Sopas-Ward 15 WDC meeting today with Director of Community Development, Enga Provincial Administration and Deputy District Administrator-Wabag District, to discuss our WDP 2026-2030 and its alignment with the Provincial and District development priorities.

Sopas-Ward 15 is moving ahead spiritually and physically.

The Sopas Adventist Primary School in the Mai local level government area of Wabag District hosted a week-long school evangelism program from August 2nd–8th and concluded on Sabbath (Saturday) over the weekend with water baptism.

WHY BUILDING SYSTEMS FOR OUR WARD GOVERNANCE STRUCTURE MATTERS

At Sopas Ward 15, we must recognize that projects alone cannot sustain development. Donors and partners require accountability, transparency, and organizational capacity before they can entrust us with resources. This is why our WDP slogan, “Building Systems, Not Just Projects,” is more than a catchphrase, it is our guiding principle.

Building systems means creating structures that ensure proper planning, financial management, monitoring, and reporting. It means empowering our committees with leadership roles, including women and youth, to demonstrate inclusivity and preparedness. It means setting standards that align with donor requirements, so that we are not just a recipient of aid but a credible partner in development.

Without systems, projects collapse when funding ends. With systems, projects become sustainable, scalable, and impactful. For Sopas Ward 15, building systems is the pathway to credibility, partnership, and ownership of our future. This is why it matters, and why we must remain committed to it.

OUR END GAME

The question we must all ask is: What is the true end game of our Ward Development Plan (WDP) initiative? The successful launch of our WDP was a milestone, but it is not the destination. Our ultimate objective is to establish systems and structures that enable us to attract, manage, and sustain reliable partnerships and investments. Donors and development partners operate under clear standards and requirements, and compliance with these is essential for access.

The Problem Statement: The Capacity Gap

•The Challenge: Sopas-Ward 15 does not currently possess the institutional systems, capabilities, or administrative structure required to manage donor-funded projects.

•The Reality: Donor organizations and government agencies have stringent standards regarding financial management, procurement, reporting, and transparency.

•The Consequence: Without a functional system, we are ill-equipped to access the resources necessary to realize the objectives of our WDP.

In essence, Sopas Ward 15 does not yet enjoy the institutional capacity of provincial and district governments. Our WDP slogan “Building Systems, Not Just Projects” reflects our resolve to bridge this gap. We must lay the foundation to demonstrate organization (compliance), preparedness, and ownership of our development journey. This is the pathway to credibility, and only then can we forge partnerships in our favor.

Our end game is not about ticking boxes for appearances, it is about building enduring systems that prove our seriousness and readiness to manage external funded initiatives. The road ahead will be long and challenging, but with collective will, discipline, and vision, we can achieve it. Every action we take must be measured against this end game, for it is the compass guiding our community toward sustainable development.

WDP – BUILDING SYSTEMS, NOT JUST PROJECTS

Our WDP is not “just a paper plan” rather a strategic framework built through inclusive consultation, endorsed by our LLG, District, and Provincial leadership. It is designed to move our ward from fragmented efforts into coordinated development.

A fisherman who knows how to fish does not need to prove his skill by talking — he demonstrates it by catching fish. Likewise, Cr. Koren and his WDC have demonstrated visionary leadership, preparedness, and organization, with the successful community launch of our WDP. Our WDP envisions strong governance structures, and mobilizing technical expertise, foundations upon which tangible projects will be implemented.

Skeptics who lack knowledge of governance systems may dismiss the plan as “empty,” but their comments lack substance. Development is not about rushing to build projects without systems; it is about ensuring accountability, sustainability, and community ownership. Our WDP is the roadmap that ensures every project we undertake is strategic, transparent, and aligned with national priorities.

We welcome constructive dialogue, but we will not be distracted by uninformed criticism. Sopas-Ward 15 is ready to lead by example, showing that disciplined planning is the key to lasting development.
