Health Ministry taskforce /Inspection Team Visits Neuropsychiatric Hospital Nawfia Over Staff Attendance and Facility Conditions

As part of the ongoing efforts to ensure that state health workers are present and actively performing their duties across various health institutions, the Anambra State Ministry of Health Inspection Team, led by the Permanent Secretary of the Ministry, Dr. Obiageli Uchebo, today conducted an unscheduled inspection visit to the Neuropsychiatric Hospital, Nawfia.

Upon the team’s arrival at approximately 9:00 a.m., it was observed that the Chief Medical Director and the Matron overseeing the hospital were absent from their duty posts, raising concerns about leadership presence and administrative accountability within the facility.

During the inspection, the team visited several critical departments of the hospital, including the Administrative Department, where only a few staff members were found at their duty stations. The Psychology Unit, along with the office of the Deputy Director of Nursing, was found locked, with no officials present at the time of inspection.

Further rounds took the team through the Pharmacy Department, General Outpatient Department (GOPD), Male and Female Wards, as well as the Kitchen Department, to assess both staff attendance and the overall condition of service delivery.

Addressing hospital management and staff during the visit, Dr. Obiageli Uchebo expressed serious dissatisfaction over the apparent absenteeism among workers, stressing that punctuality, dedication, and commitment to duty are non-negotiable in the healthcare sector.

She strongly condemned the poor state of the male and female wards, describing their condition as unacceptable for a healthcare facility entrusted with the care and rehabilitation of vulnerable patients. According to her, healthcare institutions must maintain high standards of cleanliness, orderliness, and professionalism at all times.

Dr. Uchebo further emphasized the importance of proper patient care routines, instructing that patients should be assisted to wake up early each morning for bathing and personal hygiene, rather than being seen bathing late into the morning. She noted that while ongoing bathroom renovations may present temporary challenges, hospital management must implement effective alternatives to preserve patient dignity and sanitation.

The Permanent Secretary also used the opportunity to reiterate that healthcare workers must adhere strictly to the ethics of their profession, which include compassion, discipline, punctuality, and responsibility. She warned that absenteeism, negligence, and poor facility management undermine the government’s efforts to improve healthcare delivery and will not be tolerated.

Despite the shortcomings observed, Dr. Uchebo commended the hospital’s generally clean environment and praised the caregivers for their organized appearance and professional dressing, noting that such standards should be reflected across all operational areas of the institution.

The inspection team also visited Nnobi General Hospital, where the environment was observed to be clean, orderly, and well maintained. Doctors and nurses were found at their respective duty posts, diligently attending to patients.

During the visit, the Permanent Secretary took the opportunity to engage with pregnant women present for antenatal care, educating them on the importance of healthy living practices and proper care for both their unborn babies and newborns emphasizing on the importance of the first 1000 days to ensure their overall well-being.

The inspection team was accompanied by the Director of Medical Services/ASHEFAMU Dr. Ugochukwu Chukwulobelu, as the Ministry continues its statewide monitoring exercise aimed at strengthening accountability, improving healthcare standards, and ensuring efficient service delivery in all government-owned health facilities.

Anambra State Governor, Prof. Chukwuma Soludo has sent the first batch of commissioner nominees to the Anambra State House of Assembly for its confirmation.

This as announced during plenary of Tuesday, May 5 had the speaker, Rt. Hon. Somtochukwu Udeze acknowledging receipt of the nominees. He has also referred the 18 names to the Committee on Screening And Election Matters.

Three nominees, Dr. Afam Obidike for Health, Dr. Law Mefor for Information and Value Reformation and Mr Patrick AghaMba for Youth Development and Sports who served as commissioners during the governor's first tenure retained their previous ministries and positions.

The Ministry of Information is now named the Ministry of Information and Value Reformation.

The nominees are, Dr. Ben Chuks Odoemena, Agriculture; Mr. Chukwukadibia Okoye for Budget and Economic Planning; Mr. Udodi Amedu, Culture, Entertainment and Tourism; Dr. Ekene Ogugua for Education; Dr. Clem Aguiyi, Environment; Mr. Izuchukwu Okafor for Finance and Dr. Afam Obidike for the Health Ministry.

