VISUAL PRIVATE NETWORK (VPN) TO BE ESTABLISHED IN AKS.
A visual private network is to be established in Akwa Ibom State soon.
The Commissioner, Ministry of Science and Technology, Dr. Mrs. Elizabeth Obot who disclosed this at the end of year party organized for staff of her Ministry said the communication network is one of the projects to be executed by her Ministry 1st quarter of next year.
Dr. Obot said with visual private network, the entire 31 Local Government Areas of the State as well as individuals would be linked to internet thereby making internet accessibility easier.
The Commissioner also disclosed the intention of the State Government to establish a central Data Bank which would serve as a documentation Centre for the storage and retrieval of Government Information.
She enumerated the achievements of the Ministry under her to include, renovation of the Commissioner’s office, payment of internet subscription for E- library, receipt of 3 additional access code from JAMB for E- library and ICT Academy of the Ministry, successfully trained 1st batch of youths on Oracle management and another 1,000 on Micro-work among others.
Dr. Obot thanked God for his benevolence over the ministry expressing the optimism that the ministry would achieve more in the coming year.
Earlier the permanent Secretary, Ministry of Science and Technology, Dr. Nestor Udoh said he has enjoyed working with the Hon. Commissioner, describing her as a role model.
The permanent Secretary expressed gratitude to God for the lives of the staff and encouraged them to be more committed to their assigned responsibilities to aid the growth of the State civil service.
Dr. Udo acknowledged the support of the State Governor, Mr Udom Emmanuel to the ministry of Science and Technology assuring that the ministry was on hand to ensure the actualization of the dream of industrialization of the State by the Governor.
In his goodwill message, the Union Chairman of the Ministry, Comrade Kelvin Etim Ating commended the Commissioner for achieving so much under a very short period attributing the success recorded to the cordial relationship between the Hon. Commissioner and the Permanent Secretary.
Comrade Ating appealed to the Commissioner to consider the payment of hazard allowance to Scientific Officers and welfare package to staff who were bereaved.

300 UNEMPLOYED GRADUATES OF AKWA IBOM STATE ORIGIN GRADUATE FROM THE NNPC/MOBIL GRADUATE ASSISTANCE PROGRAMME (GAP)
A total of three hundred unemployed graduates of Akwa Ibom origin have graduated from the State NNPC/Mobil Graduate Assistance Programme (GAP).
This is the outcome of memorandum signed by the State Government in 2008 with Mobil Producing Nigeria to train unemployed graduates of the State on ICT to make them self -reliant.
Speaking at the closing ceremony and graduation of the trainees of the GAP Programme, the State Governor, Mr. Udom Emmanuel reiterated the commitment of his administration to ensure that youths of the State are equipped with relevant skills, worth and value that are required by mega organizations around the globe.
Governor Udom Emmanuel, represented by the Commissioner, Ministry of Science and Technology, Dr. Mrs. Elizabeth Obot, said the programme has helped to bridge the gap between school and work as well as lunch the graduates into the world of work as it has provided the needed skills to become part of the larger society.
The Governor stated that the Graduate Assistance Programme had also delivered on self-goals of training for the three hundred unemployed graduates and provided them with the corresponding knowledge to be gainfully employed.
He thanked NNPC/Mobil Joint Venture and Knowledge partners for sharing in the State Government’s vision and passion for youth development and improvement of their employable skills.
Mr. Udom Emmanuel lamented at the recent statistics of unemployment rate world over of 80% saying with programmes like GAP, there is hope and assurance that one day we would be out of the woods.
The Hon Commissioner, Ministry of Science & Technology, Dr. Mrs. Elizabeth noted that we cannot profess globalization and fail to key into programmes that will prepare youths of the State to become key actors in the global technology.
The commissioner who was represented by the Permanent Secretary in the Ministry, Dr. Nestor Udo said the programme started in 2008 with the signing of MOU between Akwa Ibom State Government and Exxon Mobil and has so far trained 750 graduates in batches in various disciplines, adding that 70% of them are engaged in the private sector or gainfully self-employed.
Dr. Elizabeth Obot expressed gratitude to Akwa Ibom State Government, Exxon Mobil for their foresight in funding and driving the programme and appealed to them to consider making the programme permanent feature of ICT knowledge dispensation to ensure that there are no gaps in knowledge of ICT among the youths who form the critical mass of the workforce in the quest for industrialization.
In his remarks, the General Manger, Public & Government Affairs, Mobil Producing Nigeria, Mr. Paul Arinze said the Graduate Assistance Programme was designed to enhance the employability and entrepreneurial capacity of unemployed graduates in the State through provision of Information Communication and Technology (ICT) skills and enterprise development know-how while also addressing the dearth of ICT manpower in Akwa Ibom State.
