As we step into the first day of August 2026, I bring you warm greetings filled with hope, strength, and renewed determination.

A new month is not just a change in the calendar; it is a fresh opportunity to dream bigger, to work harder, and to believe more strongly in the greatness of our land and people. Together, we have shown resilience, unity, and an unshakable spirit. These values will continue to guide us as we strive for progress in education, infrastructure, healthcare, and empowerment for all.

HON. ENGR. DOMINIC OKAFOR ATTENDS RETREAT ON PUBLIC PROCUREMENT REFORMS FOR EFFECTIVE LEGISLATIVE FUNCTIONS IN ABUJA

As part of efforts to strengthen transparency, accountability, and efficiency in Nigeria's public procurement system, the Member Representing Aguata Federal Constituency in the House of Representatives, Hon. Engr. Dominic Okafor, FNSE, on Monday, July 6, 2026, participated in the Retreat on Public Procurement Reforms for Effective Legislative Functions, held in Abuja.

The high-level retreat brought together the Bureau of Public Procurement (BPP) and members of the House of Representatives Committee on Public Procurement to deliberate on strategies aimed at enhancing legislative oversight and advancing ongoing procurement reforms in line with global best practices.

In his remarks, the Director-General of the Bureau of Public Procurement, Dr. Adebowale A. Adedokun, underscored the importance of sustained collaboration between the executive and legislative arms in building a procurement system that promotes value for money, transparency, and national development.

The Chairman of the House of Representatives Committee on Public Procurement, Hon. Unyime Josiah Idem, reaffirmed the committee's commitment to strengthening the legislative framework that supports accountability, prudent management of public resources, and effective oversight of procurement processes across government institutions.

Hon. Engr. Dominic Okafor noted that the retreat provided a valuable platform for legislators to deepen their understanding of emerging procurement reforms and best practices. He reiterated his commitment to supporting policies and legislative initiatives that foster transparency, institutional efficiency, and responsible management of public funds in the interest of national development.

Transforming Communities, Expanding Opportunities, Delivering Results Across Aguata Federal Constituency

A Three-Year Stewardship Report of Service, Impact and Legislative Leadership in Nigeria's 10th House of Representatives

On June 13, 2026, Hon. Engr. Dominic Ifeanyichukwu Okafor, FNSE, KSM (Ezechinyelugo), marks three years of distinguished service as the Member Representing Aguata Federal Constituency in the House of Representatives.

Since assuming office in Nigeria's 10th National Assembly on June 13, 2023, Hon. Engr. Dominic Okafor has pursued a representation philosophy anchored on accessibility, measurable development, legislative effectiveness, and direct engagement with the people.

Three years later, his stewardship is reflected in physical infrastructure, educational advancement, rural electrification, youth empowerment, healthcare interventions, agricultural support programmes, humanitarian assistance, sports development initiatives, ICT capacity building, and robust legislative advocacy both within and beyond Aguata Federal Constituency.

A constituency-wide verification exercise involving stakeholders drawn from the twenty political wards of Aguata, traditional leaders, community representatives, youth groups, women organizations, and media professionals provided an opportunity to physically assess many of the projects and interventions facilitated across the constituency.

The result is a compelling record of visible achievements spread across communities and sectors, demonstrating a commitment to delivering practical governance and sustainable development.

GOVERNING WITH DATA: THE FOUNDATION OF A PURPOSEFUL REPRESENTATION

One of the earliest indications of Hon. Engr. Dominic Ifeanyichukwu Okafor's approach to representation emerged even before his inauguration into the 10th House of Representatives on June 13, 2023.
Recognizing that sustainable development must be guided by accurate information and genuine community needs, he established the Aguata Data Committee, a fourteen-member body chaired by renowned academic, Professor Ezeagu, with each of the fourteen communities in Aguata represented on the committee.

The committee was tasked with conducting a comprehensive needs assessment across the Federal Constituency, identifying priority areas requiring intervention, documenting existing infrastructure deficits, and generating reliable community-based data to guide policy decisions and constituency projects.

The initiative was unprecedented in the history of representation within Aguata Federal Constituency and reflected a deliberate commitment to evidence-based governance rather than politically convenient project selection.

Findings and recommendations from the committee subsequently informed many of the interventions implemented across education, road infrastructure, rural electrification, healthcare, youth development, agriculture, community empowerment, and social welfare.

By establishing a framework that placed community needs and verified data at the centre of decision-making, Hon. Okafor laid the foundation for a representation model focused on impact, equity, accountability, and sustainable development across all fourteen communities of Aguata.

DELIVERING DEVELOPMENT COMMUNITY BY COMMUNITY

IGBO-UKWU: BUILDING A LEGACY OF EDUCATION, SPORTS AND INFRASTRUCTURE

Among the communities that have witnessed extensive development interventions under Hon. Dominic Okafor's representation is Igbo-Ukwu.

