*DAY TWO: LG ESTIMATE COMMITTEE ENGAGES LOCAL GOVERNMENT COUNCILS IN BILATERAL DISCUSSIONS ON 2027 DRAFT BUDGETS*

Kaduna State, 19 August 2026 — The Kaduna State Government has continued its bilateral discussions on the 2027 Draft Budgets of the 23 Local Government Councils (LGCs), with the Local Government Estimate Committee engaging the second batch of Local Government Councils as part of ongoing efforts to strengthen budget planning, transparency, accountability and service delivery at the grassroots.

The exercise, being coordinated by the Ministry of Local Government Affairs, provides an opportunity for the Local Government Councils to present and defend their proposed 2027 budgets, explain their development priorities and receive technical guidance and recommendations from the Estimate Committee.

At the second-day session, the Hon. Commissioner, Kaduna State Planning and Budget Commission, Hon. Mukhtar Ahmed Morovia, provided technical guidance to the Committee. The Permanent Secretary, Ministry of Local Government Affairs, Dr. Mahmud Lawal, who represented the Hon. Commissioner, Ministry of Local Government Affairs, Hon. Sadiq Mamman Lagos, chaired the bilateral discussions with the Batch Two Local Government Councils.

The Batch Two Councils participating in the exercise are:

Zangon Kataf Local Government
Kubau Local Government
Makarfi Local Government
Kaduna North Local Government
Jaba Local Government
Sabon Gari Local Government
Soba Local Government
Sanga Local Government
Kauru Local Government
Zaria Local Government
Kudan Local Government

During the session, Zangon Kataf, Kaduna North, Makarfi and Kubau were the first four Local Government Councils to present their 2027 Draft Budget proposals before the Estimate Committee. Each Council presented its proposed revenue and expenditure framework, outlined its key priorities and responded to questions and observations from the Committee.

The bilateral discussions are a critical component of the 2027 Local Government budget preparation process, enabling the State Government to assess the realism, alignment and sustainability of the proposed budgets while ensuring that resources are directed towards high-impact programmes and projects that respond to the needs of the people.

The exercise is being held at the Senator Uba Sani Conference Hall, Ministry of Local Government Affairs, Kaduna, and underscores the Kaduna State Government's commitment to institutionalising sound public financial management, fiscal responsibility and transparent budget processes across the 23 Local Government Councils.

The engagement with the remaining Batch Two Local Government Councils will continue as the State Government advances preparations towards the 2027 fiscal year, with emphasis on credible, realistic and development-oriented budgets that will promote effective service delivery and sustainable development at the grassroots.

Three Local Government Councils Defend 2027 Draft Budget Proposals

Three Local Government Councils—Giwa, Igabi, and Kachia—have presented and defended their respective 2027 Draft Budget Proposals before the Local Government Estimates Committee as part of the Batch One budget exercise.

The presentations and defence sessions are being conducted at the Senator Uba Sani Conference Hall, Ministry of Local Government Affairs, Kaduna.

The exercise is aimed at reviewing the proposed budgets and ensuring that the councils’ plans and priorities align with the development objectives of the state.

The Five Local Government Councils—Kaura, Chikun, Kajuru, Kagarko and Ikara—have presented and defended their respective 2027 Draft Budget Proposals before the Estimate Committee.

*KADUNA STATE 23 LOCAL GOVERNMENT COUNCILS COMMENCE BILATERAL DISCUSSIONS ON 2027 DRAFT BUDGETS*

The Kaduna State Ministry of Local Government Affairs has commenced bilateral discussion on the 2027 Draft Budgets of the 23 Local Government Councils across the State.

The exercise, being held at the Senator Uba Sani Conference Hall of the Ministry of Local Government Affairs, Kaduna, is aimed at carefully reviewing the proposed budgets of the Local Government Councils to ensure that their financial plans are realistic, development-oriented and aligned with the broader development priorities of Kaduna State.

The Hon. Commissioner, Planning and Budget Commission, *Hon. Makhtar Ahmed Morovia*, was present during the exercise, underscoring the importance attached to effective coordination between the State Government and Local Government Councils in the planning and implementation of development programmes.

