AKWA IBOM STATE GOVERNMENT SETTLES 2015 GRATUITY

Akwa Ibom State Governor, Mr. Udom Emmanuel has released money for the payment of gratuity to retired Civil Servants in the State.

The Accountant General of Akwa Ibom State, Pastor Uwem Andrew-Essien in a letter made available to journalists in his office indicates that the money is for the payment of the 306 retired Civil Servants who were scheduled for December, 2015 gratuity.

Within the year, Pastor Andrew-Essien disclosed that Government has equally paid staff salary arrears to 1,227 workers, civil servants pension arrears to 4,304 pensioners as well as 2015 employment arrears to 2,249 civil servants.

The Accountant General Stated that with the completion of the payment of 2015 gratuity, the State Government has commenced the compilation of names of Civil servants who retired in 2016, saying payments is done in batches in view of the huge amount involved.

He maintained that as a government responsible and committed to the wellbeing of her citizenry, all entitlements to civil servants both serving and retired would continue to remain a priority of the Governor Udom Emmanuel led-administration.

PENSION VERIFICATION EXERCISE

The Office of the Accountant General of Akwa Ibom State is conducting Pensioners’ Verification Exercise for all retired Civil Servants in the State, including retired teachers.

A release signed by The Head of Department Inspectorate, Office of the Accountant General, Mr. Edim Uwatt on behalf of the Accountant General indicates that the verification exercise would be conducted on Senatorial Districts basis across the state.

According to the release, the exercise will commence with Ikot Ekepene Senatorial District on the 16th to 19th of April 2018 at the respective Sub Treasury of each Local Government Area making Ikot Ekepene Senatorial District by 9am daily.

Pastor Uwem Andrew-Essien said Eket Senatorial District would have its turn on the 23rd to 26th of April 2018 at the respective sub Treasury of each Local Government Area in Eket Senatorial District.

Uyo Senatorial District pensioners according to the release, would be screened on the 30th to 3rd of May, 2018 at the respective sub Treasury of Local Government Area in Uyo Senatorial District, while Uyo Sub Treasury would appear for the verification exercise between 7th to 10th of May, 2018 at the Civil Service auditorium, Idongesit Nkanga Secretariat, Uyo.


Consequently, the state Accountant General, Pastor Uwem Andrew Essien is inviting all pensioners in the state service including retired teachers to physically appear for the verification exercise on the date scheduled for their respective Senatorial Districts by 9am daily with the following documents:

Pensioner’s Identity Card, Letter of 1st Appointment, Confirmation/Ratification of Appointment, Last Promotion, Retirement Letter, White/Blue Paper, Change of Name and Bank Verification Number.

A'IBOM ACCOUNTANT GENERAL TASKS YOUTHS TO CULTIVATE HELPING SPIRIT

The Accountant General of Akwa Ibom State, by Pastor Uwem Essien, has charged young people in the State, to cultivate the spirit of lending a helping hand to those in need.

Pastor Essien gave the admonition, Sunday, while speaking at the Monthly Congress of The 20 Questions Club, held at the Bush House Nigeria Headquarters, Akwa Ima Estate, Uyo.


Pastor Essien who spoke on the topic: "The Spirit of Help and Volunteerism" drawn from 1st Corinthians 12:28, urged young people to always lend a helping to others in every area of life, adding that the reward for such gesture is usually from God.

"The help you render is a seed, it has a way of coming back. It gives you joy and happiness, and you will be blessed on the day of trouble. You need to help sacrificially and cheerfully. Help people tirelessly, don't complain, people will keep coming for help, if you can't help at that moment, be polite to say it. Make helping people your lifestyle because on the day you need help, God will bring people to help you", he said.

He said those with the gift of help are those who can render assistance to others with compassion and grace, stressing that Christians need the grace of God to always render help.

The State Accountant General who cited the types of help to include physical, financial, social etc., stressed that one must not only be financially buoyant to render help, but however help could come in any form.

"We need to learn how to render help to each other. Everybody needs help and can render help. If you help someone push a car on the road, that is help. For every help you render today, there is a reward sooner or latter", he concluded.

Pastor Essien described God as the greatest source of help, but however wondered why churches today are not harping on the need for help and assistance, and further warned people against taking undue advantage of helpers.

Also speaking, President of Bush House Nigeria, Akparawa Micheal Bush, lauded Pastor Essien for his lofty role in the Club, which he said has facilitated the training of twenty members in Cake Making.

"Through your instrumentality, we have started soft loans for our members. On Friday, we will be giving out either a Million Naira or more to members. We asked them to write business proposals, rather than look for jobs", Mr Bush said.

