++++Pundari provides an in-depth analysis into the country’s state of the economy+++

Finance and Rural Development Minister Sir John Pundari announced that the current state of Papua New Guinea’s economy must be made clear for Papua New Guineans, international stakeholders and the private sector to better understand how we as a nation are economically progressing.

Pundari stressed that the former government inherited and enjoyed an ideal economy that had all the hallmarks for growth and prosperity in 2012. With the construction of the PNG LNG project in 2010 and expected injection of much needed funds from the project, PNG’s economy was expected to pick up and maintain stability and propel economic growth, but sadly this wasn’t realized.

Pundari revealed that PNG has experienced a slowdown in general economic activity in the last couple of years. Post PNG LNG Construction after 2014, the PNG economy was cushioned by government spending in the 2015 South Pacific Games and preparations for the APEC Summit in 2018. These activities were financed through domestic and international loans; hence any sense of growth was artificial. Post APEC, there hasn’t been any stimulus to propel economic activity and growth.

Pundari elaborated that any expected cash inflow into the government coffers from sale of LNG from the PNG LNG Project has been mortgaged to the infamous UBS loan, hence it was eating into the cashflow of an already over stressed economy. Financing the APEC summit from borrowed money and the alleged mismanagement of funds did not help an economy that was already overheated, and any sense of economic benefit couldn’t be sustained, hence the downturn in the PNG economy after APEC.

Pundari said that the Marape-Basil government inherited an economy that was on the verge of collapse with rising unemployment rates, rising inflation, low export earnings leading to very low import cover and foreign currency reserves, decline in foreign direct investment, decline in domestic investment, high interest rates and an increase in socioeconomic issues that were symptoms of a sick economy.

Pundari said that the Prime Minister, Rt. Hon. James Marape, realizing the lost opportunities in the big mining and petroleum projects took a calculated risk to sacrifice short term pain for long term gain. Our Prime Minister requested what is rightfully ours from the developers. Pundari said that Marape was fighting for his shareholders, the people of Papua New Guinea.

Pundari stressed that this is an opportune time as the resources are finite and if there is going to be a change in the status quo; it is now that this has to happen, and our investors and other stakeholders need to realize that the PNG government is only asking for its rightful share and this stand must be respected.
Pundari emphasized that these misunderstandings by the companies concerned have led to the breakdown in negotiations with Total, ExxonMobil and WGJV to pave the way for their construction phases, closure of Porgera Gold mine and the negative economic and social impacts of Covid-19 have all led to an economic downturn in the country.

“Our plight hasn’t been helped with the emergence of the Covid – 19 Pandemic which is affecting the world. For a small economy that has been on the brink of collapse, this is catastrophic,”

“At this juncture, I want to assure our people and key stakeholders that our government led by the Prime Minister is in control. The government has done all it can within its powers and with the help of our development partners and friends has been trying its outmost best to address this imminent double-edged health and economic crisis.”
Pundari confidently announced the Marape-Basil government’s short-term measures to better pursue the recovery and stabilizing of our ailing economy as actions in the right direction.

“The government under the leadership of our Prime Minister has used the tools that are at its disposal to stabilize, stimulate and grow the economy in the short term. Some measures that have been taken so far include:

1. Injection of money into the economy through making funding available for SMEs to obtain loans from BSP and NDB. This will hopefully support and grow the SMEs that have been adversely affected by the Covid-19 pandemic as well as the economic slowdown.

2. Injection of funds into the economy through infrastructure development throughout the country under the Marape Basil government.

3. Management of Covid-19 Pandemic through an Act of Parliament and funding the control and management of the spread of this deadly virus.

4. External Debt and loan restructuring in an effort to refinance expensive loans with concessional loans so much needed Cashflow can be freed for other development purposes.

5. The Marape-Basil government is working around the clock to finalize negotiations for the Wafi Golpu Mine and Porgera Mine to commence construction and operations, respectively. This will help bring in much needed foreign currency as well as stimulate economic activity.

6. As I am speaking, our Prime Minister Marape is progressing well to strike a deal with Barrick Niugini Limited and the mine will be reopened soon on our terms. The final negotiations in the near future may lead to reopening of Porgera Mine which has been closed for almost a year now. This will be a milestone achievement for our people in taking back our resources.

