PH EMBASSY HOSTS NETHERLANDS MFA HOUSING DEPARTMENT, FEATURES CHANCERY RENOVATION BEST PRACTICES

On 3 September, the Philippine Embassy warmly welcomed some 50 personnel from the Housing and Real Estate Worldwide Department of the Netherlands’ Ministry of Foreign Affairs (MFA) headed by Director Jacob Wiersma, for an information session on the Embassy's successful chancery renovation.

The Philippine Embassy is one of the selected embassies visited by the Housing Department to learn and seek inspiration on renovation and maintenance of government properties abroad. The session focused on key areas such as planning, procurement, sustainability, and the preservation of heritage aspects of properties.

In his presentation, Ambassador J. Eduardo Malaya shared the Embassy’s experience in navigating the various requirements, procedures, and considerations needed to complete the project, including preservation of the heritage character of the chancery while optimizing the use of its various spaces. He presented the before-and-after photos of the different areas of the chancery, notably the new event venue “Kalayaan Hall” and “ICJ Judge Cesar Bengzon Hall,” and the landscaped Jose Rizal Courtyard.

“We needed to upgrade our chancery in order for us to conduct effective diplomacy. The renovation project has enabled us to also showcase the best of Philippine art and culture to our Dutch and other friends,” he said.

This 155-year-old heritage building is one of the Philippines’ prized foreign properties in view of its elegance and prime location in the scenic and historic Archipel district of The Hague. The renovation was undertaken in 2021 - 2022.

Director Wiersma appreciated the result of the renovation. “It is impressive that you and your team have been able to accomplish this renovation. It is strikingly beautiful and well done,” he said.

The presentation was followed by an open forum moderated by Third Secretary and Vice Consul Crystal Gale Dampil. The MFA officials were then given a tour of the Embassy premises, including the consular section.

A copy of the recently updated book “The Philippine Chancery in The Netherlands: Renewals and New Beginnings in a Heritage House,” a publication about the renovated chancery, was presented by Ambassador Malaya to Director Wiersma. The visit followed the Ambassador’s presentation in May 2025 on the chancery renovation during the information and networking event “Maintenance of Monumental Properties” held at The Hague Public Library, upon the invitation of the MFA and the Municipality of The Hague.

Acquired by the Philippine Government in October 1968, the chancery building was declared a historical landmark by the Municipality of The Hague in May 1990, and was listed as “Rijksmonument” on 22 July 1994. The first ever comprehensive renovation of the building since its acquisition in 1968 was undertaken in close coordination with Monumentenzorg, The Hague’s heritage building office, adhering to strict standards and regulations for monumental properties.

The Housing and Real Estate Worldwide Department is an operational directorate under the Operational Management Branch of the Office of the Secretary-General of the Netherlands’ MFA. It is in charge of the MFA’s housing and real estate projects abroad which include the management and use of embassies, consulates and official residence properties.

The Embassy of the Philippines conveys its deep appreciation to the University of the Philippines Law Complex - Institute of International Legal Studies, the Library Services of the Supreme Court of the Philippines (Supreme Court PH), and the Department of Foreign Affairs, Republic of the Philippines - Office of Treaties and Legal Affairs (DFA-OTLA) for their valuable partnership in the publication of the book “Philippine Treaties in Force 2025,” the comprehensive index to 1,850 international agreements entered into by the Philippines from 1946 to 2025, with bit.ly and online links to the full text of the agreements.

Ambassador J. Eduardo Malaya, Third Secretary and Vice Consul Crystal Gale Dampil, and Attache Kieren Batiles, co-editors of the book, wish to especially thank the U.P. Law Center for the honor and prestige of being its publisher. They wish to especially recognize the significant contributions of the Institute of International Legal Studies Director Professor Rommel Casis, and his dedicated editorial team composed of Atty. As part of the commemorative activities for the 75th Anniversary of Philippines-Netherlands relations, the Embassy of the Philippines, in close collaboration with the Filipino Scholars in the Netherlands (FiSch NL) Network and the Leiden University – International Institute for Asian Studies, invites the Filipino-Dutch students, scholars, academicians and those interested to attend the roundtable event “Filipino Scholars in The Netherlands and Global Research Futures.”

Co-supported by LeidenGlobal and the Rijksmuseum van Oudheden (RMO), the event will be held on 18 September, Friday, 12:00 to 4:00 PM, at the RMO Rapenburg 28, 2311 EW, Leiden, followed by a reception from 4:30 to 6:00 P.M. at the Herta Mohr Building Lobby, Leiden University.

The program will feature two panel discussions featuring presentations from Filipino scholars based in The Netherlands who are working across diverse disciplines and research areas in different universities, as well as institutional leaders, businesses and civil society organizations, among others. The panelists will present their respective research experiences and perspectives on Philippine-Dutch related scholarship, aiming to explore possibilities for transregional and transdisciplinary research, collaboration and knowledge exchange.

The Philippine Embassy held its flag-raising ceremony early Tuesday morning, 1 September, the first working day of the month.

The Embassy has a number of activities lined up for September, including fora on the Embassy’s renovation on 3 and 21 September, in coordination with the Netherlands’ Ministry of Foreign Affairs and the Vrienden Monumentaal Erfgoed, respectively. A reception commemorating the 37th Anniversary of the Common Fund for Commodities will be held on 17 September, while the second edition of “MUSIKU,” a cultural immersion activity for Filipino-Dutch children, will take place on 19 September.

As part of the commemorative activities for the 75th Anniversary of Philippines-Netherlands relations, the Embassy, in partnership with the Filipino Scholars in The Netherlands Network and the Leiden University - International Institute for Asian Studies will organize a forum “Filipino Scholars in The Netherlands and Global Research Futures” on 18 September.

Further information on these activities will be announced in due course.

As the Embassy enters the final quarter of 2026, the team will continually enhance the robust relations with the Netherlands, proactively engage with the NL-based international organizations, and promote the welfare of the Filipino community in the Netherlands. // END

On 27 August, Ambassador J. Eduardo Malaya handed over to the National Library of the Philippines the original published copies of the Awards in the South China Sea Arbitration, in two volumes, namely “Award on Jurisdiction and Admissibility” and “Award of 12 July 2016” – as published by the Permanent Court of Arbitration in its PCA Award Series. The online copies can be accessed through the PCA's website https://pca-cpa.org/cn/cases/7.

The books were received by National Library Director IV Cesar Gilbert Adriano, accompanied by Director III Edgar Quiros.

Ambassador Malaya served as President of the Permanent Court of Arbitration's (PCA) Administrative Council, its policy board, from 2023 to 2024. The PCA has its offices at the Peace Palace in The Hague, the Netherlands.

Malaya also took the occasion to present copies of his recently published books, namely “Philippine Treaties in Force 2025 (PTIF)” and “Philippine Foreign Relations Law," launched at the Department of Foreign Affairs on 11 August, as well as "Treaties: Guidance on Practices and Procedures" which was earlier launched in February 2026.