Others are, for Information and Value Reformation the nominee is Dr. Law Mefor; Barr. Tobechukwu Nweke, SAN, Ministry of Justice/Attorney-General; Prof. Offornze Amucheazi, SAN, Ministry of Lands, Barr. Vin Ezeaka for Local Government and Community Affairs; Prof. Charles Ofoegbu, Petroleum and Mineral Resources while Barr. Chijioke Oseloka Ojukwu is for Physical Planning and Urban Development.

Also on the list of nominees are Engr. Casmir Chinenye Agumadu for Power;
Arc. Okey Ezeobi, Works and Infrastructure; Hon. Eddy Ibuzo, Transport; Mrs. Esther Chinyere Onyekesi, Women Affairs and Social Development and Mr. Patrick Agha MBA for Youth Development and Sports.

While commenting at the well attended reception, the groom's mother expressed her joy, she said, "the first fruit of my womb is taking a wife, God has done it all, I am happy. If he does same for the siblings I will say thanks to Him.

"I am happy I got a good wife from a good home; I am happy I trained my son well to pick a good wife and I trust the choice he can make".

Dr. Uchebo was filled with praises and assurance to God as she advised the unmarried who are wishing to be celebrated some day.

"Anything you want in this life, put your knees on the ground and pray to God, He will give you a good spouse, have patience and trust in God, He will do it for everybody. Since He did for an ordinary me, He will do it for everybody."

While giving a vote of thanks, the groom thanked the guests and spoke of his joy to have seen the day come to fruition.

Health Ministry Intensifies Crackdown on Absenteeism in General Hospitals

The Director of Medical Services, Anambra State Ministry of Health, Dr. Ugochukwu Chukwulobelu, alongside an inspection team from the Ministry, today embarked on an unscheduled visit to selected General Hospitals across the State.

The exercise forms part of the Ministry’s ongoing efforts to enforce discipline, strengthen accountability, and curb the rising trend of absenteeism among healthcare workers, in line with the vision of this administration.

The inspection team visited General Hospital Mbaukwu and General Hospital Agulu to assess staff compliance with established operational standards.
At General Hospital Mbaukwu, the team encountered a concerning situation.

The facility had minimal staff presence, with only a few personnel on duty while several others were absent without explanation. Observations also indicated the need for improved facility management, as part of government’s continuous efforts to upgrade and reposition healthcare infrastructure across the State. No patient was seen within the premises at the time of the visit.

During the inspection, the team evaluated key operational benchmarks including staff dress code, punctuality, environmental cleanliness, quality of service delivery, adherence to duty rosters, organogram structure, and the nominal roll of staff.

Findings revealed notable lapses, particularly in attendance and overall facility coordination. Consequently, queries were issued to absent staff members, mandating them to provide explanations within 48 hours.

In contrast, the visit to General Hospital Agulu showed a relatively higher level of compliance. Most staff members were present and actively engaged in their duties, although a few cases of absenteeism were still recorded.

Speaking during the inspection, Dr. Chukwulobelu expressed deep concern over the attitude of some health workers, emphasising that absenteeism undermines the core mandate of the healthcare system.

“The health sector is not a place for negligence or indiscipline. Every staff member has a direct role in saving lives, and absence from duty is not just a breach of civil service rules but a betrayal of the trust reposed in us by the public. Patients depend on our availability, commitment, and professionalism.”

He further stressed that the Ministry would not tolerate any form of laxity, noting that stricter monitoring mechanisms and disciplinary measures would be enforced to ensure accountability.

“We are committed to restoring efficiency and dignity in our hospitals. Any staff who fails to report to duty without valid justification will face appropriate sanctions.”

