Beyond the Flagpole: Transformative Projects of Governor AbdulRahman AbdulRazaq

Governor AbdulRahman AbdulRazaq is building, constructing, and reconstructing:

The largest Innovation Hub in West Africa

The largest Film Factory in West Africa

The largest Garment Factory in West Africa

Ilorin International Conference Centre

The Multi-Storey Revenue House

Dr Ibrahim Sulu Gambari Flyover (Completed)

General Tunde Idi-Agban Flyover (Completed)

The largest Intensive Care Unit in North Central

Seidu Kawu Six-Storey Court House Complex

70 Projects by the Ministry of Works (39 completed)

And many more that time wouldn't permit to be mentioned.

WHAT HAVE YOU (PAVILIONIST MEDIOCRES AND DEAD PDP) SAID REGARDING THESE GIGANTIC PROJECTS?

Obviously, nothing! Simply because your prejudiced foresight could not feel their impactful presence and future. You never want to hear or see Kwara rising, as far as AbdulRahman is ruling. Your administrative trajectory is looting and borrowing to loot. Your sixteen years in power is evidence enough of your corruption.

To conclude, news has it that following the removal of fuel subsidy, Senators now receive nothing less than N2bn for constituency projects. With far less funding, Senator Ibrahim Yahya Oloriegbe was able to record landmark projects in his constituency. Senator Saliu Mustapha should be urged to disclose what he has done with the N2bn or more allocated for constituency projects.

Massive construction work begins as Kwara builds multi-storey new hospital complex at Civil Service Clinic

•Sobi Specialist to serve as teaching hospital for Al-Hikmah University

•Govt okays upgrade of Post Office-Emir's Road-Isale Oja, N2.9bn support for wet season farming

Huge construction works are now underway as the Kwara State Government approved a new multi-storey hospital complex at the popular Civil Service Clinic.

The massive building, which will eat up the existing structure and extend beyond it, comes amid incredible population growth and rising needs for quality secondary health services in the capital city.

The multi-storey facility will also decongest the swelling traffic from the General Hospital Ilorin, which has now become a tertiary hospital to train student doctors from the Kwara State University (KWASU).

At the cabinet meeting where an approval was secured for the project, Commissioner for Health Dr. Amina Ahmed el-Imam said the facility is required as the current physical infrastructure at the civil service clinic “deserves both renewal and expansion in order to sustain the desired high quality of service and high patronage from the public”, adding that such expansion will “mitigate the space constraints experienced currently which has hampered its functionality to meet up with the growing demands for basic health care services”.

She said the contract is awarded to Craneburg Construction Ltd at N12.4bn for a duration of 18 months.

The government has officially shut down the civil service clinic as the construction work gets underway, with its in-patients already transferred to some other government facilities, especially Sobi Specialist Hospital at Alagbado in Ilorin.

The government, meanwhile, has approved a request of the Al-Hikmah University to train its medical students at the Sobi Specialist Hospital -- another public facility that has received massive investments under the AbdulRazaq administration.

The terms of the relationship will be inked in a Memorandum of Understanding (MoU) that is due for signing soon.

The development comes as the private university ramps up its accreditation procedures for the newly newly approved medical programme by the Governing Council of the University ahead of its 2024/2025 academic session.

Speaking at the recent council meeting, Governor AbdulRahman AbdulRazaq said the new civil service hospital will have world-class facilities and compete with any well-run private facilities, adding: “There is a need for better and well-equipped facilities with modern x-ray equipment. What we are trying to do is to build a world-class hospital and remove the psychological inertia associated with (the poor state of) public facilities. We are trying to put in place something you can or differentiate from what you can access in private facilities in terms of the quality of care and facilities. The area it serves includes GRA down to Amoyo and others. There is clearly a need to provide a new facility to serve a growing population in the capital city. This will serve the population from GRA down to Amoyo area.

“There is a need to get our secondary healthcare right. We have pumped a lot of resources into primary healthcare. The idea is that if we get our primary healthcare right, it reduces the traffic to the secondary hospitals. Yes, it does. But as we all grow older, there are cases that require management at secondary or tertiary facilities. As we have a higher ageing population and demographies are also changing, we need to be prepared, especially in the health sector. We also need to achieve reverse tourism in the health sector. Many people are travelling out of Kwara to have access to some health facilities. We want to have facilities that will stop such medical tourism. That’s why I’m excited at the cancer centre by BUA. It will complement what we are doing as well as the $7m diagnostic centre of the Federal Government. We want to make sure that Kwara is a place to go to for quality healthcare.”

Acting on a memorandum read by the Commissioner for Works and Transport Engr Abdulquawiy Olododo, the cabinet had also approved the rehabilitation works and upgrade of the road connecting Post Office, Emir's Road, and Isale Oja, completely changing the outlook of the entire stretch.

The council had also approved different agricultural programmes totalling N2.9bn to support wet season farming among genuine farmers who are properly registered and boost food security, including N1.4bn worth of fertilizers and N567m seed and agrochemical inputs, and clearing of 715 hectares of farmlands at the special agroprocessing zone and another 714 hectares of farmlands at Malete Integrated Youth Farm Training Centre.

