Third Anniversary: President Tinubu Has Performed Excellently - Otuaro

The Administrator of the Presidential Amnesty Programme, Dr Dennis Brutu Otuaro, has congratulated President Bola Tinubu on the occasion of the third anniversary of his administration.

He described the past three years as replete with remarkable achievements, stressing that President Tinubu is a courageous and transformative leader who came into office prepared with his well-articulated Renewed Hope Agenda to confront the challenges facing the country.

Dr Otuaro noted that with decisive governance and undivided focus on national aspirations, President Tinubu has set Nigeria on the path of economic recovery, renewed socio-political advancement and shared prosperity.

According to him, President Tinubu is not only implementing bold economic reforms, policies and programmes that have stabilized the economy, he has rejigged the country's security architecture to guarantee the economic wellbeing and safety of citizens.

Dr Otuaro said the president's strategic diplomatic engagements, strengthening of bilateral relationships, and signing of partnership deals, are yielding significant results with inflow of foreign direct investments and galvanizing Nigeria's economic expansion.

"President Tinubu has restored the confidence of the international community in Nigeria, and the country is accorded respect among the comity of nations", he said.

He further highlighted the fact that, under President Tinubu, security agencies and frontline private security firms engaged by the Federal Government have collaborated effectively to curb pipeline vandalism and oil theft in the Niger Delta, and ensure environmental restoration.

According to him, the synergy has resulted in the upscaling of the country's oil production output from 1.4million barrels per day in 2023 to approximately 1.8million barrels per day recently.

The PAP boss also applauded President Tinubu for taking decisive steps towards transforming the Niger Delta and changing the hitherto negative narrative of restiveness in the region.

He added that President Tinubu has restored peace, security and stability in the region.

Dr Otuaro said, "The President's backing of the reforms we have carried out in the PAP and his gracious approval of upward budgetary review have resulted in the expansion of educational scholarship opportunities, vocational training, and other initiatives.

"His unprecedented support has also helped us deepen our policy of inclusivity, fostered fruitful stakeholders' engagements, and strengthened peacebuilding process for sustainable peace and development in the region. We owe all achievements to his fatherly support."

Dr Otuaro maintained that the ongoing Lagos-Calabar coastal highway project, the establishment of the South South Development Commission, Federal University of Environment & Technology in Ogoniland, and the Nigeria Maritime University, Okerenkoko, among other milestone achievements of President Tinubu, are driving socio-economic development in the zone.

He stated further that President Tinubu's landslide victory for a second term ticket at the just-concluded presidential primaries of the All Progressives Congress (APC) is a strong affirmation of the unshakable confidence reposed in him by grassroots supporters and members of the party.

Dr Otuaro said the outcome of the exercise is a pointer to the anticipated renewal of President Tinubu's mandate by Nigerians in the forthcoming 2027 general elections, which would afford him the opportunity to consolidate on the gains of his administration and finish strong.

He reiterated his call on the people of the Niger Delta to continue to support President Tinubu, and reciprocate his sincere love for the region by voting massively for him in 2027.

Otuaro Pays Tribute To Icon Of Niger Delta Struggle, Boro

The Administrator of the Presidential Amnesty Programme, Dr Dennis Brutu Otuaro, has paid tribute to the memory of the late Isaac Adaka Boro on the occasion of the 2026 Boro Day celebration.

Dr Otuaro described Boro as the hero of the Niger Delta struggle, stressing that the Ijaw-Kaiama-born activist was a man of foresight and vision.

He said that Boro dedicated his life to the struggle for justice, fairness, and equity for the people of the Niger Delta, while seeking an egalitarian Nigeria.

Dr Otuaro noted that Boro's life was marked by selflessness, sacrifice, and a legacy of service for the common good of the Ijaw and Niger Delta people.

According to him, the pathfinding role of Boro became the strong foundation for sustained solidarity and advocacy for better living conditions of the region's people.

He stated that the icon of the Ijaw and Niger Delta struggle deserved to be celebrated because of the values he stood and died for, in the interest of the unity and socio-political advancement of the region.

The PAP boss stressed that the establishment of interventionist agencies by the Federal Government to address the peculiarities of the region, were testaments to the impacts of Boro's legendary advocacy.

He said Boro, by his lofty accomplishments, had etched his name in the annals of minority struggles and would be continually remembered for many years.

Dr Otuaro urged the Ijaw and Niger Delta youths to be peaceful while engaging in activities to commemorate Boro, adding that the prevailing peace and stability in the region must not be disrupted.

He said, "Today, I pay heartfelt tribute to the treasured memory of Isaac Jasper Adaka Boro, the icon and hero of the Niger Delta struggle, on the occasion of the 2026 Boro Day celebration and the 58th anniversary of his passing.

"Boro means so much to the Ijaw and the Niger Delta people because he dedicated his life to the advocacy for fairness, equity and justice for the Ijaw and other minority groups in the region.

