181023. Joint Forces Commissioning Course Graduation

Governor General Grand Chief Sir Bob Dadae today attended the 5th Joint Forces Commissioning Course Graduation at Igam Barracks, in Lae Morobe Province.

Grand Chief Sir Bob was Reviewing Officer at the Graduation of 21 graduands the first to graduate as the King's commissioned officers following the Coronation of King Charles III in May this year.

"As the representative of His Majesty King Charles III, it gives me immense pride and joy to be here to witness the first graduation of the King’s commissioned officers.
Let me at the outset acknowledge the graduating class for an impressive performance of skill and character displayed this morning, and I commend you all for that.

The 21 outstanding cadets before us today, have proven to overcome all obstacles and challenges to successfully complete 18 months of extensive training here at the Joint Forces College," Grand Chief Sir Bob said in his address to the graduands.

Grand Chief Sir Bob highlighted achievements by the graduating class which include "the establishment of Learning Management System, and a MOU with University of Technology – UNITECH, for ICT Support at the Joint Forces College.

Grand Chief Sir Bob added that "enhancement of training to meet the various challenges confronting the three Disciplinary Forces domestically and globally, is essential to build a strong and effective security force to adequately respond to security threats and provide the necessary protection required."

"The PNG Defence Force, the Royal Papua New Guinea Constabulary and the PNG Correctional Services are important institutions of Government, established by the Constitution as State Services, defined as ‘Disciplined Forces’. These are creatures of the Constitution.

"The Joint Forces College is also a training ground for future civil servants groomed in disciplinary environments, attitudes and mindsets to drive our shared Vision 2050...As the three main physical security institutions of Government, they have a huge role to play in ensuring the best security to protect the Government, people, resources and investments in the country," Grand Chief Sir Bob said.

The Governor General urged the graduands to uphold discipline and high standing and ethical leadership at all times.

"To the graduands, you have made the choice to serve the 10-million people of Papua New Guinea. The people of this nation now look to you to serve them, protect their lives, liberty and properties over your own.

The people you serve, expect you to live up to your name. Our country, asks no more than discipline and being true to your uniform, for you are our country’s face of law enforcement and security. You are the direct hand of Government in maintaining order, security and safety.

You are the first ever King’s Commissioned Officers following the coronation of King Charles III in May this year. The crown you will adorn on your uniform is more than just a decoration. It reflects order and discipline. Two very important principles that you must live by as commissioned officers of the King.

Your conduct and personal appearance must at all times reflect high standing and ethical leadership. Take care of your physical, mental and spiritual wellbeing as the basis for your personal growth, progress and for a productive service in the respective Force you serve. Serve with the utmost pride and allegiance to our country and people.

Congratulations graduands! It is my hope that you will all make positive strides in your careers and to that end, always live up to your oath of service, To god, King and Country!"

Governor General Grand Chief Sir Bob Dadae, has executed on behalf of the State, a contract for the completion of a new Cancer Centre at Port Moresby General Hospital.

The contract is phase 3 of construction and completion of the Cancer Centre valued at K47, 470, 082. 00, inclusive of GST, and will be fully funded by the State through the Port Moresby General Hospital (PMGH). The duration of the contract is 21 months.

The National Executive Council has approved to award the contract to Cemix & Construction Limited as the single-source procured contractor.

Cemix & Construction Limited Managing Director Jonny Zhang and representative Diana Estrella signed the contract witnessed by Chief Executive Officer of PMGH Dr. P**i Molumi at Government House this morning.

