Ombudsman Commission PNG This is the Ombudsman Commission of Papua New Guinea's page. OCPNG is an independent constitutional institution created by the Constitution in 1975.

It consists of the Chief Ombudsman and two Ombudsman, one of whom must have an accounting qualification. The main functions of the Commission are to;
1) Investigate complaints about the administrative actions of governmental bodies and agencies.
2) Administer the Leadership Code (outlined in the Constitution) by conducting investigations into the actions of Leaders.
3) Investigate discriminatory p

ractices under the Discriminatory Practices Act and the HIV/AIDS Management and Prevention Act. All complaints received by the Commission are confidential except where information must be revealed to conduct investigation.

Ombudsman Commission at the 2026 Provincial Leaders Induction Workshop

On 17 February 2026, the Ombudsman Commission was honoured to be invited by the Sandaun Provincial Government to present at the 2026 Provincial Leaders Induction Workshop, held at the Anthony Wouwou Assembly Hall, Vanimo, West Sepik Province.

Our presentation focused on the roles and functions of the Ombudsman Commission, and most importantly, the duties and responsibilities of leadership — a timely and critical message for our newly elected leaders.

This induction workshop is a joint programme brought together by key government agencies committed to educating our leaders in the processes of Government and building capable and accountable leadership across Papua New Guinea:

- Department of Provincial & Local Level Government Affairs (DPLGA)
- Department of National Planning & Monitoring (NP&M)
- Department of Implementation & Rural Development (DIRD)

TEMPORARY OFFICE CLOSURE
OMBUDSMAN COMMISSION HEAD OFFICE

The Ombudsman Commission wishes to inform the general public that, due to ongoing power outages causing unforeseen disruptions to its operation, the Ombudsman Commission Head Office in Port Moresby will be temporarily closed from Wednesday, 22 October 2025 to Friday, 25 October 2025 (inclusive).

The Commission will resume normal operations on Monday, 27 October 2025. If you have any complaints or follow-ups you wish to make during this period, please hold them until the Commission resumes operations on the 27 of October 2025. The Commission requests that you hold them until it resumes operations on 27 October 2025.

The Commission apologises for any inconvenience this temporary closure may cause and appreciates your understanding during this period of disruption.

OMBUDSMAN COMMISSION’S INTERVENTION RESULTS IN TRANSFER OF TITLE OF A PROPERTY AFTER 41 YEARS

In April 2024, the Ombudsman Commission commenced an investigation into the prolonged delay spanning forty-one years in the transfer of a property title from the governmental housing authority to the complainant.

The complainant, a sitting tenant and former police officer, had occupied the housing property at 3 Mile in NCD under a Tenancy Agreement with the housing authority. The house was originally reserved by the Colonial Administration for Commissioned Officers of the Royal Papua New Guinea Constabulary.

The complainant had successfully paid all outstanding amounts and signed the necessary legal instruments for the final transfer of the title. However, the subsequent delay in the administrative process prompted the complainant to seek the Commission’s assistance.

The Commission initiated inquiries with the concerned department to determine the reasons for the delay.

On 2 June 2025, the concerned department responded to the Commission by providing all the necessary transfer instruments, which the complainant then signed.

As a result of the Ombudsman Commission’s intervention, the concerned department expedited all outstanding registration processes, and the property title was successfully transferred to the complainant.
