of the state to generate revenue.

Responding on behalf of the appointees, the Chairman, Board of the Rural Development Agency, Mr Solomon Areyenka thanked Governor Okowa for the appointment, assuring that they will carry out their functions diligently to the glory of God and to the satisfaction of Deltans.

DELTA STATE GOVERNOR SEN DR IFEANYI ARTHUR OKOWA CONVOKES EDUCATION SUMMIT: CALLS FOR ROBOUST EDUCATION SYSTEM

Delta State Governor Ifeanyi Okowa today (26/01/16), flagged off the first Delta State Education Summit with a call for student-centered and transformative educational system that is responsive to the constantly expanding socio-political milieu.

"I believe that all children deserve a chance to achieve their full potential in life which can only happen when they are given the right kind of education that is not only based on universal access but also anchored on innovation, rigorous standards, teaching excellence, digital learning and continuous improvement”, Governor Okowa, told a gathering of intellectuals and other stakeholders who attended the Summit, chaired by the renowned legal Icon, Chief Afe Babalola (SAN).

The two-day summit is aimed at repositioning Education in Delta state with emphasis on improved teaching methods, innovation, better learning outcomes, community involvement and social transformation.

According to Governor Okowa, funding gaps, out-dated curriculum, lack of continuous teachers' education and inadequate participation of parents and community leaders in the education system are part of the challenges confronting the education sector in the state.

He charged participants at the summit to evolve ways of meeting the challenges and promised his government’s commitment to give education the priority it deserves.
“Our goal is to provide the best education available for every student with strong emphasis on science, vocational and technical education, as we hope to harness the power of technology to empower our children with rigorous, high quality, customized education necessary for them to thrive in today's dynamic market place." This, he said, is to avoid the scenario of the prevalence of high school leavers and adults who do not possess the knowledge and critical thinking skills required for the technically complex job of the 21st century.

The chairman of the summit, Are Afe Babalola (SAN) represented by Prof. Isaac Oltoboloye, commended Governor Okowa's administration for the initiative and assured that the summit would provide a platform for the cross-fertilization and exchange of ideas on how to reposition education at the primary, secondary and the tertiary level in Delta state.

In his welcome address the chairman, planning committee for the summit, Prof. Patrick Muoboghare had observed that the summit was all about identifying what was wrong in the education sector and proffering solutions to them.

Keynote address was delivered by Prof. Pai Obanya while Prof. John Enaohwo, Prof. Cecilia Okobiah, delivered lectures on the way forward for the education sector.

DELTA State Governor, Senator Dr Ifeanyi Okowa has called for strategic alliance between host communities in oil producing areas, the international Oil companies (IOCs) and security agencies in securing oil and gas investments in the state.

The Governor made the call today (13/01/16) during a one-day stakeholders summit on vandalism of oil and gas facilities and installations with the theme, "security and environmental challenges in oil and gas sector in Delta State - the way forward," at the Petroleum Training Institute (PTI) conference hall, Effurun.

According to Senator Okowa, while the downward trend in crude oil price had led to a sharp drop in allocation to the state from the Federation Account from N20 billion to as low as N6.7 billion, the Governor said, "our problem is further compounded by the recurring decimal of crude oil theft and pipeline vandalization which by most accounts, about 400,000 barrels of oil are stolen daily, accounting for trillions of naira loss to the economy and when we add the value of the gas condensate lost also, the figure become astronomical."

He stated, "the summit should provide insight and proffer solutions to the types of threats faced by oil and gas installations because, we need to have a clear understanding of the various threat groups, the dangers they represent, their goals, capabilities, opportunities, past attacks and possible future attacks," reiterating, "to boost our earnings from oil - which is what this summit is all about - we should construct creative and enduring strategies that will enable strategic alliances among the host communities in oil producing areas, the IOCs and security agencies in securing oil and gas investments in Delta State."

"I must also stress the need for appropriate sanctions to be meted out to oil thieves when they are caught, we need to deal decisively with these economic saboteurs," he asserted, noting that "they need to be fished out and the full weight of the law brought to bear on them to deter others."