In line with the 5-point agenda of the administration of Prof. Charles Chukwuma Soludo, CFR, the Ministry’s health focus remains centered on ensuring safe and accessible care, building a productive and healthy population, continuously upgrading health infrastructure, strengthening skilled and disciplined healthcare personnel, and upholding accountability through efficient, patient-centered service delivery.

Dr. Chukwulobelu also urged hospital management teams to strengthen internal supervision and ensure that standards are upheld at all times.
“Supervisors and heads of departments must take responsibility for their teams. There must be continuous monitoring, proper documentation, and a culture of responsibility. Our hospitals must reflect excellence, discipline, and readiness to serve.”

Additionally, the Permanent Secretary, Ministry of Health, Dr. Obiageli Uchebo, reiterated that health workers must consistently adhere to the ethics of their profession, maintain discipline, and avoid absenteeism, stressing that dedication, punctuality, and professional responsibility are essential pillars of effective healthcare delivery.

The inspection exercise, according to the Ministry, will continue across other government health facilities in the State as part of a broader strategy to improve service delivery, enhance system efficiency, and restore public confidence in the healthcare sector.

Ministry of Health, Anambra State Holds First Quarter 2026 Expanded State Oversight Committee Meeting on BHCPF

The Ministry of Health, Anambra State has held a 1-Day, first quarter 2026 Expanded State Oversight Committee Meeting on the Basic Healthcare Provision Fund (BHCPF) on Tuesday, April 28.

The meeting presided by the Permanent Secretary of the Ministry, Dr. Obiageli Uchebo discussed the findings of the supervision of the not less than 20 Primary Healthcare (PHC) Facilities in the state.

In attendance were the Executive Secretary/Chief Executive Secretary (ES/CEO) Anambra State Health Insurance Agency (ASHIA), Hospital Administrator, State Hospital Management Board (SHMB), Nigeria Health Insurance Agency (NHIA) State Coordinator, World Health Organization (WHO) and the Nigeria Primary Healthcare Development Agency (NPHCDA), representative in Civil Society Organizations (CSOs), Ministry of Finance, Directors and others.

The teams shared their findings in respect to infrastructure, security, availability of drugs and equipment, service delivery, attendance and financial management.

The three major gateways in the BHCPF made presentations on programme performance, fund utilization, programme implementation and coverage.

The State Epidemiologist, Dr. Chukwuma Emembolu presented a health topic tagged, 'Gateways to Health Security' where he said that efforts in his department has helped to strengthen the health system by the provisions of data to the local government areas through Disease Surveillance and Notification Officers (DSNOS).

The Director, Awka South LGA who also is the Director of the team of Directors at the ASPHCDA, Dr. Ngozi Okeke expanded on the Basic Healthcare Funds Provision at the Agency.

MD/CEO Anambra State Health Insurance Agency (ASHIA), Dr. Augustine Ezeaka Uwaeme said that they have enrolled over ten thousand persons to the system and added that there are still more spaces to be covered.

Anambra State Governor Appoints Three Medical Practitioners as Heads Of Anambra Health Institutions

As the Governor of Anambra State, Professor Chukwuma Soludo is adjusting his cabinet for his second tenure in office, several appointments have been made.

The latest of these appointments being the appointments of Dr. Augustine Ezeaka Uwaeme, Dr. Obianuju Chinelo Okoye and Dr. Hilary Nkem Okeke to head three departments in the state's health sector.

While Dr. Uwaeme was appointed as the Executive Secretary, Anambra State Health Insurance Agency (ASHIA), Dr. Okoye and Dr. Okeke were appointed the Executive Secretary and Executive Director of Anambra State Primary Health Care Development Agency (ANSPHCDA) and Anambra State AIDS Control Agency (ANSACA) respectively.

This was announced in a press release signed by the Chief Press Secretary to the Governor, Mr. Christian Aburime and made available to the public on Thursday April 23.

According to the release, Dr. Uwaeme is a seasoned medical practitioner with over 22 years of experience in Medicine and Surgery, during which he has acquired extensive clinical and management expertise.

"His career reflects a strong blend of academic excellence, administrative competence, and entrepreneurial vision.

