CC OGUNSAKIN RECEIVES OSUN POLICE COMMISSIONER

The Controller of Corrections Osun State Command, Tolu Ogunsakin hosted the newly posted Commissioner of Police in the state, CP Isyaku Mohammed, on Thursday 14th December, 2023, at the Correctional State Headquarters office complex, in Osogbo.

In his address, CP Mohammed expressed his appreciation for the warm and lively reception accorded him and his entourage. The CP also stated that his visit is to familiarize himself with the Controller of Corrections, who plays pivotal role as the head of a critical component of Criminal Justice Administration in the state.

According to him, history has revealed that the Nigerian Correctional Service (NCoS) and the Nigerian Police Force, are partners in maintaining public safety in the state. Both security agencies play complementary roles, which are inseparable. He assured the Controller of working with the Service to achieve success, and went further to say that security is everyone's business.

While responding, CC Ogunsakin welcomed the Police boss to the state and wished him a successful tour of duty in the state. The Controller promised his unflinching support and cooperation, when the need arises.

He noted that existing synergy between both agencies must be enhanced to a higher level to properly situate criminal justice administration in the right perspective. He wholeheartedly solicited the support of the CP in providing water-tight security at the Custodial Centres.

Highpoints of the visit include inspection of guard of honour, exchange of momentos, and group photographs.

OSUN PAROLE BOARD INAUGURATED

Controller of Corrections, Osun State Command, Tolu Ogunsakin has commended the newly inaugurated members of the state parole board of Osun state Command for being privileged to be appointed into the board to serve humanity. He called on them to carryout the assignment with every sense of purpose, unique sense of judgment and to display patriotic zeal towards achieving a better criminal Justice administration in the state. He also urged the board members to see their nominations as humanitarian selfless service.

The Controller made this statement at the inauguration of the state parole board at the State Headquarters complex Osogbo, on Monday. He said the inauguration of the board is in compliance with section 40 of the Nigerian Correctional Service Act, 2019 and in furtherance to the implementation of the Non Custodial measures.

Members of the Board include: Hon. Justice O. Daramola (Rtd), Hon. Justice A.D. Oladimeji (Rtd). CC Tolu Ogunsakin, Mrs Folasade Akinrujomu – Ministry of Justice, DCC AK Adelakun – I/C Non-Custodial, ACC MO Olagunju - Welfare Officer, ACP Adesina Oyetunji - Nigeria Police Force, Dr Tolu Opakunle - Psychiatrist, State Specialist Hospital, Osogbo, Mrs E.S. Aina - Ministry of Women, Children and Social Affair, Mr Fakunle Julius Ilesanmi - National Directorate of Employment (NDE) and Mr O.M. Jegede

Responding, the chairman of the Board, Hon Justice W.O. Akanbi (retired), appreciated the NCoS under the able leadership of the Controller General of Corrections, for counting him and other members worthy of the honour of being part of the change in narratives of the Criminal Justice Administration.

According to Akanbi, the assignment is an opportunity to dispense justice at another level. He charged the members to be up and doing and assured stakeholders and the general public of living above board in the discharge of their duties.

Parole, one of the non-custodial measures, is novel mandate added to the custodial function of Service and it is a conditional release of an offender from the Custodial Centre, who has served part of his sentence, and remains under the supervision of a Parole officer.

Other Non-custodial measures include Community Service, Probation, Restorative Justice and any other non-custodial measure assigned by a court of competent jurisdiction.

NCoS BURIES DCG SEGUN BEWAJI

The remains of Deputy Controller General of Corrections (DCG) Rtd, Segun Bewaji have been laid to rest on Saturday 17th September, 2022 in Osogbo, Osun State amid tears and glowing tributes by his former colleagues, friends and family members.

The funeral service took place at the Redeemed Christian Church of God, Breakthrough Cathedral, Osun Province 1.

The Controller General of Corrections (CGC), Haliru Nababa FICMC, mni was ably represented at the event by the Zonal Coordinator, Zone F Command, ACG Abimbola Ogunyemi who delivered the CGC's condolence message to the family.