Earlier, the Director General of the Club, Mr Usoro Peters sued for commitment from members, urging them to brace up for the tasks ahead of them.

"Don't look at how hectic the activities of the Club may be. We are learning and we're doing this for humanity", he said.

Highpoint of the meeting was a spacial interactive session between the Account General and members of the Club.

AKS ACCOUNTANT GENERAL INAUGURATES "ONLY BELIEVE CARE FOUNDATION"

The 14th of February every year has been set aside by World Health Organisation as World Cancer day. To mark this year's cancer day in Akwa Ibom State, "Only Believe Care Foundation" a nonprofit organisation embarked on a free medical test and cancer awareness campaign in Awa Ward 4 in Onna Local Government Area.

Inaugurating the Foundation over the weekend at the Uforo Small Business MPCs hall Atiamkpat, the Accountant General, Pastor Uwem Andrew-Essien called on the people of the area to pay particular attention to their health, describing good health as an asset bestowed on man by God.

Pastor Andrew-Essien expressed happiness that through the effort of NGO's much awareness has been created on cancer which before now was seen as witchcraft attack and encouraged the people to subject themselves to regular medical checks provided by Government and Non-Governmental Organisations such as Only Believe Care Foundation.

The Accountant General lauded the State Government's effort at providing better health care to the people of Akwa Ibom and his wife Martha, the visioner of Family Empowerment and Youth Orientation Path-Initiative (FEYREP) , the project which according to him has given Only Believe Care Foundation the wings to fly.

The wife of the member representing Onna State Constituency in the State House of Assembly, Mrs. Ndifreke Nse Essien lauded the President of Only Believe Care Foundation on her foresight and vision at floating the Foundation and pledged her support to the NGO.

Setting the tone for the event the President of Only Believe Care Foundation, Deaconess Ima Uwem Andrew-Essien said the NGO was established among other things to create awareness on breast cancer and other related cases as well as promote health and wellness among women and children.

Deaconess Andrew-Essien said this year's team "We can, I can" was apt considering the number of casualties recorded due to lack of awareness on the illness adding that the goal of the World Cancer Day is to significantly reduce illness and death caused by cancer by 2020.

She said the vision of the Foundation is in the line with that of the wife of the Governor, Mrs. Martha Udom Emmanuel whose aim is to change the future of Akwa Ibom State Women.

She assured that the other wards in the Local Government Area would be carried along in the programme and called on well-meaning Nigerians to support her pet projects.

Goodwill messages came from the wife Onna Local Government Chairman, Mrs. Ekaette Imo Atat, wife of the Paramount Ruler of Onna, Her Royal Majesty, Obonganwan Nnwaowo Ray Inyang, and Sterling Bank.

The event featured lectures, free cancer screening, general body check and drug administration.

ACCOUNTANT GENERAL OF AKWA IBOM STATE INAUGURATES FINANCIAL REGULATIONS COMMITTEE

A 12 man committee to review the Financial Regulations of Akwa Ibom State has been inaugurated by the Accountant General of Akwa Ibom State, Pastor Uwem Andrew-Essien.

Performing the ceremony Wednesday in his office, the Accountant General observed that the Financial Regulations of the State was reviewed last in 2003, adding that between 2003 and 2018; a lot of changes and reforms have taken place in the accounting practice especially in the public sector.

Pastor Uwem Andrew-Essien further stated that the State Civil Service has witnessed reforms and changes which have not been captured by the current Financial Regulations, one reason that informed the review to meet the requirements of the International Public Sector Accounting Standards (IPSAS).

The Accountant General said the review of the State Financial Regulations was part of the recommendations by the House of Assembly Public Account Committee during the consideration of 2015 audited account of Akwa Ibom State Government.

He acknowledged the fact that committee members have very tight schedule, but advised them to live above board noting that their selection was based on good track record expressing the optimism that they would bring their wealth of experience to bear in the discharge of their duties.

The terms of reference of the committee among other things include; the review and production of Akwa Ibom State Financial Regulations.



The Director Audit, Office of the State Auditor General, Mr. Godwin Udo in his remarks thanked the Accountant General for the opportunity given them to contribute to the growth of the State Civil Service, assuring that they will not betray the confidence reposed in them by the Accountant General.

Mr. Udo assured that the committee would come up with regulations that would compete favorably with those of other States of the Federation.

Members of the committee are drawn from the Office of the Accountant General, Ministry of Finance, Board of Internal Revenue, Office of the Head of Civil Service, Office of the Auditor General and State Budget Office.

