AMCOW provides political leadership, policy direction, and advocacy on water management and provision of sanitation services.

As part of our mandate, we have the responsibility to effectively and efficiently coordinate actions of key water and sanitation players, facilitate the strengthening of regional cooperation and transboundary water resources management and development, as well as build the capacity of relevant institutions and agencies.

Africa's sanitation sector is traditionally reliant on government and household funding; "𝗶𝘁 𝗹𝗮𝗰𝗸𝘀 𝘁𝗵𝗲 𝗰𝗿𝘂𝗰𝗶𝗮𝗹 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗰𝗮𝗽𝗶𝘁𝗮𝗹 𝗻𝗲𝗲𝗱𝗲𝗱 𝗳𝗼𝗿 𝘀𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻". A recently conducted “Investor Perception Study” reveals key barriers:
• 𝗮𝗯𝘀𝗲𝗻𝗰𝗲 𝗼𝗳 𝗽𝗿𝗼𝘃𝗲𝗻 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗺𝗼𝗱𝗲𝗹𝘀,
• 𝗳𝗹𝗮𝘄𝗲𝗱 𝗿𝗶𝘀𝗸 𝗮𝗹𝗹𝗼𝗰𝗮𝘁𝗶𝗼𝗻 𝗯𝗲𝘁𝘄𝗲𝗲𝗻 𝗽𝘂𝗯𝗹𝗶𝗰 𝗮𝗻𝗱 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝘀𝗲𝗰𝘁𝗼𝗿𝘀,
• 𝗳𝗮𝗶𝗹𝗲𝗱 𝗱𝗲𝗮𝗹𝘀, 𝗮𝗺𝗼𝗻𝗴𝘀𝘁 𝗼𝘁𝗵𝗲𝗿.
To address this narrative, African Ministers' Council on Water (AMCOW) with support from the Gates Foundation and DAI is hosting a working session 𝗶𝗻 𝗡𝗮𝗶𝗿𝗼𝗯𝗶 𝗞𝗲𝗻𝘆𝗮 𝗳𝗿𝗼𝗺 𝟮𝟵 - 𝟯𝟬 𝗝𝘂𝗻𝗲 𝟮𝟬𝟮𝟲. The convening brings together governments, investors, DFIs, and innovators to develop investable roadmaps for selected pilot countries (Kenya, Senegal, Nigeria, and one other country), to establish de-risking instruments, and secure commitments with 12-month milestones. The outcomes of this convening will inform the African Union and 𝗔𝗠𝗖𝗢𝗪 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝘁𝗳𝗼𝗿𝗺 (𝗣𝗖𝗣), 𝘁𝗵𝗲 𝗔𝗳𝗿𝗶𝗰𝗮 𝗪𝗮𝘁𝗲𝗿 & 𝗦𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗦𝘆𝗺𝗽𝗼𝘀𝗶𝘂𝗺, and 𝘁𝗵𝗲 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗪𝗮𝘁𝗲𝗿 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 (𝗜𝗪𝗔) 𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗥𝗼𝘂𝗻𝗱𝘁𝗮𝗯𝗹𝗲 𝗶𝗻 𝟮𝟬𝟮𝟳; promoting Africa's private capital agenda globally. The African Ministers' Council on Water (AMCOW) believes sanitation offers a strong return on investment, not just a development cost. AMCOW is dedicated to strengthening policies and deal structures to demonstrate this truth. We will continue to lead high-level advocacy efforts for increased public-private funding in line with the 𝗔𝗳𝗿𝗶𝗰𝗮 𝗪𝗮𝘁𝗲𝗿 𝗩𝗶𝘀𝗶𝗼𝗻 𝟮𝟬𝟲𝟯 𝗮𝗻𝗱 𝗣𝗼𝗹𝗶𝗰𝘆.

NIGERIA’S MINISTER OF WATER RESOURCES AND SANITATION HOSTS THE AFRICAN UNION COMMISSION AND AMCOW DELEGATION

The Minister of Water Resources and Sanitation of the Federal Republic of Nigeria, Eng Prof Joseph Terlumun Utsev, FNSE, welcomed a delegation comprising the African Union Commission and the AMCOW Secretariat on Monday, 20 April 2026, in Abuja, Federal Capital Territory.