DCG Bewaji died at the age of 68, having retired meritoriously as DCG in charge of Directorate of Operations at the National Headquarters of the Nigerian Correctional Service, Abuja, on the attainment of sixty (60) years of age on 14th November, 2014 and died on 17th July, 2022.

Highpoints of the burial were parade by personnel of the Service, reading of biography, ACG's remarks, laying of wreaths by the ACG, the Controller of Corrections, Osun State Command, Tolu Ogunsakin and the widow of the deceased Pastor (Mrs) Funmilayo Bewaji.

Retired senior officers such as DCGs Jerome Ogundana, Tajudeen Aremu, ACGs Olaniran Aluko, Michael Onaadepo mni and Kunle Babalola were among dignitaries at the burial.

ACG OGUNYEMI CAUTIONED OFFICERS AGAINST TRAFFICKING AND OTHER VICES

The Assistant Controller General of Corrections, in charge of Zone 'F' Command, ACG Abimbola Ogunyemi has cautioned officers and men of Osun State Command to desist from engaging in illicit transactions of materials with inmates, otherwise known as 'trafficking' in correctional parlance.

Ogunyemi gave the charge while on her familiarisation and maiden Quarterly Inspection visit to the formations within the command on Friday 16th September, 2022.

The ACG encouraged the officers to be loyal and support their Commanding officer. She noted that their cooperation will engender and birthed a conducive working environment and teamwork, which are prerequisite for a well grounded reformatory and rehabilitative processes.

The Zonal Coordinator has earlier held fruitful roundtable discussions with the inmates at each Custodial facilities, on the best ways to gainfully utilise their time while in custody.

Responding, the Controller of Corrections, Osun State Command, Tolu Ogunsakin appreciated the ACG for choosing the command as the first port of call during her familiarization, he prayed for her successful tenure and tour of duty.

Formations visited during the tour were Command State Headquarters, Osogbo, Ilesa Custodial Centre, Medium Security Custodial Centre, Ile-Ife, Correctional Furniture Cottage Industry, Ilesa and Dog unit (K9).

Zone 'F' Command comprises Ekiti, Ondo, Osun and Oyo State commands.

NCoS OSUN DECORATES 36 PROMOTED OFFICERS

The Controller of Corrections, Nigerian Correctional Service, Osun State Command, CC Tolu Ogunsakin, charged newly promoted officers, to be more dedicated and committed in the discharge of their duties.

The Controller said this during the decoration of thirty six (36) promoted officers, at the State Headquarters, Osogbo, on Thursday 8th September, 2022.

Congratulating the beneficiaries, Ogunsakin urged them to be more dedicated and committed to their duties. He stressed that they should explore their wealth of experience in contributing to national security, especially now that the country is facing security challenges.

He called on those that did not benefit now, to exercise patient as promotion comes from God and their time will eventual come.

"With the promotions come with additional responsibilities and to whom much is given, much is expected", he said.

In a vote of thanks on behalf of the beneficiaries, CSC Samson Ekuntayo, expressed his profound gratitude to Almighty God and the Controller General of Corrections, and pledged on behalf of others, to approach their new responsibilities and assigned duties with renewed vigor and discretion.

The 36 officers are part of the 3,852 whose promotions were recently released by Civil Defence, Corrections, Fire and Immigration Services Board (CDCFIB)

OSUN FOMWAN SUPPORT NON-CUSTODIAL MEASURES

Members of Federation of Muslim Women's Association in Nigeria (FOMWAN), Osun State chapter paid a courtesy visit to the Controller of Corrections, Nigerian Correctional Service, Osun State Command, Olanrewaju Amoran, at the Osun State Command headquarters complex, Osogbo on Tuesday, 7th of June, 2022.

The visit was in commemoration of FOMWAN's Humanitarian Week 2022.

While delivering her speech, the president of the group, Alhaja Sadiat Oladapo, appreciated the good works of Nigerian Correctional Service (NCoS) in the state. She said they wish to identify with good works of the department, and contribute in their own little way in entrenching proper and adequate implementation of non-custodial measures in the State. Which prompted their donation of some basic items, such as rakes, cutlasses, hoes and brooms, to the Non-custodial unit for the use of offenders serving community services.