7. The Marape-Basil government is also nearing conclusion of negotiations with ExxonMobil PNG Ltd and Total SA to commence next steps for the Papua LNG Project and the P’nyang Expansion Project.

I appeal to all stakeholders of Wapi Golpu and Porgera to understand the plight of the country and for the sake of our people I appeal for a speedy conclusion in those discussions and get the mines going ASAP’, he said.

He further appealed to the good management of OK TEDI to apply strict C19 measures and to do your level best in keeping the mine open. These are tough times economically and your sacrificial commitment in ensuring a C19 free operation is a sure gift of love to the people of PNG.

Pundari stressed that the Marape-Basil government has over the last two years laid the foundation for long term growth and success of the country’s economy whilst addressing short term issues and challenges.

“The main longer-term focus of this government has been Institutional Development, strengthening the pillars and capacities of our country’s development agenda, which includes;

1. ICAC Bill was passed to fight corruption, which is more organized, systemic and systematic. Corruption has eaten into the development funds and resources of the country for too long. This government has established the legal framework to fight corruption in a more organized fashion.

2. Fiscal terms of investors in the resource sector have been changed. All investors will, from now on, pay their equal share of tax and royalties back to the government and her people. PNG will no longer be a spectator whilst its resources are plundered and shipped overseas. The foundation has been laid for PNG to be at the dinner table rather than feed off crumbs on the floor.

3. National Content policy and reserve business policies have been developed to support local SMEs to participate in business opportunities in the country. This will enable SMEs to harness opportunities from investments from both the private and public sectors. The backbone of any country is the thriving local private sector comprised of mostly locally owned businesses that not only pay their tax and provide employment but in a complex cultural setting like PNG, they play a key role in maintaining social order and peace in the villages and communities.

4. Take Back PNG is a slogan that the Marape-Basil Government has adopted to promote its agenda in winning the land, economy and the country back for its people. Most policies and legislations that have been formulated and implemented are geared to fulfilling this policy.

“I am also proposing complementary policies and legislative changes to the government through our Internal Economic Ministers meetings. The changes I am proposing are listed below:”

1. In addition to improving GST collection efforts spearheaded by IRC through GST 65A Project in IFMS, a similar platform can be used to collect GST from the private sector when transactions are made at banks. Necessary legislative framework needs to be put in place by Treasury and the Central Bank to ensure banks collect the 10 GST for all company transactions and funds remitted straight into the government consolidated revenue. Banks can charge a fee if need be. This will improve tax collection from the private sector.

2. BPNG should reduce interest rates to make it cheaper for businesses and entrepreneurs to borrow and invest.

3. BPNG and Treasury must make banking easier,and more efficient and get rid of unnecessary red tape to harness the ‘Black Cash Economy’. The unbanked cash in the hands of the public is estimated to be in the billions of Kina because of the inefficient banking system in the country. People keep hard cash rather than deposits with banks. Get rid of the unnecessary bank fees and streamline the operations of the banking system by the Central Bank. Another such measure would be to change the features of our currencies so that the billions of Kina that does not make it to the banks will be deposited and black economy can be discouraged and killed.

4. The bank of PNG through its FASU committee must relax bank criteria for deposits and payments on the back of the so-called money laundering laws. Making business harder by applying excessive criteria to manage money laundering is forcing honest business houses to go into the black economy. i.e.: why should a simple bank transaction of a business-to-business trade be made difficult by commercial banks i.e.: one business wanting to purchase a generator from another business on pure business invoice sales and purchase arrangements. The deposit for that transaction is given a run around by banks. If BPNG and commercial banks are so deeply concerned about money laundering then allow the transactions to take place and you have an easy tract to investigate questionable deposits. During the pandemic is not the time for the know it all to cause unnecessary issues and problems on the back of a struggling economy.

5. Strengthening the capacity of government institutions like IRC and Customs to improve tax collection, especially to go after those that are trading in the black economy ( non-compliant traders, as in cash trades) and companies that continue to declare loses year in year out from small SME’s to mega gold miners... do immediate comparative analysis as to why i.e.: a small security company pays more tax than a bigger security company possibly owned by a foreigner and start rigorous audits on them.., the same can be said about wholesalers, retailers, exporters etc…

6. Encourage all SMEs, both local and foreign owned, to bank their income through mandatory and harsh measures, if needed. This can include mandatory use of EFTPOS machines. IRC and customs can play a crucial role in ensuring tax compliance, etc.

