3 CTG-LINKED FUGITIVES ARRESTED OVER TERRORISM, WAR CRIMES, ATTEMPTED HOMICIDE

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intensified its nationwide efforts against terrorism and armed threat groups with the arrest of three accused linked to Communist Terrorist Groups (CTGs) in separate operations in Nueva Ecija and Surigao del Sur on August 21, 2026.

In Nueva Ecija, the CIDG Ifugao Provincial Field Unit, together with intelligence units of the Police Regional Office Cordillera Administrative Region (PRO CAR), PNP Intelligence Group, National Intelligence Coordinating Agency-Cordillera Administrative Region (NICA-CAR), Philippine Army, Regional Mobile Force Company, Ifugao 1st Provincial Mobile Force Company, and territorial police units, arrested alias “Juan,” a male former CTG member, in Brgy. Parista, Lupao.

The accused was arrested by virtue of Warrants of Arrest for Violation of Presidential Decree No. 1866, as amended by Republic Act No. 8294, and Attempted Homicide, issued by the Banaue, Ifugao court on July 23, 2026, and July 7, 2021, respectively. He was identified as a former member of the Kilusan Larangang Gerilya (KLG) North Abra under the Ilocos-Cordillera Regional Committee (ICRC), operating in Abra, and was listed in the AFP’s Periodic Status Report of Threat Groups.

In Surigao del Sur, the CIDG Surigao del Sur Provincial Field Unit, together with the PNP Special Action Force and in coordination with the Tagbina Municipal Police Station, arrested aliases “Pedro” and “Lando” in Brgy. Tagongon, Tagbina.

Alias “Pedro,” identified as a Vice Squad Leader of the Sub-Regional Sentro de Grabidad (SRSDG), Westland, North Eastern Mindanao Regional Committee (NEMRC), was arrested by virtue of a Warrant of Arrest for Direct Assault with Attempted Homicide issued by a Surigao del Sur court on June 29, 2026.

Alias “Lando,” also identified as a member of the same CTG formation, was arrested by virtue of warrants for violation of Republic Act No. 9851, or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity; Republic Act No. 11479, or the Anti-Terrorism Act of 2020; Frustrated Murder; and Direct Assault with Attempted Homicide. The warrants were issued by courts in Surigao del Norte and Surigao del Sur on October 18, 2021; May 17, 2022; January 13, 2026; and June 29, 2026, respectively. He was also listed as the No. 7 Provincial Level Most Wanted Person of Surigao del Sur.

The arrests underscore the PNP’s sustained pursuit of individuals facing serious offenses connected to terrorism, armed violence, and violations of international humanitarian law. The apprehension of the three accused also brings them within the judicial process to answer for the charges filed against them.

The accomplishments support the PNP Focused Agenda, which strengthens police operations against evolving security threats, particularly through Enhanced Managing Police Operations.

“Terrorism and acts that threaten civilians, violate international humanitarian law, or undermine the peace and security of our communities will be met with determined law enforcement action. We will pursue those who are wanted for these serious offenses and ensure that they face the proper judicial process,” said PGEN Nartatez.

“Ang terorismo at mga krimeng laban sa sangkatauhan ay seryosong banta sa ating seguridad. Haharapin natin ang mga ito nang buong tapang at pananagutin ang mga lumalabag sa ilalim ng batas,” he added.

PSR-LISTED COMMUNIST TERRORIST MEMBER SURRENDERS IN MISAMIS ORIENTAL

A Periodic Status Report (PSR)-listed Communist terrorist member voluntarily surrendered in Misamis Oriental on August 21, 2026, turning over a firearm and ammunition in a development that strengthens ongoing peace and security efforts in the province.

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., supported the facilitation of the voluntary surrender in Barangay Dampil, Lagonglong, Misamis Oriental, with personnel of the 1st Special Action Battalion (1SAB), Special Action Force (SAF) providing tactical support to the 1001st Maneuver Company, Regional Mobile Force Battalion 10 (1001st MC, RMFB 10) and other PNP units and government agencies.

The surrenderer, known by the alias “Jefox/Kills,” is a PSR-listed member under the Sub-Regional Sentro De Grabidad Eagles, Sub-Regional Committee 1, North Central Mindanao Regional Committee.

During the activity, the surrenderer voluntarily turned over one improvised caliber .30 rifle and 23 rounds of ammunition. The surrenderer and the turned-over items are now under the custody of the 1001st MC, RMFB 10 for documentation and proper disposition, including possible enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP).

“This surrender reduces the presence of fi****ms that could threaten community safety and provides an opportunity for peaceful reintegration. The PNP remains committed to protecting our communities while supporting lawful efforts that help individuals return to peaceful and productive lives,” said PGEN Nartatez.

“Mahalaga ang pagpiling bumalik sa mapayapang pamumuhay. Kasabay nito, sisiguruhin ng PNP na mananatiling ligtas ang mga komunidad at mapoprotektahan ang mga mamamayan laban sa anumang banta,” he added.