"He studied at Thomas Jefferson University, Philadephia, U.S.A
(Institute of Advanced Ultrasound Training), Jefferson Ultrasound Radiology and Education Institute (Institute of Ultrasound Training), New Delhi, India, National Post-Graduate Medical College of Nigeria, and
University of Ilorin, Kwara State.

"Dr. Okoye is an experienced medical practitioner with strong administrative competencies, exceptional training skills, and extensive clinical practice that cuts across hospitals and public health sector.

"With over 20 years of integrated experience, she holds an MBBS degree in Medicine and Surgery from Ebonyi State University, a Master’s degree in Public Health and a Diploma in Family Medicine from the National Postgraduate Medical College of Nigeria. The Chief Medical Director of Comprehensive Medical Centre Akwuzu, Dr Adaobi Odina has stressed the importance of seeking medical attention in approved healthcare facilities especially in case of health emergencies.

Dr. Odina, in an interview with news men, emphasized that visiting approved health facilities avails patients of proper care and treatment from qualified and trained Medical practitioners.

"Approved health centers have the necessary equipment, trained staff, and resources to handle emergencies effectively. In critical situations, every minute counts, and seeking care at an approved center can make a significant difference in outcomes."

The Expert call comes amid growing concerns about the proliferation of unapproved health facilities and quacks which has always put patients' lives at risk.

Dr Odina described as heart breaking when patients are being rushed to the hospital as emergencies with conditions that would have primarily been managed without stress.

Tuberculosis Testing and Treatment Free in Anambra State — Government Reaffirms Commitment on World TB Day 2026

The Anambra State Government has announced that tuberculosis (TB) testing and treatment are completely free at all designated health facilities across the state, urging residents to take advantage of the services and seek early medical care.

The Permanent Secretary of the Ministry of Health, Dr. Uchebo Obiageli, made this known during a ministerial press briefing held in Awka to mark World Tuberculosis Day 2026.

She emphasized that no resident should delay seeking care due to financial constraints or stigma, noting that the state government has put in place accessible and effective systems for TB diagnosis and treatment.

According to her, individuals experiencing symptoms such as persistent cough lasting two weeks or more, unexplained weight loss, fever, night sweats, or fatigue should immediately visit the nearest health facility for testing.

Dr. Obiageli stated that the government has significantly expanded access to TB services through a wide network of public and private health facilities across the state. She noted that Directly Observed Treatment Short-course (DOTS) services are now available in hundreds of facilities, including primary healthcare centres, general hospitals, and tertiary institutions.

She added that the state has invested heavily in diagnostic infrastructure, including the deployment of GeneXpert machines, Truenat platforms, and other rapid testing technologies to ensure early and accurate detection of TB cases.

The Permanent Secretary revealed that TB case detection in Anambra State has increased significantly over the past year, rising from 2,455 cases in the fourth quarter of 2024 to 3,837 cases in the fourth quarter of 2025 a 56 percent increase.

She explained that the rise does not indicate a surge in infections but reflects improved efforts in identifying, testing, and reporting cases across communities.

Anambra State has also recorded a treatment success rate of 93 percent for drug-sensitive TB, aligning with global targets set by the World Health Organization.

Dr. Obiageli commended healthcare workers and partners for their dedication, noting that integrated TB and HIV services have further strengthened patient outcomes, with over 98 percent of TB patients tested for HIV.

Highlighting the broader context, she noted that Nigeria remains one of the countries with the highest TB burden globally, with over 500,000 new cases estimated annually.

She stressed that despite TB being preventable and curable, it continues to disproportionately affect vulnerable populations, including those with limited access to healthcare.

The government called on residents, community leaders, and religious institutions to help reduce stigma associated with TB and encourage early health-seeking behaviour.

Dr. Obiageli warned that a single untreated TB patient can infect up to 10 to 15 people within a year, underscoring the importance of early diagnosis and complete treatment.

She reaffirmed the state government’s commitment to eliminating tuberculosis through expanded diagnostic services, community-based screening, increased funding, and strengthened collaboration with development partners.

