Chief Commissioner of Customs David Towe has humbly acknowledged and welcomed recent public commendation from the Minister for Treasury, Hon. Ian Ling Stuckey, reaffirming that Customs officers remain duty bound, focused and fully committed to supporting the priorities of the National Government.

The Chief Commissioner said the recognition reflects the collective efforts of Customs officers nationwide and reinforces the organisation’s responsibility to deliver on its core mandates of border security and community protection, trade facilitation and revenue collection.

“We appreciate the Minister’s encouraging remarks and strong support. My officers and I remain firmly committed to serving the Government of the day by upholding the law, protecting the border, facilitating legitimate trade and collecting the revenue that funds essential services for our people,” the Chief Commissioner stated.

The Treasurer recently praised PNG Customs for strong compliance and enforcement action, following a major excise investigation that uncovered large scale unlawful alcohol production and storage in Port Moresby. The investigation resulted in a demand notice exceeding K19 million in excise duty owed to the State under the Excise Act 1956 and sent a clear signal that excise evasion will not be tolerated.

Chief Commissioner Towe said enforcement outcomes such as these align directly with the PNG Customs Corporate Plan 2024–2028, which prioritises modernisation of Customs administration, strengthened compliance, intelligence led risk management and fair, transparent enforcement.

“Our role is to ensure a level playing field for honest businesses while taking firm action against those who seek to undermine the law. Strong compliance protects revenue, supports fiscal discipline and strengthens confidence in the economy,” he said.

Chief Commissioner Towe also noted that PNG Customs’ compliance and reform efforts have again delivered record breaking financial results for the Government in 2026.

He said from January to March 2026, PNG Customs collected K1.19 billion, marking the first time in the organisation’s history that revenue collections have surpassed K1 billion in the first quarter of any year.

This represents 25 per cent of the Government’s full year revenue target of K4.77 billion, placing Customs ahead of its year to date projections.

Compared with the same period in 2025, revenue increased by K311.39 million, a 35 per cent growth, making it the strongest first quarter performance ever recorded by PNG Customs.

“This historic result demonstrates the effectiveness of disciplined compliance enforcement combined with efficient trade facilitation through ASYCUDA World, which is our automated digital system for cargo clearance and accounting, including the intelligence led, risk based operations,” Chief Commissioner Towe said. “It shows that strong border control and modern digital systems can work together to support revenue growth without disrupting legitimate trade.”

Chief Commissioner Towe said Customs’ reforms, including legislative reviews aligned with international standards, the development of an electronic Single Window system to streamline trade processes and strengthened supply chain security measures under the World Customs Organization (WCO) framework, are central to building a modern and trusted Customs administration.

The Chief Commissioner stated that Customs is also progressing the Authorised Economic Operator (AEO) or Trusted Trader Program, which recognises highly compliant traders and provides them with streamlined clearance, reduced inspections and faster border processing.

“These reforms are about making it easier to do business in Papua New Guinea while ensuring compliance is robust, fair and consistent,” he said.

“As outlined in our Corporate Plan 2024–2028, we will continue to modernise, strengthen compliance capabilities and support the Government’s fiscal management and budget repair strategy. Our officers understand their responsibility to the State and to the people of Papua New Guinea.”

Chief Commissioner Towe said PNG Customs will continue working closely with Treasury and other stakeholders to sustain revenue growth, protect the border and contribute meaningfully to national economic stability and development.

EXTENSION OF IMPLEMENTATION OF CUSTOMS COUNTER CLEARANCE TRIAL DATE

Pursuant to the first notice, this notice serves to inform ALL stakeholders that there will be an extension on the implementation of the Customs Counter Clearance process at the Konedobu International Mail Exchange.

The Phase 2 trial will be conducted by Papua New Guinea Customs, Post PNG Limited, and supported by Air Niugini Limited within Port Moresby’s International Mail Exchange. This trial will run for another two months from the May 4 – June 30, 2026.

International parcels will be selected for this trial and will be facilitated using the new IC4 Simplified Single Administrative Document (SAD Form 15 or IC4 Entry) on the digital ASYCUDA World platform for the first time. Selected consignments will be cleared over the counter without the engagement of a Customs Agent.

In accordance with the amended legislation, Customs will clear your consignments with a value for duty (VFD) inclusive of cost, insurance, and freight (CIF), minimum K250.00 and maximum K5,000.00. An additional Entry Processing Fee of K30.00 will be charged per Customs Entry. If your consignment is selected during the trial period, the turnaround time for completing the over-the-counter clearance is anticipated to be less than 30 minutes, depending on the network.

