On behalf of the Chairman Governing Board of Bauchi State Health Trust Fund Agency (Bhetfund's) and the entire Staff have joined millions of well-wishers across Nigeria and beyond to celebrate His Excellency, the Executive Governor of Bauchi State, Senator Bala Abdulkadir Mohammed, CON, Kauran Daular Uthmaniyya, on the joyous occasion of his 68th birthday.

REPORT ON THE DEVELOPMENT OF THE 2027 ANNUAL OPERATIONS PLAN (AOP) BY BAUCHI STATE HEALTH TRUST FUND AGENCY

Venue: Sharma Hotel, Jos, Plateau State
Date: Sunday, 20th - Tuesday, 22nd September, 2026

In pursuance of its mandate to deliver efficient and sustainable health financing in Bauchi State, the Bauchi State Health Trust Fund Agency (BHETFUND) has commenced the development of its 2027 Annual Operations Plan (AOP).

The three-day deliberation exercise, holding at Sharma Hotel, Jos, Plateau State, is being led by the Executive Secretary of the Agency, Dr. Sani Ibrahim Ningi, with full participation of the Agency's management and technical team.

The program started on Sunday, 20th September, 2026 and is expected to end on Tuesday, 22nd September, 2026.

In his welcome address, the Executive Secretary, Dr. Sani Ibrahim Ningi, stated that the retreat was convened to:

a) Update participants on the Annual Operations Plan based on the Sector-Wide Approach (SWAp);
b) Develop a comprehensive and inclusive 2027 Annual Operations Plan for the Agency;
c) Deliberate on all components of the plan with the aim of adopting it at its final stage;
d) Upload the finalized plan to the National Healthcare 2027 Annual Operations Plan Website to become part of the State Health Sector Plan, in order to make it accessible to all stakeholders when the need arises.

He emphasized that the Annual Operations Plan serves as a 12-month management roadmap that translates long-term strategic health goals into costed, budgeted and measurable daily activities, and helps to formulate Community Health Action Plans for implementation and evaluation.
The Proceedings
facilitator of the program, the Director of Planning and Research of BHETFUND, Mal. Musa Yakubu, took participants through the planning process step-by-step.

He highlighted each component of the plan in detail and allowed participants to contribute based on their observations and field experiences, to ensure that every relevant item is captured in the 2027 AOP.

The session has been highly interactive, with robust contributions from all departmental heads and technical officers aimed at ensuring the plan is realistic, inclusive and aligned with both state and national health priorities.

At the end of the three-day retreat on Tuesday, 22nd September, 2026, the Agency is expected to have a finalized, adopted 2027 Annual Operations Plan ready for upload to the national portal and for implementation.

The development of the 2027 AOP demonstrates the commitment of the Bauchi State Health Trust Fund Agency under the leadership of Dr. Sani Ibrahim Ningi to institutionalize effective planning, transparency and accountability
in line with the Sector-Wide Approach for improved health outcomes in Bauchi State.

CONDOLENCE VISIT TO DR. UMAR NINGI, NINGI LOCAL GOVERNMENT AREA.

On behalf of the Chairman, Board of Directors of BHETFUND, a strong delegation was sent to condole with one of our esteemed Board Members, Dr. Umar Ningi, over his recent bereavement.

The delegation, led by Board Member Alh. Alkali and other Senior Directors and staff of Bhetfund conveyed the heartfelt condolences of the Board to Dr. Ningi and his family.

Alh. Alkali described the loss as irreparable and prayed to Almighty Allah (SWT) to forgive the shortcomings of the deceased and grant him Aljannatul Firdausi as his final abode.

BAUCHI STATE HEALTH TRUST FUND HOLDS SENSITIZATION AND STAFF INTERACTION MEETING

The Bauchi State Health Trust Fund (BHETFUND) today held a sensitization and interaction meeting for its staff aimed at strengthening teamwork, functionality and effective service delivery.

The meeting was facilitated by the retired Director of Human Resources, Bauchi State Ministry of Health, Alhaji Yakubu Mijinyawa, who presented a paper on Active Functionality and Effective Service Delivery.

In his presentation, Alhaji Mijinyawa refreshed the staff on the need for diligence, functionality and effectiveness in the discharge of their duties. He emphasized that staff must be responsible in maintaining proper official records, including file movement registers, attendance lists and other secretariat duties that collectively promote a lawful and efficient working environment.

