*DAY TWO: LG ESTIMATE COMMITTEE ENGAGES LOCAL GOVERNMENT COUNCILS IN BILATERAL DISCUSSIONS ON 2027 DRAFT BUDGETS*
Kaduna State, 19 August 2026 — The Kaduna State Government has continued its bilateral discussions on the 2027 Draft Budgets of the 23 Local Government Councils (LGCs), with the Local Government Estimate Committee engaging the second batch of Local Government Councils as part of ongoing efforts to strengthen budget planning, transparency, accountability and service delivery at the grassroots.
The exercise, being coordinated by the Ministry of Local Government Affairs, provides an opportunity for the Local Government Councils to present and defend their proposed 2027 budgets, explain their development priorities and receive technical guidance and recommendations from the Estimate Committee.
At the second-day session, the Hon. Commissioner, Kaduna State Planning and Budget Commission, Hon. Mukhtar Ahmed Morovia, provided technical guidance to the Committee. The Permanent Secretary, Ministry of Local Government Affairs, Dr. Mahmud Lawal, who represented the Hon. Commissioner, Ministry of Local Government Affairs, Hon. Sadiq Mamman Lagos, chaired the bilateral discussions with the Batch Two Local Government Councils.

Makarfi Local Government
Kaduna North Local Government
Jaba Local Government
Sabon Gari Local Government
Soba Local Government
Sanga Local Government
Kauru Local Government
Zaria Local Government
Kudan Local Government
During the session, Zangon Kataf, Kaduna North, Makarfi and Kubau were the first four Local Government Councils to present their 2027 Draft Budget proposals before the Estimate Committee. Each Council presented its proposed revenue and expenditure framework, outlined its key priorities and responded to questions and observations from the Committee.
The bilateral discussions are a critical component of the 2027 Local Government budget preparation process, enabling the State Government to assess the realism, alignment and sustainability of the proposed budgets while ensuring that resources are directed towards high-impact programmes and projects that respond to the needs of the people.
The exercise is being held at the Senator Uba Sani Conference Hall, Ministry of Local Government Affairs, Kaduna, and underscores the Kaduna State Government's commitment to institutionalising sound public financial management, fiscal responsibility and transparent budget processes across the 23 Local Government Councils.
The engagement with the remaining Batch Two Local Government Councils will continue as the State Government advances preparations towards the 2027 fiscal year, with emphasis on credible, realistic and development-oriented budgets that will promote effective service delivery and sustainable development at the grassroots.
