MRRR: Arc. Halidu Hands Over to Engr. Dalori, Vommwnds Staff Cooperation

Following the dissolution of the Borno State Executive Council by Governor Professor Babagana Umara Zulum on Monday, Honourable Arc. Isa Garba Halidu has formally handed over the affairs of the Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) to the Acting Permanent Secretary, Engineer Gujja Bukar Dalori.

The handover ceremony took place on Thursday, April 2, 2026, at exactly 10:00 a.m. in the commissioner's office, in the presence of directors and senior and junior officers of the ministry.

In his valedictory remarks, Arc. Halidu expressed profound gratitude to Governor Zulum for the opportunity to serve the people of Borno State, describing his appointment as a privilege founded on trust. He commended the governor's leadership style, noting that the dissolution of the cabinet was a strategic and forward-looking decision in line with broader national considerations.

The outgoing commissioner appreciated the unwavering support and cooperation he received from management and staff throughout his 16-month tenure. He highlighted key achievements recorded by the ministry, including the ex*****on of critical reconstruction and resettlement projects, as well as the confidence reposed in the ministry by development partners.

Arc. Halidu specifically referenced the successful handling of major projects, including the expansion of a general hospital funded entirely by an international partner, describing it as a testament to the ministry's credibility and capacity. He encouraged staff to sustain the spirit of dedication, teamwork, and professionalism.

“I am proud of what we have achieved together. The progress recorded is a collective effort, and I urge you to continue giving your best in service to the state,” he said.

He expressed confidence in the leadership of the acting permanent secretary, Engineer Dalori, describing him as dynamic, committed, and capable of driving the ministry's mandate forward.

In his acceptance remarks, Engineer Gujja Bukar Dalori pledged to build on the foundation laid by his predecessor. He assured staff and stakeholders of his commitment to ensuring continuity, efficiency, and effective service delivery in line with government policies and objectives.

“I will work diligently with the management and staff to sustain the gains recorded and move the ministry forward,” he stated, while wishing the outgoing commissioner success in his future endeavours.

Also speaking, the acting director of administration and supply, Mohammed Zanna, on behalf of the directorate and entire staff, commended Arc. Halidu for his purposeful leadership, administrative foresight, and the cordial working relationship he maintained throughout his tenure.

He noted that the former commissioner's dedication to duty and commitment to implementing government policies significantly contributed to the progress recorded in the ministry.

Mallam Mohammed Usman, a representative of junior staff, also spoke, appreciating Arc. Halidu for fostering unity and a harmonious working environment while offering prayers for his continued success.

Engr Ali Goni Lawan Retires, Bows Out as MRRR Permanent Secretary

Engr Ali Goni Lawan has retired from the Borno State civil service, formally handing over as Permanent Secretary of the Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) in Maiduguri after attaining the mandatory retirement age of 60.

The ceremony, held at the Conference Hall of the Data Management Centre, MRRR, brought together directors, top government officials, technical aides, political associates and staff of the ministry to honour the outgoing Permanent Secretary.

Welcoming the gathering, the Honourable Commissioner of the Ministry, Arc. Isa Garba Halidu extolled the virtues of Engr. Lawan, describing him as not only a colleague but an adopted brother. He recalled their shared journey in public service and commended Lawan’s courage, zeal and dedication to duty.

According to Halidu, Lawan’s unwavering commitment to service consistently inspired him to push harder in the discharge of his responsibilities. He noted that the retiring Permanent Secretary’s leadership style strengthened teamwork and enhanced service delivery within the ministry.

In his farewell speech, Engr. Ali Goni Lawan expressed profound gratitude to Almighty Allah for granting him the grace to witness his retirement at the age of 60. He also paid glowing tribute to the Executive Governor of Borno State, Prof. Babagana Umara Zulum, for the confidence reposed in him over the years.

He recalled how the governor created a new directorate and appointed him as director, later entrusted him with the position of general manager of the electoral body, and subsequently appointed him permanent secretary of the ministry 23 months ago.

Engr. Lawan urged staff of the ministry to sustain the culture of excellence for which the RRR Ministry is known, noting that the foundation was laid under the visionary leadership of Governor Zulum when he served as the pioneer Commissioner of the ministry.

He appreciated the directors, management and entire staff for their cooperation and support throughout his tenure, singling out the acting permanent secretary and several individuals who made his work easier. He charged staff to continue working in unity, love and loyalty to the ministry, the state and the present administration.

Taking over the mantle of leadership, the Acting Permanent Secretary, Engr Gujja Bukar Dalori, acknowledged the accountability and effective service delivery demonstrated by Engr. Lawan.

