OYRLEA Nabs 18 Cows on Lagos-Ibadan Expressway in Surprise Raid

The Oyo State Rule of Law Enforcement Authority (OYRLEA) has impounded 18 cows along the Lagos–Ibadan Expressway near Abiola Ajimobi Technical University after repeated complaints from residents.

Motorists and residents had flagged the constant presence of cattle on the highway as a major obstruction and accident risk.

OYRLEA officials first inspected the area and traced where the cows were kept. Alerted, the herders moved them before officers returned.

In a follow-up unannounced operation today, the enforcement team caught the herders off guard and impounded the animals.

OYRLEA said the action reflects its commitment to responding to public complaints and removing threats to safety and traffic flow.

The Oyo State Rule of Law Enforcement Authority (OYRLEA) has impounded 18 cows along the Lagos–Ibadan Expressway, around the Abiola Ajimobi Technical University axis, following repeated complaints from residents and motorists.

Residents and road users had raised alarm over the frequent presence of cattle on and around the highway, describing it as a serious obstruction and a potential cause of fatal road accidents.

Acting on the petitions, OYRLEA’s enforcement team first conducted an inspection of the area and identified where the cows were being kept and herded. On their return for enforcement, however, the herders had been tipped off and moved the animals before the officers arrived.

Determined to address the menace, the team returned to the location today without prior notice. The surprise operation caught the herders off guard and resulted in the successful impoundment of 18 cows found roaming the area.

Reacting on the incident, the Chairperson of OYRLEA, Honourable Justice Aderonke A. Aderemi (Rtd.), said the Authority will not tolerate any activity that endangers public safety or obstructs major highways in the state.

“This impoundment sends a clear message that Oyo State will enforce its laws without fear or favour. The Lagos–Ibadan Expressway is a critical economic corridor and must not be turned into grazing fields. Anyone found flouting traffic and environmental regulations will face the full weight of the law,” Justice Aderemi stated.

She added that OYRLEA remains committed to responding swiftly to legitimate complaints from the public and will sustain targeted enforcement to ensure free flow of traffic, protect lives and property, and uphold the rule of law across the state.

The Authority urged members of the public to continue reporting activities that constitute a threat to safety, obstruct public roads, or amount to a nuisance. It assured residents that all credible complaints will receive immediate and appropriate attention.

OYRLEA, MINISTRY OF ENVIRONMENT ENFORCE COMPLIANCE, SERVE 21 DAY ABATEMENT NOTICE

The Oyo State Rule of Law Enforcement Authority (OYRLEA), in conjunction with environmental officers from the Oyo State Ministry of Environment and Natural Resources, has carried out an enforcement exercise at Henry Sam Multipurpose Enterprises over reported environmental and public health concerns.

During the exercise, the team identified issues relating to improper waste management, offensive odour and other activities considered capable of constituting an environmental nuisance.

The establishment was subsequently served a 21 Abatement Notice, directing the operator to take necessary corrective measures and comply with relevant environmental regulations.

OYRLEA SWIFTLY RESPONDS TO OPEN GRAZING, INVESTIGATES NOISE POLLUTION PETITION

The Oyo State Rule of Law Enforcement Authority (OYRLEA) has reaffirmed its commitment to law enforcement with swift interventions on open grazing and environmental pollution today, Thursday, 6th August 2026

Acting on a distress call received early this morning, OYRLEA’s enforcement team mobilised to Kudeti Avenue, Agbarigo Junction. Two cows were found grazing openly on the road and obstructing traffic. In line with the Oyo State Anti-Open Rearing and Grazing Law, 2019, the cows were promptly impounded, restoring order and ensuring the safety of road users.

Following the operation, the team proceeded to Morubo-Ope Community, Apete, Ibadan, to investigate a petition on excessive noise pollution allegedly emanating from a block moulding industry.

The inspection was conducted jointly with the Pollution Monitoring and Control Department of the.Oyo State Ministry of Environment and Natural Resources. Assessment confirmed that the noise level from the facility was excessive and constituted a nuisance to residents.

Consequently, the owner was advised to either relocate the business to a more suitable location or install effective noise reduction measures to prevent further disturbance to the community.

OYRLEA reiterated its resolve to protect public health, uphold environmental standards, and enforce the laws of Oyo State. The Authority also urged residents to continue reporting traffic and environmental violations for prompt intervention.

The Oyo State Rule of Law Enforcement Authority (OYRLEA), in collaboration with the Oyo State Ministry of Environment and Natural Resources and security operatives, has intensified enforcement against illegal livestock and agricultural activities in Akobo.

This follows a compliance assessment visit to the Mercy Rock area, where residents and property owners previously served with a 21-day Abatement Notice had made little or no effort to comply. In view of this, the Authority issued a final 14-day Abatement Notice to all defaulters, warning that full enforcement action will commence immediately upon expiration of the notice.

During the same operation, the team responded to a petition from residents of Ifesowapo, Yawiri area regarding a poultry farm alleged to be constituting a public nuisance.

Findings at the site revealed that the farm is located within a densely populated residential area and was emitting offensive odour. Officials also observed poor waste management, with poultry droppings heaped indiscriminately, posing serious environmental and public health risks.

Environmental health officers described the conditions as a potential breeding ground for disease-causing pathogens, and warned that the unsanitary state could lead to outbreaks of cholera and other communicable diseases if not urgently addressed.

Consequently, the owner of the poultry farm was served with a 14-day Abatement Notice and directed to rectify all environmental violations in line with Oyo State environmental sanitation laws.

