Breaking News:

Closure of Unregistered Private Schools in Borno State

The Borno State Ministry of Education, Science, Technology, and Innovation has taken a strong stance against the proliferation of unregistered private schools in the state. In response to concerns over their unwholesome activities, the ministry has revised guidelines for the establishment and operation of private schools.

As part of the process, Accreditation and Re-accreditation Forms were issued to new and existing private schools in September 2022. However, despite an extended deadline until May 30, 2023, for submission, inspection, and issuance of Accreditation/Re-accreditation certificates, only 266 private schools have applied and received accreditation.

It is important for the public to be aware that any private school yet to be accredited/re-accredited is operating illegally and stands the risk of closure at any time. The Ministry of Education, Science, Technology, and Innovation will not tolerate unregistered schools jeopardizing the quality of education provided to students.

To ensure transparency and safeguard the interests of students and parents, the ministry has released a list of Accredited Private Schools and Colleges in Borno State. Please see the list below:

ENGR. WAKILBE HANDS OVER AFFAIRS OF THE MINISTRY OF EDUCATION TO THE PERMANENT SECRETARY.

Good Morning ladies and gentlemen, as you are all aware, I took over the affairs of the Ministry of Education on the 31st of August, 2021 amidst a very rousing welcome from all of you and twenty-one (21) months later, I am bidding you all a farewell.

My policy thrust as the Hon Commissioner of Education has focused on creating access to qualitative education to the less privileged child by improving standards and access in our public schools. This, I know is the only way out of the current problems that had bedeviled our dear state in particular and the nation at large, because, the root cause of all security challenges in our nation today is the resultant effect of ‘Poor Education’.

In trying to achieve these policy objectives, we collectively, with the utmost support from the peoples’ governor, His Excellency Prof. Babagana Umara Zulum, CON, mni, FNSE, achieved the following:-

1. Organized two (2) Principals Annual Conferences to address all emerging issues in the education sector in our state and award ceremony to most outstanding staff in the education sector.

2. Harmonized the School Calendar in the State

3. Reviewed the existing State Education Law to give the Ministry of Education the powers and relevance it deserves; thereby creating an enabling environment where all Education Stakeholders work in synergy and harmony.

4. Carried out the competency test for all Local Education Authority (LEA) teachers and implemented the thirty thousand naira minimum wage to five thousand, eight hundred and thirty-four (5,834) teachers who have qualified.

5. Closed down all learning centers, relocated and re-established eleven (11) rural schools, namely:-

√ Government Girls Secondary School Bama (Bama)
√ Government Day Secondary School Gwoza (Gwoza LGA)
√ Brigadier Maimalari Government Day Secondary School (MMC)
√ Government Day Secondary School Auno (Konduga LGA)
√ Government Day Secondary School Ngamdu (Kaga)
√ Government Secondary School Gubio (Gubio LGA)
√ Government Day Secondary School Gajiram (Nganzai LGA)
√ Government Day Secondary School M***a (Askira Uba LGA)
√ Government Day Secondary School Alagarno (Askira Uba LGA)

6. Facilitated the establishment and commencement of twelve (12) new Secondary Schools namely:-

√ Government Jnr. Secondary School Mandarari (Konduga LGA)
√ Government Day Secondary School Zabbarmari (Jere LGA)
√ Government Day Secondary School Bulabulin– Ngarannam (MMC)
√ Government Day Secondary School Benisheikh (Kaga LGA)
√ Government Day Secondary School Gumsuri (Damboa)
√ Government Day Secondary School Banki (Bama LGA)
√ Government Junior Day Secondary School Askira (A/Uba LGA)
√ Higher Islamic College Monguno (Monguno LGA)
√ Higher Islamic College Biu (Biu LGA)
√ Government Day Secondary School Buratai (Biu LGA)
Government Day Secondary School Yirmithalang
( Kwaya Kusar)
Government Technical School wuyo (Bayo)

7. Established the Second Chance Girls/Women Skills Acquisition and Entrepreneurship School, graduated and empowered the first set of 150 gradaunds.

8. Re-established WAEC and NECO Examinations Centres in (Auno, Benisheikh, Ngamdu, Gajiram, Monguno, Dikwa, Mafa, Konduga, Bama, Damboa, Gubio and Damasak) after relocation.

9. Commenced the implementation of a World Bank supported Adolescent Girls’ Initiative for Learning and Empowerment (AGILE) project in the state to address the infrastructural deficits in public schools, empowerment of the vulnerable Girls as well as training in Digital and Life Skills.

10. Coordinated an intensive/aggressive Quality Assurance and Schools supervision programme by harnessing and pooling together the resources of the Ministry of Education, State Universal Basic Education Board (SUBEB), Teaching Service Board (TSB) and Borno State Arabic and Sangaya Education Board (BOSASEB)

11. Restored school accessibility by providing bicycles and vehicles to public schools across the state.

12. Worked out modalities to improve, sustain, and expand the school feeding program

13. Facilitated the distribution of school furniture, uniforms, and books to public schools

14. Upgraded facilities in the Ministry of Education Headquarters and provided six (6) additional vehicles to facilitate the Ministry’s activities.

15. Put in place measures to curb the proliferation of private schools by reviewing the existing guidelines, introduction of accreditation, and re-accreditation exercises.