He appealed for the same cooperation and support extended to his predecessor to enable him to succeed in his new responsibility.

Dalori also urged the retiring Permanent Secretary to keep his doors open for guidance and mentorship, noting that retirement does not mean he is tired of contributing to the ministry’s growth.

Speaking on behalf of political associates from Magumeri, Alhaji Man Burin thanked Almighty Allah for Lawan’s successful career and appreciated Governor Zulum for entrusting him with various leadership roles, especially as Permanent Secretary.

In a goodwill message, Mr Bitrus Mshelia described Engr. Lawan as a leader who “came, saw and conquered", stating that he could stand tall anywhere with pride. While acknowledging that Lawan’s shoes are big to fill, he expressed confidence that Engr. Gujja Dalori would build on the foundation laid and even do better.

The Acting Director of Resettlement, Arc. Alhaji Modu B. Shehu, visibly emotional, described the day as bittersweet and prayed for Lawan’s continued good health and peace.

Former Director of Planning, Research and Statistics (DPRS), Mallam Allumai Izgeh, said he was short of words in describing Lawan’s contributions.

He advocated for a formal recognition framework for retiring staff of the ministry, including accommodation support, and called for the regularisation of qualified casual staff into permanent and pensionable positions in line with the ministry’s policies.

The Technical Assistant to the Governor in the ministry, Engr Alkali Babakolo, also lamented the retirement and urged the new Acting Permanent Secretary to emulate Lawan’s exemplary leadership while calling for special prayers for the retiree.

Speaking on behalf of female and casual staff, Ummi Asheik praised Engr. Lawan for his fairness and support, praying for long life, good health and prosperity in his future endeavours.

Similarly, Mr Kwajafa, representing junior and field staff, conveyed appreciation from his colleagues and offered prayers for a fulfilling retirement.

The event was attended by all directors of the ministry, top officials, technical assistants, senior special assistants and special assistants to Governor Zulum serving in the ministry. Political leaders from Magumeri, led by Alhaji Man Burin, were also present in solidarity with Engr. Lawan.

The ceremony concluded with group photographs, marking the end of an era and the beginning of a new chapter in the leadership of the Ministry of Reconstruction, Rehabilitation and Resettlement.

MRRR Hosts EU, German Delegation on RESILAC 2 Progress

The Borno State Ministry of Reconstruction, Rehabilitation and Resettlement (RRR) has hosted a high-level delegation from the European Union (EU) and the Government of Germany, key funding partners supporting social protection and recovery initiatives in the state.

The visit, held on Tuesday, February 3, 2026, brought together senior representatives of the EU and the German government. The delegation was led by the Head of Cooperation, Mr Massimo.

Receiving the delegation, the Honourable Commissioner for RRR, Arc. Isa Garba Halidu expressed the appreciation of the Borno State Government and its people for the sustained partnership and support of both donors, particularly in advancing recovery and resilience in conflict-affected communities.

The Commissioner highlighted the significant impact of the Lake Chad Inclusive Economic and Social Recovery Project (RESILAC), noting the achievements recorded during the first phase and the expanded outcomes under RESILAC 2.

He called for continued collaboration to consolidate gains and further improve livelihoods across the state.

Arc. Halidu also briefed the delegation on ongoing stabilisation and recovery efforts under the leadership of His Excellency, Governor Babagana Umara Zulum, emphasising progress in security stabilisation, peacebuilding, and the resettlement of displaced persons.

As part of the visit, the Commissioner led the delegation on a field assessment of selected RESILAC 2 projects across Maiduguri Metropolitan Council (MMC) and Jere Local Government Area.

The sites included a rehabilitated fish hatchery and artificial fish pond at the College of Agriculture, Maiduguri, aimed at promoting sustainable fish production.

The delegation was received and guided through the facility by the Provost, Prof. Abba Makinta.

The delegation also visited a Social Cohesion Centre in Jere, supporting vulnerable groups through Village Savings and Loan Associations (VSLA) and labour-intensive activities. Beneficiaries interacted with the delegation, while a local cultural troupe provided a traditional performance.

Further inspections took place at Shuwari Garki, where a pedestrian bridge constructed under RESILAC 2 now provides safe passage for pedestrians and tricycle operators following flood-related expansion of a natural ridge.

The delegation later visited Shuwari 5 in Bolori I, MMC, to inspect a rehabilitated borehole with an overhead tank, supplying potable water to the community and supporting a model irrigation scheme for targeted beneficiaries.

The visit concluded in Maiduguri with a detailed presentation on the RESILAC 2 project delivered by Action Against Hunger, the RESILAC Country Coordinator.

