National Board for Technical Education - NBTE The NBTE was specifically created to handle all aspects of Technical Education falling outside University Education.

Its mission is “To promote the production of skilled technical and professional manpower for the sustenance of the national economy”. BRIEF HISTORY OF NBTE

1.1 As part of measures to address the acute shortage of technical manpower identified in the third National Development Plan, the Federal Government established the National Board for Technical Education by Act 9 of January 1977 [CAP. 237 L

FN].

1.2 In August, 1985 the Government enacted Act No.16 (Education National Minimum Standards and Establishment of Institutions Act) subsequently, Act No. 8 (National Board for Technical Education (Amendment Act) [CAP. 237 LFN] and Act No. 9 (Education National Minimum Standards and Establishment of Institutions) (Amendment) Act were enacted in 1993. With these Laws, the functions of the Board were extended to include accreditation of academic programmes in all Technical and Vocational Education (TVE) institutions outside the Universities, and recommendation for the establishment of Private Technical Institutions in the country. The Board has its only office at Plot B, Bida Road, Kaduna.

2.1 The functions of the Board as contained in its enabling Act are:
2.1.1 to advise the Federal Government on, and co-ordinate all aspects of technical and vocational education falling outside the universities and to make recommendations on the national policy necessary for the training of technicians, craftsmen, and other middle-level and skilled manpower;

2.1.2 to determine, after consultation with the National Manpower Board, the Industrial Training Fund and such other bodies as it considers appropriate, the skilled and middle-level manpower needs of the country in the industrial, commercial and other relevant fields for the purpose of planning training facilities and in particular to prepare periodic master-plans for the balanced and co-ordinate development of polytechnics and such plans shall include;

the general programmes to be pursued by polytechnics in order to maximize the use of available facilities and avoid unnecessary duplication while ensuring that they are adequate to the manpower needs of the country;
recommendations for the establishment and location of new polytechnics as and when considered necessary.

2.1.3 to inquire into and advise the Federal Government on the financial needs, both recurrent and capital, of polytechnics and other technical institutions to enable them meet the objectives of producing the trained manpower needs of the country;

2.1.4 to receive block grants from the Federal Government and allocate them to polytechnics in accordance with such formula as may be laid down by the Federal Executive Council;

2.1.5 to act as the agency for channeling all external aid to polytechnics in Nigeria;

2.1.6 to advise on, and take steps to harmonize entry requirements and duration of courses at technical institutions;

2.1.7 to lay down standards of skill to be attained and to continually review such standards as necessitated by technological and national needs;

2.1.8 to review methods of assessment of students and trainees and to develop a scheme of national certification for technicians, craftsmen, and other skilled personnel in collaboration with ministries and organization having technical training programmes;

2.1.9 to undertake periodic review of the terms and conditions of service of personnel in polytechnics and to make recommendations thereon to the Federal Government;

2.1.10 to collate, analyze and publish information relating to technical and vocational education;

2.1.11 to consider any matter pertaining to technical or technological education as may be referred to it from time to time by the Minister;

2.1.12 to carry out such other activities as are conducive to the discharge of its functions.

2.2 In addition to above, paragraphs 8(1) and 8(2) of Act 16 of 1993 states as follows:

2.2.1 "The responsibility for the establishment of minimum standards in Polytechnics, Technical Colleges and other technical institutions in the Federation shall be vested in the Minister after consultation with the National Board for Technical Education and thereafter the Board shall have responsibility for the maintenance of such standards".

2.2.2 "The Board shall have power to accredit programmes of all institutions mentioned in subsection (i) above for the purpose of award of national Certificates and diplomas and other similar awards, and for entry into national and zonal examinations in respect of such institutions".

2.3 Act No.9 of 1st January 1993 further empowered the Board to recommend the establishment of private Polytechnics and Monotechnics in Nigeria for the approval of the Honourable Minister of Education.

PRESIDENT TINUBU RENEWS APPOINTMENT OF PROFESSOR IDRIS BUGAJE AS EXECUTIVE SECRETARY OF NBTE

President Bola Tinubu has renewed the appointment of Professor Idris Muhammad Bugaje as the Executive Secretary of the National Board for Technical Education (NBTE) for a second and final term of five years.

Professor Bugaje was appointed as Executive Secretary of NBTE on March 14, 2021, for an initial term of five years.

President Tinubu renewed the appointment following a careful review of his performance, leadership record, and the significant transformation in the technical and vocational education and training (TVET) sub-sector under his stewardship.

Some of the achievements the NBTE recorded, in line with the President's Renewed Hope Agenda for education, include: the strategic repositioning and strengthening of Nigeria's TVET ecosystem; comprehensive curriculum modernisation; and the development and review of 100 national curricula in line with global skills demands.

The President urged the NBTE Executive Secretary to use his second term to consolidate ongoing reforms and complete the critical initiatives already underway.

NBTE EHCON Hold Curriculum Workshop to Strengthen Environmental Health Programmes

The National Board for Technical Education (NBTE), in collaboration with the Environmental Health Council of Nigeria (EHCON), has convened a five-day National Curriculum Final Critique Workshop for Higher National Diploma (HND) programmes in Environmental Health–related fields.
The workshop, which commenced on Monday at the NBTE Centre of Excellence in Kaduna, is focused on reviewing and refining curricula for HND programmes in Food Safety and Hygiene, Environmental Health Monitoring and Surveillance, and School Health.
Declaring the workshop open on behalf of the Executive Secretary of NBTE, the Director of Nursing and Health Technology Department, Pharm. Salihu Ibrahim, reaffirmed the Board’s commitment to strengthening technical education through continuous curriculum development and strategic partnerships. He emphasized the importance of producing industry-driven curricula that respond to contemporary public health challenges.
In his welcome address, the Director of Curriculum Development Department, Dr. O.O. Bello, described the workshop as a critical stage in the curriculum development process, which began in 2024 and is expected to be concluded within the next five weeks. He noted that the exercise provides an opportunity for stakeholders to review draft curricula, identify gaps, and ensure alignment with global best practices and national development priorities.
Also speaking, the Registrar/Chief Executive Officer of EHCON, Dr. Yakubu Baba Mohammed, who was represented by Dr. Ahmad Mairiga Yandah, commended the collaboration between both institutions. He highlighted the importance of the workshop in producing competent environmental health professionals equipped to tackle emerging challenges such as food safety, environmental hazards, and school health concerns.