To support us fast-track the facilitation of your goods, you are required to comply with the following requirements:

1. All MSMEs (sole traders) and individuals must have a valid Identification Card, such as NID, Driver’s License, or Passport bio-data page to have your goods cleared through the Customs ASYCUDA World System.
2. All MSMEs (sole traders) must be registered with the Investment Promotion Authority.
3. Present transaction documents, including invoices, TT copy, and email copies, deemed as evidence of the transaction.

PNG Customs will use this information to facilitate real-time counter clearance. Based on the import documents provided, applicable duties and taxes will be assessed and applied to be paid using EFTPOS, Online Payment, or Prepayment Account to allow your consignments to be cleared over the counter.

Please be informed that NO CASH PAYMENTS WILL BE ACCEPTED.

Minister for Treasury, Ian Ling-Stuckey, has today commended the Papua New Guinea Customs Service (PNGCS) for its effective compliance and enforcement actions that continue to protect Government revenue and strengthen the nation’s economy.

The Treasurer said recent enforcement activities, that include the detection of significant non-compliance and unlawful production of excisable products, demonstrate the important role PNG Customs plays in safeguarding public finances and ensuring a fair and lawful business environment.

“A strong economy depends on strong institutions,” The Treasurer stated. “PNG Customs’ professionalism in detecting excise non-compliance sends a clear message that illegal activities which deprive the State of revenue will not be tolerated.”

The Treasurer was referring to a recent Customs enforcement operation which identified large quantities of undeclared alcoholic products (a total of 26,237 cartons and 616 loose bottles) that were illegally removed from a licensed manufacturing facility and stored at an unlicensed location in Port Moresby.

As a result of this investigation, Customs has issued a demand notice totalling over K19.05 million in excise duty owed to the State under the Excise Act 1956.

Minister Ling-Stuckey said excise revenues are a critical component of domestic revenue and play a key role in funding essential services, including health, education, law and order, and infrastructure development. Excise collections have risen from K1,157 million in 2022 to an estimated K1,467 million in the 2026 Budget. Obtaining these increases requires working well with honest taxpayers, and cracking down on the crooks. Effective enforcement against illicit to***co and alcohol is central to sustaining this progress.”

The Treasurer noted that compliance enforcement not only supports revenue growth but also protects legitimate businesses that follow the law.

“When companies attempt to evade excise obligations, it creates an uneven playing field,” Mr Ling-Stuckey said. “PNG Customs’ actions protect honest manufacturers and importers who meet their tax responsibilities.”

Mr Ling-Stuckey commended the Chief Commissioner of Customs David Towe, his management team and all Customs officers for their continued diligence and commitment towards facilitating trade, collecting revenue and protecting PNG’s border.

“I commend the leadership and officers of PNG Customs for maintaining a strong compliance culture,” he said. “I encourage them to continue this firm enforcement approach to ensure revenue growth is sustained into the future. Tax-paying firms will be treated with respect. Those that try and get around the law will be punished.”

“Sound revenue administration is critical to achieving macroeconomic stability,” Mr Ling-Stuckey said. "Across our tax collection agencies, and wider revenue collections such as dividends from the Kumuls, and revenues from other agencies such as fisheries and lands, record levels of revenues are being collected without new taxes. The level of domestic revenue collection in 2026 is expected to be 18.8 per cent of GDP, already exceeding the target of 17.9 per cent set for 2027 in the Medium-Term Revenue Strategy."

The Treasurer reaffirmed the Government’s commitment to fully supporting Customs and other revenue agencies through policy reform, legislative strengthening and investment in compliance capability.

“The National Government will continue to work closely with PNG Customs to ensure our tax laws are enforced fairly, transparently and consistently, for the benefit of all Papua New Guineans.”

Representatives from PNG Customs and the Australian Border Force met in Port Moresby recently for the 17th PNG-Australia Customs Forum to talk about key priorities and the management of combined border security activities along the PNG-Australian sea border.

The bi-annual forum, a precursor to the Customs Bilateral Meeting, serves as a key platform for both agencies to strengthen cooperation, advance joint operational priorities, and engage in regular consultations on matters relating to Customs administration, trade facilitation and border security.

