The PRC's Ethnic Unity and Progress Promotion Law, which came into effect on 1 July, has raised growing international concern. By seeking to extend the reach of domestic legislation beyond its borders, the law risks enabling transnational repression and undermining fundamental freedoms, human rights, and the rules-based international order.
We welcome the statements and actions taken by democratic partners, including the United States, Japan, Australia, the European Union, the United Kingdom, Italy, and Spain, expressing concern over the potential extraterritorial implications of this legislation.
As authoritarian regimes increasingly seek to export intimidation beyond their borders, democratic societies must work together to strengthen resilience, uphold shared values, and protect those targeted by transnational repression.
Taiwan will continue working with like-minded partners to safeguard democracy, promote human rights, and build resilient societies in the face of growing authoritarian challenges.

中國7月1日開始實施《民族團結進步促進法》,企圖以國內法規作為擴大長臂管轄與跨國鎮壓的法律基礎,對全球自由、民主與人權構成相當威脅。
我們要感謝美國、日本、澳洲、歐盟、英國、義大利、西班牙等民主夥伴這幾天也都對此公開表達關切與譴責,同聲反對中國再次以其國內法實施威權擴張的行徑。
當威權主義向外輸出恐懼,民主國家必須提高社會韌性;當威權勢力試圖製造分裂,理念相近夥伴更應深化合作,以共同因應。
台灣作為民主陣營的重要成員,將持續透過國際合作,強化自身社會韌性,對抗中國政府的跨國鎮壓。
Global partners join opposition to PRC Ethnic Unity and Progress Promotion Law!
The PRC's Ethnic Unity and Progress Promotion Law, implemented on July 1, is an attempt to use a domestic law to exercise long-arm jurisdiction and engage in transnational repression, posing a threat to global freedoms, democracies, and human rights.
We note the concern and condemnation voiced by our democratic partners, the US, Japan, Australia, the EU, the UK, Italy, and Spain, jointly opposing PRC attempts to use domestic law to engage in authoritarian expansionism.
Democratic countries must strengthen social resilience as authoritarian nations attempt to export their system of terror and intimidation; like-minded countries should respond with solidarity and strengthened cooperation, just as authoritarianism attempts to divide us.
As a responsible member of the democratic community, Taiwan will continue to engage in international cooperation, strengthen social resilience, and resist PRC transnational repression.
