Coast Guard Station Northern Samar formally conducted the Turnover of Command Ceremony at the CGS NORSAM Building, Brgy. Kinabranan 1, Allen, Northern Samar.

The ceremony marked the formal turnover of command from 𝐋𝐓𝐉𝐆 𝐑𝐇𝐈𝐀𝐍 𝐊𝐄𝐀𝐍 𝐀 𝐆𝐀𝐂𝐎 𝐏𝐂𝐆, Outgoing Station Commander, Coast Guard Station Northern Samar to 𝐋𝐂𝐃𝐑 𝐍𝐈𝐄𝐋 𝐒𝐈𝐌𝐎𝐍 𝐋 𝐀𝐌𝐁𝐀𝐆𝐀𝐍 𝐏𝐂𝐆, Incoming Station Commander, Coast Guard Station Northern Samar.

The ceremony was spearheaded by 𝐂𝐀𝐏𝐓 𝐀𝐋𝐕𝐈𝐍 𝐁 𝐃𝐀𝐆𝐀𝐋𝐄𝐀 𝐏𝐂𝐆, District Commander, and 𝐂𝐀𝐏𝐓 𝐏𝐀𝐔𝐋 𝐑𝐘𝐀𝐍 𝐂 𝐆𝐎𝐍𝐙𝐀𝐋𝐄𝐒 𝐏𝐂𝐆, Deputy Commander, Coast Guard District Eastern Visayas (CGDEV), together with the District Officers and Staff of CGDEV, Master Chief, all Sub-Commanders, Coast Guard Station Northern Samar personnel, and personnel from its Coast Guard Sub-Stations.

The occasion highlighted the continuity of leadership, commitment to service, and dedication to the Philippine Coast Guard’s mission of ensuring maritime safety, security, and protection within its area of responsibility.

In relation to the Public Weather Forecast issued by the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) at 05:00 A.M. on 10 July 2026, the Temporary Suspension of Voyages of all vessels/watercraft plying routes within area of responsibility of CGS Northern Samar, issued by this unit is hereby 𝐋𝐈𝐅𝐓𝐄𝐃. All trips are now 𝐑𝐄𝐒𝐔𝐌𝐄𝐃 in their normal operations.

Please be guided with the HPCG Memorandum Circulars: MC 03-01 dated 02 February 2001 entitled “Guidelines on Movement of Motorboats/Vessel in the absence of Weather Bulletin in the Locality”.

In reference to the published Gale Warning No. 03 issued by Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) at 05:00 A.M. of 09 July 2026, this Station is 𝐓𝐞𝐦𝐩𝐨𝐫𝐚𝐫𝐲 𝐒𝐮𝐬𝐩𝐞𝐧𝐝𝐢𝐧𝐠 𝐕𝐨𝐲𝐚𝐠𝐞𝐬 of all vessels/watercraft of 250 GT and below plying within the northeastern coast of Northern Samar (𝐏𝐚𝐥𝐚𝐩𝐚𝐠, 𝐌𝐚𝐩𝐚𝐧𝐚𝐬, 𝐋𝐚𝐨𝐚𝐧𝐠, 𝐆𝐚𝐦𝐚𝐲, 𝐋𝐚𝐩𝐢𝐧𝐢𝐠) due to “𝙎𝙩𝙧𝙤𝙣𝙜 𝙩𝙤 𝙜𝙖𝙡𝙚-𝙛𝙤𝙧𝙘𝙚 𝙬𝙞𝙣𝙙𝙨 𝙖𝙨𝙨𝙤𝙘𝙞𝙖𝙩𝙚𝙙 𝙬𝙞𝙩𝙝 𝙣𝙤𝙧𝙩𝙝𝙚𝙖𝙨𝙩 𝙢𝙤𝙣𝙨𝙤𝙤𝙣” and the possible effect of the inclement weather in accordance to the Department Memorandum Circular No. 03-01 (Guidelines on Movement of Motorboats/Vessels in the absence of Weather Bulletin in the Locality) and as a proactive measure of this station in order to avert maritime incident in the area.

NOTICE TO MARINERS

Notice is hereby given to all Mariners and other concerned:

Vessel “M/V YUE DIAN 53” was monitored within the PH EEZ where it displayed unusual movements attributable to potentially illicit maritime activities. Subject vessel was monitored underway at approximately 10.76 NM (19.92 km) near the port of Gamay, Northern Samar (12° 24' 32.4" N, 125° 19' 09.2" E). Notably, the vessel is reportedly bound toward Port of Homonhon Island, Eastern Samar, with an ETA of 30 2200H June 2026.