Governor Okowa who stated that his administration was committed to maintaining law and order to boost investor's confidence, decried the relocation of some oil companies, especially, Shell Petroleum Development Company (SPDC) which led to the state losing "a billion naira in monthly revenue from royalties and taxes," while more than N2 billion monthly was also, being lost in taxes and royalties as a result of some oil companies operating in Delta State failing to domicile their offices and staff in the state.

Governor Okowa assured the people of his administration's determination to develop the non-oil sector, disclosing that the Export Processing Zone which was being developed by the Federal Government which has the capacity of creating 100, 000 direct jobs and hundreds of thousands of indirect jobs when fully operational was still on course.

Chairman of the occasion, Prof. Sam Oyovbaire, former Minister of Information commended the Delta State government for organizing the summit and called on the National Assembly to revisit the Petroleum Industry Bill which he said would proffer solutions to some of the challenges facing Nigerian Oil and Gas Sector.

Lectures were delivered by resource persons while officials of oil and gas companies and representatives of security agencies gave talks on different issues on the way forward.

DELTA STATE GOVERNMENT SPECIAL ANNOUNCEMENT

It is hereby announced for the information of the general public particularly residents of Delta State that the disease called Lassa Fever is fast spreading in parts of the country.

Recently, many persons have been affected in Bauchi, Nassarawa, Niger, Taraba, Kano, Rivers, Edo, Plateau, Gombe and Oyo States and there have been reported cases of death of infected persons.

Lassa fever is caused by a virus. It can be transmitted to human through contamination of broken skin via direct or indirect contact with infected rat excreta or urine on floors, home surfaces, in food or water. Transmission is also possible where rats are caught and consumed as food.

Person to person transmission occurs through infected bodily fluids, such as blood, saliva, urine, excreta or semen.

For the avoidance of doubt, early signs of Lassa fever include Cold and Fever, Headache, Body Pains and Sore Throat. Nausea, Vomiting, Diarrhea or Cough may also occur. Severe cases manifest with swelling of the face and bleeding.

Prevention of the disease is very important. Residents are advised to avoid direct contact with rats and their excreta or urine. They are also to keep or store food in rat proof containers.

It is also important that residents avoid contact with bodily fluids of an infected patient to prevent persons to persons spread of the disease by the use of gloves and regular hand washing. Burial of victims must be carried out under strict hygiene conditions.

Health workers are advised to strengthen the practice of infection control in all public and private health facilities in the state.

Residents are advised to promptly report to the nearest hospital or health centre any suspected case of Lassa Fever for timely professional care.

THREE Bishops were today (03/01/16), consecrated by the Primate of the Anglican Communion, Most Rev. Nicholas Okoh at an occasion where Governor Ifeanyi Okowa of Delta State urged Ministers of God to resist the temptation to seek power at all cost.

According to Governor Okowa, the "Church is the conscience of the state, therefore, the man of God must not pursue after political patronages or engage in flirtatious relationship with political leaders such that they lose the moral authority to speak truth to power."

"Ministers of the gospel must resist the temptation to seek fame, fortune, and power at all costs," Senator Okowa said at the ceremony which took place at the Cathedral of All Saints, Ughelli, Delta State.

The Bishops who were consecretated were Bishop Foreman Nedison (Bishop of Jalingo), Bishop Olubunmi Adeyinka Akinlade (Bishop of Ife) and Bishop Andrew Olu Igenoza (Rector, Crowther Graduate Theological Seminary, Abeokuta).

While congratulating the new Bishops, Governor Okowa said consecration is about the church and humanity.

"The state of our nation today is one that requires fervent, unceasing intercession, because, the national economy is in dire straits, and virtually all sectors of our national life are in limbo." The Governor observed.

He stressed that the country is a

nation in desperate need of prayer; "it is going to take something miraculous or supernatural to turn the current situation around," the Governor said, adding that the church has responsibility for the nation because, the spiritual controls the physical.

Rt. Revd. Emmanuel Ugwu, Bishop of Awgu/Aninri called on Christians to always believe in the power of God and urged Bishops to have global outlook while working locally because of their Diocese.

GOV OKOWA OF DELTA STATE CONDOLES THE OMATSEYE'S FAMILY.

