Shalom! Beloved Rai Family,

Yesterday I posted that the DSIP K10 million is NOT the Member’s money, and not the DDA’s money. It is public development funding tied to law and government policy.

Since you voted me in, I’ve received many letters from all 4 LLGs asking for vehicles, boats, chainsaws, sewing machines, and roofing iron. This is a legacy issue — for years, MPs’ supporters received these things paid for with public funds, so when you voted me in, you expected the same. I don’t blame you for that expectation.

My response: The Board did not approve all. This is a matter of principle.

I know some of you are not happy. I understand. I truly love you, my beloved people. I wish the K10 million were my own money so I could give it out, especially to those who stood with me. But even then, I would have to be fair and give to everyone.

I hear you. I know. That other MPs are giving out PMV trucks to supporters.

I can’t.

I’m sorry. I love you, but I can’t 💙🤍😢

What the DDA can fund is vehicles and boats for our sectors — Health, Education, Works, Administration, Law & Order. They remain State property. They serve the whole district and stay with the office, not with an individual.

Now, on the other things you’ve asked for:

Housing and roofing iron. Housing is a national priority under MTDP IV, with a KPI on replacing bush material houses. In my next post, I’ll share the progress on our village and institutional housing.

Sewing machines. In Board Meeting No. 1/2026, the Board approved K200,000 for sewing machines. RCDDA will supply 5 per ward, across all 84 wards, through our Ward Cooperatives initiative. More on this soon.

We are not turning our backs on our people. We are doing it the right way — through systems, through cooperatives, through law. So the help reaches everyone, not just a few.

Shalom! Beloved people of Rai Coast,

The DSIP K10 million is not the Member’s money. It’s not the DDA’s money. It’s public development funding tied to law and national policy, already split across education, health, infrastructure, law & order, economic development, and social services.

That money builds schools, aid posts, roads, bridges, classrooms, health facilities. It is not for handouts.

For too long, politics in PNG has taught our people that a leader’s job is to hand out cash every day. That thinking has kept districts poor.

Rai Coast has fertile land, cocoa, copra, coconuts, vanilla, fisheries, and resilient people. We cannot sit and wait. The future is in our gardens, our cooperatives, our SMEs, our hard work.

Government opens the door. Families, wards, and communities must walk through it.

Goroka honey is not enough to meet the manufacturer demand. If farmers go into bee-farming, they buy everything - because PNG honey is one of the best in the world. Raw, natural, bees 🐝 feed on wild flowers.

We need more manufacturers to replace imports. And they are seeking to buy more from our farmers. Employ over a thousand workers🙏.

ICT Ministry welcomes Court Ruling for Satellite Broadband Licensing in PNG, Pathway Opens for Starlink Services, digital connectivity agenda back on track
Acting Minister for Information and Communications Technology, Hon. Peter Tsiamalili MP., welcomed the outcome of the recent regulatory matter concerning the licensing of satellite broadband services, including those proposed by Starlink, saying it affirms Papua New Guinea’s commitment to a transparent, rules-based regulatory environment.

He said the decision provides a clear and enabling pathway for the National Information and Communications Technology Authority (NICTA) to consider licensing satellite broadband services to support national disaster preparedness and response efforts.

“In a country characterized by challenging terrain, dispersed populations, and vulnerability to natural disasters, satellite connectivity presents a practical and strategic complement to existing terrestrial infrastructure,” Hon. Tsiamalili Jr. stated.

He emphasized that satellite-based connectivity will play a critical role in maintaining communications during emergencies, supporting first responders, and bridging technology gaps where traditional infrastructure is not viable.

“Reliable connectivity is no longer a luxury, it is a lifeline for our people and a foundation for our future,” Hon. Tsiamalili Jr. said.

The Acting Minister reiterated that all operators, both existing and new entrants, must operate within Papua New Guinea’s established legal frameworks to ensure fair competition, consumer protection, and sustainable development.

“This decision empowers NICTA to evaluate and license satellite broadband services under a clear legal framework, ensuring innovation goes hand-in-hand with accountability, fairness, and consumer protection,” he added.

Secretary for the Department of Information and Communications Technology, Mr. Steven Matainaho, said the Court found that the Ombudsman Commission had overstepped its constitutional powers.

Secretary Matainaho stated that the National Court has quashed the Ombudsman Commission’s directive that sought to stop Starlink licensing in Papua New Guinea, ruling the move unlawful and invalid.

“The Court found the Ombudsman overstepped its constitutional powers, the directive to halt Starlink operations was unlawful and invalid. What this means: Starlink licensing process can proceed, NICTA’s role as independent regulator is upheld, and the government digital connectivity agenda is back on track,” Mr. Matainaho explained.