7. Support SMEs through subsidizing bank loans. Currently this is being done with BSP and NDB. More money needs to be set aside, streamline the process to make it easier for small SMEs to borrow and support their capacity building programs so the loan can be used to create sustainable local businesses that can be able to operate and repay loans as well as tax to the government.

8. Strengthening capacities of all SOEs, State Departments and Agencies to promote efficiency, effectiveness and enhance productivity. These structural reforms are needed for most agencies as they continuously fail to deliver on their mandate. An effectively run government machinery is key to PNG achieving economic independence and global competitiveness.

The veteran politician, one-time youngest Parliament Speaker in the history of the Commonwealth Nations and a former Deputy Prime Minister said that these interventions can lead to the government stabilizing the economy and lead it towards recovery; but to complement and sustain the economy, the government needs to look at long term policies that can help PNG grow at a sustained rate.
“I did a detailed summary of what happened to our economy and what is expected to maintain a healthy status of the general state of our economy.

“The above factors that are included in the short-term and long-term measures and the points detailed in the other key areas can and will address the capacity issues that are the major constraints and impediments to the growth and development of Papua New Guinea.”

He reiterated that, on the back of the passing of one of our iconic and uniting leader every citizen across this nation should refrain from all forms of corruption.

“All corporate small to large and all citizen across this land should resolve to pay an Honest tax to the Govt... its high time every one ask this simple questions”.
“We all love our country, every one of us, including our leaders and citizens. Sometimes we have shortfalls and it is by being genuine and having honest conversations, we will find a way forward ” he stressed.

Pundari assured the nation and both national and international stakeholders that the Marape-Basil government is committed to addressing the current plight of the economy in order to set the economic foundation of the country on a firm base upon which a growing country can economically prosper.

PUNDARI: I HAVE NO INTEREST IN NAC

Recent speculation that I had anything to do with the appointment of Rex Kiponge as the acting MD and CEO of the National Airports Corporation (NAC) is misleading.

The resolution for the Board to appoint Mr Kiponge was initiated by the portfolio Minister for Civil Avation. The same way he does not interfere with me in Finance or Rural Development, I also do not tell him how to run Civil Aviation affairs.

This is also how the Prime Minister runs Cabinet. Unlike in the past, Hon. James Marape respects the portfolio Minister to make the best judgement.

The Finance Minister is joint shareholder to many other entities, one of them being NAC. As custodian of the PFMA and all Public Monies, the Minister of Finance is required to provide checks and balance; nothing more.

Operational oversight and policy matters are the sole mandate of the portfolio Minister.

Mr Kiponge hails from Kompiam Ambum, which is my electorate, but he is also a Papua New Guinean and how he got employment with NAC in the past, or how he was chosen by the Board now is entirely his own personal and professional matter. Nothing to do with me in any form.

I never lobbied or initiated anything on his behalf. I have not even met one Board Member of NAC in regards to Kiponge's appointment.

How or why Mr Kiponge was selected to clean the mess in NAC created over the last 3 years was the prerogative of the portfolio Minister and Board.

In actual fact I delayed the signing of the resolution for 5 days seeking clearance from my department. I also made it clear it was the Board's responsibility to suspend and appoint the MD.

Whatever happened before or after that, I have no part in and absolutely no idea.

Furthermore, I make it very clear now that I have not requested for or will not seek to have any dealings, association or interest with NAC.

None of my personal and or associated businesses will be seeking any contracts from NAC. I also have not, and will not requesting for any personal favours from Mr Kiponge now or in the future.

That is my assurance to the public. This is a public office and I am obligated to make this clear.

I request, NAC staff and management, both current and aspiring; contractors to NAC; Civil Aviation staff and associates; the Civil Aviation community; fans; friends; haters; dedicated political rivals; and the general public to disassociate my name from any conversation regarding both the NAC and Mr Rex Kiponge from now on.

It is very frustrating when my name is being thrown around by a few people with vested interest and is believed by others based on assumptions.

Now that I have made this crystal clear, I warn that I will not hesitate to use every legal avenue available to protect my integrity and name.