Leading the delegation was Director for Sustainable Environment and Blue Economy (SEBE), Harsen Nyambe Nyambe, from the African Union Commission and the Officer-In-Charge of AMCOW Secretariat, Nelson Gomonda, together with the lead for Corporate Services, Bala Tuham, and Policy Officer for WASH, Comfort Kanshio. In additional, Eng. Jonathan Kampata, an Advisor at AMCOW under the Blue Africa Action co-funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, also joined the delegation.

During the meeting, Eng Prof Utsev FNSE, emphasised the importance of keeping water and sanitation high on the political agenda, especially as Africa commemorates the African Union (AU) Theme for the Year 2026 on "Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063".

By designating water and sanitation as the Theme of the Year, the African Union has placed water and sanitation at the highest political level – recognising it as a foundation for economic transformation, climate resilience, regional integration and sustainable development.

Eng Prof Utsev, FNSE, who is also the Vice President of AMCOW (2025-2027) for the Western Africa Subregion, will be hosting the 2026 West Africa Subregional Meeting from 21-23 April. Convened within the context of the AU Theme for the Year 2026, the Subregional meeting, among others, provides Member States and Stakeholders in the region a platform for consultations on the formulation of the first implementation plan for the period 2026-2033 of the Africa Water Vision 2063 and Policy.

In his remarks, Director Harsen Nyambe Nyambe commended Federal Republic of Nigeria for hosting the AMCOW Secretariat since its establishments in 2002. He noted the key role that AMCOW has played towards the adoption of the Africa Water Vision 2063 and Policy which was endorsed by the 39th Ordinary Session of the Assembly of Heads of States and Government of the African Union on 14-15 February 2026, in Addis Ababa, Ethiopia. He also commended the Honourable Minister for his vision for Africa with regards to positioning water and sanitation on the continent as we strive for accelerated attainment of the aspirations of Agenda 2063: The Africa We Want.

The formulation of the First Implementation Plan 2026-2033 seeks to launch efforts to realise the Africa water vision by 2063. The aim is to propose high-impact, catalytic flagship initiatives – with regional nuances –that can demonstrate quick wins; attract investment; stimulate social transformation and foster regional cooperation.

The tide has turned. With the endorsement of the Africa Water Vision 2063 & Policy, Africa’s water and sanitation agenda now flows at the highest political level.

At the 39th Ordinary Session of the Assembly of African Union in Addis Ababa, African leaders endorsed the Africa Water Vision 2063 & Policy. This endorsement marks a turning point – from commitment to coordinated continental delivery. Water and sanitation are no longer treated as sectoral challenges, but recognised as strategic drivers of economic transformation, climate resilience, regional integration and prosperity.

As H.E. Mahmoud Ali Youssouf, Chairperson of the Union Commission, stated:

“Investing in water and sanitation is not a cost. It is one of the highest return investments Africa can make.”

H.E. Cheikh Tidiane Dièye, President of AMCOW, stressed:

“The Africa Water Vision 2063 and Policy places water at the heart of Agenda 2063 – as a strategic asset for prosperity, peace and resilience.”

The Vision & Policy now serves as: - The framework turning Agenda 2063’s water ambition into action - Africa’s unified voice ahead of the UN 2026 Water Conference

They are strategic pillars of Africa’s transformation.

Africa’s transboundary water resources connect us. Now we turn dialogue into action.

Tomorrow, 17-18 February 2026, leaders, water experts and development partners gather in Addis Ababa for the Continental-Level Consultation and Exchange Event on Transboundary Water Cooperation.

Convened by the African Union Commission in collaboration with the Global Water Partnership Africa Coordination Unit (ACU), UNDP Africa, GIZ, and GEF IW: LEARN, the event will be held from 17 to 18th February 2026 in Addis Ababa, Ethiopia. the dialogue seek to advance cooperation, investment and climate-resilient solutions for Africa’s transboundary water resources.

This consultation is part of the Africa Transboundary Dialogue and Basin Action (ATDBA) programme – a five-year initiative designed to accelerate practical and inclusive action across borders.
