New Zealand USAR Taskforce The USAR teams also include members from outside Fire and Emergency; for example, logistics experts, medics, engineers, doctors and dog handlers.

New Zealand Urban Search and Rescue (USAR) is a specialist task force which is deployed to emergencies nationally and internationally, to assist with search and rescue in urban environments. USAR personnel are predominantly Fire and Emergency NZ career firefighters who are trained in urban search and rescue as specialist technicians and managers in addition to their day to day roles. as three USAR teams based in Auckland, Palmerston North and Canterbury (Rolleston). USAR’s functions include locating and rescuing people in difficult or confined spaces such as collapsed buildings and structures, operating drones to locate people or identify hotspots, providing initial medical care, completing rapid assessments to identify the extent of damage to property and prioritising further response needs, and providing light engineering and construction work to strengthen and make buildings safe in an emergency.

Today, we had the incredible honour of celebrating the career and contributions of one of New Zealand USAR’s pioneers, Paul “Shep” Shepherd. As 1 of the founding members of Central USAR, Shep’s years of dedication, leadership, and mentorship have left an indelible mark on our organisation and its people.

On behalf of NZ USAR and all our teams Northern, Central, and Southern, it was a privilege to present Shep with his customised USAR statuette, recognising his decades of service. Additionally, the presentation of the technician challenge coin, infused with respect from all USAR members, was a powerful moment that symbolised the unity, resilience, and camaraderie that Shep has fostered throughout his career.

What truly stood out today were the heartfelt and inspiring stories shared by Shep’s peers, students, and colleagues. Witnessing the impact Shep has had on so many lives—through his dedication to training, his leadership in tough times, and even his dry sense of humour—was a reminder of how foundational he has been to USAR’s success and culture.

Thank you to everyone who contributed to this celebration, to Shep you leave an incredible legacy behind, one that will continue to inspire generations to come.

Overnight the heavy rain had significant impacts on the lower east coast of the South Island.

Dunedin experienced flooding and several landslides, at least two of which impacted properties and a local state of emergency has been declared.

USAR Southern has deployed this morning with two squads, UAS, canine, and an engineer to support who are enroute via road.

The New Zealand Response Team (NZRT) project has reached a significant milestone – all 16 current NZRTs have now had national accreditation visits.

The NZRT National Accreditation Process assesses the competency of NZRTs across the motu, ensuring they meet all necessary criteria before becoming a nationally accredited NZRT.

NEMA would like to say a huge thank you to everyone involved in the journey that has made the NZRT National Accreditation Process a success. The most important thank you goes to all the NZRT volunteers, Team Leaders and Team Managers who put in the hours of work and dedication to prepare for, and deliver, their successful accreditation visits. We recognise your efforts and appreciate the way you embraced the new process with an attitude of continuous improvement.

The next three-yearly re-accreditation cycle starts in 2025. In the meantime there are also some new teams working towards achieving NZRT accreditation status, so keep an eye out for NZ-RT22 coming soon!

On Friday, we welcomed home six of our Urban Search and Rescue specialists following their completed mission in Papua New Guinea.

The team was deployed as part of a New Zealand Ministry of Foreign Affairs and Trade (MFAT) led mission to support efforts in the Enga Province after a devastating landslide last month.

Their mahi included assessing the site of the landslide and the surrounding area to provide detailed maps to the authorities in Papua New Guinea.

Today we are very pleased to announce that Fire and Emergency New Zealand USAR successfully passed our INSARAG reclassification as a USAR Heavy Team!
The announcement was made by the Secretariat representative Dewey Perks following an intense 36-hour exercise south of Auckland where even the weather couldn’t deter the grit and determination of our Rescue Technicians, Logistics and support staff!

On the same day we also deployed personnel to Papua New Guinea to assist with the devastating landslide in Enga province.

Fire and Emergency USAR including Specialist Water Response Teams currently have four squads deployed on the West Coast to support the flooding emergencies, predominantly in the Franz Josef area. Another USAR squad is preparing to deploy to the Nelson Tasman area today.
