Nepal has ratified and deposited two landmark ILO instruments: the Protocol of 2014 to the Forced Labour Convention, 1930 (Protocol No. 29) and the Labour Inspection Convention, 1947 (Convention No. 81), following their adoption by the Federal Parliament.

The instruments of ratification were formally deposited during a ceremony held at ILO Headquarters in Geneva on 7 August 2026.
The ratifications mark an important step towards strengthening labour rights, improving labour inspection, preventing forced labour and promoting decent work for all. They also reaffirm Nepal's commitment to international labour standards, social justice and sustainable economic development.

The ILO congratulates the Government of Nepal, employers' and workers' organizations, parliamentarians and all social partners whose leadership and collaboration made this achievement possible.

It is a defining moment for dignity, justice and safe work for every worker in Nepal.

Nepal's waste management sector plays a vital role in protecting public health, creating cleaner communities and supporting sustainable urban development. However, many waste management enterprises and subcontractors continue to face challenges in complying with business registration, labour, occupational safety and health (OSH), social security, taxation and other regulatory requirements.

To support business formalization and promote decent work, ILO Promoting Rights and Social Inclusion through organisation and formalisation (PRS) project funded by the Government of Japan, in partnership with the Solid Waste Management Association of Nepal (SWMAN), hosted the Formalize Your Business (FYB) training from 5-6 August 2026 for private waste management companies and subcontractors affiliated with the SWMAN.

The training was organized for the participating enterprises to understand the benefits of formalizing their businesses, various legal and sector-specific requirements , strengthen decent work and business management systems, and develop realistic, practical and time-bound action plans to advance enterprise formalization. Using the participatory and action-oriented methodology of the ILO FYB programme, participants explored practical approaches to strengthening compliance, improving working conditions, enhancing responsible business practices, and building more productive, safe and resilient enterprises.

By supporting enterprises to formalize and grow, the initiative aims to create safer workplaces, stronger businesses and more sustainable livelihoods in Nepal's waste management sector.

For years, Anita Basaula from Birgunj, Madhesh Province, balanced two full-time roles, managing her household and running a small beauty parlour from her home. The income from her business helped support her family, but despite her hard work and dedication, the business remained informal.

Without official registration, Anita could not access financial services, government support programmes, or other opportunities that could help her grow her enterprise. Like many women entrepreneurs, she was unfamiliar with business registration procedures, PAN registration, taxation requirements, and the benefits of operating a formal business. These information gaps kept her business from reaching its full potential.

That began to change when Anita participated in the two-day Formalize Your Business (FYB) training organized under the Empowered Women, Prosperous Nepal (EWPN) Programme, implemented with technical support from the International Labour Organization (ILO) by the Federation of Nepalese Chambers of Commerce and Industry (FNCCI).

The training provided practical, easy-to-understand guidance on every step of the formalization process, from business registration and required documentation to PAN registration, taxation, legal compliance, and the long-term benefits of becoming a registered enterprise. More than just technical knowledge, the training gave Anita something equally valuable: the confidence to take the next step.

Following the training, Anita received continued guidance and technical support through the Women Entrepreneurship Help Desk at the Birgunj Chamber of Commerce and Industry. With this support, she completed the required documentation and successfully registered her beauty parlour.

Today, Anita's business is officially registered, and she has obtained a Permanent Account Number (PAN), allowing her to operate as a formal enterprise. Formalization has strengthened the credibility of her business and increased customers' confidence in her services.
As a registered entrepreneur, Anita is now better positioned to access financial institutions, government support programmes, and future business development opportunities that were previously out of reach. Most importantly, she feels more confident about managing and expanding her business.

The International Labour Organization (ILO) and the Social Security Fund (SSF) Nepal jointly convened an introductory discussion on ILO Convention No. 102 (Social Security (Minimum Standards) Convention, 1952) and a Tripartite Knowledge-Sharing Workshop on Good Practices in Extending Social Protection to Domestic Workers.