DELTA State Governor, Senator Dr Ifeanyi Okowa has condoled with the family of Omatseye on the demise of their parents Pa and Mrs Omatseye.

Governor Okowa who was accompanied by top government functionaries also, witnessed the traditional marriage of the daughter of former Commissioner for Housing in Delta State, Dr Alex Ideh, Omasan Nicola Ideh to Mr Chiedu Michael Okoboshi at Koko today 29/12/15.

At Ugbolokposo, Uvwie local government area of the state, Governor Okowa was received by Chief Francis Omatseye where he described the deceased as a couple that lived well in the society and deserved to be celebrated at death.

Pa Oritsetserundede Omatseye who died at 102 years was the oldest man (Olare-Aja) of Kolokolo Community and his wife died on November 19, three weeks after the passage of her husband.

"When you have parents who lived so well and have children who have grown up children and are doing well in the society, you can only celebrate their passage," he said.

"it is time to thank God for their lives, they gave their lives to God long before their death." Okowa added.

The Governor used the occasion to call for proper up-bringing of children as such will make them assets to the society.

At the traditional marriage ceremony of Mr and Mrs Chiedu Okoboshi, Governor Okowa urged married couples to always look up to God as "He will see them through at times of challenges, learn to pray together; it is our wish that this marriage will blossom to the glory of God."

Dr Ideh thanked Governor Okowa for attending the ceremony which was also witnessed by chieftains of the All Progressive Congress (APC).

GOV OKOWA OF DELTA STATE PREACHES UNITY, PEACEFUL CO-EXISTENCE AT CHRISTMAS

Delta State Governor, Senator Dr Ifeanyi Arthur Okowa has sent a message of felicitations to all Nigerians as Christians all over the world commemorate the birth of Jesus Christ.

The Governor's message was contained in a statement signed by his Chief Press Secretary, Charles Ehiedu Aniagwu, wherein he tasked Christians to offer special prayers during the yuletide for greater peace, Love, unity, peaceful co-existence and progress in Nigeria.

"As the world celebrates Christmas, the birth of our Lord and Saviour Jesus Christ, I call on all Christians; indeed, all Deltans and all residents in Delta State, to reflect on the virtues and teachings of Jesus Christ in their lives and activities so that Nigeria and indeed the world would be a better place for all of us. I congratulate all Christians for witnessing yet another Christmas season. I advise all of you to use the festive period for sober reflections and total spiritual renewal and devotion towards living in peace and harmony with adherents of other religions".

Governor Okowa stressed that peaceful co-existence and understanding among citizens is essential in the face of the prevailing security challenges in the country.

According to him, Christmas celebration was a period of sacrifice and reflection, for which Christians should emulate the virtues of total love and selfless service as demonstrated by Jesus Christ.

He therefore pleaded with the Christian community “to be steadfast in promoting the virtues of christ, which are love, peace and harmony in all their undertakings,” adding: “I sincerely urge Nigerians to unite and always pray for peaceful co-existence and understanding and eschew bitterness and hatred on the basis of faith, ethnicity or political leanings.”

"Let me use this opportunity to thank our Christian religious leaders and their counterparts of other faiths in the State for conducting themselves peacefully in their religious activities and for joining government in promoting religious and ethnic harmony in the State. I urge all Christians and other religious leaders not to relent in their prayers for peace, unity and development of the State. I encourage all Nigerians to always portray the positive sides of the country and de-emphasize its negative sides as it is the only way our dear country will assume its pride of place in the comity of nations", Governor Okowa added.

He reemphasized his administration's commitment to pursuing more people-oriented policies and programmes, which have direct bearing on the lives of the people.

DELTA STATE GOVERNOR SEN DR IFEANYI ARTHUR OKOWA RELEASES TWO BILLION NAIRA FOR PENSIONERS

DELTA State Government has released the sum of N2 billion to the Central Bank of Nigeria for the payment of pensioners in the state through the contributory pension scheme.

The Commissioner for Finance in the state, Olorogun David Edevbie made the disclosure today (23/12/2015) in a briefing after the executive council meeting presided by the state Governor, Senator Dr Ifeanyi Okowa.

