Oil & Gas Free Zones Authority - OGFZA Nigeria's premier regulatory agency for oil and gas free zones The Authority began operation in Onne, Rivers State in 2001.

The Oil and Gas Free Zones Authority (OGFZA) is the national regulatory agency superintending over the operation of the oil and gas free trade zones in the country. OGFZA was established by Section 2 of the Oil and Gas Export Free Zone Act No. 8 of 1996 to regulate Nigeria’s Oil and Gas free trade zones. The first oil and gas export free zone to be established was the Onne Oil and Gas Free Zone in

Rivers State. Subsequently other oil and gas free zone were established by the Federal Government in partnership with private sector operators.

OGFZA backs 10-year Tax Exemption for Free Zone Operators

The Oil and Gas Free Zones Authority (OGFZA) has thrown its weight behind calls for a 10-year exemption for operators in oil and gas free zones from the new tax law.

The Managing Director and Chief Executive Officer of OGFZA, Mr. Bamanga Usman Jada, made the call on Thursday in Onne, Rivers state, during a town hall meeting with the Federal Inland Revenue Service (FIRS) and OGFZA licensees.

Jada said the proposed 10-year extension would provide operators with the necessary “adaptation space” to transition and comply with evolving tax requirements.

“Accordingly, OGFZA supports the call for a ten-year extension of existing tax incentives, coupled with a phased implementation to mitigate potential disruptions. Many of our licensees, including prominent foreign investors, formulate strategies spanning 10, 15 or even 25 years, based on prevailing incentives,” he said.

He added that granting the transitional period would reinforce the Renewed Hope Agenda and ensure policy consistency, which he described as a cornerstone for attracting sustained investment.

The OGFZA chief disclosed that Nigeria’s free zones have attracted over $24 billion in investments, underscoring their strategic importance to the nation’s economy.

In his remarks, the Executive Chairman of FIRS, Dr. Zacch Adedeji, described the 2025 tax reforms as a major step towards modernising Nigeria’s fiscal framework.

Represented by his Special Adviser on Tax Incentives, Dr. Cletus Adie, Adedeji said the introduction of a tax clearance certificate as a mandatory requirement for the renewal of operating licences had become critical.

“For export processing and free trade zones, the focus is not on taxing income or profits, but on promoting transparency, accountability and proper reporting,” he said.

Onne Terminal receives first direct vessel from China

The Onne Multipurpose Terminal (OMT) has achieved a major milestone with the arrival of MSC Dorine V, the first vessel under MSC’s Iroko Service to sail directly from China and the Far East to Nigeria.
The Liberian-flagged ship, operated by Mediterranean Shipping Company (MSC), berthed at OMT on Sunday, November 9, with a capacity of 5,089 TEUs — one of the largest ever to call at an eastern Nigerian port.

OMT Managing Director, Nicolo Scannavini, described the call as a “game changer,” noting it will cut transit times, lower freight costs, and boost trade efficiency.

He said direct calls from Asia would reduce transhipment delays and strengthen Nigeria’s non-oil trade sector.

MSC Regional Manager, Oscar Aguocha, said the new service reflects MSC’s long-term commitment to eastern Nigeria, where the market has grown 27% year-on-year.

“Shipments from China can now arrive in 40–42 days, offering speed, certainty, and cost efficiency,” he added.

Operated by International Container Terminal Services Inc. (ICTSI), OMT continues to modernize operations and attract global shipping lines, reinforcing the eastern ports’ role in Nigeria’s maritime growth.
