A full Porirua City Council meeting was held yesterday, 30 April. Here is a wrap of what was covered.

All meetings begin with public forum, which allows members of the public to address the council on any matter they wish to speak about. In this meeting's public forum, one resident addressed Council on flooding in Plimmerton, then two people shared their views on issues around Palestine and the conflict in the Middle East.

Mayor Anita Baker then ran through some of the activities she has attended since the last meeting including the Biz Hub opening, handing out medals at the Titahi Bay school beach triathlon, the Ole prizegiving tournament, a Willowbank quarry open day, celebrating Eid in Wellington with Cr Lawler, checking out the Porirua Brass Band’s competition piece(they came 5th), a Phoenix women’s game, Khmer New Year celebrations with the Cambodian Buddhist Trust, collecting for the RSA with Deputy Mayor Wihapi and Cr Hayward, Police College graduation, Anzac Day commemorations, the Capital Kiwi project event at Parliament, the blessing of the city’s new pride mural, and the recent emergency response to the severe weather.

In his report, Council kaumatua Dr Te Taku Parai said he had been busy with many of the same events.

Tamariki and Rangatahi Status Report 2025

Every year Council creates a status report showing trends in the wellbeing of tamariki and rangatahi in Porirua. This year’s report was presented to the Council, with an update from officers.

The report provides a snapshot of statistics which Council can use to guide decision making or advocate to central Government or other agencies for change. The report has mixed results, although more areas are moving in the right direction than not.

Proposed Signs Bylaw, Public Places Bylaw and Smokefree Outdoor Public Places Policy

The Council approved consultation on the proposed updates to the Signs Bylaw, Public Places Bylaw and the Smokefree Outdoor Public Places Policy. This opens today and will run until 1 June 2026. Click here to find out more or have your say.

The feedback given will shape options brought to Council in June.

Council workshops

Workshops enable elected members to ask questions and learn more about a topic before it is considered at a formal meeting for a decision.

Yesterday’s workshops were a briefing from Wellington Electricity, followed by a detailed report from Wellington Region Emergency Management Office on emergency management systems, Emergency Management Bill changes and information on how Council is working with Pasifika and Māori communities. Lastly, Council discussed the introduction of licence plate recognition technology, which takes effect 4 May.

We are deeply saddened to share the passing of Carla van Zon: colleague, friend, advocate, and a true force within Aotearoa’s arts community.

Carla’s contribution to the arts was far-reaching. During her time at Creative New Zealand she helped create pathways for artists to be seen and heard globally, including leading New Zealand’s presence at the Venice Biennale 2009. She went on to lead arts festivals across the motu, championing big ideas, diversity, and work that reflected who we are.

She believed art could change lives. Through her work, she proved it.

Our thoughts are with her whānau, friends, and the many artists and communities across the motu and the world, whose lives she inspired and supported.

We are deeply saddened to hear of the passing of Carla van Zon ONZM.

We want to acknowledge the pathway builder Carla was, that has allowed all of us to follow. Her passion and generosity helped shape the arts industry as it is today, what an incredible ambassador she was. We were fortunate enough to have had a wonderful relationship with Carla, who loved and followed what we were doing, we often would share stories and tips of where to go (holidays more so!).

We’d also like to acknowledge what an important role Carla played with members of our team, particularly Emily Hakaraia and Dolina Wehipeihana, who were close to Carla.

We want to extend our condolences to her whānau, friends and to all of those in the arts who knew her.

A true champion to the arts, Carla leaves behind an incredible legacy. Moe mai rā.