𝗖𝗥𝗜𝗧𝗜𝗖𝗔𝗟 𝗖𝗛𝗔𝗟𝗟𝗘𝗡𝗚𝗘: 𝗡𝗢𝗧 𝗘𝗡𝗢𝗨𝗚𝗛 𝗛𝗜𝗚𝗛 / 𝗦𝗘𝗖𝗢𝗡𝗗𝗔𝗥𝗬 𝗦𝗖𝗛𝗢𝗢𝗟𝗦

Just 28 months ago, Bugati was only an open field. Before that, our Junior High had been squeezed into primary school facilities for 4 long years.

Today at Bugati we have:
✅ 2 x 4-in-1 Classrooms
✅ 2 x Double Classrooms
✅ Admin Building
✅ Head Master’s House
✅ Water supply

And we are grateful to secure donor funding for dormitories, a mess hall, 10 more staff houses, and energy — among other priorities.

For years, Education experts kept warning me: if we don’t start investing seriously in High & Secondary Education, Rai Coast will be left behind.

The reality is urgent:

• Our only Secondary School, RSS, is overcrowded and academic standards are slipping.
• Junior High Schools Erima and Saidor have run out of space.
• Rem Bonga is caught in a land dispute.

• Bugati had exactly what we needed — big, undisputed State land, good leadership and Board & School committed to work with RCDDA.

𝗢𝗨𝗥 𝗙𝗢𝗖𝗨𝗦: Build a brand new Boarding Secondary School at Bugati — our No.2 after RSS.

Raikos population keeps growing. Our children grow older every year. They cannot wait for us to finish every road and every bridge before they need a classroom.

Education must move now.

He will also launch our 𝟭𝟬-𝗬𝗲𝗮𝗿 𝗥𝗮𝗶 𝗖𝗼𝗮𝘀𝘁 𝗘𝗗𝗨𝗖𝗔𝗧𝗜𝗢𝗡 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻.

Development is not just about roads, energy, or infrastructure. It is also about what we choose to measure — and what we ignore.

Across the world, and here in our own communities, women carry the weight of unpaid domestic work — cooking, cleaning, caregiving, sustaining families.

📊 Data tells us:

* Women spend significantly more time in unpaid labor than men
* This limits their access to paid work, education, and leadership
* Yet this work sustains the very foundation of our economies

True development must recognize, measure, and respond to the invisible labor of women.

That’s why as Labour Minister, I commissioned PNG’s first ever labour force survey (LFS). And secured Government funding K24 million. The work is now undertaken by National Statistics Office (NSO) & DLIR.

⚡📚 GOOD DATA IS FACTS AND PEOPLE’S EXPERIENCE

Data collection isn’t just one thing.

Some data is hard and objective — wards reached, households connected, people benefiting from the Rai Coast renewable energy program.

Some data is personal — does a mother feel safer at night? Can a child study after dark? Does a family feel their life is actually improving?

Both matter. The facts tell us what we delivered. The people tell us whether it worked.

This is exactly why our early childhood education data collection in Rai Coast must go deeper than numbers:

📊 Yes, we’ll count — children enrolled, learning centres operating, teachers in place.

🗣 But we must also ask the harder questions — Are children actually learning? Do parents trust the system? Are our young ones ready for primary school?

Because let’s be honest —

⚡ Energy isn’t just electricity. It’s a mother who can see her child’s face at night.

📚 Early childhood education isn’t just enrolment. It’s a future being built, one child at a time.

That’s the data that matters most.

Data is both qualitative and quantitative. Depending on what exactly we seek, it may go beyond the requirements of a Ward Record Book.

Open MiBank account, Send and Recieve Money, and Topup Mobile Credit through the SevisWallet App

“I am pleased to announce that Papua New Guineans can now open a MiBank account, send and receive money, and top up mobile credit within the MiBank ecosystem, all from a smartphone using their SevisWallet App.

Acting Minister for Information and Communications Technology Hon. Peter Tsiamalili Jr. announced this yesterday.

Minister Tsiamalili further elaborated that this rollout is being delivered within the MiBank ecosystem under the formal partnership between the Department of ICT and MiBank.

“We know that financial access has been a long-standing challenge in our country. It is estimated that over 60–70% of our population remains unbanked, particularly in rural and remote areas. At the same time, mobile pe*******on exceeds 70%, giving us a clear pathway to deliver services digitally and at scale, said the Minister.

He stated that through this integration, we are now enabling:

* Digital account opening using SevisPass biometric identity
* Person-to-person transfers using verified digital identities
* Receiving funds into MiBank accounts
* Airtime top-up via SevisWallet

“This initiative is part of our broader Digital Government agenda to deliver fast, simple, and accessible services to our citizens. At the same time, it directly supports our national financial inclusion objectives by removing barriers to participation in the formal economy”.