On the Occasion of Globe-athon 2023

Good morning one and all,
I am honoured and delighted to be here this morning to participate in this important event to raise awareness about cancers that affect women.
Today, unlike ever before, cancer is having a far-reaching impact and hold on humankind regardless of race, colour, ethnicity, political, economic or social standing.
Today, the focus of the Globe-athon, is on cancers affecting women. As stated by Dr. Sapuri a few days ago, the four most common cancers among women are breast cancer, cervical, endometrial and ovarian cancer.
The key message of the Globe-athon is prevention of these cancers. This is achieved through early detection and regular testing and screening.
Fellow women and girls, I urge you all to take this seriously. There is good reason why these cancers are referred to as silent killers. It is because by the time women start to feel sick and show symptoms, the cancer has reached the fatal stage that is often beyond medical intervention.
So even when you don’t experience any symptoms at all, or you consider yourself healthy, make an appointment soon with a specialist gynaecologist for an ultrasound for endometrial cancer and pap smear and follow up every two years.
I want to also encourage girls in the age range of 9 to 26 years to get the Gardasil vaccine to prevent and protect against cervical cancer.
As part of my awareness initiatives, I do community awareness especially at the village level for women and girls. As Patron of Vabukori Women Development Association, we are encouraging women to do pap smear here at PIH (Pacific International Hospital).
Equally important is to undergo breast scan or mammogram every two years.
I want to share a personal experience in this regard on the importance of early testing for breast cancer. I recently underwent a biopsy of my breast after I noticed a lump one morning a month ago. Without hesitation, I contacted Dr. Sapuri and a biopsy was done to determine the nature of the lump. Thankfully, the biopsy has tested negative for cancer.
That experience however, was a wake-up call for me. It is now a well-known fact that women’s cancer such as breast cancer, cervical and ovarian cancer is being detected in women in the much younger age group, and not after 40 years as previously noted. Hence, we are all at risk. Let’s not wait until it is too late.
Let’s start investing in our personal health as the first step in the fight against women’s cancers. Let’s be self-aware and proactive. Take heed of health warnings and guidance from health professionals on what we must do to protect ourselves. Make it your business to learn as much as you can about the risks of cancer, its effects and symptoms and act on these advise and warnings.
Go for regular tests and scans as recommended by medical specialists. This includes pap smears, HPV screens, breast scan and mammogram, uterus and ovaries scans. The experience of undergoing such tests can be somewhat daunting and uncomfortable for us women, but it is worth the effort and it saves lives.
So let’s act now to safeguard our personal health and that of future generations of our nation.
I am encouraged to see you all turn up for the Globe-athon Walk today. Enjoy the walk and please continue to spread awareness on women’s cancers at every opportunity. Together we can stem the tide of women’s cancers in Papua New Guinea and ensure a healthy future for our women and girls.

21.09.23 Governor General Issues Writs for Lagaip Open Electorate Supplementary Election

Governor General Grand Chief Sir Bob Dadae has issued Writs for the Lagaip Open Electorate Supplementary Election.

The Governor General issued the Writs at Government House this afternoon in the presence of Electoral Commissioner Simon Sinai.

Nominations and polling for the by-election are as follows:

Issue of Writs/Nominations open: Thursday 21st September 2023 at 4pm.
Nominations close: Thursday 28th September 2023 at 4pm.
Polling commences: Saturday 21st October 2023. Polling concludes: Friday 27th October 2023. Return of Writs on or before Friday 17th November 2023

The Electoral Commissioner had declared the election in Lagaip in the 2022 National General Elections failed due to hijacking of ballot boxes by aggrieved supporters of candidates and ordered a Supplementary Election the Writs of which was issued by the Governor General today.

Governor General Grand Chief Sir Bob Dadae, today officiated the swearing in of a new judge of the Supreme and National Court of Justice.
Justice Susan Purdon-Sully of Australia, has been appointed by the Judicial and Legal Services Commission to serve as a judge for a period of 3 years.
Justice Purdon-Sully recited before the Governor General the Declaration of Office, Declaration of Loyalty and Judicial Declaration at the swearing in ceremony attended by Minister for Justice & Attorney General and Chairman of the Judicial & Legal Services Commission Hon. Pila Niningi and acting Chief Justice Les Gavara-Nanu.

19.09.23 UAE Ambassador Presents Letters of Credence

Governor General Grand Chief Sir Bob Dadae was today presented with the Letter of Credence by Ambassador Designate of United Arab Emirates to PNG, H.E. Mr. Jamal Abdullah Alsuwaidi.
At the Credential Ceremony held at Government House this morning, Ambassador Alsuwaidi expressed to the Governor General his personal gratitude and appreciation for the warm hospitality accorded him since arriving in Port Moresby yesterday, which he described as testament to the importance Papua New Guinea placed on its relations with the UAE.
Ambassador Alsuwaidi informed the Governor General that the UAE government is particularly interested in Papua New Guinea’s participation in the COP28 UN Climate Change Conference to be held in Dubai in December, adding that the UAE Government would assist to ensure PNG’s full participation in the Conference.
According to Ambassador Alsuwaidi, the UAE Government is also interested in pursuing direct airline operations between PNG and UAE for direct international travel between the two countries which he said, will boost investment opportunities for the two countries.
Grand Chief Sir Bob remarked that “PNG acknowledges the UAE Government’s keen desire and focus on developing bilateral relations between PNG and the UAE and would like to explore the possibility of cooperation in its extractive industries sector with the UAE, as well as support in vocalizing clean energy methods as the Pacific Islands face an imminent threat to the effects of climate change.”