The workshop was held on 27 July 2026 to strengthen Nepal's social protection system by enhancing stakeholders' understanding of ILO Convention No. 102 and its relevance to Nepal's social security system, while fostering informed tripartite dialogue on practical pathways to extend social protection to domestic workers.

Bringing together representatives from government, employers' and workers' organizations, civil society, and development partners, the workshop provides a platform to exchange international good practices, examine policy opportunities, identify coverage gaps and implementation challenges, and discuss practical approaches to ensuring domestic workers are progressively included in Nepal's social protection system.

Speaking at the event, Mr Krishna Bahadur Raut, Secretary, Ministry of Women, Children, Gender and Sexual Minorities, and Social Security (MoWCGSMSS) highlighted, "A wider, more sustainable and inclusive social security system is essential for advancing decent work, promoting social justice, and supporting economic growth. Our discussions on ILO Convention No. 102 and extending social security to domestic workers provide an important opportunity to strengthen Nepal's legal and institutional frameworks. I hope the outcomes of this programme will guide our continued efforts to build a stronger and more inclusive social security system."

The workshop aims to strengthen Nepal's social protection system by enhancing stakeholders' understanding of ILO Convention No. 102, the ILO's flagship social security Convention and the only international treaty that provides a comprehensive vision for social security systems.

Convention No. 102 is a landmark international treaty that establishes internationally agreed minimum standards for all nine branches of social security. It provides a comprehensive framework grounded in principles of collective financing, governance, and administration, helping to ensure that social security systems are reliable, adequate, and sustainable.

The workshop also fosters informed tripartite dialogue on the pathways towards the ratification of Convention No. 102 and on practical measures to extend social protection to domestic workers in Nepal, drawing on international good practices and national policy opportunities.

Through knowledge sharing and social dialogue, the workshop supports Nepal's efforts to build a more inclusive, sustainable, and rights-based social protection system that leaves no worker behind.

The ILO and the Ministry of Youth, Labour and Employment (MOYLE) jointly hosted the ๐๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐–๐จ๐ซ๐ค๐ฌ๐ก๐จ๐ฉ ๐จ๐ง ๐‹๐š๐›๐จ๐ฎ๐ซ ๐‹๐š๐ฐ ๐‘๐ž๐Ÿ๐จ๐ซ๐ฆ in Kathmandu, bringing together government representatives, workers' and employers' organizations, legal experts, and development partners to discuss international best practices, changing labour markets, and stronger protections for workers in the informal economy.

Speaking at the event, Dr Dipak Kaphle, Secretary, MOYLE highlighted, "Labour reform is no longer optional, it is a necessity. The changing context of work demands that we rethink our labour market policies and laws. From formalizing workers through labour registration to adapting to AI, climate change, gig work, and platform economies, Nepal must pursue comprehensive labour reforms that promote inclusion, protection, and decent employment opportunities for all.โ€

The workshop explored how Nepal's labour laws can better respond to emerging forms of work, including platform work, domestic work, home-based work, and other non-standard forms of employment. Discussions also focused on aligning labour law reforms with International Labour Standards and ensuring fundamental principles and rights at work for all workers.

Elena Gerasimova, Legal/Labour Law Specialist, ILO remarked, "ILO international labour standards provide a strong foundation for labour law reform. Nepal can draw guidance not only from the Conventions it has ratified, but also from other relevant standards and supervisory body comments."

She further added, "Nepal has made important commitments through the ratification of fundamental, governance, and technical ILO conventions. Building on these commitments, labour reforms should address key issues such as employment protection, fixed-term contracts, working time, occupational safety and health, collective bargaining, and protections for workers in new forms of employment.โ€

The recommendations emerging from the workshop will help inform Nepal's labour law reform process and contribute to a more inclusive, future-ready labour law framework that reflects the changing world of work.
