OUTCOME OF THE 40TH KANO STATE EXECUTIVE COUNCIL MEETING HELD ON WEDNESDAY, 22ND JULY, 2026, AT THE COUNCIL CHAMBER, GOVERNMENT HOUSE, KANO
The outcome of the 40th Executive Council Meeting presided over by His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf.
The Kano State Executive Council deliberated extensively on matters affecting the socio-economic development of our dear State. Following the deliberations, Council approved a total expenditure of ₦55,475,406,487.82 for the ex*****on of strategic projects and programmes across various sectors of the economy.
The approvals reflect the unwavering commitment of the present administration to improving education, healthcare delivery, road infrastructure, water supply, environmental sanitation, housing, rural development, public information, and the overall welfare of the people of Kano State.
These approvals are as follows, sector by sector.
EDUCATION SECTOR
Education remained the largest beneficiary of today's approvals as the Executive Council approved numerous projects aimed at improving infrastructure, learning facilities, students' welfare and access to quality education across Kano State.
The Council approved the following:
1. Renovation and upgrading of Government Secondary School, Abdu Naliti at the cost of ₦503,115,653.62
2. Renovation and upgrading of Government Islamic Secondary School, Dakata at the cost of ₦194,185,438.44
3. Total renovation of Government Secondary School, Tarauni at the cost of ₦335,452,496.73
4. Construction of two classroom blocks, five-seater toilet, upgrading of the existing perimeter fence and supply of staff and students' furniture at Government Secondary School, Tofa, Tofa Local Government Area at the cost of ₦100,311,925.75
5. Construction of two-storey blocks containing four classrooms, five-seater toilet, hand pump and supply of staff and students' furniture at Government Girls Junior Arabic Secondary School, Jijitar, Gabasawa Local Government Area at the cost of ₦193,347,672.78
6. Renovation of existing structures, construction of additional facilities and provision of furniture at Government Technical College, Sani Abacha at the cost of ₦217,556,530.74
7. Renovation of existing structures, construction of perimeter fence, gate house, toilet facilities and supply of furniture at Government Secondary School, Gora, Madobi Local Government Area at the cost of ₦251,074,462.01
8. Construction of additional classroom block, ICT room, library, staff rooms and toilet facilities at Government Secondary School, Darmanawa, Tarauni Local Government Area at the cost of ₦251,695,794.18
9. Establishment of the Maryam Abba Yusuf Modern Learning Centre at Rijiyar Gwangwan at the cost of ₦312,289,955.35
10. Construction of additional structures, perimeter fencing and rehabilitation of Government Girls Secondary School, Garo at the cost of ₦297,920,545.04
11. Settlement of outstanding payments for food supplied to boarding schools covering the first, second and third weeks of the Third Term of the 2025/2026 Academic Session, including the additional two-week extension, at the cost of ₦816,206,862.24
12. Renovation works, provision of computers, furniture and installation of solar power system at Government Secondary School, Koki, Municipal Local Government Area at the cost of ₦276,928,168.16
13. Renovation of physical structures at Government Secondary School, Kachako, Takai Local Government Area at the cost of ₦154,805,114.64
14. Supply of students' furniture and additional facilities at Mairo Tijjani Girls Science and Technical College at the cost of ₦135,652,072.61
15. General renovation of Government Secondary School, Zaura Babba, Ungogo Local Government Area at the cost of ₦366,722,622.85
16. Construction of classrooms, VIP toilets, perimeter fencing, gate house and supply of furniture at Government Girls Junior Arabic Secondary School, Kaleku, Rogo Local Government Area at the cost of ₦165,612,159.93
17. General renovation, construction of additional facilities, upgrading of perimeter fencing, construction of school mosque and supply of furniture at Sani Mainagge Primary School, Gwale Local Government Area at the cost of ₦252,142,594.14
18. Construction of additional facilities, renovation of existing structures and provision of other educational facilities at Government Senior Secondary School/Government Girls Senior Secondary School, Limawa Boys/Girls, Kumbotso Local Government Area at the cost of ₦386,676,961.77