Also at the press briefing which was coordinated by the Commissioner for Information, Mr Patrick Ukah were the Commissioners for Basic and Secondary Education, Mr Chiedu Ebie; the Commissioner for Works, Chief James Augoye; and that of Energy, Barr. Newworld Safugha.

According to Olorogun Edevbie about six states were working with the contributory pension scheme and the Delta State government believes that it was a good platform to take care of the pensioners.

While declining to state how much the state was indebted to the pensioners as there were efforts to get the accurate figures, Olorogun Edevbie, said Governor Okowa was aware of the plights of the pensioners and was working to entrench a culture of paying the pensioners as at when due.

The Commissioner for Works at the occasion disclosed that Governor Okowa's administration has awarded 48.8 kilometres of roads and that the contractors have been given 25 per cent of the contract sums as mobilization.

While stating that the contractors have gone to site, Chief Augoye disclosed that some of the roads would be completed by March next year and work will commence at others in January.

According to him, the Direct Labour Agency (DLA) would not observed the Christmas break as they are working assiduously to ensure that the roads are free of potholes.

At the briefing, the Commissioner for Energy, Barr. Newworld Safugha said the Delta State Government has opted for the public power supply to power the street lights, disclosing that while "the transformer powered street light takes about N10 million monthly as running cost, the alternate option of using generator costs the state government N74 million monthly."

"The good news today is that the street lights are back and it has given a boost to night life in Asaba; the Governor directed that we should use public power supply instead of generator because, we found out that the cost of running the generator-powered street light was very high," he said, adding, "efforts are being made to power street lights in Warri, Oghara, Ughelli and other major cities; and for the first time after several years, Ibusa community has been connected to the national grid and I can assure you that other communities around the state capital will definitely enjoy light as soon as possible."

Mr Ukah at the occasion, urged Journalists to always verify their facts and thanked them for their objectivity in writing stories about the government and the people of Delta State.

DELTA STATE GOVERNOR SEN DR IFEANYI ARTHUR OKOWA CALLS FOR REVAMPING OF NIGERIA’S STEEL INDUSTRY

DELTA State Governor, Senator Dr. Ifeanyi Okowa has called for concerted efforts to revamp the steel sector for the overall development of the country.

Speaking today [22-12-15] at Asaba when he received the National President and members of Iron and Steel Senior Staff Association of Nigeria [ISSAN], Mr. Otori Maliki, accompanied by Chairman of Nigeria Labour Congress, Delta State Council, Mr. David Ofoeyeno, Governor Okowa said that the steel industry was very critical to the overall development of the country’s economy and should not be allowed to waste.

“The Steel industry is important and critical to the development of any economy and we cannot pay lip service to it; it is beneficial to our economy as it ensures our self-sufficiency,” he said, adding, “ to allow the steel complexes to continue to waste is a disservice to the country.”

According to the Governor, “we need to be pro-active as a nation, government has put in a lot of money on these steel complexes including the railway line for the development of the economy, we have to ensure that the steel complexes are functional as this sector is crucial to the growth of Nigeria.”

The Governor used the occasion to wade into the trade dispute between members of ISSAN, Delta State Council and the management of Delta Steel Company (DSC), calling for patience to enable him intervene.

He observed that the new management of the company should be given the opportunity to commence operation, asserting that it would be in the best interests of the workers, the state and the country if the company is operational than for it to be weighed down by industrial action.

While commending Labour for choosing the part of dialogue in their dealing with government, he charged them to continue to partner and support government for the benefit of the economy and the workforce.

He said, “I want to appeal to you to be more patient and dialogue with government so as to resolve the issues of the Delta Steel Company workers, I hope we will be able to resolve it in good time, be a little more patient and I appreciate the fact that you have chosen the part of dialogue.”

Earlier, Mr Otori Maliki has informed Governor Okowa that ISSAN intended to embark on a strike to press home their demands for the payment of backlog of salaries and entitlements of workers at the Delta Steel Company while the state chairman of NLC who led the delegation, Comrade Ofoeyeno thanked Governor Okowa for “building the bridge of unity between government and the organised labour.”
