As we mark the end of the blessed month of Ramadan, I extend my heartfelt felicitations to the good people of Borno State, Nigeria, and indeed the entire Muslim Ummah. Eid El-Fitr is a time of gratitude, reflection, and renewed commitment to peace, unity, and compassion.

May this joyous occasion bring abundant blessings, strengthen the bonds of brotherhood, and inspire us all to continue building a prosperous and harmonious society. NUJ Awards Zulum Media Friendly Governor
..Commends Journalists for Objective Reportage

The Nigerian Union of Journalists has awarded Borno State Governor, Professor Babagana Umara Zulum, with the prestigious media friendly award.

The event was held on Saturday at the Shehu Musa Yar'adua Conference Centre, Abuja, to mark the 70th anniversary of the Union.

Governor Zulum is a multiple award recipient owing to his outstanding achievements and style of leadership including the NUJ Good Governance Award, 2024; NUJ most promising first term governor in 2019; Forbes Magazine African Leadership Award, 2024, among several others.

In his remark shortly after receiving the award, Governor Zulum, represented by his acting Chief of Staff, Dr. Babagana Mallumbe, expressed gratitude to the Union for the recognition bestowed on him as the “Media-Friendly Governor”.

"This award is not just an accolade for me personally, but a testament to the thriving partnership between Borno State Government and the media. It underscores our unwavering commitment to fostering an environment where a free, vibrant and responsible press can flourish," Zulum stated.

He remarked that the NUJ, for seven decades, has stood as a bulwark for truth, a voice for the voiceless, and a critical pillar of our democracy, performing their core function of informing, educating and holding leadership accountable, which has in a no small measure shaped the nation’s narrative and guide its progress.

"In Borno State, we have witnessed firsthand the invaluable role journalists play, often at great personal risk, in bringing to light the challenges we face and celebrate our resilience," he stressed.

Zulum described the media as an 'indispensable ally', emphasizing that their objective reportage helps to communicate his administration's effort, address misconceptions, and gather vital feedback from the populace. We believe that a well-informed citizenry is essential for good governance and sustainable development.

"On this significant anniversary, i reaffirmed my commitment to supporting the media in Borno State and beyond. I congratulate the NUJ on 70 years of impactful service to Nigeria. May your noble profession continue to thrive, and may you continue to be a beacon of truth and integrity," the governor added.

The governor also used the opportunity to urge the NUJ and media professionals to take full advantage of Artificial Intelligence (AI), especially in the areas of automation of routine tasks, personalization and audience engagement, efficiency and speed, and be wary of misinformation, disinformation and ethical concerns.

Minister of Information and National Orientation, Alhaji Mohammed Idris Malagi, who represented President Bola Tinubu pledged to continue to uphold the principles of freedom of speech and the media.

"I want to reassure you, that the administration of President Bola Ahmed Tinubu will continue to uphold and advance policies that promote media freedom and to partner with NUJ to changing media landscape in the country," he promised.

The acting Chief of Staff was accompanied by the Special Adviser to the Governor on Media, Dauda Iliya, and the Permanent Secretary Ministry of Information and Internal Security, Alhaji Aminu Chamalwa.

The NUJ at 70 anniversary award was graced by many distinguished personalities including deputy governors of Kano, Bauchi, Oyo and Ondo states, Special Adviser to the President on Media and Public Communication, Sunday Dare, Heads of federal media establishments, past presidents of the Union, veteran journalists and media professionals across the country.

Insecurity: Governor Zulum Visits Marte, Plans Two-Night Stay

In response to the recent series of insurgent attacks in some parts of Borno including Marte, Damboa, Gajiram, and Chibok. the Executive Governor of Borno State, Prof. Babagana Umara Zulum visited to Marte Local Government Area to assess the situation and provide support to affected communities.

Before Marte, Governor Zulum stopped in Dikwa town to meet with residents of Marte who fled the attacks to sought refuge. He sympathized with the affected population and assured them of his administration’s commitment to restoring peace and stability in the state. He urged the people to remain vigilant and prayerful during these trying times.