There should be no further misleading comments, assumptions or implications in regards to myself and this issue.

I am deeply saddened to hear the announcement by the Somare family, that the father of our nation has fallen seriously ill and has been diagnosed with pancreatic cancer.

We send our thoughts and prayers to Grand Chief Sir Michael, Lady Veronica and their family. Let us all pray for the speedy recover of our first Prime Minister. We pray that God gives healing and comfort to Sir Michael and his family at this time.

It is during such times we come closest to our Maker. Amongst many, God chose and raised Sir Michael to lead our nation to Independence. I pray that above all things, at this time, Sir Michael and Lady Veronica come closer to God who chose them; and has been with them through their life of service to our nation.

In a small occasion on Friday 5th February 2021, Honorable Kevin Isifu, Member for Wewak, joined the Liberal Party, saying he is committed to the Marape led Government until 2022.

"I must say these past three and a half years have been turbulent and an enlightening experience for a first time Parliamentarian such as me," reveals Isifu.

The MP for Wewak reflects on the VONC in 2019 and the unprecedented political standoff only last year. "After two decades of stable Government under NA and PNC, who would have prepared anyone for such political upheaval? Many experienced MPs have been left out in the cold, and you can only imagine a first time MP like myself."

"I have certainly learnt a great deal and believe these experiences have helped me mature in politics." Isifu shared.

"Speaking to the PM and we agreed that I support his leadership until 2022," said the Wewak Member.

"I believe the time for politics in this term is over, and we need a steady ship to take us to 2022."

"Choosing Liberal was due to concurrence from the PM after being displaced. Also because it is led by Sir John Pundari who I followed across the floor to save this Government."

"Something was going to happen that morning and I could feel it, but I had no idea what was happening or who. When Sir John moved, I took the cue and followed him."

"I have great respect for him and am happy to align myself with the Liberals as we stand behind our PM Marape." Said Isifu.

"As leaders we are constantly judged for our actions and are susceptible to make mistakes. Politics is very unpredictable. However, I take stock of the lessons learnt and also take comfort that the two seniors that lead me, my Party leader and my Prime Minister, regardless of what challenges they face, openly acknowledge God as the true Captain of our ship."

We Liberals left and joined Vanimo for our own reasons, and we returned as a team to keep and restore PM Hon. James Marape's Government.

CONGRATULATIONS TO THE 4th PRESIDENT-ELECT OF AROB, ISHMAEL TOROAMA

I follow the Prime Minister, the Opposition Leader and other party leaders to congratulate the newly elected President of the Autonomous Bougainville Government, Mr. Ishmael Toroama.

President Toroama earned a reputation and the trust of his people by sacrifice. We also respect him as a well deserved leader of Bougainville.

Mineral-rich Bougainville island has been hampered by years of little economic progress die to the decade conflict and post restoration challenges. Mr. Toama has earned the mandate of his people and now has the responsibility to lead his people to prosperity.

During the election campaign, Mr Toroama said that there was a time for conflict, a time for reconciliation and a time to build for the future. God unleashes the power of reconciliation when it is time for peoples to reconcile. God will also unleash the strength for our countrymen to nation-build because that time has come and we are on our way.

Such insight comes from a true leader who has fought hard to fulfil the dreams of his people and the people have spoken through the secret ballot to elect him as the 4th President of AROB. I join all the other leaders to congratulate my fellow leader and President Mr. Toroama.

I also acknowledge one of this nation's founding fathers, the outgoing President, Grand Chief John Momis for his quality leadership over many years for his people in Bougainville and his service to his country.

Liberals believe that government’s fundamental duty is to ensure the prosperity of our people, which can only be achieved when we ensure the liberties and rights of our people are protected.
The inherent right of liberty was granted by our Maker to each person, and safeguarded in our Constitution. Furthermore, dominion was given to mankind over the land and its resources by the Creator God.
Bougainville has been hard lesson that has weighed heavily on our national conscience.

I do believe that the Marape-Stevens Government is beginning to address radically some of the underlying concerns held by the people of Bougainville. This is clear in the Prime Minister's stand on Porgera.

These concerns are universally held by all peoples and tribes across our nation. We are a nation of distinct individual and tribal personalities, and it is important that we embrace these differences in our laws and systems of governance.