Mr Massimo chaired a discussion session and commended the Ministry of RRR and the Borno State Government for effective project implementation and strong partnership.

The Honourable Commissioner was accompanied throughout the visit by directors and senior officials of the Ministry of Reconstruction, Rehabilitation and Resettlement.

MRRR Successfully Defends 2026 Budget at Borno Assembly

The Borno State Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) has successfully defended its 2026 budget proposal before the House of Assembly Committee on Reconstruction, Rehabilitation and Resettlement during a budget defence exercise held on Monday, 5 January 2026.

The session, which took place at the Hon. Bukar Lawan Hall of the Borno State House of Assembly, was chaired by the Chairman of the Committee, Hon. Baba Mala Bukar, representing Bama Constituency, supported by Hon. Usman Lawan Moruma, a member representing Mobbar Constituency.

It formed part of the Assembly’s statutory review of ministries, departments and agencies ahead of the 2026 fiscal year.

The Permanent Secretary of the Ministry, Engr Ali Goni Lawan, led the MRRR management team at the exercise, representing the Honourable Commissioner Arc. Isa Garba Haildu, who was unavoidably absent on official assignment.

In his presentation, the Permanent Secretary briefed the Committee on the Ministry’s 2025 budget performance, highlighting budget releases, utilisation, and achievements, as well as challenges encountered.

He disclosed that the Ministry recorded an overall performance level of over 72 per cent in the implementation of its 2025 approved budget.

Engr Lawan outlined key achievements of the Ministry across the state, particularly in the construction of permanent and temporary shelters for internally displaced persons (IDPs), alongside the provision of essential social amenities such as potable water, schools, healthcare facilities and security services.

He further informed the Committee that the Ministry is currently constructing over 6,000 housing units across several communities, with accelerated efforts to complete critical works ahead of the forthcoming rainy season.

Ongoing projects were highlighted in the Koibe, Ajiri, Dalwa, Abbaram, Goniri (Bama LGA), Darajamal, Wala (Gwoza LGA), Aulari and Maiwa communities. These include fully serviced housing units and permanent homes, as well as the construction of houses and hostels at the School of Nursing, Gwoza.

He also noted that over 500 houses are presently under construction in various locations.

The Permanent Secretary also drew the attention of the Committee to some of the challenges facing the Ministry in the course of project ex*****on, while seeking continued legislative support to enhance effective service delivery.

The interactive session featured questions, observations and recommendations from committee members, after which the committee issued directives and requested additional documents for further legislative review.

The exercise concluded with closing remarks, a vote of thanks by the Director of Planning, Research and Statistics, Idris Haruna Ngulde, and group photographs, marking another step in strengthening accountability and development-focused governance in Borno State.

MRRR Receives Adamawa State SPCG in Borno on Technical Exchange Tour

The Borno State Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) has received a six-man delegation from the Adamawa State Security Planning and Coordinating Group (SPCG) on a two-day technical exchange and learning visit.

The delegation, led by Brigadier General Abubakar Sadiq Marmoni (Rtd), Special Adviser on Security Matters to the Governor of Adamawa State, was ushered in by the Special Adviser to the Borno State Governor on Security Matters, General Abdulahi Sabi Ishaq (Rtd).

Commissioner for Reconstruction, Rehabilitation and Resettlement, Arc. Isa Garba Halidu, while welcoming the team, commended their commitment to strengthening regional cooperation under the UNDP-supported Regional Stabilisation Facility (RSF).

“Borno has always believed that our recovery and stabilisation journey should serve as a learning model for other states,” said Arc. Halidu. “We are delighted to share our experiences and the progress we’ve made through the leadership of His Excellency, Prof. Babagana Umara Zulum, whose vision continues to guide our rebuilding efforts.”

The delegation, accompanied by the Permanent Secretary, Engr. Ali Goni Lawan, and other senior officials, held a technical session with MRRR before touring key reconstructed communities under the RSF, including Ngarannam (Mafa LGA) and Dalwa (Konduga LGA) — featuring housing units, clinics, schools, solar-powered streetlights, and market spaces.

After the tour, Brig. Gen. Marmoni expressed admiration for Borno’s progress, stating:

“We came here as toddlers, but we are leaving inspired at the primary school level. What Borno has achieved through its SPCG framework is remarkable, and we are eager to replicate these successes in Adamawa.”

The delegation later paid a courtesy visit to the Deputy Governor of Borno State, Dr Umar Usman Kadafur, who doubles as Chairman of the Borno SPCG.

Dr Kadafur highlighted the strong collaboration between Borno and Adamawa under the UNDP/RSF initiative, noting that both states share a common vision of peace and recovery.