19. General rehabilitation works at Science Secondary School, Dawakin Tofa Local Government Area at the cost of ₦896,337,331.24
20. Renovation of existing structures at Government Secondary School, Madobi at the cost of ₦385,267,086.46
21. Renovation of Government Senior Islamic Secondary School, Madobi at the cost of ₦115,139,385.97
22. Procurement and distribution of educational materials to Special Education Schools and related institutions across Kano State at the cost of ₦201,250,000.00
23. Provision of infrastructural facilities at Government Technical College, Rogo at the cost of ₦265,892,881.02
24. General rehabilitation of Sani Bello Science College, Dawakin Kudu at the cost of ₦1,019,681,242.80
25. Completion of perimeter fencing at the School of Environmental Studies, Gwarzo at the cost of ₦260,402,221.63
26. Rehabilitation of thirty-one luxurious buses under the Girls Child Education Initiative at the cost of ₦197,300,000.00
27. Renovation of dilapidated structures and provision of toilet facilities at Government Junior Secondary School, Kwalli, Kano Municipal at the cost of ₦99,202,290.28
28. Renovation and construction of additional classroom blocks at Government Arabic Secondary School, Hotoro North at the cost of ₦173,204,890.17
29. Renovation of existing structures, construction of additional facilities and supply of furniture at Government Girls Islamic Secondary School, Zaura Babba at the cost of ₦365,618,672.53
30. Construction of new permanent structures at Government Secondary School, Tsaure Permanent Site at the cost of ₦343,424,229.39.
HEALTH SECTOR
In line with the commitment of the administration of His Excellency, Alhaji Abba Kabir Yusuf, to strengthening access to quality healthcare services across Kano State, the Executive Council approved the following projects:
1. Reconstruction and upgrading of the Health Facility at Shekar Maidaki/Maidile in Kumbotso Local Government Area at the cost of ₦201,971,185.92
2. Construction of a new Primary Healthcare Facility at Bubugaji Kwari Gidan Jakara, Kumbotso Local Government Area at the cost of ₦345,457,614.96
3. Upgrading of Dansoshiya Ward Health Facility in Kiru Local Government Area at the cost of ₦345,457,614.96
4. Reconstruction of Dukawa Primary Healthcare Centre to a Level II Primary Healthcare Centre at the cost of ₦349,522,808.59
5. Rehabilitation of the Main Complex Block and installation of a Solar Power System at Warawa Health Facility at the cost of ₦151,884,573.03
6. Procurement of medical equipment and furniture for the upgraded Garun Malam General Hospital at the cost of ₦210,149,499.41
7. Upgrading of Gano Primary Healthcare Centre to a Level II Primary Healthcare Centre at the cost of ₦349,522,808.59
8. Procurement of office furniture, office equipment and medical equipment for the Kano State Comprehensive Sickle Cell Treatment Centre at Murtala Muhammad Specialist Hospital at the cost of ₦126,332,564.65
9. Provision of furniture and equipment for the upgraded Ghari General Hospital at the cost of ₦205,726,999.41
10. Expansion and rehabilitation of Kofar Na'isa Primary Health Centre, Gwale Local Government Area at the cost of ₦154,017,512.58
11. Upgrade of Imam Halliru Clinic, Lokon Makera, Kofar Na'isa, Gwale Local Government Area at the cost of ₦330,036,880.95
12. Rehabilitation and provision of medical equipment at Badawa Primary Health care Centre, Nassarawa Local Government Area at the cost of ₦202,984,187.30
MINISTRY OF LAND AND PHYSICAL PLANNING
The Executive Council also approved the following under the Ministry of Land and Physical Planning:
1. Payment of compensation to owners of 361 properties affected by the construction of the Kano Northern Bypass Road Project (Contract No. 8557) at the cost of ₦3,180,184,042.20
2. Payment of compensation to owners of 1,113 properties affected by the construction of the 5-kilometre Dualised Road Project in Gaya Local Government Area at the cost of ₦2,939,157,760.00
3. Purchase of a property located at Kofar Nassarawa, Mubi Quarters for conversion into an Islamiyya School for Girls and Women at the cost of ₦191,231,150.00
4. Payment of compensation to affected individuals and filling stations along the Kano–Dawakin Tofa–Gwarzo–Dayi Dualisation Project at the cost of ₦247,068,085.00
5. Payment of compensation for farmlands and economic trees affected by the rehabilitation of the Tamburawa Raw Water Intake Station in Kura Local Government Area at the cost of ₦213,735,880.00.