The committee which has three months to submit its report is headed by the Accountant General, Pastor Uwem Andrew-Essien, while Pastor Ibok Felix Ibok is the secretary.

AKWA IBOM STATE GOVERNMENT IS COMMITTED TO THE WELFARE OF CIVIL SERVANTS - ACCOUNTANT GENERAL

The Accountant General of Akwa Ibom State Pastor Uwem Andrew-Essien has again spoken of the commitment of the Government of Akwa Ibom State to ensuring that staff welfare takes the centre stage of his administration.

The Accountant General stated this when he received a delegation of Association of Senior Civil Servants of Nigeria Akwa Ibom State branch and the youth wing of Nigeria Labour Congress, Akwa Ibom State chapter who paid him a courtesy visit in his office on Thursday.

Pastor Uwem Andrew-Essien hinted that the State Government has paid pensioners up to date while October 2015 gratuity has also been paid and called on those who retired in October 2015 to visit appropriate quarters to get their gratuity adding that names of the affected retirees have been published at the Accountant Generals Office.

He pleaded with retirees who are yet to get their gratuity to exercise patience as the gratuity would be paid in batches in view of the huge amount involved.

The Accountant General told the Union members that since his assumption of office, salaries have been paid as at when due.

He thanked the labour Union for the support extended to the Governor and sued for more to enable the Governor provide more dividends of Democracy to the people of the State.

Earlier, the chairman, Association of Senior Civil Servants, Akwa Ibom State Branch, Comrade Sam Umiom expressed worry over what he called revenue leakage in some MDAs and appealed to the Accountant General to step into the matter.

In his remarks, the president Nigeria Labour Congress Youth Wing, Akwa Ibom State Council Comrade Joseph John lauded Governor Udom Emmanuel on the prompt-payment of salaries, granting car loan facilities to workers, and payment of pension to retirees and however appealed for the release and payment of 7.5 percent contributory pension refund to workers who are yet to receive theirs.

Comrade John sued for the Accountant Generals support to enable the Union host its 2nd biennial youth summit coming up later in the year.

The chairman Trade Union Congress, and Secretary, Association of Senior Civil Servants, Comrade Akamba Awah pledged the support of the Union to Governor Udom Emmanuel led administration.

ACCOUNTANT GENERAL OF AKS HONOURED AS IBEREDEM MKPARAWA AFE ANANG.

The Accountant General of Akwa Ibom State, Pastor Uwem Andrew-Essien has been honoured as Iberedem Mkparawa Afe Anang.

Presenting the plaque to the Accountant General in his office Tuesday, the National President of the Socio- Cultural Organization, Adede Prince Uduak Akpan said the award was in recognition of the he Accountant General's role at fostering peace among the various ethnic groups in the State as well as his support to Afe Mkpara Anang.

Adede Akpan stated that the Organization was impressed by the level of commitment exhibited by the Accountant General in the discharge of his duties, describing him as a seasoned technocrat and a detrabalized Akwa Ibom son.

The National President who pledged the support of the Afe Mkparawa Anang to Governor Udom Emmanuel come 2019, maintained that the recent decamping of people from other Political Parties in Onna Local Government Area to the Peoples Democratic Party (PDP) was not unconnected with the pragmatic and inclusive leadership style of the Governor.

He said Onna Local Government Area and indeed the entire State was blessed to have a good spirited person like Governor Udom Emmanuel adding that " nobody can truncate the destiny of Onna people".

He hinted the Accountant General that the group has printed over 6,000 exercise books to be distributed to Secondary School students across the State in support of the free and compulsory education policy of the Governor Udom Emmanuel led administration noting that the Governor is a man who believes in the unity of the State and lauded him for appointing an industrious son of Anang as the Chief Judge of the State.

Receiving the plaque, the Accountant General, Pastor Uwem Andrew-Essien said he was humbled by the honour done him adding that it was a challenge on his part to work harder.

Pastor Uwem Essien praised Afe Mkparawa Anang on their achievements since her inception and called on other socio- Political groups to take a cue from them.

The Accountant General noted that the State Governor was a man with large heart and youth friendly who would stop at nothing towards ensuring that they are self-reliant.

"Governance needs physical energy and strength and our Governor is vibrant, strong, dynamic, agile and youth friend.

He explained that there was no rancour between Governor Udom Emmanuel and the Senate Minority Leader, Senator Godswill Akpabio, saying the relationship is strong and intact.

AKWA IBOM MEET YOUR ACCOUNTANT GENERAL

Pastor Andrew-Essien, Uwem Sunday: a Professional Accountant and a Public Servant in Akwa Ibom State Service, was born on 6th February, 1963 in Atiamkpat, Onna Local Government Area of Akwa Ibom State.