The bilateral discussions are being chaired by the *Hon. Commissioner for Local Government Affairs and Chairman of the Local Government Estimate Committee, Hon. Sadiq Mamman Lagos*.

# 12 LOCAL GOVERNMENT COUNCILS FEATURE IN BATCH ONE

To facilitate effective coordination and allow for thorough consideration of the budget proposals, the exercise has been divided into two batches.

The Local Government Councils scheduled for *Batch One* are:

1. Birnin Gwari Local Government Council
2. Chikun Local Government Council
3. Giwa Local Government Council
4. Kajuru Local Government Council
5. Ikara Local Government Council
6. Igabi Local Government Council
7. Jema'a Local Government Council
8. Kachia Local Government Council
9. Kaduna South Local Government Council
10. Kagarko Local Government Council
11. Kaura Local Government Council
12. Lere Local Government Council

At the opening of the exercise, the first four councils to appear before the Committee were *Birnin Gwari, Kaduna South, Jema'a and Lere Local Government Councils*, led by their respective Council Chairmen.

# # HIGH-LEVEL LOCAL GOVERNMENT ESTIMATE COMMITTEE

The Local Government Estimate Committee comprises senior officials from relevant ministries, departments and agencies, bringing together expertise in budgeting, finance, administration, planning, monitoring, rural development and other critical areas.

Members of the Committee include the *Permanent Secretary, Ministry of Local Government Affairs, Dr. Mahmud Lawal; Director of Budget, Planning and Budget Commission, Idris Suleiman Kagarko; Director of Administration and Finance, Asmau Jaafar Sambo; Director of Inspectorate, Mohammed Amin Yahaya; Director of Planning, Monitoring and Evaluation, Mohammed Adamu (Lema); and the Director of Finance and Accounts, represented by the Chief Accountant, Umar Muhammad Adama.*

Other members include the *Director of Boundary and Chieftaincy Matters, Sani Galadima; Director of Rural Development, Samson Chidawa; and Director of Mass Literacy, Nafisatu Bello*, alongside representatives of *KADIRS, PHCB, SUBEB, Local Government Service Board and the Pension Bureau*.

# # FOCUS ON EFFECTIVE LOCAL GOVERNMENT DEVELOPMENT

The budget bilateral discussions provides an important platform for the Committee to scrutinise the proposed revenue and expenditure plans of each Local Government Council, assess their priorities and ensure that available resources are directed towards programmes and projects that will deliver meaningful benefits to citizens.

Particular attention is being given to the realism of revenue projections, expenditure priorities, development needs and the effective allocation of scarce public resources, with the objective of strengthening fiscal discipline and improving budget credibility.

The exercise further demonstrates the Kaduna State Government's commitment to strengthening Local Government administration, promoting fiscal responsibility, enhancing accountability and transparency, and ensuring prudent management of public resources.

With the active participation of Council Chairmen and senior State Government officials, the 2027 budget discussions are expected to provide a stronger foundation for improved planning, efficient resource allocation and effective service delivery across Kaduna State's 23 Local Government Areas.

The exercise continues at the *Senator Uba Sani Conference Hall, Ministry of Local Government Affairs, Kaduna*, with the remaining Local Government Councils scheduled to present their 2027 Draft Budgets in accordance with the approved programme.

Kaduna Pilgrims Welfare Agency Seeks Stronger Collaboration with Local Government Ministry Ahead of 2027 Hajj

The Honourable Commissioner, Kaduna State Ministry of Local Government Affairs, Hon. Sadiq Mamman Lagos, has received in audience the management of the Kaduna State Pilgrims Welfare Agency, led by its Chairman, Mallam Salihu S. Abubakar, during a courtesy visit to his office.

The visit was aimed at strengthening collaboration and partnership between the Agency and the Ministry, particularly in the mobilisation and sensitisation of intending pilgrims across the 23 Local Government Areas of Kaduna State ahead of the 2027 Hajj.

In his remarks, Hon. Sadiq Mamman Lagos appreciated the Agency’s visit and its recognition of the Ministry as a critical stakeholder in the successful implementation of the Hajj enlightenment campaign. He noted that the Ministry’s strategic role and direct link with local government councils and communities across the state make it well positioned to support the mobilisation and sensitisation of intending pilgrims.

