The Commission on Human Rights (CHR) IV-A, through Atty. Bryan Jundecef B. Novilla of the Legal Division, submitted to Board Member Eimeren Nazareno of the 8th District of Cavite a Position Paper on the Proposed Ordinance Creating the Cavite Human Rights Action Council in the Province of Cavite (093-2026) on October 16, 2026 in Naic, Cavite. This activity aligns with the Commission’s mandate to implement a continuing program of research, education, and information to enhance respect for the primacy of human rights and to recommend effective measures to Congress to promote human rights.

The COMMISSION ON HUMAN RIGHTS IV-A, through its Promotion and Advocacy Division, conducted a Focus Group Discussion on Mental Health Support, in celebration of the Mental Health Month this October 2026, with the theme: Malusog na Utak: Kakayahan at Karapatan para sa Bawat Pilipino on October 15, 2026, at Casa San Pablo Bed & Breakfast, San Pablo City, Laguna. The focus group discussion aims to assess the availability and accessibility of mental health services, examine existing referral mechanisms and challenges in service delivery, and identify good practices and gaps among participating institutions. This activity aligns with the Commission's mandate of implementing a continuing program of research, education, and information to enhance respect for the primacy of human rights.