ZAMBOANGA WATER PATROL YIELDS NEARLY ₱3.5-M SMUGGLED CI******ES

The Philippine National Police (PNP), in coordination with the Bureau of Customs (BOC), intercepted nearly ₱3.5 million worth of ci******es during a joint maritime patrol operation in Zamboanga City, preventing the shipment from being further transported into the local market.

The operation was conducted on August 24, 2026, in the vicinity waters of Zone 5, Barangay Ayala, by personnel of the 2nd Zamboanga City Mobile Force Company, Zamboanga City Police Station 9, and the Bureau of Customs (BOC), Port of Zamboanga.

The team intercepted a gray-orange motorized boat carrying two individuals and the ci******es, with the shipment assessed at ₱3,489,971.00. The two individuals, both of legal age and Filipino nationals, were taken into custody for appropriate proceedings. The confiscated items were turned over to the proper authorities for documentation and disposition, while the appropriate case is being processed.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the operation reflects the importance of maintaining police presence not only on roads and communities but also along areas vulnerable to illicit movement of goods.

“Every successful interception is an opportunity to prevent a bigger problem. Kaya mahalaga ang presence natin sa mga strategic areas, lalo na sa waterways, at ang mabilis na pagtutulungan ng PNP at partner agencies,” PGen Nartatez said.

PNP NABS TWO INDIAN NATIONALS IN SEPARATE OPERATIONS

Two Indian nationals facing separate immigration and criminal cases were arrested by Philippine National Police (PNP) personnel in coordination with the Bureau of Immigration and other concerned units in Baguio City and Zamboanga Sibugay on August 24, 2026.

In Baguio City, an Indian national was arrested at the Baguio Justice Hall by virtue of a Bureau of Immigration Mission Order for alleged violations of immigration laws, including overstaying and evading immigration regulations by using an assumed or fictitious name. He was brought to the City Investigation Unit for documentation prior to turnover to the Bureau of Immigration for appropriate proceedings.

In a separate operation in Veterans Village, Ipil, Zamboanga Sibugay, another Indian national was arrested by virtue of a warrant of arrest in connection with three counts of alleged violation of Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act. He remains under police custody pending the appropriate legal proceedings.

The arrests were carried out through coordination among local police units, PNP intelligence and investigation units, and the Bureau of Immigration, demonstrating continued cooperation among law enforcement agencies in addressing cases involving foreign nationals while observing established procedures and protecting the rights of all parties.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the operations underscore the importance of consistent law enforcement regardless of nationality, with every action anchored on lawful procedures.

“Foreign nationals who are in the country are expected to follow our laws, just as we do. Kapag may legal basis for an arrest, we will act accordingly, but we will also make sure that the process is properly observed and their rights are respected,” PGen Nartatez said.

FOUR KOREAN FUGITIVES WITH INTERPOL RED NOTICES ARRESTED IN PAMPANGA

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., has strengthened its efforts to locate and apprehend foreign fugitives sought by international law enforcement authorities, resulting in the arrest of four Korean nationals in Pampanga.

On August 12, 2026, personnel of the Foreign Intelligence and Liaison Division (FILD) of the Intelligence Group (IG), together with the Regional Intelligence Unit 3, Fugitive Search Unit (FSU) of the Bureau of Immigration (BI), Office of the Director for Intelligence (ODI) of TOWNOL, Philippine Air Force, Criminal Investigation and Detection Group (CIDG) Angeles, and Station 2 of the Angeles City Police Office, conducted a joint operation in Barangay Anunas, Angeles City, Pampanga, in coordination with the Korean National Police Agency and the South Korean Embassy.

The operation led to the arrest of the four Korean fugitives who are subjects of INTERPOL Red Notices and/or warrants of arrest issued in South Korea. Their apprehension reflects the PNP’s continuing role in preventing the Philippines from becoming a safe haven for foreign fugitives and in responding to international law enforcement requests within the bounds of Philippine law.

One of the arrested fugitives is linked to an alleged scheme involving the acquisition and resale of game money through automated autoplay programs on the “HanGame” platform, as well as purchases from players recruited through social media advertisements. On June 20, 2025, the suspect allegedly sold 105 billion worth of game money and embezzled KRW 105 billion.

During the operation, the suspect was found operating a laptop displaying what appeared to be an online site connected to the alleged illegal activity. The computer is being subjected to appropriate legal processes, including an application by the CIDG for a search warrant, as part of the development of a possible case involving the establishment of an illegal gambling place in the Philippines.

The four arrested Korean nationals are currently under the custody of the BI’s FSU for proper documentation and the necessary proceedings prior to their deportation.

The operation also demonstrates how intelligence-led policing and sustained engagement with international counterparts can translate into concrete results against fugitives who attempt to evade justice by crossing borders.