Mr. Paul Arinze who was presented by the Manger Government and Public Affairs Joint Venture operation, Mrs. Regina Udobong stated that more than three hundred million naira (N 300,000,000.00) has been invested in GAP in the past six years.
The General Manager also disclosed that NNPC/MPN Joint Venture in 2011 commenced a pilot 6-year secondary school scholarship programme for indigent but very bright students in public primary schools to private secondary schools with boarding facilities within Akwa Ibom State.
He explained that the pilot edition captured the interest of only 20 beneficiaries but with the expansion of the scope of the programme in 2014 to cover the entire State, 101 students have so far benefited from the education support programme adding that 75 fresh students were selected for the programme in 2015, bringing the number of beneficiaries to 194.
Mr. Arinze commended the CEO of knowledge partners Limited (KPL)/International Business Machines (IBM) Mr. George Inyangette for preserving and effectively implementing the initiative.
The Chairman on the occasion, Mr. Gabriel Ukpe advised the graduands to make the best use of the knowledge imparted to them in order to contribute positively to the development of the State.
Mr. Ukpe commended Mobil producing Nigeria for their foresight in embarking on the ICT programme and called on other multi-National Companies operating in the State to take a cue from Mobil’s kind gesture.
In his remarks, the CEO of Knowledge Partners Limited / International Business Machine, Mr. George Inyangette, expressed gratitude to the State Government and EXXON Mobil for the opportunity given him to contribute to the empowerment of the youths of the State.

It is with my uttermost joy that I welcome you all to Akwa Ibom State, the The Executive Vice Chairman and everyone here present.
When I got the invitation from the workshop facilitator I was not only impressed by the theme -ACHIEVING COMPETITIVENESS, INCLUSIVE GROWTH AND SUSTAINABILITY IN THE ICT SECTOR, but elated.
There is no better time than now to awaken the drive of the people to productivity and financial independence especially in the ICT Sector as I strongly believe ICT has the capacity to drive the nation’s economy, boost development and also become a source of revenue.
Nigeria as a fast growing market in ICT and Akwa Ibom state aim at taking the lead and to become a power house for the development of ICT in Nigeria. This is evident in the plans and programs of the amiable Governor of the State Deacon Udom Emmanuel who understands that in the nearest future, ICT and Technology will be the main driver of the Nation’s economy and the journey to that future begins today.
This is why the Government of Akwa Ibom State is today laying massive ICT infrastructure for the state and engaging its youths in core ICT programs to bridge the skill gap between manpower and modern ICT solutions to be better equipped for the future.
Some of the plans and programs for ICT of this administration include:
The development of a state wide VPN infrastructure for the state that will serve as a pivot point to drive eGovernance in the State.
The development of technology incubation centers to groom state owned tech start-ups.
Youth training and certification on core ICT tools such as the just concluded program initiated by the federal Government and the on-going oracle training and certification program.
ICT fairs create awareness to modern ICT solutions.
Therefore I commend your Willingness to partner with other governmental and private bodies to further develop ICT in the state.
The advantage of the utilization of the ICT Sector cannot be over emphasized, as it cuts across all other sectors of the economy including Agriculture, Health, Education E.T.C. and has been known to attract other benefits such as:
Increase in Gross Domestic Product
Attraction of foreign investors
Creation of ICT –related jobs
New employment opportunities
Increase in Income Tax, from increased business activities.
Let me briefly highlight perspectives for youth empowerment with innovation and enterprise that can change the unemployment indices in Nigeria.
Provision of ICT Infrastructure. (Technology and Enterprise Incubators)
Creating an enabling environment for growth in implementation of skills and research for more innovative and brilliant solutions.
It is also a divine timing as this workshop was scheduled to happen in Akwa Ibom State as we have already begun various ICT Projects; some on blueprint , some in motion and some completed.
ICT Infrastructure should be prioritized and integrated as a basic infrastructure and necessity. Parastatals should have detailed infrastructure designs set up and implement it.
I propose a Technovation Hub for Nigeria, which would be a powerhouse for research, Training, Capacity Building and skill endorsement.
The Youths can be engaged with the awareness campaigns and the already enlightened ones can take advantage of the knowledge centre and build more productivity.
Youth Empowerment through Training and Government inter-agency partnerships.
The Government, at Federal, State and Local level can partner alongside development support organizations and organized private sector to enable and nurture the emergence of tech start-ups driven by the youths.
Training is a vital factor in Technology, Standardized and Professional bodies and ICT Stakeholders can partner with the Government to erect training Institutions with hands on practice and simulators of real life ICT scenarios and the possible solutions.
These can be achieved through strategic Partnerships and Mentorship also Funding through Investors, Grants and Loans.
I know you have noticed the wonderful Structures reflecting on the slides. These are Government structures that can be moved to the next level to maximize their potential through Partnership with Private entities, Government and Government Agencies.