17.09.23 Flag Lowering Ceremony- 48th Independence Anniversary

Governor General Grand Chief Sir Bob Dadae officiated the 48th Independence Anniversary Flag Lowering Ceremony on Independence Day at the Sir Hubert Murray Stadium in Port Moresby.

Following an inspection of the Guard of Honour by the combined disciplinary forces, the Governor General addressed the nation calling on all citizens to build a National Character and a change in Mindset based on Christian ethics and values.

"I hereby call on all citizens, uphold and instill in ourselves, and especially our children, the core values of Christian principles and ethics as they are fundamental in nation building.
The basic Christian principles of generosity, courage, love, respect, honesty, obedience and volunteerism are enshrined in our National Constitution. These are the pillars which will allow us to stand tall as citizens of this country, take pride in what we are, and incite in us a desire to do more for our fellow citizens.

"My Fellow Citizens,
I can tell you plainly, and as a challenge to us all, that we are not a Christian country anymore because the very fabric of our society is infested with social ills and disrespect for one another and their properties.
On a daily basis, there is tribal and ethnic violence, once only heard of in rural PNG, is now a common occurrence in our cities.
I make a nationwide call to all criminals and ethnic groupings to lay down your high-powered and sophisticated weaponry once and for all.
The continuing cowardly act of torture especially in the Highlands, and the infiltration of our cities with tribal warfare, are all condemned in the highest order and must cease once and for all.
We must not use culture as an excuse to involve in violence and torture fellow countrymen. I call on all leaders, politicians, businessmen, village elders and chiefs to intervene and restore peace and reconciliation and bring to justice those responsible for carrying our such horrific acts of violence.
We must build a peace-loving National Character within our individual self and among our citizens. We must have a change in our Mindset.
Without values and high moral stance, including integrity, we are not a worthy society and cannot realize our full potential as a destination for investment and business to flourish...
The national Government has put in place basic infrastructure and has ambitious plans to develop and improve basic services throughout the country both in urban and rural areas. This is to enable our people to access these services to better their lives and participate in economic activities to sustain their livelihoods.

Fellow Citizens,
The onus is on each and every one of us as citizens of this nation, we call home, to build a just, safe and secure society.
It is high time we deviate from the mindset of total reliance on government handout and relying on politicians for financial support and sustenance of our livelihood.
Success and accomplishment do not come easy. Hard work, perseverance, honesty, transparency and persistence are, but some of the qualities we must all possess to achieve success and progress for ourselves.
Resorting to crime and criminal activities for financial gain is, at the least cowardly, short-lived, and, at the most, leads to more personal and social problems and death. It has a harmful effect on our children and families, communities and paints a negative picture of our country to the rest of the world and international community. This in turn affects investor confidence and puts a dent in our country’s economic growth and progress...
Using our own personal initiatives to engage in economic activities to sustain our livelihoods in an honest and transparent manner we can develop our communities and attract infrastructure development which, in turn, leads to establishment and creation of local businesses and more economic activities.
The greatest reward, my fellow citizens, is the fulfillment and satisfaction we experience from our sweat, sacrifice and hard work. It’s when we see our families benefiting and thriving from our hard work and our children aspiring to follow in our footsteps to make a better future for themselves and future generations of our nation. That is the kind of legacy we must aspire to, for our children and for the betterment of our nation.

I call on each of us citizens, men, women, boys and girls to develop in our individual conscience a new Papua New Guinea character based on good values, peace and respect to enable us to coexist in harmony, from this day onwards.
We must say no to tribal fights and start living with respect, dignity and generosity for our fellow human beings who are our very own brothers and sisters from our clans, villages, communities and society. Each of us are our brothers’ keeper, that’s the Christian principle," the Governor General stated.

Nepalese Ambassador Presents Credentials to Governor General

Ambassador of Nepal to PNG H.E. Kailash Raj Pokharel recently presented his Letters of Credence to Governor General Grand Chief Sir Bob Dadae at Government House. Papua New Guinea and Nepal established diplomatic relations in 2013. According to Ambassador Pokharel, there are 500 Neplaese working and residing in PNG, and most are business owners, doctors and information technology experts. Nepal has eight of the world's ten highest mountains, including Mt. Everest the highest point on earth. Ambassador Pokharel is a non-residential ambassador based in Canberra, Australia.

