🛠️ Construction Progress
Our construction partner, PNG-owned Minpac Construction Ltd, has been active on-site since work formally commenced in September 2025:
• Site Readiness: Site establishment and the construction of site offices are 100% complete.
• Infrastructure: Driveway earthworks are at 90%, and underground service works have reached 60% completion.
• Foundations: Foundation works for both the Main Pavilion and the Arts & Crafts section are currently 25% complete.
• Compliance: The market’s structural design is undergoing a formal review to ensure it meets all necessary safety codes and standards while optimizing project costs.

📈 Market Governance & Readiness
Success is measured by both the physical build and operational excellence. LCA representatives recently completed a governance learning visit to Kokopo Market to strengthen long-term sustainability. Key implementation steps include:
• Framework: A draft market governance framework has been developed for LCA review.
• Accountability: Establishing clear roles and practical vendor management systems based on the Kokopo model.
• Operations: A primary focus remains on safety, cleanliness, and efficient waste management.

Investing in the On-Site Workforce
The project is being built by the hands of the local community. We are proud to confirm that the current workforce active on the construction site is approximately 97% Papua New Guinean.
• Trade Trainees: Local tradespeople are currently on-site gaining direct, on-the-job construction skills.
• University Partnerships: The first group of PNG Unitech students, have officially completed their industrial training on this project.

⏭️ What’s Next
In the upcoming phase, the project will move into the following specific activities:
• Structural Steel: Commencing the superstructure framing for the Main Pavilion and Arts & Crafts building.
• New Foundations: Beginning foundation works for the Main Entry, SME Kiosks, and the Police Post.
• Recruitment: Hiring the second batch of Trade trainees and the second cohort of PNG Unitech students to join the site team.

LCA SIGNS MOU WITH PNGTPA

Lae City Tourism Bureau (LCTB), formed in 2018, under the LCA yesterday signed an MoU, with PNG Tourism Promotion Authority (PNGTPA)..

PNG is a remarkable country, scenic, fishing, diving, surfing, trekking, diversity, eco-tourism, mountainous, and untapped, much of which resides in LAE and Morobe Province. Yes, we have challenges – travel and costs, accommodation, standards of operators and customer service but if we don’t start now, when do we start.

I should say re-start, because many faces past and living had a tourism project through Morobe Toursim, Late-Alan McLay, Fred Cook, Murray Fletcher, Maine Winny, Blondie Quinn, Nellie McLay and so many more.

LCTB headed by Maine Winny and supported by Janise Banjoi, are the advisory hub, and now with a committee formed, with independent Chairman, John Byrne (reporting to) and to support and steer the objectives of LCA Chairman and CEO, this signing of the MoU marks a rebirth.

PNGTPA represented by Kennewton Kennedy, Executive Manager Partnership & Product Development, signed the MoU with LCA CEO, Robin Calistus, o behalf of LCA Chairman and Lae Open Member, Hon John Rosso DPM.

Coupled with Minister Richard Maru’s objective for a stronger framework for tourism, legally, and structurally, PNGTPA have goals to work with Hubs who are ready to move and develop, LAE is that place

As Janise Banjoi stated, as she MC’d the event “Tourism is Everyone’s Business” – we will make it ours, step by step.