“Our partnership through the SPCG reflects the foresight of our leaders—Governor Zulum and Governor Fintiri—who remain committed to rebuilding lives and communities affected by insurgency,” Kadafur remarked.

The visit concluded with an engagement session at the UNDP Northeast Office in Maiduguri, emphasising continued collaboration on regional peacebuilding and stabilisation efforts.

MRRR INSPECTS COMPLETED PROJECTS SET FOR COMMISSIONING BY BORNO STATE GOVERNMENT IN RANN, KALA-BALGE

In a renewed drive to restore and improve the lives of citizens affected by insurgency, the Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) has conducted an inspection tour of major projects in Rann, the headquarters of Kala-Balge Local Government Area, all of which are in line for commissioning by the Borno State Government.

Led by the Permanent Secretary of the Ministry, Engr Ali Goni Lawan, the team assessed the status of key infrastructure projects, including:

1. General Hospital, Rann (rehabilitated)

2. LGA Secretariat (newly constructed)

3. Central Mosque (newly constructed)

4. Government Lodge (newly constructed and under use)

5. Boarding Primary School (rehabilitated)

Engr Lawan confirmed that all four projects have been fully completed and are ready for commissioning by His Excellency, the Executive Governor of Borno State, Professor Babagana Umara Zulum.

“These projects reflect the unwavering commitment of His Excellency, Professor Babagana Umara Zulum CON, MNI, FNSE, to ensuring that every local government in Borno State—especially remote and hard-to-reach areas like Kala-Balge—benefits from inclusive governance and access to essential services,” Engr Lawan stated.

The team also inspected additional infrastructure currently under construction, including junior and senior secondary schools, aimed at strengthening access to education in the area.

“As mandated by our ministry, most of the facilities were newly constructed, while the general hospital and boarding primary school underwent full rehabilitation. This intervention is part of a broader resettlement and development plan for both displaced persons and host communities in the region,” the Permanent Secretary explained.

He expressed satisfaction with the progress and quality of work, noting, “I am particularly delighted because these projects respond directly to the basic needs of the people. His Excellency has always been passionate about uplifting every community, no matter how remote.”

Engr Lawan also conveyed the appreciation of the Honourable Commissioner of MRRR to the Governor for his continuous support and vision in transforming post-conflict communities.

“Our Ministry enjoys the full backing of the Governor, and that is why we are able to deliver on critical mandates. This visit is proof of his zeal to ensure no one is left behind in the reconstruction process,” he added.

Despite the inaccessibility nature of the town, the ministry was able to deliver all these projects.

MRRR Urges Contractors to Fast-Track Transitional Shelter Projects in Bama Ahead of IDP Returns

The Permanent Secretary, Borno state Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR), Engr. Ali Goni Lawan, has called on contractors handling transitional shelter projects in Bama Local Government Area to expedite completion of works to facilitate the safe and dignified return of internally displaced persons (IDPs).

Engr. Lawan made the appeal on Wednesday during a monitoring and inspection tour of shelter projects in four key towns of Bama LGA, which are being prepared for return under the directive of His Excellency, Professor Babagana Umara Zulum, Executive Governor of Borno State.

The towns—Abbaram and Goniri in the Bama Central axis, and Darajamal and Mayinti in the Banki axis—are among communities severely impacted by the Boko Haram insurgency and earmarked for phased resettlement.

During the tour, the Permanent Secretary disclosed that out of the 3,000 transitional shelters allocated to Abbaram, over 2,000 have already been completed. Similarly, 500 of the 1,000 shelters for Goniri have been finalized. In the Banki corridor, 500 out of 1,000 shelters in Darajamal are complete, while over 500 of the 2,000 allocated to Mayinti have reached the completion stage.

Each cluster of 1,000 shelters is equipped with sanitary toilets – 50 blocks of 5 compatments (3 latrines and 2 bathroom each), in line with minimum humanitarian and health standards.

Engr. Lawan expressed satisfaction with the quality of work seen so far but emphasized the urgency of timely delivery.

“His Excellency the Executive Governor of Borno State is relentlessly working to ensure that displaced persons are returned to their ancestral homes and other places of choice in a voluntary, dignified, and durable manner. We must therefore redouble efforts to meet the timeline for the completion of these shelters,” he stated.

The Permanent Secretary was accompanied on the inspection by Directors of Reconstruction, Planning Research & Statistics, and Resettlement from the ministry.

The Transitional Shelter Project is part of the state government’s broader resettlement strategy aimed at restoring dignity, rebuilding livelihoods, and restoring normalcy to conflict-affected communities across Borno State.

