The Public Service Fale is a public service centre of excellence that supports Pacific Commissioners to achieve their goals and deliver quality public services for their citizens.

The Cook Islands Office of the Public Service Commissioner saw an opportunity to modernise how induction is delivered across the Cook Islands public service, improving consistency and access for all staff.

OPSC partnered with the Public Service Fale to deliver this new way of working through FaleOnline, the Faleโ€™s online learning management system. Together, they reshaped the existing CKI induction into a blended model, combining online modules with in person sessions.

The new online modules provide a consistent foundation for learning, covering how the public service works, its values and expectations. This new use of technology allows face to face sessions to focus on deeper discussion, practical insight and engagement with senior leaders.

Cook Islands public servants can now:

โ€ข Access induction anytime, from anywhere
โ€ข Learn at their own pace
โ€ข Revisit key content when needed
โ€ข Arrive at sessions ready to engage

Early feedback from users shows improved access, stronger understanding, and more meaningful in person delivery. Participants are coming to sessions better prepared, creating space for more interactive and engaging learning experiences.

This initiative shows how digital and in person learning can work together to strengthen capability, while making induction more consistent, accessible and relevant for todayโ€™s public service.

The Public Service Fale was privileged to attend the Pacific Workforce Planning Conference in Brisbane (2 - 4 June 2026).

Over three days, the focus was on practical learning, country-led insights, and strengthening how the Pacific Public Service Workforce Planning Guideline, recently developed by the Samoa Public Service Commission is being applied by public service leaders across the region. We acknowledge and thank the Australian Public Service Commission for their leadership in hosting and delivering this important conference.

We look forward to continuing work with our Pacific colleagues to build resilient and sustainable public service workforces - sharing what works and supporting each other - in the interests of serving all our citizens across the Pacific region.

The Public Service Fale was pleased to support the Public Sector Leadership Mid-Level course at the University of Auckland - Waipapa Taumata Rau from 25 May to 12 June 2026, funded by the New Zealand Ministry of Foreign Affairs and Trade Manaaki New Zealand Scholarships.

We met with 28 senior leaders from 12 Pacific countries, sharing how we support public service leaders across 16 Pacific island countries and territories through shared learning and practical capability building.

It was a great opportunity to connect with leaders working on common challenges and to contribute to their learning. Thanks to MFAT, the Public Policy Institute, and all participants.

The Public Service Fale was pleased to support the Pacific Public Sector Leadership Programme, funded through the New Zealand Ministry of Foreign Affairs and Trade Manaaki New Zealand Scholarships and delivered by Te Herenga Wakaโ€”Victoria University of Wellington in Wellington from 4 to 15 May 2026.


Deputy Commissioner Tania Ott, and the Fale team met with 13 senior leaders from nine Pacific countries to share an overview of our work, including how we engage with Pacific Public Service Commissioners and senior public servants across the Pacific region with public sector strengthening advice and support. The session included activities on leading change and a Q and A with Deputy Commissioner Tania Ott.

The Public Service Fale has partnered with Te Pฤtuitanga Ahumoana a Kiwa, known as Te Pฤtui, to make fisheries learning easier to access for Pacific public servants through FaleOnline.

Te Pฤtui is the Ministry for Primary Industries Pacific fisheries capacity development programme. It works with Pacific countries and regional organisations to strengthen fisheries governance, management, and monitoring, control, surveillance, and enforcement.

Through FaleOnline, the Public Service Fale provides an online learning management system where Pacific public servants can access Te Pฤtuiโ€™s eLearning modules. Developed with and for the region, the modules are flexible, self paced, and designed to complement in person support.

The Fale and Te Pฤtui are funded by the Ministry of Foreign Affairs and Trade and share a common focus on long term capability building within Pacific public services.

The Public Service Fale recently celebrated its 9th cohort of leaders to complete the Fale Mentoring Programme. Since 2020, approximately 120 Pacific public servants have completed the Programme, with cohort 9 representing mentors and mentees from Kiribati, the Cook Islands, Fiji, New Caledonia, and New Zealand.

During regular 1:1 mentoring sessions over 9 months, participants navigated leadership issues, from making sound decisions under pressure, through to leading teams in changing operating environments and breaking down silos to strengthen organisational culture.

Terralyn Nabeyama, Director of the Palau Bureau of Human Resources, and the Public Service Fale have marked an important milestone for Fono 2026 through the signing of the Working Group Terms of Reference. This comes as Palau takes on a significant role in the region this year, hosting both the Pacific Islands Forum Leaders Meeting and the Pacific Public Service Leadersโ€™ Conference (Fono 2026).