It is our differences that make us unique and strong. The collective conscience and personalities of a thousand tribes breathes life into our nation state.

The grace and strength of the Bougainville people has been exemplified by their ability to foster peace and now again to elect a leader who embodies their desire to charter a new way forward.

The recent Referendum held last year, taken with this election is a resounding message that is heard in all corners of our country and most importantly in the chambers of Parliament.

We must now stand behind our Prime Minister and the Government as they work with President Toroama to deliver on the expectations of our people.

There is much work ahead for reform on the delicate fabric of our nation. However, we also remember that the worst is behind us, and we have come a long way, with many lessons already learnt.

As a rebel leader come President leads his people, we have a Prime Minister from a resource province who understands the heart of the challenges ahead. I have every confidence that these two men will hold hands and lead this nation towards a new dawn that will set our nation towards prosperity.

+++PRIME MINISTER JAMES MARAPES BRAVE STAND ON PORGERA GOLD MINE IS COMMENDABLE+++

The bravest sight is to see good men selflessly fighting against adversity for their people. I am compelled to speak out and throw support behind our Prime Minister James Marape; who is daring to dream.

In light of this landmark decision, I wish to make three main points on the issue of Porgera Mine. The first and most important of these, I will speak of last and start with my second point.

On behalf of my people of Kompiam-Ambum, Porgera, Wage in Kandep and Enga, I would like to unreservedly thank our Prime Minister and my Hela Huli brother for his convictions in making the decision to give our people the opportunity that no other Prime Minister since Independence has had the courage and convictions to do.

I have seen the concerns raised by Barrick Gold and understand their position. They are a corporate entity and have responsibilities to their employees, contractors and most importantly their shareholders. But I would also like to remind Barrick of their corporate social responsibilities.

There has been much devastation caused to the environment surrounding the mine during the last thirty (30) years of operation. The local communities and people have suffered both directly and indirectly as a result of the mine’s operations and there has been significant disparity in the distribution of the benefits from the mine. These are a cause for much concern. Denying these concerns exist and pressing forward for the renewal of the mining lease are not actions of a responsible Government.

The Government of Papua New Guinea and a majority of the initial 24 principal landowners that signed the Special Mining Lease to allow the operation of Porgera mine have made a decision not to renew the mining lease again to Barrick. The PNG Government has proposed a 12-month transition period, which allows for the negotiation of finer details and an amicable exit by Barrick. During this period, Barrick will be allowed to gain from the proceeds of the mine’s production and at the same time, offload their assets at a fair market value.

Barrick can choose to act responsibly being mindful of the imbalance on its ledger and its depraved history in Porgera. Claims and lawsuits for environmental damage and human rights abuse have been widely reported. Nevertheless, our people have been very respectful to laws of this country and the SML and allowed Barrick to operate in the last 30years without major disturbances.

Now that the SML has expired, we have followed that lawful process and have denied Barrick the extension.

The decision by the PNG Government is a clear indication that there can be no further relationship. Our Government has chosen to stand with its people over Barrick’s application for renewal despite its sweetened terms. We need not be educated by foreign companies on what is best for us and what we are forgoing as a result of this decision. The Government has made a judgment for the best interest of the landowners, the country and more importantly for our future generations.

The operations of Barrick are spread across the globe operating in many different countries. You have seen these countries compared to ours. Most of these countries are developed nations that enjoy a wealth of minerals and natural resources like PNG. However, unlike us, they have highly developed infrastructure and well established education and health systems. We are a struggling democracy, and after 30 years of the Porgera mine’s operation, we are unsatisfied that this has adequately contributed to our development. We remain the best judges of our own future. Please respect that fact.

Barrick Gold has the opportunity to show itself to be a unique corporate global citizen and leave with dignity and good faith. Shock the corporate world by giving back to a struggling developing nation that has enriched their shareholders for many years. What a news story that will be for the international community.

However, if Barrick chooses not to leave without a fight, threatening to close the mine, and remove the mine’s installation and equipment, and to file lawsuits in the courts, these actions will not paint a good picture of a noble corporate citizen who has benefited immensely from our resources, or a concerned development partner – these paint a negative image.