OYRLEA reiterated that the exercise is part of the state government’s commitment to safeguarding public health and ensuring compliance with environmental regulations. The Authority warned that failure to comply within the stipulated period will attract full enforcement action in accordance with the laws of Oyo State. OYRLEA REFUTES FALSE CLAIMS IN AGIDIGBO FM BROADCAST, CITES DUE PROCESS IN IDO COW IMPOUNDMENT

The Oyo State Rule of Law Enforcement Authority, OYRLEA, has dismissed as false and misleading allegations aired on Agidigbo FM on Saturday, July 25, 2026, accusing its officers of discrimination against Fulani herders, extortion, unlawful impoundment of livestock, and abuse of power.
In a statement signed by the Chairperson, Hon. Justice Aderonke Aderemi (rtd), OYRLEA said all enforcement actions are carried out strictly under the Oyo State Open Rearing and Grazing Regulation Law, 2019 signed by Governor Seyi Makinde.
Due Process Followed in Ido Case
OYRLEA said the broadcast stemmed from an enforcement operation in Atowoda Area, Ido LGA, on Friday, June 12, 2026, where 16 cows were impounded.
According to the Authority, the operation followed petitions from farmers in Ido and environs alleging destruction of farms by herders practicing open grazing. OYRLEA said its investigation confirmed open rearing and damage to crops with “irrefutable evidence.”
Citing Section 16(1) of the 2019 law, OYRLEA stated that offenders are liable to 5 years imprisonment or a ₦500,000 (five hundred thousand)fine for first offenders, and 10(ten) years or ₦2,000,000 (two million naira ) for subsequent offences. The law also mandates compensation for damages after evaluation by the Ministry of Agriculture.
The Authority disclosed that the herders’ legal representative opted for an out-of-court settlement. Based on the Ministry’s evaluation report, ₦3,200,000.00 (three million, two hundred thousand naira) was paid as government fines and ₦4,000,000.00 (four million naira) as compensation to the affected farmer. OYRLEA stressed that all payments were made by the legal representative into government accounts with official receipts issued. No officer is authorized to collect cash or transfers directly.
Call for Responsible Reporting
OYRLEA faulted Agidigbo FM for airing unverified claims without seeking the Authority’s response, describing it as a breach of journalistic ethics of fairness, accuracy and balance.
“The broadcast of unverified allegations without first ascertaining the facts or seeking the Authority's response is inconsistent with the ethics of responsible journalism. Such reporting has the potential to mislead the public and undermine confidence in a government institution,” the statement read.
Commitment to Mandate
Justice Aderemi reiterated that OYRLEA remains committed to enforcing the law without fear or favour and to maintaining peace and environmental sustainability across the state.

The Authority urged the public to disregard the misinformation and verify information through official channels. It also called on Agidigbo FM and other media houses to seek OYRLEA’s position before airing reports that affect public safety.

OYRLEA Impounds Eight Cattle During Anti-Open Grazing Enforcement in Ona-Ara Local Government and Orita Aperin Areas

The enforcement team of the Oyo State Rule of Law Enforcement Authority (OYRLEA) has intensified its crackdown on illegal open grazing, impounding eight cattle during a coordinated enforcement operation in Ona-Ara and the ortita Aperin area of Ibadan.

Acting on credible intelligence, the enforcement team had visited a location in Ona-Ara three days earlier, where they discovered an illegal settlement used by herders to keep their cattle before taking them out for open grazing. The site also served as their temporary residence, with makeshift tents erected within the area.

Following the discovery, the Authority carefully planned an enforcement operation and returned to the location at dawn. However, upon arrival, the team discovered that the herders had apparently been tipped off, as they had evacuated all their cattle and dismantled their tents before the enforcement team arrived.

Undeterred, the enforcement officers continued a raid across the surrounding communities. During the operation, they intercepted cattle grazing openly and immediately impounded two cows.

The team further extended the enforcement exercise to the Orita Aperin–Adekunle community, where they found several cattle roaming freely on public roads, obstructing traffic and posing a serious danger to motorists and pedestrians. Six additional cows were impounded, bringing the total number of cattle seized during the operation to eight.

Residents of the Aperin–Adekunle community commended the Authority for its swift intervention, revealing that the roaming cattle had repeatedly caused accidents, endangered road users, and created fear within the neighborhood. They expressed appreciation to OYRLEA, noting that they had previously been unsure of where to report such incidents.

The Oyo State Rule of Law Enforcement Authority reiterated its commitment to enforcing the State's anti-open grazing law and maintaining public safety across all communities. The Authority also urged residents of Oyo State to remain vigilant and promptly report any unlawful activities by submitting petitions or contacting the agency directly. OYRLEA assured the public that every genuine complaint received would be investigated and addressed in accordance with the law.

OYRLEA IMPOUNDS 19 COWS IN ISEYIN OVER ILLEGAL GRAZING

The Oyo State Rule of Law Enforcement Authority, OYRLEA, has impounded 19 cows in Iseyin Local Government Area following a petition from a farmer over repeated destruction of farmlands by grazing cattle.

Acting on the petition, OYRLEA’s enforcement team carried out an early morning anti-open grazing operation to intercept the herders and their cattle before they exited the affected farms.

A total of 19 cows were apprehended and taken into the custody of the Authority in line with the provisions of the law. Efforts are ongoing to identify the owners for appropriate legal action.

Reaffirming the Authority’s mandate, the Chairperson of OYRLEA, Hon. Justice Aderonke Aderemi, Rtd., said the operation is part of ongoing efforts to protect farmers, safeguard food production, and ensure strict compliance with the laws of Oyo State.

She warned herders to desist from grazing on farm settlements and cultivated lands, noting that violators will face the full weight of the law.