CABINET OFFICE
The Executive Council approved:
Financial support for former political aides (Senior Special Assistants, Special Assistants and Personal Assistants) who served between 2015 and 2023 at the cost of ₦195,500,000.00.
MINISTRY OF WATER RESOURCES, ENVIRONMENT AND CLIMATE CHANGE
In its continued efforts to improve potable water supply, environmental sanitation, flood control and urban beautification, the Executive Council approved the following:
1. Supply of 477,000 litres of Automotive Gas Oil (AGO) for water works covering the months of March, April, May and June 2026 at the cost of ₦2,209,700,000.00
2. Settlement of electricity bills payable to Kano Electricity Distribution Company (KEDCO) for March and April 2026 at the cost of ₦558,100,484.68
3. Annual clearance of major drainage channels across Kano State to mitigate flooding during the rainy season at the cost of ₦300,000,000.00
4. Phase I intervention works at Unguwar Gaya Cemetery, Nassarawa Local Government Area at the cost of ₦118,858,804.45
5. Interlocking and landscaping of Nassarawa Park, Ahmadu Bello Way Park, Audu Bako Way Park and Kakuri Park at the cost of ₦1,883,630,357.60
6. Construction of drainage systems and installation of interlocking pavement across the ten wards of Gwale Local Government Area at the cost of ₦2,246,981,408.81.
MINISTRY OF WORKS
Recognizing the strategic importance of road infrastructure to economic development, the Executive Council approved the following projects under the Ministry of Works:
Road Construction, Dualisation and Rehabilitation
1. Third Revised Estimated Total Cost (RETC) for the construction of Unguwa Uku–'Yan Awaki–Limawa Junction Road at the cost of ₦657,981,594.28
2. Revised Estimated Total Cost for the reconstruction of Zungeru Road, Sabon Gari, Fagge Local Government Area at the cost of ₦371,898,420.50
3. Revised Estimated Total Cost for the completion of the 5-kilometre Dualised Road in Garun Mallam, including the construction of Kwanar Yadakwari along Zaria Road–Garun Mallam at the cost of ₦1,813,902,439.88
4. Supply and installation of steel railings at the Prince Abubakar Audu Underpass, Gadankaya at the cost of ₦176,491,513.84
5. Supply and installation of 120-Watt All-in-One Solar Street Lights along the Rijiyar Gwangwan Road Network at the cost of ₦695,630,565.00
6. Supply and installation of 120-Watt All-in-One Solar Street Lights from Kwankwaso Road Junction along Madobi Road to Kwankwaso Town at the cost of ₦853,610,584.31
7. Revised Estimated Total Cost for the rehabilitation and asphalt overlay of Sabo Bakin Zuwo Road (Government House Roundabout to Maiduguri Road Junction) at the cost of ₦1,070,929,010.86
8. Phase III renovation and construction works at the Kano Corporate Security Training Institute, Gabasawa at the cost of ₦255,081,283.70
9. Review of contract rates and additional works for the construction of the New Kano State House of Assembly Office Complex at Audu Bako Secretariat at the cost of ₦1,888,871,375.37
10. Payment for AGO and PMS supplied to Ministries, Departments and Agencies between 24 April and 9 June 2026 at the cost of ₦231,160,636.00.
11. Revised Estimated Total Cost for the dualisation of Dakata–Yadakunya (Bela) Road, including its extension to Gundumar Zaura Babba at the cost of ₦967,208,801.48.
12. Revised Estimated Total Cost for the construction of road and drainage infrastructure at Singer Market at the cost of ₦3,094,138,677.65.
13. Reconstruction of Ali Yakasai and Tukur Roads in Nassarawa Local Government Area at the cost of ₦2,123,408,522.45.
14. Control of erosion and washout at Rijiyar Gwangwan and Yankatsari, Dawakin Kudu Local Government Area at the cost of ₦238,339,512.73.
15. Construction of Kofar Waika–Turba–Gidan Siminti–Dorawar Dillalai Road traversing Gwale, Dala and Ungogo Local Government Areas at the cost of ₦3,666,627,864.24.
