As Ministry of Social Development NZ ’s Regional Commissioner and Te Tai Tokerau’s Public Service Commissioner, Mac advocates for homeless whānau, rural communities, and youth.

He leads with guts, compassion, and deep local knowledge, driving employment initiatives and community-led innovation. Mac’s leadership during COVID-19 and Cyclone Gabrielle was tireless and trusted.

Congratulations to all the recipients of Te Rā Ratonga Tūmatanui Public Service Day Awards 2025!

Ten public servants were awarded Te Tohu Ratonga Tūmatanui o Aotearoa New Zealand Public Service Medal and 8 received Te Tohu Amorangi a Te Kawa Mataaho Public Service Commissioner's Commendation for Excellence. The 18 recipients span 12 agencies and 7 regions from Northland to Southland.

In his speech, Public Service Commissioner Sir Brian Roche said the award recipients represent the very best of public service.

"What stands out about this year’s medal and commendation recipients isn’t just what they achieved – it’s how they’ve gone about it. They come from different backgrounds, different agencies, and different parts of the country. But they all have something in common – they’ve led by example, and they’ve made a lasting impact.

Leadership isn’t about job titles or where you sit in the organisation. It’s about supporting others and helping move things forward – even when the system makes it hard. And it’s about influence – influencing a better outcome."

“It’s the whānau outcomes that sit at the core of it all. To be able to play a role in shaping and leading the way we work to unlock, design and deliver more warm, dry, functional homes for so many is the biggest reflection of success.

“That sense of achievement, purpose, and the emotions that arrive when you have the privilege of being a part of that handing over of keys. Keys to a home where a whānau are taking their first steps into better health and life outcomes, into generational equity shifts through home ownership, and into a place where they hold a deep connection to their surrounding community.”

This is what Amy Rice is most proud of in her role as Programme Director, Development Engagement at Tāmaki Regeneration, a place-based organisation that works alongside the community to deliver New Zealand’s largest regeneration programme in Tāmaki.

"People in prisons are not only nursery workers, growers, labourers, potential horticulturalists/agriculturalists; they are fathers, brothers, husbands, uncles, friends and part of a wider whānau. In helping them towards becoming rehabilitated, we are helping everyone their lives touch."

For 46 years, Bill Bean has dedicated his life to empowering people in prison through practical skill-building, mentorship, and heartfelt compassion.

After 12 years of service in the Navy, Bill began his journey as a prison officer in 1979. He transitioned into the role of Acting Nursery Instructor at Auckland Prison, and for the past 27 years, he has led the prison’s horticulture programme.

Bill is this year's recipient of Te Tohu Oranga Angitū | Lifetime Achievement Award at Te Hāpai Hapori | Spirit of Service Awards for his work with Corrections NZ. He mihi maioha i tō mahi!

Developed by the Ministry of Education NZ and Te Kōhanga Reo National Trust, the Kōhanga Reo Kaimahi Pay Scheme delivers pay improvements that are aligned to the kaupapa and context of kōhanga reo.

The scheme supports the Trust’s strategic goals of growing mokopuna participation and strengthening te reo Māori in kōhanga. It also helps attract and retain kaimahi, supports the sustainability of the kōhanga movement and ensures kōhanga reo remain accessible to whānau Māori.

Law Commission - Te Aka Matua o te Ture ’s ‘Here Ora’ presents solutions to one of New Zealand’s most challenging legal issues: protecting the community from high-risk criminal offenders.

The review needed to balance two significant interests – the safety of the community and the rights of people who have already served a sentence for their offending. It makes 149 recommendations for a new statutory regime focused on rehabilitation and reintegration.

Central to the recommendations is the idea that all New Zealanders will benefit from law that better facilitates the restoration of high-risk people to safe and unrestricted life in the community.

It presents a compelling vision for a more humane regime which is more effective at achieving community safety.

Wellington has made major biodiversity gains in recent decades but roaming cats remain a significant threat with over 32,000 owned, registered cats in the city.

Wellington City Council is leading the way in cat management. As the first council in New Zealand to introduce mandatory microchipping in 2016, WCC has built on this progress with mandatory desexing in its 2024 Animal Bylaw.

Recognising the polarised views on cat regulation, it was essential to engage hearts and minds, work closely with cat owners to understand their concerns, and highlight the benefits for both cats and wildlife.

This evidence-led, inclusive approach balances ownership rights, animal welfare, and biodiversity protection.