He commenced his formal education at Primary School, Atiamkpat (1970 to 1975), where he obtained his First School Leaving Certificate (FSLC), and proceeded to Community Secondary Commercial School, Ikot Akpan Ishiet (1975 to 1989), for his West African School Certificate (WASC).

In his quest for advanced education, he moved to study for his Higher School Certificate (1981 to 1983) at the then School of Arts and Science, Uyo and later proceeded to enroll for his B.Sc in Accounting at the University of Calabar, Calabar (1984 to 1987). He bags a Masters Degree in Business Administration (MBA) from the Prestigious University of Hartford, Connecticut (1992 to 1993).

Pastor Andrew-Essien was appointed Special Assistant (SA) to the Governor on Due Process in October 2015, a position he held till May 2016 when he was posted to the Office of Accountant-General as Director of Accounts. In December 2016, he was appointed Acting Accountant-General of Akwa Ibom State by His Excellency, Deacon Udom Emmanuel, Governor of Akwa Ibom State; and in that strategic capacity he had served with unmitigated diligence till August 17, 2017 when he was confirmed as Substantive Accountant-General of the State by the State Chief Executive.

He was Head of Accountancy Department, Akwa Ibom State Polytechnic, Ikot Osurua; External Assessor to various Polytechnics, and Resource Person to National Board of Technical Education. As an erudite Lecturer and distinguished Scholar, Pastor Uwem Andrew-Essien has published notable Accounting-based texts and scholarly journals, thirteen (13) of which are underlisted:

The Onna-born Accountant is a Member of many professional bodies. He is a Fellow, Institute of Chartered Accountants of Nigeria (FCA - 2010); Associate member, Institute of Chartered Accountants of Nigeria (ACA - 1992); and Associate member, Chartered Institute of Taxation of Nigeria (ACTI - 2015).

As a tested and proven Professional and Leader, he has served in many positions of high responsibilities, viz: Chairman, Institute of Chartered Accountants of Nigeria, Uyo and District Society (2013 to 2015); Treasurer, ICAN Eastern Districts Conference (2013 to 2014); Member, ICAN - ATSWA Committee (2015 to 2017) and Director, First Attempt Associates (ICAN Tutors) - 2001 to 2016.

The former polytechnic lecturer is a known devout Christian, a Pastor of Living Faith Church (Winners Chapel) who plays various lofty roles to inspire the growth of the body of Christ, particularly as leader of Crowd Control Unit of the Living Faith Church (2008 to 2009).

His pastoral role notwithstanding, he is still very much in touch with his Socio-cultural environment. His public-spirited disposition has earned him the prestigious title of Akparawa from a renowned socio-cultural organization in Africa, Mboho Mkparawa Ibibio. As Patron, Uyio Iwaad Awa and Founder, the Voice of the Electorates (VOTE) - two vibrant Socio-political organizations that have championed robust sensitization of Electorate in that part of Akwa Ibom State, his positive influence and relevance in his Socio-cultural milieu cannot be contested.

Uwem, as fondly called by his squash mates, was the captain of the squash section of the prestigious Uyo Sports Club (2008 to 2009), and he plays squash as his hobby.

He is happily married with Children.

ACHIEVEMENTS

From his inception as Accountant-General of the State, Pastor Uwem Andrew-Essien has creditably discharged his statutory functions of receipts and payments for the State Government. Some of his achievements that have direct bearing on his status as public-spirited Public Servant include the following:

Prompt and up-to-date payment of salaries and pensions to active and retired workers in the State Service.

Payment of backlog of gratuities to retirees up till October, 2015.

E-payment of corps Members Allowances in the State.

In the area of human capacity development, he has embarked on regular training of the State workers on ICT skills acquisition.

Trained Accounting Staff on proficiency in Public Sector accounting- practice.

Upgraded the ICT skills acquisition programmes in the Accountant- General's ICT Resource centre, and introduced and sustained the issuance of certificates to graduating trainees.

Publication of 2015 & 2016 Financial Statements of Akwa Ibom State Government, which has been circulated to all tiers of Government including the Federal Government.

Successfully transited the State from IPSAS cash to IPSAS Accrual Accounting in the financial reporting of the State Government, and painstakingly enforced the entrenchment of transparency, integrity and accountability in the Office via quality service delivery.

Renovation of dilapidated Sub-Treasuries.
Computerization of accounting system.
Re-invention of workers car loan project.
Continuous staff training.