In his response, the Controller on behalf of Controller General of Corrections, Haliru Nababa, FICMC, mni commended the Muslim women group for their expression of love and support for the department in the time past and till present. He pledged to put the items to good and proper use

He wished them happy celebration of the Humanitarian Week.

Present during the visit are superior officers from Custodial and Non-Custodial services.

CONTROLLER OGUNSAKIN SYNERGISES WITH HEADS OF SISTER SECURITY AGENCIES.

The Controller Nigerian Correctional Service (NCoS) Osun State Command, Tolu Ogunsakin has re-emphasized the importance of collaboration, synergy and intelligence sharing among the security agencies to engender safety of lives and properties of citizens.

He stated this during his familiarisation visits to heads of sister security agencies in Osun State, on Wednesday, 10th August, 2022.

The visit afforded the Controller ample opportunities to rub minds, shared ideas and strategised with the Commissioner of Police, Wale Olokode psc, and Mr Bankole Alade fsi, State Director, State Security Services (SSS), on the best possible ways to tackle the prevailing security challenges, and how to effectively secured the Custodial Centres in the State in particular.

CC Ogunsakin further stated that they are all working toward the same goals of securing lives and properties.

He appreciated them for the
existing collaborations and support from the two agencies. He urged them to improving on the already established relationship.

Responding, the Commissioner of Police and Director, DSS both assured the Controller of Corrections of their maximum support and cooperation. They promised to do everything within their powers to ensure the success of the service's constitutional mandate.

CP Olokode specifically commended the service for her efforts of safe and humane custody of inmates, taking them to and fro from courts, for educational and vocational trainings which according to him are enormous.

On the other hand, Director of SSS, noted that the safety of NCoS is the concern of DSS. They both wished the Controller a successful tour of duty and welcome him to the state.

Highlights of the visits are exchange of souvenirs and taking of group photographs.

Osun Controller Embarks on Maiden Quarterly Inspection.

The Controller of Corrections, Osun State Command, Tolu Ogunsakin has called on the officers and men of the command to imbibe the core values of the department as stipulated by the Controller General of Corrections Haliru Nababa, FICMC mni. Which include Professionalism, Integrity, Discipline, Teamwork, Human Dignity, Bravery, Loyalty and Respect for diversity. He made this call while on his maiden Quarterly Inspection to Custodial Centres and other Correctional formations in the State Command.

CC Ogunsakin encouraged the officers to cooperate with their officers in charge. He noted that the peace and calm of the yards, are of utmost importance and paramount to engendering proper correctional measures, and for a highly effective reformatory and rehabilitative processes.

He urged the officers to adhere strictly to the directives of CGC on the proper usage of social media which should be for personal growth and development and progress of the service, cautioning that wrong use of social media will attract disciplinary measures.

He also admonished the inmates to be of good behaviours and maintain peace at all times. According to him diligence, dedication and hard work should be their watchword for a greater future in the larger society after their discharge. He encourages them to enroll into one of the reformatory programmes available in the centre.

The inspection which commenced on Wednesday, 3rd August, 2022 ended on Thursday 4th August, 2022. The formations visited include, Ilesa Custodial Centre, Medium Security Custodial Centre, Ile-Ife, Correctional Furniture Cottage Industry, Ilesa and Dog unit (K-9).

Ogunsakin inspected the cells and kitchens in both custodial Centers to ascertain the compliance of the inmates' living condition is in tandem with the United Nations Standard Minimum Rules for the Treatment Offenders. He interacted with inmates to get first hand information on their aspirations and challenges. He equally listened to their complaints with the aim of proffering solution to them.

The Controller had earlier inspected the site of ongoing construction of perimeter wall at Ile -Ife Custodial Centre to assess the level of the project.

The officers in charge Ile-Ife Custodial Centre, DCC Femi Tolorunshagba, Ilesa Custodial Centre, DCC Oghenevkwe Johnbull Saudje, head of Dog Unit (K-9), ACC Adedayo Ogunsanya and General Manager, Correctional Furniture Cottage Industry, CSC Joseph Akinso, all appreciated the Controller for his sustained efforts in ensuring that they leave above board in the discharge of duties and responsibilities. They assured him of their unwavering loyalty and support all through his tenure as the substantive Controller of the State Command.