The PNP Focused Agenda strengthens police operations and intelligence capabilities, with Enhanced Managing Police Operations reflected in the PNP’s swift response to international alerts and successful apprehension of fugitives.

“International borders should never become barriers to justice. Through strong law enforcement partnerships and disciplined intelligence work, we are able to identify and apprehend individuals who are sought for serious offenses, regardless of where they attempt to hide,” said PGEN Nartatez.

PNP: 72% OF FILIPINOS FEEL SAFE IN THEIR NEIGHBORHOODS—OCTA

A majority of Filipinos feel safe where they live, according to the latest Tugon ng Masa (TNM) Survey of OCTA Research, a finding welcomed by the Philippine National Police (PNP) as an encouraging sign of public confidence in community safety and peace and order.

The Q2 2026 TNM Survey, conducted among 1,200 adult Filipinos from July 4 to 11, 2026, found that 72 percent of respondents said they feel safe in their neighborhood. Sixty-eight percent said they are not afraid to walk alone at night, while 54 percent said they are not worried about robbers breaking into their homes.

For Police General Jose Melencio C. Nartatez Jr., Chief, PNP, the results are encouraging because they reflect not only public perception, but also how safe people feel in their own communities.

“We welcome this feedback from our fellow Filipinos. But for us, this is not a reason to slow down. If people feel safer, then we have to work even harder to keep it that way. We have to stay visible, respond when people need us, and listen to what our communities are telling us. Ang seguridad, hindi lang dapat nakikita sa mga numero—it should be something people actually feel in their daily lives.”

The PNP said the survey results reinforce the importance of sustained police presence, timely response, and close coordination with communities under the Enhanced Managing Police Operations (EMPO), one of the pillars of the PNP Focused Agenda.

INTER-AGENCY OPERATION THWARTS SHIPMENT OF OVER ₱36.1 MILLION WORTH OF SUSPECTED ILLEGAL DRUGS

More than ₱36.1 million worth of suspected illegal drugs were intercepted at the Central Mail Exchange Center (CMEC) along Domestic Road, Pasay City, in a coordinated cargo inspection that underscored the continuing efforts of law enforcement agencies to prevent the entry and movement of dangerous drugs through shipment facilities.

The operation, conducted on August 24, involved intelligence personnel of the National Capital Region Police Office (NCRPO), in coordination with the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), Bureau of Customs (BOC) personnel, and the Philippine Drug Enforcement Agency (PDEA).

The seized packages contained approximately 2.838 kilograms of suspected M**A or Ecstasy, 5.282 kilograms of suspected Ma*****na Kush, 3,756 Ecstasy tablets, 511 grams of suspected Ketamine, and 1.064 kilograms of suspected shabu, with a combined Standard Drug Price of ₱36,159,900.00.

The items were discovered through cargo X-ray screening and manual inspection by BOC personnel, complemented by K-9 inspection conducted by PDEA. The shipments were reportedly consigned and sent by different individuals whose identities and addresses are contained in the seized evidence.

“Hindi natin kailangang hintayin na makarating sa komunidad ang mga ilegal na droga bago kumilos. The seized drug evidence was turned over to PDEA for proper disposition and appropriate action. TWO REGIONAL MOST WANTED PERSONS FALL IN SEPARATE QUALIFIED R**E CASES

The Philippine National Police (PNP) arrested two regional-level Most Wanted Persons (MWPs) in separate warrant operations in Bulacan and Negros Oriental, reinforcing its continuing efforts to locate individuals facing serious charges and ensure that court processes are properly carried out.

On August 23, a tracker team of the Guiguinto Municipal Police Station, with personnel from the San Pablo City Police Station, arrested a 38-year-old construction worker in Barangay Tuktukan, Guiguinto, Bulacan. The accused was listed as a Regional-Level Most Wanted Person of Police Regional Office 4A and was arrested by virtue of a warrant issued by the Family Court in San Pablo City, Laguna, for four counts of Qualified R**e of a Minor, with no bail recommended.

On August 24, personnel of the Bayawan City Police Station also arrested a 32-year-old man listed as the No. 3 Regional-Level Most Wanted Person in Negros Oriental. He was apprehended in Barangay Ubos, Bayawan City, by virtue of a warrant issued by the Regional Trial Court in Bayawan City for Qualified R**e of a Minor, with no bail recommended.

Both accused were brought to the respective police stations for documentation and proper disposition in accordance with court procedures.

Chief, PNP Police General Jose Melencio C. Nartatez Jr. said the arrests reflect the importance of sustained police work in following up warrants and locating wanted persons, particularly those facing serious charges.

“Kapag may warrant, kailangan talaga nating sundan hanggang maipatupad. Hindi laging madali ang paghahanap, kaya mahalaga ang tiyaga at magandang coordination ng mga unit. Ang importante, ginagawa natin ang trabaho at ginagawa natin ito nang tama,” PGen Nartatez said.
