CASA PNG at DGCA/61 | Shaping the Future of Aviation

CASA PNG is honoured to participate in the 61st Conference of Directors General of Civil Aviation (DGCA/61) in Kuala Lumpur, Malaysia, held under the theme “Smart Skies: Emerging Technologies for Safe, Secure, Sustainable and Efficient Aviation.”

The conference brought together aviation leaders from across the Asia-Pacific region to advance discussions on aviation safety, innovation, sustainability, connectivity, and regional cooperation.

A proud moment for Papua New Guinea was the participation of Mr. Benedict Oraka, Director of Civil Aviation, in the High-Level Panel Discussion during the opening day of the week-long Conference.

The High-Level Panel Discussion brought together a distinguished line-up of aviation leaders and industry experts to explore how emerging technologies are shaping the future of safe, secure, sustainable and efficient aviation.

From innovation and digitalisation to the evolving aviation landscape, the discussion offers valuable insights and perspectives on the opportunities and challenges shaping the future of aviation.

CASA PNG Celebrates Airbus A220 Type Rating Achievement by Technical and Operational Inspectors

The Civil Aviation Safety Authority of Papua New Guinea (CASA) proudly congratulates two of its aviation professionals, Philip Kurivo, Airworthiness Inspector and Aircraft Maintenance Engineer, and Captain Valentine Wyatt, Manager Flying Operations, on successfully attaining their Airbus A220 Aircraft Type Ratings.

The achievement follows the successful completion of a rigorous Airbus A220 type rating training programme undertaken alongside their counterparts from Air Niugini. Both officers have satisfied all requirements for the issuance of the Airbus A220 Aircraft Type Rating, strengthening CASA's capability to effectively oversee the operation and maintenance of this new generation aircraft within Papua New Guinea.

This training forms part of CASA's ongoing capacity building programmes which institutionalise Government of Papua New Guinea's human capital development priorities and the aviation sector strategies aimed at building technical capacity and developing a highly skilled national workforce.

International Civil Aviation Organization (ICAO) emphasises that effective safety oversight depends on the competence, qualifications, and continuous development of civil aviation inspectors. Accordingly, CASA remains committed to ensuring that its inspectors possess training and qualifications comparable to those of the aviation professionals and organizations they regulate.

CASA acknowledges that investment in technical training and professional development is essential to sustaining a safe, secure, and efficient aviation system. As aviation technology continues to evolve, especially with the introduction of modern aircraft such as the Airbus A220, CASA must ensure that its inspectors remain at the forefront of industry knowledge and regulatory oversight capability.

In line with ICAO's Next Generation of Aviation Professionals (NGAP) initiative, CASA continues to promote career pathways, workforce development, and industry collaboration to attract and retain skilled Papua New Guineans in aviation.

✈️ CASA PNG Recognizes Airbus A220 Type Rating Achievement by Air Niugini Engineers 🇵🇬

The Civil Aviation Safety Authority of Papua New Guinea (CASA PNG) formally acknowledges and congratulates four Air Niugini Licensed Aircraft Engineers who have been successfully issued Airbus A220 Type Ratings.
This certification represents a significant milestone for both Air Niugini and the State of Papua New Guinea, reflecting the continued development of national capability in the maintenance and support of modern aircraft systems.
The achievement demonstrates the growing competence of Papua New Guinean aviation professionals and reinforces the country’s commitment to maintaining the highest standards of aviation safety, in alignment with international regulatory requirements.
CASA PNG recognizes this accomplishment as a positive outcome of ongoing efforts to strengthen local technical expertise and build a sustainable, skilled aviation workforce within Papua New Guinea.

CASA PNG Certifies Rescue Group PNG as Part 141 ARFF Training Organisation

The Civil Aviation Safety Authority of Papua New Guinea (CASAPNG) has granted Rescue Group PNG (RGPNG) an Aviation Training Organisation (ATO) certificate under Civil Aviation Rule (CAR) Part 141, authorising the organisation to conduct Airport Rescue and Firefighting (ARFF) training.
The issuance of the certificate on 5 March 2026 coincided with the official opening of RGPNG’s purpose-built training facility at 9 Mile, Lae, Morobe Province. The ceremony was officiated by the Governor of Morobe Province, Hon. Rainbo Paita, who presented the certificate on behalf of CASAPNG.
While presenting the certificate to the owner of Rescue Group PNG, Mr Daniel Lewis, the Governor highlighted that RGPNG is the first ARFF training organisation in Papua New Guinea to be certified under CAR Part 141. He noted that this milestone supports CASAPNG’s new regulatory requirement to provide oversight of all aviation training, beyond the traditional scope of pilot, aircraft engineer, and air traffic controller training.
As part of the opening ceremony, a live fire drill was conducted by 10 Airport Rescue and Firefighting personnel from the National Airports Corporation (NAC), who were undergoing a week long training programme at the facility. The demonstration showcased realistic firefighting scenarios and operational readiness.
The significance of integrating RGPNG into the civil aviation system lies in its capability to deliver pressure fed fuel fire training and live fire drills in compliance with Civil Aviation Rule Part 139. Currently, the NAC does not provide pressure fed fuel fire training for its ARFF personnel—training that simulates realistic aircraft fire scenarios.
The establishment of the RGPNG training facility is therefore timely, responding directly to NAC’s search for pressure fed fuel fire training solutions to address an ICAO audit finding from 2023. The week of the facility’s opening marked the third batch of 10 NAC ARFF personnel to successfully undergo this specialised pressure fed fuel fire training.
In addition to aircraft fire training, the RGPNG ARFF training package also covers urban firefighting, first aid, and other emergency response competencies, further strengthening aviation safety and emergency preparedness across Papua New Guinea.