"We cherish his dedication, sacrifices, uncommon vision, and the indelible legacy he left behind for generations yet unborn. I pray for the continued repose of his soul.

"However, I would like to caution the youths of the Niger Delta to celebrate and commemorate Boro peacefully, and not engage in acts of violence that could disrupt the peace and stability enjoyed in the region."

New INC Officials Inaugurated

A new national executive council of the Ijaw National Congress (INC) was, on Thursday, inaugurated in Warri, Delta State.

Among those inaugurated were High Chief MacDonald Igbadiwei , President; Dr Okubokeme Tuodolo; Vice President 1; Rose Obuoforibo, Vice President 2; Kennedy Odiowei, Vice President 3; and Dr Ayanate Kio, Secretary.

They were elected at the INC national convention which took place at the Ijaw House, Yenagoa, Bayelsa State, in April 2026.

The formal inauguration marked the end of the five-year tenure of the immediate past President of the INC, Prof.. Benjamin Okaba, who delivered a valedictory speech at the ceremony.

Among those in attendance were federal and state lawmakers of Ijaw extraction, top government officials, royal fathers and elders from the various clans of the Ijaw nation, High Chief Government Oweizide Ekpemupolo, the Administrator of the Presidential Amnesty Programme, Dr Dennis Brutu Otuaro, officials of the Ijaw Youth Council (IYC) and stakeholders of the INC.

Okaba said the apex Ijaw socio-cultural organisation made significant achievements under his leadership, stressing that "the INC has established its presence in the global community."

He urged the new leadership under Igbadiwei to sustain the unity of the Ijaw nation, promote Ijaw culture and advocate for the creation of additional local government areas in Bayelsa State, which has only eight local governments.

He lauded the INC electoral committee chaired by the retired Justice F. F . Tabai for conducting credible election which aided a smooth transition process.

Okaba urged the new leadership to uphold the constitution of the INC in the conduct of affairs of the organization.

Okaba also called on the stakeholders of the INC, clans and community leaderships to support the new president and members of his council.

In his acceptance speech, the newly inaugurated INC President, MacDonald Igbadiwei, described the event as "a historic moment" in the Ijaw nation.

He pledged to work for the unity and development of the Ijaw nation, stressing that the socio-political and economic interests of the Ijaw people would be protected and projected.

He decried the fact that Bayelsa State which contributes immensely to the economic well-being of the country has only eight LGAs while some states that contribute less have over 40 LGAs.

He vowed to pursue equity and justice for the Ijaw nation, noting that the transition process showed the commitment of the INC to democratic values and internal cohesion.

Speaking on the event, the PAP Administrator, Dr Dennis Brutu Otuaro, commended the Igbadiwei-led INC executives on their successful inauguration and expressed confidence in their ability to lead the nation.

"As a stakeholder in the Ijaw nation, I have confidence in the ability of the new leadership of the Ijaw National Congress under High Chief MacDonald Igbadiwei to give the Ijaw nation a new direction", he said.

Dr Otuaro also urged them to strengthen unity and love among Ijaw people.

PAP Sends Additional 15 Scholarship Beneficiaries For Post-Graduate Studies In UK

The Presidential Amnesty Programme, on Thursday, sent an additional batch of 15 foreign scholarship beneficiaries for post-graduate studies in the United Kingdom.

The scholars will undertake master's degree programmes in biomedical science, oil & gas engineering, data science, cyber security, software engineering, automotive engineering, communication culture and media, among others.

Speaking at the pre-departure briefing for the beneficiaries held at the agency's headquarters in Abuja, the first leg of May 2026 deployments, the PAP Administrator, Dr Dennis Brutu Otuaro, said that many of them merited the scholarship because they made a first-class grade in their first degree programmes.

At the event, each of the scholars was given a laptop to enhance their academic studies.

Dr Otuaro attributed the huge number of onshore and offshore scholarship deployments, and the successes recorded by the PAP, to the strong backing of President Bola Tinubu as well as the efficient supervision by the National Security Adviser, Mallam Nuhu Ribadu.

He said that he was unapologetic over the large-scale deployments, stressing that the decision was hinged on the Renewed Hope Agenda of President Tinubu, who is truly interested in the peace and development of the Niger Delta.

According to him, the programme is building a better future for the Niger Delta as the scholarship beneficiaries will play critical roles in the advancement of the region's development, sustainable peace and stability.

He urged them to always remember that they were sent for studies, and should be good ambassadors of Nigeria and the Niger Delta while in the UK.

The PAP boss, while addressing the scholars, said, "All the scholarship deployments and the monumental successes we have achieved are as a result of the strong support of President Bola Ahmed Tinubu, and the efficient supervision by the Office of the National Security Adviser.

"Be good ambassadors of Nigeria while in the United Kingdom, and don't disappoint Nigeria and the Niger Delta. Do your best and return home after your studies to join hands in advancing peace and development in our communities.

