Public Value - the government, NGOs, private sectors primary interest is public value. That is why govt policies are called public policy. Something of public value means that :
1. It is for the interest of the public or everybody alike.
2. Its should be affordable for by the public.
3. One one is left out or left behind.

Public value is the censequence of a solved condition, issue or a problem that is affecting general public or a particular focus group. However, public value is dependent on two other dimensions: legitimacy and operational capacity. Rationale choice approach contradicts public value. This means using a public value or asset already avaliable for personal interest or gains. Being rationale is fairly easy it is not depend on another dimension.

The core business of every leaders should be about public values, instead many prefer the rationale choice approach for their own interest, gains and selfishness etc... a leader can influence, has authority and power to menifest autocratic leadership.

During recent Parliament sitting Hon. Garry Juffa argued on issues concerning incompetence of heads of public sectors. In summary he stressed that when these heads of departments are asked to do changes or shifts in ways some things are done they kept giving excuses, "oh noo we can not do that because of these." Simply because they are not capable and incompetent . We need to replace such like minded people.

I give an instance that majority of them do not even know n understand General Order and Public Finance Management Act. I say "boss is always the boss, when he become wrong know that he is the boss." Everything rises and falls on leadership. When the boss is dull, everyone one of his workers become full too, and the public become too.

Simarly stated by minister of DHERST at media conference today. This is a cross cutting issue across Public Service. I stand that appointments to executive divisions should be based on 3 main criteria.
1. Correct qualification 2. Correct experiences 3. Correct background knowledge.

Anyone without these 3 merits is deemed not suitable. When they become incapable to drive sectoral transformations for better services, the street bureaucrats ( Frontline workers) become incapable to deliver better services and the people become incapable to access better services.

Who has the bigger influence over DSIP and PSIP funds?

Recently national government via leader of government business in Parliament announced released of one million kina DSIP funds for Independence events. However, many people do not understand how this funds are used, always we blame MPs for misappropriation of these funds, but who is behind the actual scene hidden away.

There is difference in functions of MPs and financial delegates. Elected leaders though chairs of DSIP and PSIP funds, they do not have the authority of financial delegates, where the processing of claims begin. That appauthority lies on the DA, PA and Financial Managers or treasury. MPs can approve projects and submissions but these people will approve claims for processing funds.

Which means the powers to dictate spending of these funds is not on the MPs but at the executive levels of public service, who has the biggest share of influence on how these funds are spent.

People's knowledge about PNG's system of government and the constitution.

PNG has the West Minister government system with the foundation of its constitution built on democracy. Many people has yet to fully understand functions of the legislator or politicians, law& justice sector and the executive simply the public sector. Similarly many do not know the constition and their democracy. Thus, is my argument hereby. My discussion will basically centred around firstly the distinctions between these 3 arms of west minister government system and secondly, the constitution or the mama law. I believe this is a good topic to start this page.

Firstly the West Minister government system. These 3 arms of government have separate powers. They do not interfere with functions of another. Politicians pass laws and make policies, they are mandated to represent people for that purpose. They vote on that matter in Parliament. Their powers limited to some great extent in interfering with authority of juridical nor the executives. They are not there to focus on much on development or service delivery, the law & justice sector and the public sector are responsible for that. What politicians can do are making policies and reforms to the law & justice sectors or public sector to ensure there is development and good service delivery.

The second argument is people's knowledge about the constition and their democratic rights and responsibilities. The constitution is there to guide people and how they should act. It is also there to protect them and their democracy. Its was constructed based in our diverse traditions and cultures that represent the people incoporated into the west Minister government system.

Majority of our people simply become silence and denied where they stand between functions of these 3 arms of the government because they do not understand about how our government work. We think highly on politicians for duties that are responsibilities of the law& justice or the public sectors. Consequently they hide away. We don't bark on audits or reforms to these sectors. Knowing the constitution will help people understand who is responsible for what, and approaches that they can seek to address their democratic rights respectively.