“The fight against tuberculosis is not just a health issue but a collective responsibility,” she said. “With sustained effort, strong political will, and community participation, Anambra State can achieve a TB-free future.”

Also speaking at the event, the Director of Public Health and Disease Control, Dr. Afam Aneme, explained that tuberculosis is an infectious disease caused by bacteria that primarily affects the lungs but can also impact other parts of the body.

He noted that TB spreads through the air when an infected person coughs, sneezes, or speaks, and emphasized that it is both preventable and curable when detected early.

Dr. Aneme highlighted key preventive measures, including early testing, proper ventilation, good nutrition, and completing prescribed treatment for those diagnosed, stressing that awareness remains critical in reducing transmission.

In his remarks, the State Director of the Tuberculosis, Buruli Ulcer and Leprosy Control Programme, Dr. Ugo Chukwulobelu, expressed appreciation to development partners and stakeholders for their continued support in the fight against TB.

He commended their collaboration and contributions, noting that their involvement has played a vital role in strengthening TB control efforts and improving healthcare delivery across the state.

As part of efforts to improve access to care, the state government also commissioned and received donated tricycle motorcycles (popularly known as “Keke”) to facilitate easy transportation of tuberculosis patients to health facilities.

Officials noted that the initiative is aimed at reducing transportation barriers, especially for patients in rural and hard-to-reach communities, ensuring they can access diagnosis and complete their treatment without interruption.

World Tuberculosis Day is commemorated annually on March 24 to raise awareness about the disease and accelerate global efforts toward its elimination.

Anambra State Government in collaboration with The Carter Centre has commenced a free Hydrocelectomy in the state.

The surgery is going on simultaneously in the three senatorial zones with Enugw-ukwu General Hospital handling people in the Central, Ekwulobia General Hospital for the South and Umueri General Hospital covering for people of the North Senatorial Zone.

While speaking to information officers on the project, the Neglected Tropical Disease (NTD) Desk Officer, Dr. Emmanuel Obikwelu said that the ongoing surgery intervention in the state is specifically targeted at persons aged 15 years and above.

He explained that hydrocele is associated with neglected tropical diseases and remains a significant public health concern.

Dr. Obikwelu emphasised that the programme is designed to address cases among adult males, who are the most impacted by the condition.

He, however, clarified that children are not the primary focus of the current intervention, noting that data on affected children will still be collected during the exercise.

According to him, such information would be forwarded to the state government to guide for future interventions aimed at addressing the condition among younger populations.

Commenting, Dr. Patrick Anisiobi, a resident Dostor in the Hospital said that the initiative which is set to run for four days would offer surgeries at no costs to beneficiaries.

According to the Doctor, the programme is part of ongoing efforts to improve access to quality healthcare delivery and to support individuals who may not be able to afford high cost of the surgical procedures.

He emphasised that the entire process, from consultation to the stages of blade incisions, would be completely free for all qualified patients.

He said, "a total of 20 patients have been scheduled to undergo this surgery today and if they are more we are in for them.

"The outreach is expected to bring relief and renewed hope to participants as well as contribute to the overall well-being of the community".

A senior staff member of the hospital, Mrs. Loretta Okonkwo said that the institution is prepared to commence surgical procedures for clients, assuring that all necessary arrangements have been put in place.

She explained that patients would begin the process with comprehensive laboratory investigations to determine their suitability for the surgery.

Mrs. Okonkwo also expressed appreciation to the state government and The Carter Center for their support and collaboration in making the free medical services possible for the people of the state.

She noted that the partnership has created a valuable opportunity for many patients to receive the much-needed care while encouraging eligible clients to take advantage of the programme assuring them of the hospital’s commitment at delivering safe and effective treatment.

The surgery carried out at Enugwu-ukwu General Hospital recorded no complications, showcasing the expertise of Anambra State Health workers and the partners although many works are still needed to disseminate this information to all nooks and crannies of the state for prompt compliance of affected persons.
