After careful consideration and in recognition of the need to safeguard the continuity of education, classes at all levels shall resume tomorrow, August 25, 2026. Government work shall likewise resume.

While the suspension of classes was necessary to ensure the safety of our learners, teachers, and personnel, the prolonged disruption has also affected the continuity of learning. With due consideration of the prevailing conditions, it is now necessary to resume classes and government work, while remaining vigilant and guided by official safety advisories.

This decision was made after due consideration, striking a careful balance between public safety and the urgent need to continue the education of our learners and the delivery of essential government services.

We urge everyone to remain vigilant and responsible. Let us continue to prioritize safety while ensuring that learning and public service move forward.

LICUAN, ABRA — Licuan-Baay Central School shifted to Modular Distance Learning (MDL) effective August 20, 2026, following the suspension of classes in all public and private schools pursuant to Office of the President Memorandum Circular No. 131, issued on August 19, 2026. The directive was implemented in anticipation of continued heavy rainfall brought by the enhanced Southwest Monsoon or Habagat, which may cause localized flooding and travel hazards in affected areas, including Abra. Prioritizing the safety of learners and school personnel, the school suspended face-to-face classes while ensuring that learning activities continued through printed modules and appropriate home-based tasks. The shift to MDL reflects the school’s commitment to protecting its learners without allowing adverse weather conditions to stop their education—proving that even when classrooms are temporarily closed, learning remains open and continues wherever learners are safe.

LICUAN-BAAY, ABRA — Learning continues at Licuan-Baay Central School despite the suspension of regular face-to-face classes as the school shifts to an alternative learning mode on August 19, 2026, following Malacañang Memorandum Circular No. 129. Issued upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), the memorandum directed the implementation of appropriate alternative work arrangements and alternative learning modes in Abra and other areas in anticipation of continued heavy rainfall brought by the enhanced Southwest Monsoon or Habagat. In response, LBCS ensures learning continuity by providing learners with appropriate learning activities and modules that can be accomplished safely at home. The school likewise reminds parents and learners to prioritize safety, monitor official weather and local government advisories, and maintain communication with teachers while classes remain suspended. In light of the ongoing class suspensions brought about by the intense habagat (southwest monsoon) rains and potential flooding risks, Licuan-Baay Central School has officially shifted to Alternative Delivery Modes (ADM) to ensure our learners' safety without interrupting their education. Our dedicated teaching staff has mobilized to distribute self-learning modules and conduct asynchronous learning tasks, ensuring that every student remains engaged and supported at home. Parents and guardians are kindly urged to assist their children with their assigned learning activities while prioritizing safety, remaining vigilant, and staying tuned to school announcements for further updates on the resumption of in-person classes.

Suspension of Classes and Shift to Modular Learning

Following the issuance of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) advisory suspending classes in all public and private Kindergarten to Grade 12 schools across the province due to the prevailing Southwest Monsoon (Habagat), Licuan-Baay Central School immediately shifted from face-to-face instruction to modular learning to ensure the continuity of education while prioritizing the safety and well-being of learners and school personnel. Teachers prepared and distributed appropriate learning materials and activities for learners to accomplish at home during the suspension of classes. Through the cooperation of teachers, parents, and learners, the school continued to provide meaningful learning opportunities despite the weather disturbance, demonstrating that learning can continue even amid challenging circumstances.

The Provincial Government of Abra suspends onsite face-to-face classes in all public and private schools from Kindergarten to Senior High School on August 17, 2026, upon the recommendation of DepEd-Abra, to ensure the safety and well-being of learners and school personnel.

Schools are advised to implement Alternative Delivery Modes (ADM), when conditions permit, in accordance with DepEd guidelines.

This is pursuant to DepEd Order No. 022, s. 2024, particularly Section 1, Article I, which provides for the suspension of in-person classes during disasters and emergencies while ensuring learning continuity through appropriate alternative delivery modalities.

LICUAN-BAAY CENTRAL SCHOOL — As the Southwest Monsoon (Habagat) continues to bring persistent rains, learning at Licuan-Baay Central School does not stop. With face-to-face classes suspended to ensure the safety of learners and personnel, the school shifts to modular learning, providing learners with meaningful activities and learning modules to accomplish at home. Teachers continue to guide and monitor learners’ progress, turning homes into temporary classrooms and keeping education moving despite the challenging weather. Through learning continuity efforts and the dedication of the school community, the rains may slow the journey, but they cannot stop Licuan-Baay learners from moving forward.

LEARNING CONTINUES: LICUAN-BAAY LEARNERS KEEP STUDYING AMID HABAGAT

LICUAN-BAAY, ABRA — Despite the persistent rains brought by the southwest monsoon or Habagat, learning continues for the learners of Licuan-Baay Central School as they engage in various learning activities at home in the absence of face-to-face classes.

Learners were documented accomplishing their assigned activities in different home settings, showing their determination to keep up with their lessons despite the challenging weather conditions. Some worked on written exercises and reading tasks, while others used mobile phones and laptops to access digital learning materials and follow lessons provided by their teachers.

The activities covered various learning areas, including Mathematics, English, Filipino, and other classroom tasks designed to help learners practice and strengthen their skills while staying at home. The photographs also showed learners studying independently and, in some instances, working with the guidance and support of their family members.

For Licuan-Baay Central School, the suspension of face-to-face classes does not mean the suspension of learning. Through Alternative Delivery Modes and home-based learning activities, teachers continue to provide opportunities for learners to study, practice, and accomplish meaningful tasks while prioritizing their safety during inclement weather.

As the rains continue to fall, the determination of the learners remains evident: when classrooms close because of the weather, learning finds its way into their homes.
