*SIR ISRAEL O. EGBUNEFU FCTI: ONE YEAR OF REVENUE REFORMS AT RIRS*

One year ago, Sir Israel Onwuanaku Egbunefu FCTI assumed office as Executive Chairman of the Rivers State Internal Revenue Service (RIRS), with a clear mandate to strengthen revenue administration and build a more transparent, efficient and technology-driven system.

In one year, his administration has recorded significant progress in *revenue growth, digitalisation, centralised collection, revenue intelligence, leakage control and electronic payment systems*, with monthly collections reported to have more than doubled.

The administration has also intensified the fight against revenue touting, fake tax agents, unauthorised collections and multiple taxation, while strengthening taxpayer education, protection and voluntary compliance.

Through strategic partnerships, stronger collaboration with Local Governments, IPSAS-aligned revenue administration and improved auditability, RIRS is steadily moving from traditional tax collection towards *modern revenue governance built on transparency, accountability and technology*.

As Sir Israel marks one year in office, the focus remains on *sustainable revenue growth, a fairer tax environment, improved workers’ welfare and a stronger fiscal foundation for the development of Rivers State.*

The Executive Chairman of the Rivers State Internal Revenue Service, Sir Israel Egbunefu was presented an award by the Leadership of AKONAKI, a cultural organization in collaboration with Rivers State Council for Arts and Culture.

The award of Excellence was given in appreciation for the organizations support and partnership in the just concluded 15th edition of AKONAKI, held at the Agbani Daerego Hall.

*HIGHLIGHT OF THE VISIT OF THE NDIGBO COMMUNITY RIVERS STATE.*

The Chairman of the Rivers State Internal Revenue Service, Sir Israel Egbunefu, received a delegation from the Ndigbo Community Rivers State.

The group represented by the President General, Mr Chidi Emmanuel explained that they are representatives from the five (5) South-East States resident in Rivers State

In his speech, he explained the challenges faced by the Ndigbo Community operating different businesses in the state, particularly the issue of double taxation and multiplicity of taxes, Hence, the need to reach out to the Board to clarify on which agencies are in charge of the collection of the various taxes.

In his response, the Chairman, Sir Israel Egbunefu appreciated their efforts in reaching out to the Board for better clarity. He acknowledged that there are indeed fake demand notices circulating in the State and fake agents posing as Internal Revenue agents, However it was important that verification be made to certify that they are indeed from the Board.

He further reiterated that the problem of double taxation has been addressed by the new tax law. He also added that the issue of fake agents will be soon be a thing of the past as all letters and instruments emanating from the board will have a QR Code. He advised that as an organization, they need to form a team to resist fake agents and demand notices.

In an effort to ensure that all members of the Ndigbo Community are fully in the tax net, the RIRS Chairman informed the representatives that the informal sector will come and register their members and a tax ID given to them as it is mandatory that all members have their Tax ID.

The Chairman further revealed that the board intends to enter a collaboration with some local governments in the State with the aim of harmonization of collections.
He declared that if there is co-operation with the board, most of the problems will be stopped.

Sir Israel O. Egbunefu, FCTI Receives Rotary Leadership & Public Service Award

The Executive Chairman of the Rivers State Internal Revenue Service (RIRS), Sir Israel O. Egbunefu, FCTI, has been honoured with the prestigious Rotary Leadership & Public Service Award in recognition of his outstanding leadership, integrity, and unwavering commitment to public service.

The award was presented during the installation ceremony of Rotarian Bose Anita Elias (PHF) as the 7th President of Rotary Club of Port Harcourt Rebisi Kingdom which held at Golden Tulip Hotel, Stadium Road, (formerly LA Kings) on Sunday, the 19th day of July, 2026. The programme witnessed also the presentation of awards, inauguration of Board of Directors, Induction of New Members and launching of Community Service Projects.

Presenting the award, Mrs. Ijeoma Pearl Okoro, Rotary Trustee in Rivers State, extolled Sir Israel's leadership qualities, particularly his integrity, fairness, accountability, and dedication to public service. The presentation was witnessed by his wife, a foundational member of the Rotary family.

In his remarks, Sir Israel thanked the Rotary family for the honour and reaffirmed his commitment to supporting Rotary Clubs across Port Harcourt and Rivers State as they continue to execute impactful humanitarian projects. Drawing from his experience as a former President of the Rotaract Club of Port Harcourt Township, he described Rotary as a platform that shaped his passion for service and leadership.

His wife also expressed gratitude, noting that they met through the Rotaract movement and would always remain indebted to the Rotary family for the values and relationships it fostered.

The event attracted Past Presidents, Governors, Educators, Philanthropists, Traditional Rulers, Political Class, Businessmen and Women, Rotarians, Rotaractors, interactors, professionals, community leaders, and distinguished guests committed to advancing Rotary's ideal of Service Above Self.
