REST NZRT4

REST NZRT4 Palmerston North City Council's Rescue and Emergency Support Team (REST) is a nationally accredited response team.

RT4 volunteers come from all walks of life to support the community during local events and national Civil Defence emergencies. Palmerston North's Rescue Emergency Support Team (REST) is one of 18 nationally accredited emergency rescue teams in the country. They are run by Palmerston North City Council as part of the Civil defence act of 2002. The team, who are all volunteers, provide support to

emergency services within the Manawatu region for:
Civil defence emergency management
Light urban search & rescue
Flood, swift water or high angle rope rescue emergencies

REST has been registered as a NZ Response Team with the designation NZRT-4 since 2004. This registration recognises the team’s ability to provide emergency response anywhere within New Zealand if requested by an affected region. In 2016 the team :
attended 83 Activities (training, displays, callouts)
Donated over 3800 hours of time to training & events
Donated over 200 hours to incident response
Assisted the Police, the Fire Service, and SPCA National Rescue Unit

RT4 has been training hard in preparation for our accreditation coming in September. 💪

In this full day rope training, we covered steep angle stretcher setups, anchors, and pickoffs amongst other important skills.
We are lucky enough to have the support of our local FENZ team who allowed us access to their tower to add some height to our systems.

The only dummy in RT4 is our training mannequin.

In this scenario, a 'runner' took a tumble down a cliff on a popular running track. RT4 carried our gear over the track, located the patient and and established a plan for access. We then sent a responder down to medically stabilize the patient before sending a stretcher crew down to extract the patient.

No responders were eaten by spiders during this scenario.... but it was a close call. 🕷

Another rope training at the picturesque He Ara Kotahi bridge.

This training focused on our basics of ascending and descending with all of our recruits doing a few rotations going over the edge, and then coming back up.
RT4 is busy ticking off our skills lists for accreditation later this year, and this training saw a good number of these boxes ticked off safely and efficiently. ✅

Whilst making the most out of warm Autumn weather, RT4 and NZ-RT3 demonstrated our swiftwater capabilities in Turangi.

We spent the long weekend practicing our throw-bagging, river crossings, and boat handling skills. The cherry on the cake was a scenario to prove our skills for re-accreditation.
We are pleased to announce that both teams were successful at proving our skills! 🏊
We would like to thank that accreditors who observed our scenarios, and to the team members of RT3 who came to play with us in the mighty Tongariro river. 💪

RT4 spent a day in the river recently, where we took some time to conduct defensive and aggressive swimming drills. Our goal here is to get into the eddy, ( a calmer patch of water behind the obstacle in the water as seen here) - its harder than it looks!

RT4 was stood up at 4am, and deployed to Taumaranui this week due to the recent flooding.

After a briefing with the EMO and after the flood water receeded enough for safe passage, we headed to the small township of Ohura. There we met with residents who, despite the flooding, were in high spirits. One resident even commented that it was "a good opportunity to clean the house!"

RT4 then helped the local Red Cross to set up a CDC before making our way back home.

More rain warnings for our region tonight. Be careful if you have to leave your home, and be ready just in case. 💪

Heavy Rain Watch – 2pm today to midnight Tuesday

Manawatū District is under a Heavy Rain Watch, with thunderstorms and periods of heavy downpours expected.

With neighbouring districts forecast to receive higher rainfall, our upper catchments are likely to see rising river levels. As a precaution,
❗the Makino Floodgates will close this evening and
❗Pharazyn Road is scheduled to close at 7:00pm tonight.

Please take care and be prepared:
👉Drive to the conditions and allow extra travel time
👉Clear drains and gutters around your property
👉Check in on neighbours, especially those who may need support
👉Watch for slips, surface flooding, and fallen trees

We’ll continue to monitor the situation and provide updates as needed.