The Proposed Technovation Hub can be integrated into some existing structures we have here in the State.
1. Ibom elibrary /Resource
The Ibom Elibrary/Resource Center has about 30 million E –resources which cuts across all disciplines, it is also a hybrid library as physical books also exist.
It is not just a library but also a resource center with a variety of services ranging from a 10-language lab , to a 350 Computer based Testing Center .
It also has an international Testing Center where ICT Certifications exams can be taken , a 20 seat Smart Class room with an interactive board , a 250 Seat Amphitheater with Video conferencing Facility and an amazing Children’s Multimedia Unit.
2. The Ibom Science and Technology park
It would be a great opportunity to take you all on a tour if time permits to enlighten you more on the operations and possibilities of Partnerships and Investment with the State Government.
Finally, Two Proofs that this Concept has worked is the Silicon Valley and Nailab Tech Hub.
Silicon Valley USA
Silicon Valley is home to hundreds of start-up and global technology companies, with Google, Apple and Facebook among the most prominent.
Nailab Tech Incubation program- Kenya
Nailab was given the responsibility of developing ICT businesses hence creating jobs and wealth which is the goals of Vision 2030. Two batches of ICT start-ups have been incubated by 2014 with the target been to incubate at least 30 start-ups across the country in 3-years.
I believe it is time to rise up and carry out our mandates, these goals are achievable as well in our great nation, as we deliberate and discuss issues in ICT during this strategic workshop, we would produce tangible strategies and solution.

1000 YOUTHS BEGIN MICRO-WORK TRAINING AS BENEFICIARIES OF ORACLE TRAINING CERTIFIED
Akwa Ibom State Government has flagged-off youth training programme aimed at exposing them to acquire skills in Information and Communication Technology (ICT) as part of its empowerment programme.
The programme which is on micro-work training is being conducted in conjunction with the Federal Ministry of Communication Technology and supported by the Rockefeller Foundation.
The Hon. Commissioner, Ministry of Science and Technology, Dr. (Mrs) Elizabeth Obot while flagging off the training programme for 1000 unemployed youths of the state in Uyo disclosed that the first set of youth trained in oracle programme in August this year will be certified and sponsored for further International exams by the State Government.
Dr. Obot maintained that the Ministry was focused on realizing the vision of the Governor to make Akwa Ibom Youth become key players in the globalized economy through the development of ICT skills.
She explained that the Government is investing in youths training to ensure that they become competent to occupy certain offices, apply for any job available anywhere in the world and have the capacity to run the industries to be built in the state, adding that a center will soon be approved in Akwa Ibom for all international professional online examinations.
The international exams she said included Microsoft Office Specialist, Microsoft Certified System Expert, CISCO, Oracle Certified Programme, COMPTIA A+, COMPTIA NETWORK A+, Project+ among others.
The Hon. Commissioner also announced the establishment of Digital Bridge Institute (DBI) which is the first of its kind in the South-south Region, stating that (DBI) is a training institute that is open to the public for ICT training and managed by the Nigerian Communications Commission (NCC). She added that its establishment in the state will boost high capacity development in the area of ICT.
According to her, such centers only existed in Enugu, Abuja, Kano and Lagos before the proposed center in Akwa Ibom.
Appreciating Akwa Ibom State Government for investing heavily on training youths in ICT, Dr. Obot revealed that the training of the 1000 youths in Micro-work is to adequately prepare youths of the state to access online - digital jobs maintaining that already, the training has taken place in 19 states of the federation with the estimation that more than 1000 jobs are available online daily on various platforms with an average income of between $1,000 and $4,000 monthly according to industry sources.
The Commissioner advised the beneficiaries of the Micro-work programme to reciprocate government's benevolence by being of good behavior during the training urging them to be good ambassadors in the quest of government to improve the lot of youths and society in general.
The representative of the Permanent Secretary, Ministry of Science and Technology, Mrs Mfon Otuekong Ukut, restated that the training was government's move to empower youths to be self-reliant assuring that the training will be beneficial in job creation and urged beneficiaries to take it seriously in order to tap the full benefits.
The programme Engineer, Federal Ministry of Communication Technology, Mr. Dauda Sampson explained that the training started in March 2013 and is focused on helping youths find jobs online and reduce poverty.
Mr. Sampson said his Ministry intends to train 30,000 unemployed youths across the federation and out of which 17,000 have so far been trained in 18 states, Akwa Ibom being 19th in the series of training.
The Special Assistant to the Governor on Political Matters, Comrade Ini Ememobong explained further that Micro-work specifically describes breakdown of large block of job or work into smaller chunks and distributed across the internet for job seekers all over the world.
Mr. Ememobong said the training will offer Akwa Ibom Youths the opportunity to use their time in making money online instead of peddling rumors online and insulting elders.
