Kano State Government Suspends Seasonal Malaria Chemoprevention (SMC) Activities, Constitutes High-Level Committee to Investigate Programme Implementation

The Kano State Government has approved the immediate suspension of all Seasonal Malaria Chemoprevention (SMC) programme activities across the State as part of efforts to ensure transparency, accountability, and integrity in the implementation of the life-saving intervention.

The decision followed the constitution of a high-level investigative committee mandated to conduct a comprehensive review of the planning, distribution, and implementation processes of the SMC programme in Kano State.

According to an official directive issued by the Kano State Ministry of Health, the suspension takes immediate effect and is intended to facilitate a thorough investigation into programme operations, documentation, personnel records, and all related implementation activities.

As part of the committee's resolutions, all ongoing field operations, distributions, and community engagement activities under the SMC programme have been suspended pending the outcome of the investigation.
The Programme Manager has also been suspended with immediate effect, while programme responsibilities have been temporarily transferred to the most senior officer within the programme to ensure proper coordination during the review period.

To guarantee credibility, objectivity, and professionalism, the State Government constituted a high-powered committee comprising heads of key health agencies in the state. The committee is chaired by the Director General of the State AIDS Control Agency (SACA), Dr. Usman Bashir, and includes:
Prof. Salisu Ahmad Ibrahim, Director General, State Primary Healthcare Management Board (SPHCMB) Member.
Pharm. Ghali Sule, Director General, Drugs and Medical Consumables Supply Agency (DMCSA) Member.
Dr. Mansur Mudi Nagoda, Executive Secretary, Hospitals Management Board (HMB) Member.
Prof. Muhammad A. Abbas, Director General, Kano Centre for Disease Control (KNCDC) Member.
Dr. Fatima Usman Zahradden, Executive Secretary, Kano Health Trust Fund (KHETFUND) Member.
Dr. Rahila A. Mukhtar, Executive Secretary, Kano State Contributory Healthcare Management Agency (KSCHMA) – Member.
Khadijah Hussein Said, Acting Director General, Private Health Institutions Management Agency (PHIMA) – Member.
Nazeer Tanko Kyaure, Director Administration and General Services (DAGS), Ministry of Health to serve as Secretary of the committee.

The Ministry further directed the Monitoring and Evaluation (M&E) Officer, implementing partners, and other relevant stakeholders to report to the Ministry’s Headquarters with all required programme documents, including approved work plans, distribution records, and candidate lists for verification and assessment.

The Kano State Government reiterated its unwavering commitment to promoting transparency, accountability, and efficient utilization of public resources in all health programmes. The Government assured development partners and the general public that the ongoing review is aimed at strengthening programme delivery and ensuring that health interventions continue to benefit the people of Kano State effectively.

The Government therefore calls on all stakeholders to cooperate fully with the investigative committee and remain committed to supporting efforts aimed at improving healthcare service delivery across the State.

Stakeholders Strengthen Collaboration to Enhance Consumer Protection and Pharmaceutical Regulation in Kano State

Key stakeholders in the pharmaceutical and consumer protection sectors have reaffirmed their commitment to strengthening collaboration and institutional synergy to safeguard public health, eliminate substandard and falsified products, and promote regulatory compliance across Kano State.

The resolution was reached during a strategic meeting of the Pharmaceutical Inspectorate Committee (PIC) held in Kano.

The meeting brought together representatives of the Kano Consumer Protection Council (KCPC), the Pharmacy Council of Nigeria (PCN), the National Agency for Food and Drug Administration and Control (NAFDAC), the Pharmaceutical Society of Nigeria (PSN), the Association of Community Pharmacists of Nigeria (ACPN), the National Association of Industrial Pharmacists (NAIP), the Kano State Ministry of Health (SMOH), and other members of the Committee.

Participants emphasized that while each institution has its own statutory mandate, effective consumer protection and pharmaceutical regulation can only be achieved through coordinated action, intelligence sharing, joint inspections, collaborative enforcement, and sustained stakeholder engagement.

Speaking at the meeting, the Director of Pharmaceutical Services, Kano State Ministry of Health, Pharm. Kamilu Mudi Salisu, described collaboration as the cornerstone of an effective regulatory system.

He noted that stronger partnerships among regulatory and professional institutions would enhance compliance within the pharmaceutical sector, reduce the circulation of substandard and falsified medicines, and ultimately safeguard the health of the people of Kano State.

Also speaking, the Executive Secretary of the Kano Consumer Protection Council (KCPC), Dr. Ibrahim G. Muhammad, reaffirmed the Council's commitment to working closely with sister regulatory agencies and professional bodies.

He stressed that consumer protection is a shared responsibility and called for sustained collaboration in market surveillance, consumer education, complaint investigation, and coordinated enforcement to ensure that only safe, quality, and approved products reach consumers.

Other stakeholders unanimously pledged their support for stronger inter-agency cooperation, emphasizing that regular engagement, intelligence sharing, and harmonized enforcement activities would further strengthen the regulatory environment and boost public confidence in the pharmaceutical supply chain.

The meeting concluded with a collective commitment to institutionalize collaborative initiatives among all relevant agencies in Kano State to promote public health, uphold professional standards, strengthen regulatory compliance, and ensure the protection of Consumers