His footprint in the community spans education, transportation, sports development, energy infrastructure and digital learning.

Notable achievements include:
• Construction and commissioning of a block of two classrooms at Central School, Igbo-Ukwu
• Re-roofing and rehabilitation of the Laboratory Block at Girls' Secondary School, Igbo-Ukwu
• Installation and energization of a 300KVA transformer at Ezihu
• Installation of solar-powered streetlights along Apex Medical Centre Road
• Provision of solar and inverter systems for the Obassey Foundation Smart School Initiative
• Supply of desks, teachers' tables and chairs to Obiuno Primary School
• Installation of inverter and solar power systems at Amaehulu Town Hall
• Facilitation of the 1.65km Amaehulu Road Project completed and commissioned by HE Prof. Chukwuma Charles Soludo, CFR.
• Donation of a 30KVA power generating set to St. Martin’s Community Children Welfare and the Elderly People's Home, Igboukwu to ensure uninterrupted electricity supply
• Donation of a 6.5 KVA power generating set to Godian Religion, Igboukwu to ensure uninterrupted electricity supply
• ⁠Nkwo Igbo-Ukwu - Akukwa Village -Amaehulu road, contract awarded waiting mobilization to site.
A major landmark project currently under construction is the Ultra-Modern multi-purpose Legacy Indoor Sports Complex.
Upon completion, the facility will feature tennis courts, badminton courts ,squash courts, Gym, administrative offices, and a state-of-the-art ICT Centre, creating opportunities for sports development, talent discovery, youth engagement and digital education.

IKENGA: ENHANCING EDUCATIONAL AND COMMUNITY INFRASTRUCTURE

In Ikenga, Hon. Okafor's interventions have focused on improving public infrastructure and educational facilities.
Projects delivered include:
• Installation of solar-powered streetlights in strategic locations
• Landscaping and environmental enhancement of St. Anthony's Secondary School, Ikenga about to commence.
These interventions have improved aesthetics, security, accessibility and learning conditions within the community.

*ISUOFIA: EMPOWERING EDUCATION AND COMMUNITY WELFARE*

In Isuofia, educational advancement and community support have remained central priorities.

Key interventions include:
• Installation of solar streetlights
• Provision of inverter and solar power systems at Civic Center Isuofia.

At Holy Child Secondary School, Isuofia, Hon. Okafor facilitated the donation and installation of 30 CBT-compliant computer systems complete with essential software applications.
The initiative has significantly strengthened ICT education and enhanced students' preparedness for modern computer-based examinations.

UMUONA: EXPANDING ACCESS TO QUALITY EDUCATION

Hon. Okafor facilitated the construction and commissioning of a modern block of three classrooms at Primary School Umuona.

The project has improved educational infrastructure and created a more conducive learning environment for pupils and teachers.
The community also benefited from solar-powered streetlight installations aimed at improving security and public convenience.

EKWULOBIA: MODERNIZING THE COMMERCIAL HEART OF AGUATA

As the commercial hub of Aguata Federal Constituency, Ekwulobia has received significant infrastructure investments.
Projects facilitated include:
• Completion of the 4-kilometre Ekwulobia Township Road
• Ongoing construction of the Igwe Ekwulobia Road Project.
• Installation of solar-powered streetlights, Along the Ekwulobia-Ezinifite Road
Beyond infrastructure delivery, Ekwulobia hosted a landmark democratic engagement programme in June 2024 when Hon. Okafor convened the first-ever Constituency Town Hall Meeting and One-Year Performance Scorecard Presentation.

The event strengthened transparency, accountability and direct citizen engagement in governance.

AGULUEZECHUKWU: INVESTING IN EDUCATIONAL EXCELLENCE

At Aguluezechukwu, Hon. Okafor facilitated:
• Construction and commissioning of a block of four classrooms at Community Secondary School
• Installation of solar-powered streetlights along Aguluezechukwu -Ogboji road.
These projects have expanded educational opportunities and improved community infrastructure.

*NKPOLOGWU: IMPROVING COMMUNITY SECURITY THROUGH SOLAR ELECTRIFICATION*

Residents of Nkpologwu continue to benefit from solar-powered streetlight installations facilitated under Hon. Okafor's representation.
The project has enhanced public safety, improved visibility and strengthened community life.

AKPO: A CENTRE FOR EDUCATION, SPORTS AND HEALTHCARE INTERVENTIONS

Akpo stands as one of the major beneficiaries of educational and human capital development initiatives.
Projects facilitated include:
• Construction and commissioning of a fully furnished block of two classrooms at Udoka Primary School
• Provision of office facilities and storage spaces
• Installation of inverter and solar power systems to provide sustainable electricity
• Installation of solar-powered streetlights
Beyond physical infrastructure, Akpo hosted one of the most impactful youth-focused programmes in the constituency the Aguata Secondary Schools Badminton Development Programme, held at Agbaelu Hall.

