Bayelsa Marine and Blue Economy Ministry Holds July Thanksgiving, Celebrates Commissioner and Permanent Secretary as July-Born Celebrants

The Bayelsa State Ministry of Marine and Blue Economy has continued its tradition of monthly thanksgiving to God, even as it celebrated dedication and excellence among members of its workforce during the July edition of the event.

The programme, held on Friday, 31st July 2026, at the Ministry’s Conference Hall, was particularly special as it featured the celebration of the Honourable Commissioner, Dr. (Mrs.) Faith Izibenua Zibs-Godwin, and the Permanent Secretary, Madam Otrofanowei Powei, alongside other members of staff born in the month of July.

In addition to the birthday celebrations, the Ministry used the occasion to recognize and reward outstanding staff for their hard work, diligence and commitment to duty in the month of July.

Speaking at the event, Dr. Zibs-Godwin expressed gratitude to God for the gift of life and for another year of grace, noting that she counted it a special blessing to share her birth month with her co-celebrants, including the Permanent Secretary, Madam Otrofanowei Powei, and other members of staff. She described the thanksgiving as more than a tradition, but a deliberate act of humility before God, who she said had continued to sustain the Ministry and guide its affairs.

In her remarks, the Commissioner charged staff of the Ministry to continue to imbibe the spirit of gratitude and hard work as the gateway to sustainable progress. She congratulated all July-born celebrants and appreciated the entire staff for their continued support towards the realization of the Ministry’s mandate under the leadership of Governor Douye Diri.

Diri Urges Coastal States to Drive Nigeria's Blue Economy, Appoints Agge Seaport Transaction Adviser

The Governor of Bayelsa State, His Excellency Douye Diri, Thursday, called on Nigeria's coastal states to take the lead in unlocking the country's vast marine and aquatic resources for sustainable economic growth, insisting that the nation's blue economy can only attain its full potential through stronger sub-national participation. The governor, who also announced the appointment of a Transaction Adviser for the proposed Agge Deep Seaport, made the call while delivering the keynote address at the Federal Ministry of Marine and Blue Economy's Second Quarter 2026 Citizens/Stakeholders' Engagement in Lagos.

Speaking on the theme, "Sub-National Leadership in Advancing Nigeria's Maritime and Blue Economy: The Bayelsa Experience and Pathways for Coastal State Development," Governor Diri said coastal states must transition from being mere spectators to active stakeholders in the maritime sector. He proposed five strategic pathways, including establishing dedicated blue economy institutions, enacting supportive legislation, strengthening coastal security, improving ocean data, and investing in maritime skills, fisheries and value chains.

The governor highlighted Bayelsa's leadership in the sector, noting that the state became the first in Nigeria to establish a full-fledged Ministry of Marine and Blue Economy in 2024, following the Federal Government's creation of the ministry in 2023.

According to him, Bayelsa has become a national model for institutionalising the blue economy at the sub-national level while transforming its rich marine resources into sustainable economic assets.

Governor Diri identified the Agge Deep Seaport as one of the state's flagship projects, describing it as a strategic gateway for regional trade, logistics, industrial development, fisheries exports and economic integration within the Gulf of Guinea.

He announced the appointment of a Transaction Adviser for the project and disclosed that the initiative has advanced to the inception report stage, while expressing appreciation to the Federal Ministry of Marine and Blue Economy for its continued collaboration.

The governor also revealed that the Bayelsa State Blue Economy Law is in its final stages of preparation and will provide the legal certainty needed to attract investment, protect marine ecosystems and guarantee the rights of coastal communities. He further highlighted the Bayelsa Aquaculture Village at Yenegwe, a 127-hectare facility designed as a major production, training and enterprise hub, featuring a hatchery capable of producing over three million fingerlings per cycle, 500 grow-out ponds and a fish feed mill with a daily production capacity of 20 tonnes.

Declaring the event open, the Minister of Marine and Blue Economy, Adegboyega Oyetola said effective implementation of Nigeria's blue economy policy requires strong collaboration among the Federal Government, state governments, the private sector and development partners.

Representing the Dangote Group, Simon Akin Omole remarked that Nigeria's blue economy would be defined by the country's collective determination to unlock its maritime potential for investment, industrialisation and shared prosperity.

The event attracted governors, lawmakers and major institutional stakeholders in Nigeria's maritime sector. Governor Diri was accompanied by the Bayelsa State Commissioner for Marine and Blue Economy, Dr. Mrs. Faith Izibenua Zibs-Godwin; Commissioner for Information, Orientation and Strategy, Ebiuwou Koku-Obiyai; Commissioner for Environment, Ben Ololo; General Manager of the Bayelsa Housing and Property Development Authority, Tonye Isenah; and former Managing Director of the Niger Delta Development Commission, Ndutimi Alaibe, and Director PRS in the Ministry of Marine and Blue Economy, Mr. Wakedei Davidson Ere. Their presence underscored Bayelsa's commitment to strengthening partnerships and advancing its blue economy agenda at both the state and national levels.

FG Reaffirms Commitment to Agge Deep Seaport, Targets Economic Transformation in Niger Delta

The Federal Government on Wednesday restated its commitment to the actualisation of the Agge Deep Seaport in Bayelsa State, saying the project remains a critical component of its strategy to expand Nigeria's maritime infrastructure, stimulate economic growth and unlock investment opportunities in the Niger Delta.

Minister of Marine and Blue Economy, Dr. Adegboyega Oyetola, CON, gave the assurance in a statement issued in Abuja on Wednesday 4th June, 2026, stressing that the Agge Deep Seaport remains a key priority of the Federal Government's efforts to unlock the vast potential of Nigeria's marine and blue economy sector.

According to the Minister, the project aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu and the administration's commitment to deploying transformative infrastructure to stimulate trade, industrialisation, and sustainable economic development.

He noted that the Agge Deep Seaport is a critical component of Nigeria's maritime expansion strategy and will strengthen the country's competitiveness in regional and global trade.

"The Agge Deep Seaport project is central to our vision of expanding Nigeria's maritime infrastructure and positioning the nation as a leading maritime hub in West Africa. Beyond enhancing trade and logistics, the project will create thousands of direct and indirect jobs, attract investments, and stimulate economic activities across the Niger Delta and the country at large," Oyetola stated.

The Minister disclosed that the Federal Ministry of Marine and Blue Economy is working closely with the Bayelsa State Government and other critical stakeholders to ensure the successful delivery of the project within the shortest possible time.

He explained that upon completion, the deep seaport will serve as a major maritime gateway in the South-South region, ease pressure on existing ports, facilitate international trade, and unlock new opportunities across key sectors of the blue economy.

Oyetola further highlighted the immense prospects the project will create in logistics, fisheries, shipbuilding, maritime services, tourism, and other allied industries, describing the port as a catalyst for sustainable development and regional transformation.

The Minister commended the Governor of Bayelsa State, Senator Douye Diri, for his steadfast commitment to the project and for aligning the state's development agenda with the Federal Government's vision for the marine and blue economy sector.

He reiterated the Federal Government's resolve to work collaboratively with all stakeholders to ensure the successful actualisation of the Agge Deep Seaport, noting that the project represents a major step towards unlocking the economic potential of the Niger Delta and strengthening Nigeria's maritime future.