"That is why we are making this effort; we are preparing you for tomorrow, so that you will be part of the process of our development and sustainable peace and stability in the Niger Delta. We are building a civilized, polite, educated and patriotic generation. Use this opportunity very well.

"I am unapologetic about the large number of scholarships that we are giving to young Niger Deltans for studies within and outside the country. I believe that we are doing the best for tomorrow and there is no regret about it."

Earlier in a presentation, the Head of Education, PAP, Dr Charles Ariye, had shared essential tips with the beneficiaries to guide them in their academic journey in the UK.

Speaking on behalf of the batch, Ikiere Victor, who is deployed for a master's degree in mechanical engineering at Coventry University, expressed appreciation to the Federal Government, President Tinubu and the PAP Administrator for the opportunity given to them, pledging that they would be good ambassadors of the nation.

The Administrator of the Presidential Amnesty Programme, Dr Dennis Brutu Otuaro, was among key stakeholders of the All Progressives Congress, Delta South Senatorial District, who, on Friday, endorsed the senator representing the district, Thomas Joel-Onowakpo, for a second term in the 2027 general elections.

They expressed their support at the official declaration rally for Senator Joel-Onowakpo held at the Oleh township stadium in the Isoko South Local Government Area of the state.

They also declared President Bola Tinubu as their sole candidate for the presidential election, and Delta State Governor Sheriff Oborevwori for the governorship poll.

The other prominent stakeholders included the member representing Burutu Federal Constituency of Delta State in the House of Representatives, Julius Pondi; Speaker, Delta State House of Assembly, Emomotimi Guwor; Chief of Staff to the Delta State Governor, Prince Johnson Erijo; APC state vice chairman and chairman of the senatorial district, Emmanuel Amgbaduba; Executive Director of Corporate Services, South South Development Commission, Tonye Timi.

Also present were the chairmen of the local government areas in Delta South - Dagidi Andaye (Bomadi), Julius Takeme (Burutu), Prince Godwin Ogorugba (Isoko North), Isaac Aguanah (Patani), Warri Ovoke Friday (Isoko South), Weyinmi Agbateyiniro (Warri South), Sylvester Oromoni (Warri West), and Festus Ashima (Warri North), among others.

The 'motion' to adopt Senator Joel-Onowakpo, President Tinubu and Governor Oborevwori was moved by Erijo and seconded by Timi, while Guwor put it to a voice-vote, which received a resonating validation by the crowed of party members and supporters.

Dr Otuaro described the endorsement of Senator Joel-Onowakpo, President Tinubu and Governor Oborevwori at the rally as an appropriate and fitting move to guarantee electoral victory for the APC in Delta South.

He expressed optimism that more development would come to the senatorial district in the years ahead.

According to him, the leaders and members of the APC in the senatorial district are united in the effort to mobilize the electorate ahead of the political contest next year.

The PAP Administrator said,"Senator Joel-Onowakpo has done his best in the senate, and it is only necessary that he is returned to consolidate on the gains he recorded in his first term.

"In the same vein, President Bola Ahmed Tinubu and the Governor of Delta State, Sheriff Oborevwori, deserve second tenures because of their outstanding performances through the Renewed Hope Agenda, and the Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security Agenda (M. Dr Otuaro also commended the President's son, Seyi Tinubu, for his strategic engagements across the nation towards President Tinubu's re-election project.

He made the commendation while applauding the leadership and members of the Renewed Hope National Youth Tour for the South-South Edition of their mobilisation rally held in Benin City, Edo State, from 23-24 April, 2026.

Seyi and his entourage arrived Benin City on Thursday, and were received by the Governor of Edo State, Senator Monday Okpebholo, at the Government House.

Dr Otuaro described Tompolo as a foremost Niger Delta freedom fighter, a patriot and a distinguished son of Nigeria, the region and the Ijaw nation.

According to him, Tompolo's contributions to peace, security, stability and development of the region and Nigeria are remarkable and impactful.

Dr Otuaro described Tompolo as not only a community builder, but a compassionate and humane leader whose philanthropic gestures have touched lives and communities across the region and the nation.

He noted that through his company, TSSNL, Tompolo has empowered over 45,000 Niger Delta youths with jobs, with many other indigent youths on his scholarship to attain higher education.

The PAP helmsman hailed Tompolo's security and intelligence expertise, and the efficient role of his security firm in the protection of crude oil facilities, which has resulted in the steady rise in the nation's oil production quota, hitting 1.8million bpd recently.

According to him, the laudable successes that TSSNL has recorded are an indication that the partnership between the Federal Government and the security outfit is achieving the objectives behind the collaboration.

He noted that the message of Easter remains particularly significant for the Niger Delta, given its history and ongoing journey towards stability and prosperity, adding that the virtues of love, forgiveness, and selflessness are critical to consolidating the gains of peace in the region.

Dr Otuaro highlighted the strides recorded under the Presidential Amnesty Programme under the leadership of President Bola Ahmed Tinubu.