I must warn Barrick. You may win the lawsuit by International Arbitration. You may enrich and collude with individuals and certain groups of landowners to the detriment of the majority. You may set back our economy and move powerful forces against us – but our people have been awakened!

This decision by our Prime Minister has awoken the beating hearts of a thousand tribes across our nation. Ten million landowners will finally know the truth about corporations, ther empty promises and true agenda.

This is our land, and we will thrive on it like we have done since time immemorial. We are a resilient people that have survived many challenges. A civil war, famine, disease, economic hardships and depression. We are a thousand cultures but one people under God, who remains our secret weapon and the Defender of our nation. Our world will not end because of you or any other developer leaving our shores – we shall prevail. Barrick winning the arbitration will not kill us, and as we endure, the countless generations to come will see this defining moment in our history, they will remember that this day, true sons of Papua New Guinea stood up for their future.

We acknowledge and remember existing partners and developers in PNG. Some have been here longer than Barrick, and will continue to help build our country. Our Government in this matter, is ensuring that the relationship between our country and developers, brings mutual benefits. You have been with us and know that we are a welcoming, caring, loving, fair and genuine people, who only act when we feel we need to protect our own rights and lives.

for Our People

Today our world faces unprecedented times. In such times; great leaders are forged and inspirational stories are written. Our Prime Minister’s resolution to take back our resources in Porgera is an extraordinary first step. A mighty tree sleeps inside a small seed. An eagle lies inside an egg, and the hopes and dreams of an entire generation lay within the courageous steps taken by our Prime Minister.

Brothers and sisters, let us learn from our past. The seeds we plant today will be harvested tomorrow by our children. Just like the seeds planted by our fathers since Independence are being sowed by us today. This time we have the benefits of hindsight and we must learn from the mistakes we have made. This is an opportunity that will arrive only once in a generation, and we must take ownership by rising to the challenge before us.

Specifically, to our Ipili people and families in Porgera, forget the failings and disputes of the past. Forgive each other and bury the burdens and sufferings with the expired mining lease. This is a new beginning and a chance to build better lives for yourselves and your children. Sit around a table of brotherhood and sisterhood and agree on a benefit sharing arrangement that is fair and sustainable for all.

Our resource owners in this blessed country are watching. Especially on the Islands of Bougainville who have sacrificed too much for their land and resources. Now their brothers and sisters in Porgera and across our land have seen their great sacrifices and are fighting for their own land and rights in a smaller way. We must stand up for our land and our people and may this be a small part of a greater victory for us all. We are setting precedence here.

For the first time, our good Lord has blessed us with a Prime Minister who is listening to our people and fighting for the landowners against corporations and developers. No other Prime Minister would have acted like this, and for this we must give credit to him and give thanks to our Heavenly Father.

To the rest of Papua New Guinea, this is the time to take our country back. Rally behind our Prime Minister and Government for this cause. We must not let fear dictate our actions, but have hope and belief in ourselves, and above all trust God. The God of Abraham, Isaac and Jacob will go before us and fight our battles.

My final and foremost message is to my brother in faith and in blood. Prime Minister, your decision sends a clear and resounding message to all the thousand tribes across our nation.

I remember the story of Queen Esther at this time. An orphan girl raised in the home of her uncle Mordechai. Chosen above all the prettier and more suitable girls of her time, to become Queen of Great Persia. When a decree was made to kill her people, she saw no way to be able to help her people, because custom and tradition dictated even she could not approach her husband King unsummoned. Disobedience would mean certain death and despite several messages from her uncle Mordechai, she feared for her life. She said to her uncle that she was unable to stand before the laws of the Great Persian Empire.

But Mordechai replied in never-to-be-forgotten words, “Maybe for such a time as this, you have come to the palace and become Queen. For such a time as this – you were chosen amongst all the others to deliver your people.’’

My brother Prime Minister, you are the son of a humble missionary pastor. Who was a champion and warrior of Christ, and he brought light to the darkest corners of our nation. I believe for such a time as this, though imperfect we all are, you were chosen to lead our people.

May God bless your leadership and give you the strength to continue to stand up for our people. Have no fear despite the adversity and challenges ahead. Hold true the promise of Mordechai’s God, that He will be with you always – even unto the ends of the earth. Your country and people stand behind you.