MRRR Kicks Off Construction of 50 Houses in Ruga Housing Project in Gubio LGA

The Borno State Government, through its Ministry of Reconstruction, Rehabilitation, and Resettlement (MRRR), is set to commence construction on the first 50 houses of the Ruga housing project in Gubio Local Government Area this week.

This significant step follows the successful completion of a comprehensive on-site assessment, signalling the immediate rollout of a crucial initiative championed by His Excellency Governor Babagana Umara Zulum.

The Ruga project in Gubio aligns with the federal government's presidential initiative on livestock sector reform, aiming to provide much-needed housing and essential amenities that will greatly benefit the local populace.

On-Site Assessment Paves Way for Immediate Action

MRRR Permanent Secretary, Engr. Ali Goni Lawan, led a high-level delegation, including directors and senior technical staff, to Gubio to oversee the final preparations on Tuesday.

Upon arrival, the team was welcomed by the Honourable Chairman of Gubio LGA, Mali Bulama Mali Gubio, and his dedicated team at the project site.

The delegation conducted a thorough inspection of existing facilities and strategically determined the optimal location for the initial construction phase.

Engr. Lawan confirmed that the directive for the project's immediate commencement came directly from Governor Zulum, signifying the state government's commitment to swift and decisive action.

"The ministry is to commence the project under the direct orders of His Excellency Governor Babagana Umara Zulum for immediate commencement," stated Engr. Lawan.

He further announced that all necessary preparations and materials are ready, ensuring construction on the first 50 houses will begin within the week.

The Gubio Ruga project is one of three pivotal initiatives slated for implementation across Borno State. Engr. Lawan highlighted the success of a similar project in Mafa, which is already completed and occupied, while another is actively underway in Rumirgo, showcasing a consistent commitment to Ruga development.

The Gubio Ruga project is designed to be comprehensive, incorporating all necessary facilities and basic amenities to foster a functional and thriving community. Engr. Lawan emphasised the long-term vision, stating, "The MRRR is intervening to improve the facilities to make this place functional. I wouldn't say it is just 50 houses; more are coming."

He clarified that while the initial 50 houses are an intervention by the MRRR, the Ministry of Animal and Fisheries Development, where the Ruga project is domiciled, is fully informed and supportive.

Engr. Lawan assured that the project would be completed in a timely manner, reflecting Governor Zulum's well-known zeal and unwavering commitment to project ex*****on.

Meanwhile, on behalf of the local government and the appreciative people of Gubio LGA, Honourable Chairman Mali Bulama Mali Gubio extended profound gratitude to His Excellency Governor Babagana Umara Zulum.

“The housing effort here reflects Governor Zulum’s vision of restoring hope and livelihoods. But we will not tolerate substandard delivery,” Arc. Halidu warned. “We must get it right—for the sake of the returnees.”

The Dalwa project also includes a school, health facility, and perimeter trenching to enhance community safety.

Gajiganna: Managing Emergency Occupation

In Gajiganna, a town hosting IDPs from Monguno, Marte, and Kukawa LGAs, the team inspected a 500-unit estate that had been occupied by victims of a previous fire disaster, leading to widespread vandalism.

The commissioner addressed the emergency occupants and urged them to cooperate with government plans to renovate and restore the facilities.

“Government is acting with compassion, but we also need to manage emergency occupation responsibly,” Halidu said. A team was directed to immediately assess damaged blocks and commence repairs.

He also visited a Federal Housing Project in Gajiganna, abandoned and deteriorating, where the Borno State Government has intervened to complete and preserve the investment.

Engr. Lawan said, “Governor Zulum directed that no federal project in Borno meant for our people should be allowed to waste.”

Karnawa: New Cluster Settlement Model

In Karnawa, the commissioner inspected the initial phase of a new 500-unit cluster settlement, strategically located to consolidate surrounding villages into a secure, serviced community.

“This initiative is about sustainability,” Engr. Lawan explained. “We’re building schools, health centres, water, and security infrastructure. The location ensures farmers can return to their farmlands and begin life anew.”

Governor Zulum has consistently emphasised the need for larger, more resilient return communities, where basic services are integrated for long-term stability.

Governor Zulum’s administration has made resettlement of IDPs a core priority, investing in durable infrastructure and transparent monitoring systems.

“The governor’s directive is clear: no shortcuts, no wastage, and every project must directly benefit our people,” said Arc. Halidu. “We remain fully committed to quality, transparency, and accountability in delivering on this mandate.”

The Ministry of Reconstruction, Rehabilitation, and Resettlement pledged to intensify project monitoring across the state to ensure strict compliance with standards and timelines.
