Wairarapa Filipino Community Footprint

There is a significant gap between central census data and the actual number of Filipino residents living and working in the Wairarapa. Relying on unadjusted data results in the underfunding of our regional healthcare, education, and community infrastructure.

Measured against the region’s total population of 51,400, our community footprint exists across three levels:

1. The Census Floor (537 individuals / 1.04%): The 2023 Census records 537 Filipino residents. This point-in-time count undercounts highly mobile, migrant, and shift-work populations in regional agriculture and healthcare.

2. The Active Network (770+ individuals / 1.50%): The Wairarapa Filipino Society Inc. records an active registry of over 770 adult members, representing a 43% increase over the census baseline.

3. The Functional Footprint (1,200 individuals / 2.33%): Factoring in children, dependents, and shorter-term visa holders, our community scales to roughly 1,200 people. Based on local insights, the estimated percentage per district is 64.0% in Masterton (768 people), 30.0% in South Wairarapa (360 people), and 6.0% in Carterton (72 people).

With an active network of over 770 adults, our community represents an engaged section of the local electorate. In both local and national elections, a unified voice carries meaningful weight. Because voter participation influences political platforms and regional priorities, active civic involvement ensures our needs are recognised.

This collective presence directly impacts long-term resourcing. Central government ministries and funding bodies look at active, organised networks when prioritising regional development and allocating multicultural integration grants. Strong civic unity helps highlight local needs, ensuring public resources are directed into our towns.

Funding regional services based on the raw census floor leaves local infrastructure overstretched. Public agencies and local councils must utilise a 1.4x to 2.2x multiplier against census figures to plan for the real-world footprint of 1,200 people, engaging directly with established networks like the Wairarapa Filipino Society Inc.