512 INMATES ENROLLED ON NATIONAL ID IN OSUN

No fewer than 512 inmates of Nigerian Correctional Service, Osun State Command have been captured and enrolled by National Identity Management Commission(NIMC) on the national identity database with their unique National Identity Number(NIN) allocated to them.

CC Olanrewaju Amoran, Controller of Corrections, Osun State Command, gave the figure in an interview in Osogbo on Tuesday, 18th January, 2022.

He noted that the capturing and enrollment of inmates will be a continuous exercise, which has to be sustained to cater for more inmates and new ones without NIN.

258 of the inmates are from Ilesa Custodial Centre, while 254 are from Ile- Ife Medium Security Custodial Centre.

According to the Controller, the exercise will complement the existing and already deployed Correctional Information Management System (CIMS) at the Custodial Centres. CIMS is designed by Nigerian Correctional Service (NCoS) for timely, and effective collection, storage and processing of inmates data for record purpose and access to justice.

He commended the commitment, diligence and sincerity of purpose of the State Co-ordinator, NIMC, Dr (Mrs) Omolara Idah and her officials in dutifully carrying out the enrollment exercises.

The exercise is in tandem with Controller General of Corrections (CGC), Haliru Nababa, FICMC, mni visit to the Director General/Chief Executive Officer of NIMC, Engr Aliyu Azeez Abubakar on 16th December, 2021 to finalize the process of red-flagging fleeing inmates through harmonisation and sharing of inmates data already captured by NIMC, in online transactions.

NCoS' PARTNERS INEC ON OSUN Gubernatorial ELECTION

The Controller of Corrections, Osun State Command, CC Olanrewaju Amoran, has assures the Independent National Electoral Commission (INEC) on security for the successful conduct of Osun State Gubernatorial election, slated for 16th July, 2022.

Amoran gave the assurance while playing host to the new Resident Electoral Commissioner (REC), Osun State, Prof. Abdulganiy Olayinka Raji who was on courtesy visit, at the State Headquarters, Osogbo on Monday 17th January, 2022.

The Controller assured the REC of the full cooperation of the service when the need arises. In his words, "as a security agent we promise you the best. We are advocate of peace and tranquility. We have well qualified officers who can provide adequate security during elections."

He affirmed that his officers' performances during election duties have been outstanding. Previous elections duty reports lay credence to this, which were remarkable and noteworthy. He also said he looks forward to having a good and robust working relationship with the REC.

Earlier in his speech, Prof. Raji thanked the Controller for the warm reception accorded him and his entourage. He explained the importance of the visit, being that NCoS has been a critical stakeholder in the conduct of free, fair and credible elections in Nigeria. He appreciates the service for the good works being done, and pledges to continuously be in touch with the Service.

NCoS is a member of Inter-Agengy Consultative Committee on Election Security (ICCES), at the Federal, State and local government levels.

Part of REC's entourage are Ag. Administrative Secretary, Mrs Folake Agboola and other HODs.

Highlights of the visit includes presentation of gifts and group photograph.

JAILBREAK AT ILE IFE CUSTODIAL CENTRE: UPDATE

Following the successful containment of an attempted jailbreak at Ile-Ife Custodial Centre, Osun State on 4th January 2022, I wish to state that normalcy has been restored in the facility.
Recall that at about 1148 hours, during a routine open-out of inmates for daily exercises, the inmates in a particular cell attacked the officers on duty and succeeded in breaking out more inmates from other cells.

Having overpowered the officers due to their large number, surged to the main gate in a bid to break out from jail.
While the officers trapped within the yard where being manhandled, the ensuing confrontation between the escaping inmates and the armed personnel on guard duty resulted in four (4) of the inmates being imobilised. They were taken to the hospital for medical attention. Two (2) of the injured inmates later lost their lives while the remaining 2 are still in the hospital responding to treatment.

Controller of Corrections, CC Olanrewaju Amoran was on ground to assess the situation.

He assures members of the public that the inmates are in safe custody and normalcy has returned to the yard while investigation is ongoing