Commissioner for Agriculture and Rural Development Mrs Oloruntoyosi Thomas told the council that these interventions are necessary to boost food security in the state.

“Investment in high quality seeds, fertilisers, and agro-chemicals seek to improve crop yields, promote crop diversification, and ultimately contribute to the economic growth of Kwara State,” she said.

“Council may further wish to note that timely access to these agricultural inputs is essential for the success for the success of the 2024 wet season farming. Prompt support will play a crucial role in mitigating crop losses, thereby securing better yields and enhancing food security across the state.”

Kwara cabinet okays new road construction, completion across state

• Owu Fall Road (I), Omu Aran Oko, Arandun-Esie-Oro, Ajase-Ipo-Oke Iya top list

• Osin-Laduba, Oke Ogun-Awolowo, Owode Ofaro-Alabe, Aboto Oja-Alata, too

• Rehabilitation work underway on Ahmadu Bello Way as artery road shows early cracks

• Council approves consultancy contract for Ilorin Smart City

Governor AbdulRahman AbdulRazaq’s extensive urban renewal campaign and opening up of the agrarian Kwara hinterlands continue as the state executive council again approved several road construction projects in different parts of the state — a few days after the government rolled out 84.7km rural road projects.

At its meeting on Wednesday evening, the council approved a contract for the construction of the Phase I of the road to the Owu Fall, the highest waterfall in West Africa measuring 120m above water level and cascading 330 feet down an escarpment, a major boost for tourism in not just the state but in Nigeria and West Africa subregion.

The contract, covering 11 kilometres in this phase, was awarded to Messrs FIK Contracting and Engineering Ltd at N3,998,838,427.50 for a completion period of 18 months.

Placed alongside the government’s investment in tourism and conferencing facilities, the project offers a glimpse into how Kwara plans to become a major hub for recreation, tourism, and entertainment.

The cabinet also approved rehabilitation works on the 20km-long Arandun Township Roundabout-Esie-Oro Township Road to Obtuse Tec Engineering and Construction Ltd at N3,821,594,765.63 for a completion period of 10 months, further opening up the Kwara hinterlands for socioeconomic growth.

The council also approved the award of extensive works on the Ajase Ipo-Oke Iya road in Irepodun, spanning 12 kilometres, to Messrs Construction Products Nigeria Ltd at N2,256,879,187.50 for a period of eight months.

The council had also approved construction of Osin-Laduba Road, which connects Ilorin West to Asa local government area in the central senatorial district.

The cabinet also approved the construction of Oke Ogun community-Awolowo road in Ilorin South local government area, further easing travel time within the capital city.

The council also approved the construction of Aboto Oja-Alata Road in Asa, rehabilitation of Omu-Aran Oko Road in Irepodun, and completion of the Idera-Alabe section of the long-spanning Ile District road that had begun from Owode Ofaro, opening up the areas for improved commercial activities and boosting security in the Ifelodun axis of the state.

Chaired by Governor AbdulRahman AbdulRazaq, the council approved the projects following presentations by the Commissioner for Works and Transport Engr. AbdulQuawiy Olododo who also laid bare the procurement process that the Ministry had adhered to.

Rehabilitation works are meanwhile underway on the Ahmadu Bello Way, which connects the entire city centre to different government ministries, major economic facilities, state police command, state headquarters of the department of state security, Government House, and many other important institutions in the state.

Olododo told the council that timely rehabilitation of the road is important to catch up with its approaching good-by date as alligator cracks and minor potholes are beginning to emerge in parts of the artery road.

The council also authorised some rehabilitation and upgrade works on the Ilorin International Conference Centre (IICC) Roundabout-Sulu Gambari-Post Office Road, revving up the urban renewal efforts of the administration.

The council had earlier awarded consultancy work for feasibility studies and development of technical blueprint for the implementation of the 18,000 hectare-Ilorin Smart City to Messrs Arctual Concepts Limited at the cost of N1.4bn.

The smart city, a district modelled after some modern cities in the world, is an offshoot of the Ilorin City Master Plan which the administration designed as an upgrade to the first Ilorin Master Plan drawn up in the 1970s.

Commissioner for Housing and Urban Development Dr. Segun Ogunsola told the council that the consultancy work entails development of the Ilorin Smart City Project Information Memorandum; environmental impact assessment; conceptual architectural and urban planning drawings; detailed land use master plan; among many others.

“In view of the size of the proposed new district, the quantum of resources that would be required and the high-level technicalities that the idea entails, it is necessary to appoint a consultant to midwife the idea and provide professional advisory services and consultancy for smooth, cost effective and seamless implementation of the project,” he said.

Dr. Ogunsola said the Ilorin Smart City will be situated north of the University of Ilorin and south of the University of Ilorin Teaching Hospital, providing a new frontier for sustainable expansion of the capital city and taking away excessive pressure from the capital town.

“It shall have all the facilities and social amenities required to make a modern city function, including educational facilities, healthcare services centres, commercial services facilities, potable water, power supply infrastructure and good road network,” he said.

“Ample provisions would be made for the construction of different scales of housing development, golf course, polo club, and other recreational as well as sporting facilities."
