ALTERNATIVE LEARNING MODES FOR SCHOOLS ON SEPTEMBER 4

Pursuant to Memorandum Circular No. 134, alternative learning modes and learning continuity measures shall be implemented at all levels in public and private educational institutions in the National Capital Region and the following provinces on September 4, 2026, unless their respective Local Chief Executives direct the cancellation or suspension of classes:

The measure is in view of the anticipated continued heavy rainfall associated with the enhanced Southwest Monsoon (Habagat) and poor air quality in the NCR caused by haze from severe forest and peatland fires in Kalimantan and Sumatra, Indonesia.

Localized cancellation or suspension of classes in other areas may be implemented by their respective Local Chief Executives.

𝐑𝐎𝐀𝐃 𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘 𝐔𝐏𝐃𝐀𝐓𝐄 | September 3, 2026

Please be informed that the Hector Mendoza Bridge along Carmen Jct.-Bayambang Road situated in Barangay Laoac and Barangay Anulid, Alcala, Pangasinan is now PASSABLE TO ALL TYPES OF VEHICLES.

DPWH personnel conducted inspection and continuously managing the situation to ensure public safety.
OBSERVATIONS:
1. Previous data from 2019 photographs showed that the expansion joint had a 12-centimeter spacing.
2. The current spacing of the expansion joint at the time of this report is 13-centimeters.
3. Bridge has no visible damage and remains capable of carrying its design vehicle loadings.
4. The concern was caused by the asphalt filler being washed away due to prolonged rainfall in the area, thereby exposing the expansion joint and leaving no filler material in between.

Motorists are still advised to take extra caution while traversing the area and strictly follow traffic management for safety. Please be guided accordingly. Thank you for your cooperation.

Based on their inspection reports, walang damage sa Hector Mendoza bridge...puede na ding daanan ng lahat ng uri ng sasakyan.

Bukas ng 8:00 AM, September 2, 2026, ang San Roque Dam ay magbubukas ng 2 GATES at magpapakawala ng tubig na may taas na 2 na metro, katumbas ng 300 cms na daloy ng tubig.

Ang pagbubukas o pag-release ng tubig mula sa dam ay isang precautionary measure upang maiwasan ang patuloy na pagtaas ng San Roque Dam Level.