In this regard, all ships/watercraft transiting the east coast of Northern Samar are advised to be on the lookout for the above-mentioned vessel. If sighted, immediately report to the nearest PCG office or to this Station with Hotline phone number 09070612368.

𝐋𝐎𝐎𝐊: 𝐂𝐎𝐀𝐒𝐓 𝐆𝐔𝐀𝐑𝐃 𝐒𝐓𝐀𝐓𝐈𝐎𝐍 𝐍𝐎𝐑𝐓𝐇𝐄𝐑𝐍 𝐒𝐀𝐌𝐀𝐑 𝐀𝐂𝐓𝐈𝐕𝐈𝐓𝐈𝐄𝐒 𝐃𝐄𝐏𝐋𝐎𝐘𝐀𝐁𝐋𝐄 𝐑𝐄𝐒𝐏𝐎𝐍𝐒𝐄 𝐆𝐑𝐎𝐔𝐏 (𝐃𝐑𝐆) 𝐈𝐍 𝐏𝐑𝐄𝐏𝐀𝐑𝐀𝐓𝐈𝐎𝐍 𝐋𝐎𝐖 𝐏𝐑𝐄𝐒𝐒𝐔𝐑𝐄 𝐀𝐑𝐄𝐀 (𝐋𝐏𝐀).

Coast Guard Station Northern Samar (CGS NORSAM) headed by 𝐋𝐓𝐉𝐆 𝐑𝐇𝐈𝐀𝐍 𝐊𝐄𝐀𝐍 𝐀 𝐆𝐀𝐂𝐎 𝐏𝐂𝐆, together with Special Operations Unit–Northern Samar (SOU-NORSAM), and all its Coast Guard Sub-Stations activated the Deployable Response Group (DRG) in response to the prevailing Low Pressure Area (LPA).

Its Coast Guard Sub-Stations coordinated with the Municipal Disaster Risk Reduction and Management Office (MDRRMO) in connection with the prevailing Low Pressure Area (LPA).

The coordination was discuss weather updates, preparedness measures, response coordination, and contingency plans to ensure the safety and security of coastal communities and maritime stakeholders within the area of responsibility.

The activation was undertaken to ensure the operational readiness of personnel, equipment, and assets for possible emergency response, Disaster Risk Reduction And Management (DRRM), Search And Rescue (SAR), humanitarian assistance, and other contingency operations that may arise due to the effects of the prevailing weather disturbance.

In line with this, Coastal Security Patrols (CSP) were conducted, and information on “𝐌𝐠𝐚 𝐏𝐚𝐚𝐥𝐚𝐥𝐚 𝐬𝐚 𝐦𝐠𝐚 𝐌𝐚𝐧𝐠𝐢𝐧𝐠𝐢𝐬𝐝𝐚 𝐬𝐚 𝐏𝐚𝐧𝐚𝐡𝐨𝐧 𝐧𝐠 𝐓𝐚𝐠-𝐮𝐥𝐚𝐧 𝐚𝐭 𝐁𝐚𝐠𝐲𝐨” was disseminated within their respective Areas of Responsibility (AOR).

𝐋𝐎𝐎𝐊: Personnel of Coast Guard Station Northern Samar, together with the Coast Guard K9 Unit, participated in the Monday Flag Raising Ceremony led by 𝐋𝐓𝐉𝐆 𝐑𝐇𝐈𝐀𝐍 𝐊𝐄𝐀𝐍 𝐀 𝐆𝐀𝐂𝐎 𝐏𝐂𝐆, Commander, Coast Guard Station Northern Samar, at Brgy. Kinabranan Zone I, Allen, Northern Samar, reaffirming their commitment to discipline, patriotism, and public service.

After the conclusion of the Flag Raising Ceremony, an Oath-Taking Ceremony was held for the newly promoted personnel of Coast Guard Station Northern Samar, including members of the Coast Guard K9 Unit. The ceremony was presided over by 𝐋𝐓𝐉𝐆 𝐑𝐇𝐈𝐀𝐍 𝐊𝐄𝐀𝐍 𝐀 𝐆𝐀𝐂𝐎 𝐏𝐂𝐆, Commander, Coast Guard Station Northern Samar, who congratulated the promotees and encouraged them to uphold the highest standards of professionalism, integrity, and dedication in the performance of their duties.