The initiative brought together students from thirty secondary schools, both Private and Public Schools across Aguata and provided participating institutions with financial support, transportation allowances and complete badminton equipment.

Akpo also served as the venue for the constituency-wide Free Eye Care Programme, through which hundreds of constituents benefited from medical consultations, corrective treatments, medicated eyeglasses and life-changing eye surgeries.

ACHINA: IMPROVING COMMUNITY MOBILITY AND SAFETY

In Achina, Hon. Okafor facilitated solar-powered streetlights along strategic routes stretching from Mbalaoye through Peter University Road.

The intervention has improved security and nighttime mobility for residents and visitors.

UMUCHU: STRENGTHENING COMMUNITY DEVELOPMENT

At Umuchu, interventions include:
• Installation of inverter and solar power systems at Umugama Civic Centre
• Solar-powered streetlights along Eagle Food Road
These projects continue to support community activities and improve access to reliable public utilities.

AMESI: CONNECTING COMMUNITIES THROUGH ROAD DEVELOPMENT

Infrastructure development in Amesi has focused on transportation and accessibility.
Projects include:
• Solar-powered streetlights along Mife Road
• Ongoing construction of the Amesi-Gbirigbo Achina Village Road Project with completed culvert systems
The project is expected to improve transportation, economic activities and rural connectivity.

UGA: DELIVERING LARGE-SCALE EDUCATIONAL INFRASTRUCTURE

Uga has witnessed some of the largest educational investments facilitated by Hon. Okafor.
Projects include:
• Construction and commissioning of a six-classroom block with furniture at Mbalaoye Primary School
• Installation of solar-powered streetlights
• Provision of inverter and solar systems at Oka Uga Central Hall

The classroom project remains one of the most significant educational infrastructure interventions delivered across the constituency.

EZINIFITE: EXPANDING CONNECTIVITY AND COMMUNITY DEVELOPMENT

At Ezinifite, interventions include:
• Installation of solar-powered streetlights
• Installation of inverter and solar systems at Ezinifite Town Hall
• Opening and grading of a strategic five-kilometre road linking Ezinifite, Igbo-Ukwu and Ikenga
The road project has enhanced transportation, commercial activities and inter-community connectivity.

ORAERI: IMPROVING PUBLIC SAFETY THROUGH SOLAR STREETLIGHTS

Residents of Oraeri have benefited from solar-powered streetlight installations aimed at improving security, visibility and public convenience.

HEALTHCARE INTERVENTIONS: RESTORING HOPE, IMPROVING LIVES

Healthcare remains one of the defining pillars of Hon. Engr. Dominic Okafor's constituency interventions.

Recognizing the burden of preventable vision impairment among vulnerable citizens, he facilitated extensive eye care outreach programmes that provided:
• Free eye surgeries
• Distribution of medicated eyeglasses
• Medical support for complex cataract cases
These interventions restored sight, improved quality of life and brought relief to many families across Aguata.

EDUCATION: INVESTING IN THE FUTURE
In further demonstration of his commitment to educational advancement, Hon. Dominic Okafor facilitated the distribution of exercise books and motivational educational materials to pupils and students across primary and secondary schools in Aguata Federal Constituency. • ICT training for youths with donation of brand-new laptops.
• Training of women in pastry production with financial support
• Vocational training in paint production and entrepreneurship

SUPPORTING FARMERS AND STRENGTHENING FOOD SECURITY

To support local agriculture and enhance food production, Hon. Okafor facilitated:
• Distribution of trailer loads of NPK fertilizer (twic)
• Distribution of improved yam seedlings
• Distribution of cassava stems and maize seedlings
• Provision of farming tools including wheelbarrows, hoes and machetes

• 300 cartons of spaghetti
• Vegetable oil
• Tomato paste
• Salt
• Seasoning cubes
The intervention provided immediate support to affected families and communities.

FACILITATING OPPORTUNITIES FOR CONSTITUENTS

As part of efforts to expand opportunities for young people, Hon. Okafor facilitated access to recruitment and employment opportunities in:
• Nigeria Police Force
• Nigeria Security and Civil Defence Corps
• Federal Capital Development Authority
• Federal Inland Revenue Service
• ⁠Nigeria Immigration Service
• ⁠ETC
These efforts have helped many constituents access career opportunities within federal institutions.

ENGAGING AGUATA AT HOME AND IN THE DIASPORA
Beyond infrastructure delivery, legislative advocacy, and empowerment programmes, Hon. Engr. Dominic Ifeanyichukwu Okafor has maintained a deliberate commitment to engaging Aguata people wherever they reside. Recognizing that the strength of the constituency extends beyond its geographical boundaries, he has consistently used official engagements, committee assignments, oversight visits, and personal initiatives as opportunities to connect with constituents across Nigeria and in the diaspora.
During a visit to Houston, Texas, United States of America, Hon. Okafor met with Aguata indigenes resident in the area, providing a platform for interaction, exchange of ideas, and discussions on the development of their homeland.