16. Installation of lorry barricades on newly completed metropolitan roads at the cost of ₦181,256,536.40.
17. Rehabilitation of storm-damaged facilities and reconstruction of the 11-aside and 5-aside football pitches and indoor multipurpose sports hall at the Sports Institute, Karfi at the cost of ₦435,319,872.23.
18. Review of contract for the construction of the Printing Technology Centre at the Government Printing Press at the cost of ₦276,601,259.45.
19. Renovation works at the Kano State Shari'ah Commission Headquarters, Abdullahi Bayero Way at the cost of ₦498,614,082.10.
20. Construction of the Ungogo–Minjibir Road at the cost of ₦10,468,633,187.25.
21. Reconstruction of one block of four classrooms and perimeter fencing at Rumfa College, Kano at the cost of ₦113,467,216.64.
22. Renovation of the Office of the Auditor-General, Audu Bako Secretariat at the cost of ₦133,284,282.20.
23. Completion of works at the Farm Mechanisation Institute, Kadawa, Bebeji Local Government Area at the cost of ₦177,966,777.41.
24. Revocation and re-award of contract for the completion of the Administrative Block of the Ministry of Tourism and Culture, Gadan Dan Hausa at the cost of ₦196,708,670.81.
MINISTRY OF HOUSING DEVELOPMENT
As part of the Government's commitment to providing secure, well-planned and sustainable housing estates, the Executive Council approved the following projects under the Ministry of Housing Development:
1. The construction of the Kwankwasiyya City Western Bypass Side Perimeter Fence and Access Gates at the approved cost of ₦321,244,651.05.
2. The construction of the Amana City Perimeter Fence, Four Gates and Gate Houses at the approved cost of ₦418,327,501.55.
MINISTRY OF RURAL AND COMMUNITY DEVELOPMENT
In furtherance of the administration's commitment to inclusive rural transformation and sustainable community development, the Executive Council approved the following:
1. The release of the State's Counterpart Funding for the implementation of the Rural Access and Agricultural Marketing Project (RAAMP) Work Plan and Budget at the approved cost of ₦1,169,000,000.00.
2. The implementation of the Five-Year Kano Integrated Rural and Sustainable Community Development Framework aimed at promoting rural infrastructure, improving livelihoods, encouraging community participation and accelerating socio-economic development across rural communities in Kano State at the approved cost of ₦57,000,000.00.
MINISTRY OF INFORMATION AND INTERNAL AFFAIRS
The Executive Council also approved a number of strategic interventions under the Ministry of Information and Internal Affairs to strengthen public communication, improve government information management, enhance institutional capacity and upgrade critical infrastructure within the Ministry.
Accordingly, Council approved the following:
1. The procurement of modern broadcasting equipment for the Kano State Broadcasting Corporation at the approved cost of ₦113,200,000.00. This approval is aimed at modernising broadcasting operations, improving service delivery and promoting effective dissemination of government programmes and policies.
2. The conduct of a Two-Day Capacity Building Workshop for Directors of Public Enlightenment and Information Officers serving in Ministries, Departments and Agencies (MDAs) across Kano State at the approved cost of ₦100,262,000.00. The training is intended to enhance the professional capacity of government information managers and strengthen strategic public communication.
3. The renovation of the Office of the Honourable Commissioner for Information and Internal Affairs at the approved cost of ₦118,678,778.72. The renovation is intended to provide a more conducive working environment and improve operational efficiency within the Ministry.
POLICY AND LEGISLATIVE DECISIONS
Beyond the approval of projects and financial commitments, the Executive Council also considered a number of policy and legislative matters aimed at strengthening governance and improving service delivery in Kano State.
Accordingly, the Executive Council approved the transmission of the following Bills to the Kano State House of Assembly for consideration and passage into law:
The reviewed Kano State Primary Health Care Management Board Law.
The proposed upgrade of the School of Hygiene, Kano to the Kano State College of Public Health Sciences.
The proposed upgrade of the School of Health Technology, Kano to the Kano State College of Health Sciences and Technology, Kano.
The proposed upgrade of the School of Health Technology, Bebeji to the College of Health Sciences and Technology, Bebeji.
The reviewed Kano State Drugs and Medical Consumables Supply Agency Bill, 2026.