The Commissioner stressed the importance of effective coordination among relevant government institutions to ensure that intending pilgrims receive accurate, timely and reliable information throughout the Hajj preparation process.

Speaking during the visit, the Chairman of the Kaduna State Pilgrims Welfare Agency, Mallam Salihu S. Abubakar, emphasised the need for collective efforts among government institutions and other stakeholders to safeguard intending pilgrims against misinformation, fraud and other challenges associated with Hajj preparations.

He expressed the Agency’s commitment to working closely with the Ministry and the 23 Local Government Areas to ensure effective enlightenment, proper coordination and a smooth Hajj operation.

The meeting underscored the commitment of both institutions to deepening inter-agency collaboration and ensuring a well-organised, transparent and successful 2027 Hajj operation for Kaduna State pilgrims.

DEPUTY GOVERNOR DR. HADIZA SABUWA BALARABE CHAIRS JULY 2026 JAAC PLENARY SESSION TO ADVANCE TRANSPARENT LOCAL GOVERNMENT FINANCING

The Chairman of the Joint Account Allocation Committee (JAAC) and Deputy Governor of Kaduna State, Dr. Hadiza Sabuwa Balarabe, on Thursday chaired the Plenary Session of the Joint Account Allocation Committee (JAAC) Meeting for the month of July 2026, reaffirming the Kaduna State Government's commitment to transparency, accountability, and effective management of resources for grassroots development.

The plenary session was held following the Technical Session earlier chaired by the Honourable Commissioner for Local Government and Chieftaincy Affairs, Hon. Sadiq Mamman Lagos, as part of the Committee's statutory monthly proceedings following the disbursement of allocations from the Federation Account.

The meeting brought together key government officials and stakeholders responsible for overseeing the equitable distribution and prudent management of funds allocated to the 23 Local Government Councils across Kaduna State.

Among those in attendance were the Permanent Secretary, Ministry of Local Government Affairs; the Senior Special Assistant to the Governor on Local Government, Hon. Usman Lado Dan Daura; Chairmen of the 23 Local Government Councils; the Deputy Director of Finance and Budget; Directors of the Ministry; and representatives of SUBEB, RUWASSA, the Office of the Accountant General, the Primary Health Care Board (PHCB), the Bureau for Pensions, and the Local Government Service Board.

Held at the Senator Uba Sani Conference Hall of the Ministry of Local Government Affairs, the meeting provided a platform for reviewing financial allocations, strengthening intergovernmental collaboration, and ensuring that available resources are effectively deployed to improve service delivery and accelerate development across the 23 Local Government Areas of Kaduna State.

The successful conduct of the plenary session further underscores the Kaduna State Government's resolve to promote fiscal discipline, transparency, and accountable governance while advancing sustainable development at the grassroots level.

KADUNA STATE HOLDS JULY 2026 JOINT ACCOUNT ALLOCATION COMMITTEE (JAAC) TECHNICAL SESSION TO STRENGTHEN GRASSROOTS GOVERNANCE

The Kaduna State Ministry of Local Government Affairs on Thursday convened the July 2026 Joint Account Allocation Committee (JAAC) Technical Session, reaffirming the State Government's commitment to transparency, accountability, and prudent management of public resources for effective grassroots development.
The meeting was chaired by the Honourable Commissioner for Local Government Affairs, Hon. Sadiq Mamman Lagos, and forms part of the statutory monthly process for the distribution of allocations from the Federation Account to the 23 Local Government Councils in Kaduna State.
The session brought together key government officials and stakeholders dedicated to strengthening local government administration and enhancing service delivery across the state.
Among those in attendance were the Senior Special Assistant to the Governor on Local Government, Hon. Usman Lado Dan Daura; the Technical Assistant to the Governor, Hajiya Zarah Askira; Chairmen of the 23 Local Government Councils; Directors of the Ministry; the Commander of the Kaduna State Vigilante Service; and representatives of key government agencies, including SUBEB, RUWASSA, the Office of the Accountant General, the Kaduna State Primary Health Care Board, the Bureau for Pensions, and the Local Government Service Board.