During the interactive session, the facilitator gave every participant the opportunity to highlight challenges encountered in their day-to-day work. The session was highly participatory, with staff members making valuable contributions and sharing experiences.

The meeting ended with concrete suggestions and resolutions on how to improve service delivery in order to achieve the mandate of BHETFUND in health financing and healthcare service delivery across Bauchi State.

BHETFUND SEEKS AUDITOR GENERAL’S SUPPORT TO ENFORCE COMPLIANCE ON STATUTORY REMITTANCES

A delegation from the Bauchi State Health Trust Fund Agency, BHetFund, led by the Executive Secretary, Dr. Sani Ibrahim Ningi, has paid an advocacy visit to the State Auditor General, Isyaku Yankari FCMA, MSc, BSc to seek collaboration in enforcing compliance with the BHetFund Law.

The visit was aimed at strengthening partnership with the Office of the Auditor General to support BHetFund in delivering its mandate of improving healthcare financing and service delivery across Bauchi State.

Speaking during the visit, Dr. Ningi said the BHetFund Law clearly stipulates that a certain percentage of the state’s monthly allocation should be remitted to the agency. He, however, noted that some MDAs and organizations are yet to comply.

Dr. Ningi further explained that with the withdrawal of "Partnership" and the winding down of activities of other international donors in the state, it has become imperative for BHetFund to seek the assistance of the Auditor General’s Office and other relevant federal institutions to engage defaulting organizations and ensure full compliance.

Responding, the State Auditor General, Malam Isyaku Yankari, assured the BHetFund team of his office’s full support. He said his office would assist in organizing a stakeholders’ forum to sensitize MDAs on the provisions of the BHetFund Law and the importance of remitting their statutory contributions.

Malam Yankari also pledged to work closely with BHetFund to ensure that all relevant institutions discharge their responsibilities in line with the law.

The Executive Secretary expressed appreciation to the Auditor General for the warm reception and assured that BHetFund remains committed to transparency, accountability, and improving access to quality healthcare for the people of Bauchi State.

BAUCHI STATE DRUG REVOLVING FUND COMMITTEE (DRF) PAY A COURTESY VISIT TO BAUCHI STATE HEALTH TRUST FUND AGENCY.

Bauchi State Drug Revolving Fund (DRF) Committee have paid a collaboration visit to the Bauchi State Health Trust Fund Agency (BHetFund) to seek stronger partnership in improving access to quality and affordable medicines.

The delegation, led by the Chairman of the DRF Committee, Pharm Ibrahim Sani able represented by the committee secretary Pharm Rabiu Abba Usman received at the BHetFund headquarters in Bauchi. Speaking during the visit, Pharm Rabiu, said the committee was in the agency to seek a cooperation and stronger technical support that would enable DRF achieve its mission of ensuring sustainable supply of essential drugs across health facilities in the state.

He noted that collaboration with BHetFund would help address gaps in drug availability, affordability, and accountability at facility level.

Welcoming the delegation, the Director of Planning, Research and Statistics of BHetFund, Musa Yakubu Misau, described the Drug Revolving Fund as “a very good initiative” that has contributed to tremendous success in the state’s health sector. He urged the committee to increase its efforts and maintain transparency to build public trust.

In his response, the Executive Secretary of BHetFund, Dr. Sani Ibrahim Ningi, expressed confidence in the capacity and commitment of the DRF Committee. He pledged the agency’s full support in all areas, including policy alignment, resource mobilization, and monitoring, to ensure the scheme delivers on its mandate.

The visit ended with both parties agreeing to establish a joint technical working group to coordinate activities and track progress.

BHetFund Provides Nutrition Intervention to Health Facilities Across Bauchi State*

In line with its mandate to improve healthcare delivery, the Bauchi State Health Trust Fund (BHetFund) has provided a nutrition intervention to selected health facilities across the state.

Speaking on the intervention, the Executive Secretary of BHetFund, Dr. Sani Ibrahim Ningi, said the initiative became necessary due to the rising number of children suffering from malnutrition caused by lack of access to essential food and nutrients.

Over the past six months of 2026, BHetFund has committed significant resources to support vulnerable children and strengthen nutrition services at the facility level.