These legislative initiatives are designed to strengthen the legal and institutional framework of the health sector, improve professional training, and enhance the delivery of quality healthcare services across Kano State.
OTHER COUNCIL DECISIONS
The Executive Council further approved Kano State's participation in the Additional Financing Programme for the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES 2.0). This intervention will enable the State to expand social protection programmes, improve livelihoods, support vulnerable households, and stimulate economic recovery through community-based initiatives.
Council also declared the practice popularly known as "Daba" a deviant and unacceptable social act. Consequently, all security agencies and relevant government institutions have been directed to intensify enforcement measures and collaborate in curbing the menace in order to safeguard public peace, security and social order across the State.
COUNCIL ACKNOWLEDGEMENTS
The Executive Council received and acknowledged with appreciation the report on the successful conduct of the 2026 Hajj Exercise, which highlighted the effective coordination of pilgrimage operations, the welfare of Kano State pilgrims, and their safe transportation in full compliance with the guidelines of the National Hajj Commission of Nigeria (NAHCON).
Council also received a presentation on the Global Halal Economy, estimated at approximately US$7.7 trillion, by Dr. Mansur Mukhtar and the Senior Special Assistant to the President on Export Promotion, Alhaji Aliyu Bunu Sheriff.
The presentation underscored the immense opportunities within the Halal value chain and the strategic potential for Kano State to become a leading hub for Halal products and services in Nigeria and beyond.
Furthermore, the Honourable Commissioner for Water Resources, Environment and Climate Change presented the achievements of his Ministry, highlighting remarkable progress in the revitalisation of Regional Water Supply Schemes and ongoing efforts to ensure sustainable access to potable water across the State.
The Ministry of Land and Physical Planning also presented the Kano State Master Plan, outlining a comprehensive framework for sustainable urban development, effective physical planning, orderly infrastructure expansion, and socio-economic growth.
AWARDS, HONOURS AND SPECIAL PRESENTATIONS
During the meeting, the Executive Council received several awards, recognitions and goodwill presentations made to His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, in recognition of his outstanding leadership and commitment to good governance.
Among the recognitions presented were:
An Award of Excellence by the Administrative Staff College of Nigeria (ASCON) Class of 2026 for sponsoring a two-week capacity-building programme for non-administrative officers aspiring to managerial positions in the Kano State Civil Service.
An Award of Excellence by the National Leather and Leather Products Association of Nigeria (NALPAN) in recognition of the establishment of the Kano State Ministry of Livestock and the Governor's visionary leadership.
An Award of Excellence as the Best Governor of the Year 2026 on Infrastructural Development, presented by the National Sustainability Achievers.
A Fellowship Award by the Computer Society of Nigeria.
The presentation of the book titled "Against All Odds," published in honour of the Governor of Lagos State.
An Award of Excellence by the National Health Fellows (Cohort 1.0), Kano State Chapter, in recognition of the Governor's commitment to transforming the healthcare sector.
An Award of Excellence by the Sickle Cell Foundation of Nigeria for strengthening access to healthcare services, promoting awareness and prevention, improving patient care, and supporting interventions for persons living with Sickle Cell Disorder.
An Award of Excellence by the Association of Industrial Pharmacists of Nigeria (NAIP) for promoting sustainable access to medicines and advancing public health leadership.
A Certificate of Appreciation by the Kano State Dental Workers Union (KASDWU) in recognition of the successful Free Dental Outreach Programme 2026.
A special complimentary presentation by Mr. Reda M. Shour, owners of Lili Bread Company.
An Award of Excellence by the Northern Youth Organization.
A Special Gift presented by the Association of National Accountants of Nigeria (ANAN).
An Award of Excellence by the Kano State Pilots Association in recognition of the Government's support towards the completion of their training programme through the revalidation of their licence.
The Distinguished Governor Award on Educational Transformation presented by the Kano State Lecturers Forum.
The presentation of the Comprehensive Report on Out-of-School Children in Kano State.
An Award of Excellence by the Institute of Chartered Secretaries and Administrators of Nigeria.
An Award of Excellence by a Coalition of 130 Civil Society and Community-Based Organisations, recognising His Excellency as the Best Governor of the Year.