Let me at this juncture, salute and thank all the teachers who accepted to go for rural postings for their commitment to work despite the numerous hazards of their operational areas and those who have distinguished themselves with outstanding records of dedication, not forgetting extremely good Education Secretaries and Principals who always want to make a difference. I urge you to continue in that direction as posterity always rewards hard work and dedication. I wish to thank all staff of the Ministry of Education (MOE), Teaching Service Board (TSB), State Universal Basic Education Board (SUBEB) and Borno State Arabic and Sangaya Education Board (BOSASEB) for the cooperation and team-work I have enjoyed so far. I urge you not to relent in upholding the feat we have collectively achieved after my exit.

I wish to also thank all the good people of Borno State for their best wishes, support, understanding and cooperation throughout my tenure as Commissioner of Education in the State and I wish to seek the forgiveness of everyone that I might have offended unknowingly in the course of discharging my duties.

Permit me to end this farewell address by thanking my boss and mentor, His Excellency Prof. Babagana Umara Zulum, mni, FNSE, CON, the Executive Governor of Borno State, for giving me this privilege to serve my state and Fatherland

It is now my singular honour to handover the affairs of the Borno State Ministry of Education to the Permanent Secretary, Hajiya Aishatu Musa Sheikh with gratitude for the guidance, understanding and support you have given me throughout my tenure.

JUBILATIONS AT THE FAMILY HOUSE OF ALI BABA FUGU TODAY, AS THE HONOURABLE COMMISSIONER FOR EDUCATION BORNO STATE, PERSONALLY SURPRISED THE BRILLIANT YOUNG BOY WITH A NEW BRANDED BICYCLE AND PROMISED THE BOY SCHOLARSHIP FOR HIS FURTHER STUDIES....

In His tireless efforts, for making impacts in the lives of the entire Borno State Students, The Honourable Commissioner for Education, Borno State Engr. Lawan Abba Wakilbe this afternoon blessed the only lucky winner in the INTER SCHOOLS PAPER PRESENTATIONS, organized by Abubakar Sadiq Wajiro, The NUBOSS NATIONAL PRESIDENT, and his team.
Ali Baba Fugu is a primary school student from Wulari Junior Secondary School.

The Boy miraculously won the competition with absolute accuracy.

In his remarks, The Honourable Commissioner, went on to say He is also a product of Public School, starting from Shehu Garbai, and then Proceeded to another Public School again, Government College Maiduguri, and later to the University of Maiduguri.

He was highly delighted with the young boy's efforts and dedications.

He Thank NUBOSS NATIONAL BODY for Organizing such an incomparable competition, because this is the short way of motivating Students to do even more.

MINISTRY OF EDUCATION ORGANISED A MEETING WITH PROPRIETORS OF PRIVATE SCHOOLS!!!!

The Borno State Ministry of Education today being 20th of August 2022, organized a one day meeting with Proprietors of Private Schools to discuss curbing the proliferation of Private Schools, modalities for accreditation of new Private Schools and Re-accreditation of existing ones.

The Honourable Commissioner of Education Engr. Lawan Abba Wakilbe in his presentation addressed the Proprietors on the modalities for accreditation, he further discussed existing guidelines and relevant sections of the state Education Laws as it relates to Private Schools. The Commissioner further stressed that a window of four Months has been given for every School to commence and complete accreditation.

In their welcome address Director of Schools Management Mustafa Bukar of Ministry of Education and Ali Bukar Dogo of the State Universal Basic Education Board (SUBEB), emphasized that there is a unified approach to the issue of Private Schools. Director of Planning Research and Statistics in the Ministry of Education Engr. Ibrahim Baba also highlighted on the need to generate accurate data for the 2020/2021 Schools Census. While the representative of the State inland revenue service dwelled on the mode of payment and generation of E Certificate.

While responding the President of the National Association of Proprietors of Private Schools(NAPPS) Borno State, Alh. Babagana Malarima commended the Ministry's foresight but called on Government to assist Private Schools.

ONGOING SECOND CONFERENCE FOR PRINCIPALS OF GOVERNMENT SECONDARY SCHOOLS ORGANISED BY THE BORNO STATE MINISTRY OF EDUCATION!!!!

DAY 2

The ongoing conference organized by the Borno State Ministry of Education with a theme: " Improving Existing Public Secondary Schools and Return of Rural Schools in Preparation for the Stabilization phase" continued for the second day.

The forth Session commenced with a presentation by the Chairman Teaching Service Board Prof. Suleman Bello who dwelled about "Absenteeism and non Challant attitudes". Prof. Bello commended thirteen Principals for outstanding Performance. Similarly, the Chairman of State Universal Basic Education Board (SUBEB) Prof. Bulama Kagu, represented by Alh. Sadiq Abdallah Permanent Commissioner II who also made presentations on the same topic.

The fifth Session was on raising cases of indiscipline in Public Schools, presentations were made by Alh. Tijjani Maina a former Principal, Major Ibrahim Imam Commandant Command School Auno and Haj. Amina Musa Haruna Head Teacher Muhammad Buhari Academy.

The Sixth Session was an interactive session with the State Coordinator of the National Youth Service Corps (NYSC) Nura Umar, Focal officer N-Power Habu Kale Tijjani and the School Principals.

The seventh and last session was a paper on the "Reintroduction of the Common Entrance Examinations in Primary six" by Ali Bukar Dogo Director Schools Services SUBEB.

The Honorable Commissioner, closed the conference by reading out all the resolutions agreed upon. Furthermore, Principals representing each zone came on stage to give a commitment that they will implement all resolutions reached. Highlights of closing ceremony was the presentation of certificates to participants.