Similarly, while undertaking official National Assembly assignments across Nigeria, he convened interactive meetings with Aguata people resident in various states of the federation. In Kano, he hosted Aguata indigenes during an oversight engagement of the House Committee on Ecological Matters. In Kaduna State, he met with Aguata residents during an official visit connected to the activities of the House Committee on Aviation Technology at the Nigerian College of Aviation Technology, Zaria.
In Uyo, Akwa Ibom State, members of the Aguata Akwa Ibom Association received and hosted him at the residence of Chief C.Y. Umeakuka during a retreat of the House Committee on Universal Basic Education.

The engagement provided an opportunity to strengthen ties between the constituency and its citizens living outside Anambra State.
In Lagos, Hon. Okafor convened a strategic town hall meeting involving the chairmen of all fourteen Aguata town unions resident in the state. The meeting, held in Ikoyi, was attended by the Traditional Ruler of Achina, His Royal Majesty Igwe G.N Obiora (Eze Idegwu III), further underscoring the importance of dialogue, unity, and collective development.

He also held an extensive engagement with men and women leaders representing the fourteen communities of Aguata resident in Rivers State during a town hall meeting at the Catholic Cathedral CMO Hall in Port Harcourt.

These engagements reflect a representation style that values continuous interaction with constituents, irrespective of their location, and reinforces a shared commitment to the progress and development of Aguata Federal Constituency.

PRESENCE IN THE SOCIAL, CULTURAL AND SPIRITUAL LIFE OF THE PEOPLE
Throughout the period under review, Hon. Engr. Dominic Okafor remained actively involved in the social and cultural life of Aguata communities. He attended numerous traditional festivals, including Ofala celebrations hosted by traditional rulers across the constituency, demonstrating respect for cultural heritage and traditional institutions.

He was also consistently present at weddings, funerals, thanksgiving services, community gatherings, and other important social events whenever invited or available within the constituency. In addition, he maint ained a strong presence across churches and faith-based programmes irrespective of denomination, reflecting his belief in unity, service, and community cohesion.
These engagements, though often outside the spotlight of formal government programmes, have contributed significantly to strengthening the bond between the representative and the people he serves.

THE E.D.O. MODEL OF REPRESENTATION

At the heart of Hon. Engr. Dominic Ifeanyichukwu Okafor's stewardship over the past three years is a distinctive approach to public service that may best be described as the E.D.O. Model of Representation, a governance philosophy anchored on data-driven planning, community participation, legislative effectiveness, infrastructure development, human capital investment, and public accountability.
Rather than adopting a one-size-fits-all approach to constituency development, Hon. HON. ENGR. DOMINIC OKAFOR, FNSE, KSM, MHR, ADDRESSES SUPPORTERS AND THE PEOPLE OF AGUATA FEDERAL CONSTITUENCY

Following careful consultations with members of my political family, leaders across Aguata Federal Constituency, associates, supporters, and critical stakeholders within and outside our great party, the All Progressives Grand Alliance (APGA), I have taken a considered decision regarding the forthcoming APGA primary election scheduled for May 23, 2026.

As someone who has always placed the collective interest, stability, and long-term strength of the party above personal considerations, I have decided to discontinue my participation in the process leading to the primary election.

This decision was reached calmly, responsibly, and with full consciousness of the prevailing political realities, the need to preserve party cohesion, and the necessity of avoiding avoidable tensions within our political environment.

I remain profoundly grateful to the thousands of supporters, party faithful, community leaders, youths, women, professionals, and well-meaning constituents whose encouragement, sacrifices, and overwhelming confidence have remained inspiring throughout this period.

The genuine outpouring of goodwill from across Aguata Federal Constituency has been deeply humbling and will never be taken for granted.

To our supporters and numerous well-wishers, I urge everyone to remain peaceful, law-abiding, focused, and steadfast. Politics must never become a source of bitterness, division, or disunity among our people. Our shared aspirations for the continued development, peace, and progress of Aguata Federal Constituency remain larger than any immediate political contest.

I wish to make it clear that this development does not in any way diminish my commitment to public service, the advancement of our constituency, or the pursuit of good governance. My dedication to the welfare of our people remains unwavering, and I shall continue to support every sincere effort geared toward the growth and development of Aguata Federal Constituency and Anambra State at large.

I remain proud of the journey so far, appreciative of the trust reposed in me by the people, and optimistic about the future.

I sincerely thank everyone who stood firmly with us throughout this period with loyalty, conviction, and uncommon dedication.