7.09.23 Lady Dadae Visits RSPCA

Lady Emeline Dadae recently took time off her busy schedule to visit the Royal Society for the Prevention of Cruelty to Animals, RSPCA at Waigani, Port Moresby.
Lady Emeline was warmly received by the friendly felines (cats) and dogs who took an immediate liking to Lady Emeline on first contact.
This is Lady Dadae's first visit to the RSPCA and she spent some time touring the facility with General Manager David Thompson, meeting with staff and most of all, enjoying the company of the friendly animals.
Lady Dadae is planning future visits to the RSPCA as a means to promote animal welfare, and in her supporting role to Grand Chief Sir Bob Dadae who is Patron of the RSPCA PNG.

7.09.23 Governor General Receives Red Cross Annual Report

Governor General Grand Chief Sir Bob Dadae, was today presented with the 2022 Annual Report of the Papua New Guinea Red Cross Society.
Red Cross Society Secretary General Valachie Quagliata and Honorary Treasurer Janet Philemon presented the Report during a Courtesy Call on the Governor General at Government House this morning.
The Governor General and Patron of the Papua New Guinea Red Cross Society, Grand Chief Sir Bob Dadae noted the Report “provides a comprehensive overview of the organisation’s program and services highlighting its achievements, challenges and opportunities for the future.”
Grand Chief Sir Bob paid tribute to the volunteers, staff, partners and donors of the PNG Red Cross Society commending them for their “generosity and commitment to humanitarianism.”
Secretary General Valachie Quagliata emphasized the organisation’s commitment to health and well being as the cornerstone of its activities such as first aid, and disease prevention programmes, and its life saving support and assistance to affected communities especially those affected by the impact of climate change.
“In 2022, we continued to prioritise the response and preparedness for emergencies, natural disasters, and health crises. With climate change increasingly impacting our region, the need for effective disaster management has become more crucial than ever before…Our dedicated volunteers worked tirelessly providing relief items, shelter, healthcare, and psychological support to those in need,” the Secretary General noted in the Report.

The Papua New Guinea Red Cross Society will be hosting a major fundraising event in October 2023 to raise funds to support and sustain its humanitarian activities throughout the country.
The PNG Red Cross Society was established as an Act of Parliament in 1976 as an auxiliary to support the Government during disasters and emergencies.

4.09.23 Governor General Hosts Red Feather Fundraiser

Governor General Grand Chief Sir Bob Dadae recently hosted the Red Feather Fundraiser to raise much needed funds for disabled persons under the care of Cheshire disAbility Services.
Speaking at a fundraising event held at Government House last Thursday, Grand Chief Sir Bob acknowledged individuals and business houses that provide support in-kind and event and encouraged business houses to expand their support to include employment opportunities for disabled persons.
“Support towards the expansion of Cheshire so it is able to expand its services to more beneficiaries is encouraged, and will benefit those that truly need the services of Cheshire. Another meaningful and long-term impactful approach is to offer employment opportunities for people with disability. This will promote social inclusion for people with disabilities in our society and enable them to acquire skills needed to be economically independent,” Grand Chief Sir Bob said.
Grand Chief Sir Bob also encouraged sponsors of Cheshire to explore opportunities within their organisations to offer employment and training for the carers – parents and guardians of children and persons with disabilities, so they too can be empowered economically and financially to support their loved ones.
The Governor General as Patron of the Cheshire disAbility Services, commended the organization for continuing to provide valuable service to the disabled persons doing so despite facing many challenges.
“Good work ethics, transparency and accountability and a genuine heart to serve people with disabilities has no doubt sustained your operations. I commend you all the volunteers for the care and support you provide to those in your care. Please continue the noble work you do to empower our people with disabilities and other vulnerable groups,” Grand Chief Sir Bob said.
“I thank you all for being here this evening and for the valuable support you provide to Cheshire. Your support will make a difference in the lives of people with disabilities so they too can in their own way realise their full potential and make meaningful contributions as valuable members of our society,” Grand Chief Sir Bob concluded.

310823 Farewell Call - British High Commissioner to Papua New Guinea

Governor General Grand Chief Sir Bob Dadae received the High Commissioner of United Kingdom to PNG, H.E. Keith Scott for the last time at a Farewell Call, early this week at Government House. High Commissioner Scott has served out his 5-year term and will depart PNG sometime next week for his next diplomatic assignment. Grand Chief Sir Bob and Lady Emeline Dadae presented farewell gifts to the High Commissioner and his wife Mrs. Carly Scott.
