LASBCA Urges Lagosians to Embrace Building Conformity, Warns Against Non-Compliance

The Lagos State Building Control Agency (LASBCA) has urged property owners, developers and other stakeholders in the built environment to comply strictly with approved building plans, building regulations and development standards, stressing that conformity is essential to achieving a safe and orderly Lagos.

The Ag. General Manager of LASBCA, Bldr. Gbaye Florence, made the call while emphasising the need for property owners and developers to understand and meet applicable requirements from the early stage of construction.

She stressed that developers should not wait until a building has reached an advanced stage before correcting violations, noting that LASBCA is placing greater emphasis on identifying and addressing non-conforming developments at the early stage.

According to her, early compliance would prevent developers from making heavy investments in projects that may later require alteration, regularisation or removal due to serious violations.

Bldr. Gbaye also highlighted the importance of complying with required building setbacks, noting that setbacks provide adequate space for ventilation, natural lighting, accessibility, fire safety, maintenance, drainage and proper community planning. She, however, clarified that setback requirements vary according to location, planning schemes, approved layouts and applicable regulations.

She therefore advised property owners to obtain the appropriate information and approvals for their specific locations before commencing construction, stressing that what is permitted in one area may not necessarily be permitted in another.

The Ag. General Manager further warned against overdensity and unauthorised additions to approved buildings, including extra floors, rooms, extensions and other structures not contained in approved plans.

“An approval is not a licence to continue adding to a building without regulatory authorisation,” she said, urging developers to obtain the necessary approval before making any modification to an approved building plan.

Bldr. Gbaye also cautioned property owners against engaging unqualified persons, popularly referred to as quacks, to manage their building projects. She emphasised the importance of engaging registered and qualified professionals to ensure that construction complies with approved designs and regulations.

She urged developers to prioritise safety on construction sites and pay attention to structural integrity, drainage, fire safety, ventilation, access, parking and other applicable requirements.

She further appealed to Lagosians to seek clarification through the appropriate regulatory channels whenever they are uncertain about requirements, rather than relying on hearsay or unqualified advice.

Bldr. Gbaye maintained that LASBCA's approach is increasingly focused on prevention and early compliance, while enforcement would remain necessary where individuals deliberately disregard building regulations.

She therefore urged Lagosians to embrace conformity as a shared responsibility, stressing: “Before you build, know the rules; while you build, follow the approved plan; and throughout the process, make safety and conformity priorities.”

She reaffirmed LASBCA's commitment to working with property owners, developers, professionals and other stakeholders towards achieving a safer, properly planned and sustainable built environment in Lagos State.

LASBCA SENSITISES AMUWO ODOFIN STAKEHOLDERS ON CERTIFIED ACCREDITORS PROGRAMME

The Lagos State Building Control Agency (LASBCA) has reiterated the need for stronger collaboration among government, professionals, property owners, developers and other stakeholders towards achieving a safer and more compliant built environment in Lagos State.

The Agency made this known during a Community Sensitisation and Stakeholders’ Engagement on the Certified Accreditors Programme (CAP) and the newly introduced Lagos State Government Insurance Policy, held at the Amuwo Odofin Local Government Council Secretariat, Lagos State.

The engagement was organised by Ogboni Fuad Oki, Managing Director of Eko Akete Engineering & Construction Company Limited, as part of efforts to sensitise stakeholders on the Certified Accreditors Programme and promote better understanding of building control and compliance responsibilities.

Representing the General Manager of LASBCA, Bldr. Gbaye Florence, at the event was the Director, Badagry Division of the Agency, Bldr. Kolawole Williams.

Also present was the Executive Chairman of Amuwo Odofin Local Government, Prince Lanre Sanusi, alongside property owners, developers, landlords, community associations, professionals in the built environment, artisans, market and business representatives and other stakeholders.

Speaking on behalf of the General Manager, Bldr. Williams explained that the Certified Accreditors Programme is a Lagos State Government initiative facilitated through LASBCA to strengthen building control, inspection, accountability and compliance within the built environment.

He noted that CAP provides an opportunity for qualified and accredited professionals in the private sector to collaborate with LASBCA in carrying out inspection and compliance-related responsibilities.

According to him, the success of building control requires the cooperation of all stakeholders, stressing that property owners, developers, professionals and members of the public have important roles to play in ensuring that buildings comply with approved standards and safety requirements.

He encouraged participants to use the engagement to understand the CAP framework, seek clarification on compliance requirements and contribute to the development of a safer and more compliant built environment.

The LASBCA representative also addressed the newly introduced Lagos State Government Insurance Policy, encouraging relevant stakeholders to understand the policy and comply with applicable requirements.

In his remarks, the Executive Chairman of Amuwo Odofin Local Government, Prince Lanre Sanusi, commended the initiative and the efforts of the organisers in bringing relevant stakeholders together.

He emphasised the importance of continuous engagement between government and stakeholders in the built environment, noting that proper understanding of building regulations and compliance requirements would contribute to improved safety and sustainable development within the community.

The Chairman encouraged residents, property owners, developers and professionals to support initiatives aimed at improving safety and compliance in the built environment.

The Managing Director of Eko Akete Engineering & Construction Company Limited, Ogboni Fuad Oki, who organised the engagement, highlighted the importance of bringing stakeholders together to better understand the Certified Accreditors Programme and their respective responsibilities.

The engagement provided an opportunity for participants to ask questions, raise concerns and gain better understanding of the CAP framework, the roles of LASBCA, Certified Accreditors and property owners, as well as the newly introduced Insurance Policy.

The stakeholders’ engagement further underscored the importance of collective responsibility and cooperation among government agencies, professionals, property owners, developers and communities in promoting a safer, more accountable and compliant built environment across Lagos State.