Upon arrival in Marte town, the Governor inspected areas recently attacked and destroyed by insurgents.

The governor is scheduled to spend two nights in Marte for further assessments of the situation and to engage directly with the military. The Governor's visit will include strategic meetings aimed at enhancing security operations in the area.

Governor Zulum was accompanied by two members House of Representatives, Engr. Bukar Talba and Dr Zainab Gimba as well as current and former chairmen of Marte LGA and other key stakeholders.

Zulum Signs Executive Orders to Prohibit Indiscriminate Felling of Trees, Mandate Sanitation Exercise

In a significant move to protect the environment, improve public health, and reduce public nuisance across Borno State, Governor Babagana Umara Zulum has signed two executive orders aimed at addressing these critical concerns.

The first executive order prohibits the indiscriminate felling of trees, while the second mandates a monthly statewide sanitation exercise.

At a brief event on Friday at the Government House, Governor Zulum noted that the measures were taken in response to the alarming levels of environmental abuse, particularly the unchecked felling of trees. He emphasised the need to safeguard the ecosystem and protect future generations.

“Pursuant to the powers vested in me by Section 14 (2) and Section 20 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), the Felling of Tree Law, Cap 53, Laws of Borno State, 1994, and all other powers enabling me in that behalf, I, Prof. Babagana Umara Zulum CON, mni, FNSE, the Executive Governor of Borno State, do hereby declare the felling of trees as prohibited forthwith,” Zulum declared.

“Therefore, by this declaration, any individual caught unlawfully cutting down trees shall, for a first offence, face a fine of N250,000 or imprisonment for a period not exceeding three years. For subsequent offences, the penalty shall be imprisonment for a period not exceeding five years, or a fine not exceeding N500,000, or both,” he added.

In the same vein, the Governor also signed an executive order granting additional powers to the Sanitation Court and declaring the monthly sanitation exercise mandatory.

This initiative is intended to enhance the overall well-being of the people, strengthen the public health system, and reduce the spread of diseases within communities.

“I, Prof. Babagana Umara Zulum, do hereby declare the first Saturday of every month as Sanitation Day, forthwith,” he stated.

“Going forward, those found to have violated this order shall be punished with sentences not exceeding two years’ imprisonment and a fine of N100,000 for first-time offenders. Subsequent offenders shall be liable to imprisonment for a period not exceeding five years,” Zulum stressed.

The Governor also announced that, in the coming days, he will sign another executive order stipulating strict penalties for violations of existing laws on scrap metal scavenging and trading. He further directed the Borno State Police Command and other relevant agencies to enforce the two executive orders and ensure full compliance.

Mallambe was a senior lecturer in the Department of Electrical and Electronics Engineering of the University of Maiduguri until he took a leave to serve in the Frequency Coordination and Liason Services of Spectrum Management Department of the Federal Ministry of Communications as an assistant director. According to his curriculum vitae, He graduated from Maimusari Primary School in 1980 and Government College Maiduguri in 1985—before he went to UNIMAID for his first degree between 1986 and 1992. He went to Bayero University Kano (BUK) and Abubakar Tafawa Balewa University (ATBU) Bauchi where he earned his master’s and doctoral degrees in 1997 and 2009 respectively.
While at UNIMAID, Engr. Dr. Babagana Mustapha Mallambe rose to become his department’s head and served
in various committees. Among other things, he played vital role in the setting up of the departments of Chemical Engineering and Computer Engineering. He served as vice chairman International Telecommunications Union (ITU) 2017 and World Telecommunication Development Conference (WTDC-17), among other things. Dr. Babagana is a member of the NSE and CORREN. He has published in various journals and books both locally and internationally.

Hon. Engineer Dr. Babagana Mustapha Mallambe served as Commissioner Ministry of Higher Education, Science, Technology and Innovation Borno State.

Currently Mallambe is the Commissioner for the Ministry of Budget and Planning and Deputy Chief of Staff to His Excellency Prof. Babagana Umara Zulum Mni. CON.