REGIONAL MEETING HELD TO REVIEW AND IMPROVE CUSTOMS ASYCUDA SYSTEMS IN ASMP MEMBER COUNTRIES

A team from the United Nations Conference on Trade and Development (UNCTAD) met with senior officials from five pacific Customs administrations in Port Moresby recently to review the progress of each administration’s Automated System for Customs Data (ASYCUDA) system.

The ASYCUDA system is an UNCTAD developed computerized Customs management platform used by over 100 countries worldwide to automate and streamline trade procedures, including declarations, manifests, accounting, and data exchange, to improve Customs efficiency and facilitate international trade.

The meeting was an annual review of UNCTAD’s ongoing ASYCUDA Support Mechanism for the Pacific (ASMP) program that was established in 2001 to identify and address specific operational, technical, and capacity‑building needs of each of the five ASMP member administrations to enable them to sustain, strengthen, and further modernize their ASYCUDA systems.

The ASMP program has a dedicated office in Suva, Fiji that coordinates ongoing training and technical support for member Customs administrations of Fiji, Samoa, Vanuatu, the Solomon Islands and PNG.

PNG Customs Commissioner for Border Security and Regional Operations Benjamin Sine welcomed the delegates on behalf of the meeting host Chief Commissioner David Towe and expressed his gratitude to UNCTAD and the ASMP program for ensuring that member administrations continue to receive technical and advisory support.

“The ASYCUDA system has assisted us not only in trade facilitation but also in enforcement, investigations, intelligence and targeting,” Commissioner Sine said.

The Commissioner also emphasized the importance of cyber security, highlighting the need to safeguard data collected through the ASYCUDA platform.

“We must protect the system and make it safer for our operations as we continue to facilitate legitimate trade and maintain the trust of our external stakeholders,” he added.

UNCTAD Regional Coordinator Dhanushki Sahabandu reiterated the rapidly evolving nature of technology and acknowledged the importance of long-term collaboration.

“In 2025 we were able to provide more senior technical assistance and increased in-country support,” she stated.

“In all five countries, the systems are now very stable.”

“In 2026, we are taking a more forward looking and innovative approach, one that fosters growth, knowledge sharing and continued enhancement through ASMP,” she said.

The meeting reviewed progress made by all member administrations, assessed the support provided, and discussed lessons learned going forward.

“It is a great privilege to have been having this meeting for over 24 years and to have secured longstanding partnerships with all of you,” Sahabandu added.

UNCTAD has been supporting Pacific Customs administrations across the region in implementing modernization and automation initiatives.

After the establishment of the ASMP in 2001, PNG Customs joined in 2008 and has since received technical, capacity building and advisory support.

PNG CUSTOMS CONFIRMS RECEIPT AND DETENTION OF UNDECLARED SMELTED GOLD CASE REFERRED BY NAC

The Papua New Guinea Customs Service confirms that it received a case referral from the National Airports Corporation (NAC) following the detection of undeclared smelted gold at Jacksons International Airport on February 25, 2026.

The gold was discovered during routine outbound screening by NAC security officers, who immediately referred the matter to Customs in accordance with established border security protocols. A total of 52.40 grams of smelted gold was seized by Customs officers after verification using Customs’ digital scale.

The passenger is a Chinese national travelling on PX008 to Hong Kong and had checked in two suitcases, one of which contained smelted and unrefined gold pieces concealed inside.

He was subsequently escorted to the Customs processing area for questioning. During the interview, the passenger claimed it was his first time attempting to transport gold out of PNG and stated he was unaware of export requirements and restrictions. A Customs custody receipt was issued to him, and investigations into the matter are ongoing.

Chief Commissioner David Towe reiterated PNG Customs’ firm stance on the protection of national resources.

“PNG Customs takes all cases involving illegal or undeclared movement of precious metals extremely seriously. Our officers are working to determine compliance with all relevant export and resource‑sector regulations. We remain committed to safeguarding PNG’s borders, preventing illicit exports, and protecting national revenue.”

“We acknowledge the vigilance and professionalism of the NAC screening officers. Their quick actions demonstrate the importance of strong inter‑agency cooperation in securing our ports and airports.”

He said PNG Customs will issue further updates as appropriate. The Chief Commissioner further stated that in addition to this latest incident, PNG Customs is currently managing six similar cases detected in 2025. Of these, four matters are already before the courts, while the remaining two are yet to be filed. From the four cases before the courts, one defendant has entered a guilty plea and is now awaiting sentencing.

He said this growing number of cases underscores the continued efforts by PNG Customs to clamp down on the illegal movement of precious metals and ensure full compliance with national laws.
